Brigada Eskwela Ready: 425 public schools, nakatanggap ng P12.1M mula sa PGLU

SAN FERNANDO CITY, La Union — Bilang katuwang sa paghahanda ng mga paaralan para sa nalalapit na pagbubukas ng klase, namahagi ang Provincial Government of La Union (PGLU) ng mahigit P12 milyong tulong pinansyal upang masuportahan ang Brigada Eskwela ng iba’t ibang pampublikong paaralan sa lalawigan. Pinangunahan ni Governor Mario Eduardo C. Ortega at mga miyembro ng Sangguniang Panlalawigan ang pamamahagi ng pondo sa mga principal at program coordinators sa isinagawang distribusyon noong Mayo 28, 2026 sa Speaker Pro Tempore Francisco I. Ortega Convention Center, City of San Fernando, La Union. Ang taunang pamamahagi ng tulong pinansyal sa mga paaralan ay patunay ng patuloy na suporta ng PGLU sa sektor ng edukasyon, partikular sa pagpapaganda ng mga pasilidad ng mga paaralan at pagtugon sa kanilang mga pangunahing pangangailangan upang mas mapaangat pa ang kalidad ng edukasyon sa lalawigan. Aabot sa Php 10,625,000.00 ang natanggap ng La Union Schools Division Office (LUSDO) habang Php 1,000,000.00 naman ang natanggap ng City of San Fernando Schools Division Office (CSF SDO). Nakatanggap din ngayong taon ang mga nasa Alternative Learning System (ALS) Program na pinaglaanan ng Php 500,000. Makikinabang sa naturang programa ang 425 pampublikong paaralan sa lalawigan kabilang ang mga elementarya, sekondarya, integrated schools, at 40 ALS districts sa buong lalawigan. Kasama sa mga dumalo sa aktibidad ay sina LUSDO Superintendent Dr. Jorge Reinante, CSF SDO Superintendent Dr. Shiela Marie Primicias at iba pang mga education officials. Dumalo rin sina Board Members Gerard Ostrea, Atty. Ernesto Rafon, Joyce Abuan, at Teresita Garcia. Labis ang tuwa habang nagpapahayag ng pasasalamat ang mga guro dahil malaking dagdag ang pondo para sa pagpapaayos at paghahanda ng kanilang mga paaralan bago ang pasukan.                  

Over 150 residents benefit from PIA Oriental Mindoro’s Barangay Information Caravan

By Ace Sapit   CALAPAN CITY, Oriental Mindoro, Philippines — More than 150 residents of Barangay Wawa here availed themselves of various government services during the “Barangay Information Caravan with One-Stop Shop of Government Services” held on May 27. The activity was spearheaded by the Philippine Information Agency (PIA) Oriental Mindoro to bring essential government information and frontline services closer to the community. According to PIA Oriental Mindoro, led by Information Center Manager Gene Ace Sapit, the program aims to make government services more accessible, especially for residents who experience difficulty traveling to government offices. Through the caravan, government services, information, and programs that address the daily needs of the public were delivered directly to the barangay, Sapit said. Participating agencies included the Social Security System (SSS), Philippine Statistics Authority (PSA), Philippine Health Insurance Corporation (PhilHealth), Home Development Mutual Fund or Pag-IBIG Fund, Department of Trade and Industry (DTI) together with the Small Business Corporation, Department of Agriculture (DA) through the Agricultural Program Coordinating Office, Philippine National Police (PNP) Oriental Mindoro Police Provincial Office and Calapan City Police Station, as well as the Department of Information and Communications Technology (DICT). The agencies provided consultations, information about their programs and various frontline services to residents. The police also offered free haircuts, while the DA distributed free vegetable seeds. Meanwhile, the Barangay Government of Wawa expressed gratitude to the PIA, saying the initiative greatly helped bring government services closer to the people and allowed residents to immediately address some of their concerns without needing to travel to the city or other government offices. “Kami’y lubos na nagpapasalamat naman sa PIA dahil sa unang pagkakataon ay pinagsama-sama nila ang mga ahensya ng pamahalaan upang dalhin dine sa aming barangay. Nueva Vizcaya losses in fires surge from February to March

By Rachel Magday   NUEVA VIZCAYA, Philippines — Fire incidents in the province rose sharply from February to April 2026, causing an estimated ₱12.58 million in damage, according to Fire Supt. Aristotle V. Atal, provincial fire marshal of the Bureau of Fire Protection (BFP) in Nueva Vizcaya. Presenting the BFP’s “Fire Suppression Data: February–April CY 2026” at the second-quarter joint meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) at Ammungan Hall, Provincial Capitol, Atal said the BFP responded to 31 fire calls over the three-month period: 17 structural, 12 non-structural and two vehicular incidents. Year-on-year comparisons showed steep increases across categories. Structural fire responses more than doubled, from eight in February–April 2025 to 17 in the same period this year (about 112.5%). Non-structural incidents jumped from one to 11 while total fire responses climbed from nine to 31 (about 244%). Reported property damage ballooned from ₱677,000 in 2025 to ₱12,581,000 in 2026—an increase of roughly 1,758%. One civilian fatality was recorded this year; no firefighter deaths were reported in either period. Dupax del Norte accounted for the largest share of losses at approximately ₱8.659 million. Other municipalities with significant damage included Bayombong (about ₱734,000), Ambaguio (about ₱351,500) and Solano (about ₱346,000). One incident in Santa Fe remains under investigation, Atal said. The BFP report was part of the second‑quarter joint PPOC–PADAC–PTF‑ELCAC meeting, chaired by Gov. Atty. Jose V. Gambito and presided over by Board Member Flodemonte S. Gerdan, who chairs the Sangguniang Panlalawigan’s committee on peace and order, emphasized coordinated measures to boost fire prevention and public safety across the province.      

Saniata 2026 in Nueva Vizcaya’s new tourism face

    NUEVA VIZCAYA, Philippines — Newly crowned Saniata ti Nueva Vizcaya 2026 Leanne Jaye C. Derije has been appointed the province’s tourism ambassador under a one-year agreement with the provincial government headed by Gov. Atty. Jose V. Gambito, following a courtesy call at the governor’s office where the deal was signed. The Memorandum of Agreement (MOA), executed by Gambito and Derije, tasks the pageant winner with promoting Nueva Vizcaya’s priority tourism products, services, destinations and events. Under the MOA, the Provincial Local Government Unit (PLGU) and the Provincial Tourism Office (PTO) will coordinate Derije’s participation in province-sanctioned campaigns, provide logistical and safety support for official activities, and include her in official promotional events, subject to existing rules and available funds. The one-year agreement requires Derije to attend official engagements, observe professional conduct, and submit a monthly accomplishment report. In return, the add provincial government will grant a monthly qstipend of P10,000. The MOA also bars the Saniata from making endorsements without the consent of the Provincial Local Governmemt Unit, Provincial Tourism and Culture Office or the Grand Ammungan Festival Saniata ti Nueva Vizcaya Committee.        

TESDA’s bread and pastry scholarship opens livelihood path for Cebu graduate

By Robinson Cabardo Jr.   CEBU CITY, Cebu, Philippines (PIA) — A 22-year-old Talisay City resident has found new livelihood opportunities after completing a bread and pastry production course under the Training for Work Scholarship Program (TWSP) of the Technical Education and Skills Development Authority (TESDA). Trexcy E. Montillano, a resident of Barangay Lawaan and a graduate with a bachelor’s degree in information technology from Talisay City College, said she decided to apply after a neighbor shared positive experiences from enrolling in the same program. “I have a neighbor who applied for the scholarship at TMJ, and she shared with me her good experiences where she learned new skills from the training, which pushed me to also apply for the scholarship program,” Montillano said. Montillano enrolled in Bread and Pastry Production training under TWSP despite the course being outside her degree field. “My college course is not really aligned with bread and pastry; however, I wanted to learn baking skills, which pushed me to apply for TWSP and gain new skills in bread and pastry production,” she said. “I immediately grabbed the opportunity to learn other skills that I could use to enter other fields of work, while also receiving an allowance, which helps ease my expenses,” Montillano added. Training for Work Scholarship Program The TWSP is one of TESDA’s flagship scholarship programs, providing free technical-vocational training to improve Filipinos’ employability, livelihood prospects, and overseas job opportunities. The program covers free training, competency assessment, and certification, and a training support fund of P160 per training day. The allowance amount varies depending on the course duration. TESDA Cebu Provincial Director Carlito F. Quintano said there were 7,700 TWSP graduates in Cebu in 2025, with 5,300 approved slots available for 2026. “In TWSP, applicants must be at least 18 years old to qualify since the program is intended for employment and the minimum legal age for regular employment is 18 years old,” Quintano said. As of April 2026, 2,332 slots remained available in Central Visayas, with P55.99 million in remaining funds. The TWSP expansion in Cebu is part of a broader national push for technical-vocational education. President Ferdinand Marcos Jr. visited TESDA’s training facilities in Taguig City on Oct. 10, 2025, reaffirming the administration’s priority for skills development. TESDA Director General Jose Francisco Benitez has said 2026 marks the biggest budget in the agency’s history, enabling expanded training and scholarship programs across the country. Quintano said while most slots go to bread and pastry production, TESDA is also expanding into upskilling courses in the Internet of Things (IoT) and artificial intelligence (AI), with new programs for semiconductors and advanced manufacturing. Training duration varies by course: Bread and Pastry Production requires 140 hours, driving and massage therapy require 120 hours, and healthcare-related courses require 960 hours. TESDA has urged interested applicants to contact its offices or any accredited training center to inquire about available slots, application requirements, and enrollment procedures. “This scholarship allocation is ongoing. We are currently accepting scholars — you can visit our TESDA offices in Cebu or go to any accredited training center for further details. We still have available slots, so please take advantage of these opportunities, as this can help you in your future employment,” Quintano said. From December 2025 to January 2026, Montillano completed a month-long training program at TMJ Technology Skills Training Institute Assessment Center in Talisay City, where she acquired practical skills in bread and pastry production. After completing the program, Montillano received a Bread and Pastry National Certificate II (NC II) from TESDA, which she said has helped her pursue better employment and livelihood opportunities. While helping her sister run the bread business, she is also looking for employment. “TWSP has really helped me a lot. The biggest impact is the new skills I learned, which I can use for employment, livelihood, or other job opportunities. At the same time, I also received an allowance that served as financial support,” Montillano said. She urged students to explore technical-vocational training through TESDA. “For students who want to explore other skills or engage in different fields, I urge you to apply for TESDA’s TWSP because it offers great opportunities and you can really learn actual skills through hands-on training. Naga City declared highly urbanized, become Philippine’s 34th HUC

The City of Naga in the Bicol Region has officially joined the ranks of the country’s highly urbanized cities (HUCs), becoming the 34th such city in the Philippines following a proclamation signed on Wednesday by Ferdinand Marcos Jr. The 15th Sangguniang Panlungsod of Naga formally initiated the city’s bid for highly urbanized city status through the adoption of Resolution No. 2026-078 on January 27, 2026, citing that the city had already met the statutory requirements, including the prescribed annual income and population threshold necessary for such classification. The milestone announcement coincided with the commemoration of the 68th birth anniversary of the late Jesse M. Robredo, widely regarded as the “Father of Good Governance” in the Philippines for his transformative leadership anchored on transparency, accountability, and people empowerment. The proclamation took center stage during the day’s activities, which included a flag-raising and wreath-laying ceremony honoring Robredo’s legacy. The event was led by his widow, Leni Robredo, alongside members of the Robredo family, including his elder brother Butch, as well as barangay officials, educators, students, local government employees, and representatives from national government agencies such as the Philippine National Police, Bureau of Jail Management and Penology, Bureau of Fire Protection, and the Department of Education. It was Mayor Robredo who formally announced to the public Naga’s elevation to HUC status, drawing applause from the gathered crowd. In his opening remarks, Vice Mayor Gabriel Bordado Jr. underscored the enduring impact of Jesse Robredo’s leadership, particularly in fostering strong people’s participation in governance—a model that has since been replicated by many local government units across the country. Jesse Robredo served as mayor of Naga City for 19 years before his appointment as Secretary of the Department of the Interior and Local Government during the administration of former president Benigno Aquino III. In her message, Mayor Robredo expressed the family’s deep gratitude to Nagueños for their continued remembrance and affection for Jesse, noting the community’s unwavering support in commemorating both his birth and death anniversaries. The conferment of HUC status marks a historic chapter for Naga City, reflecting its sustained growth and development, as well as the enduring legacy of leadership that has shaped its governance. The Implementing Rules and Regulations of the Local Government Code of 1991 (RA 7160, specifically Rule VIII, Article 12, states that within 120 days from the declaration of the president of the Philippines, the Comelec shall conduct a plebiscite in the city proposed to be converted. Benguet solon file bills to establish autism support system

Two bills that support Filipino children with autism and their families are moving forward to its approval, an optimistic Benguet Rep. Eric Go Yap said. Yap in a release said that House Bills 6001 and 6486 may reach approval by the plenary that are aimed to address the long standing struggles faced by individuals with autism and their family that care for them. Yap that with the two bills, the establishment of a comprehensive national autism care system will be established. HB 6001 is aimed to establish a comprehensive national autism care plan, that Yap says “would institutionalize measures for early detection, inclusive education, intervention programs, and full social integration for persons with autism.” On the other hand, HB 6486 “proposes the establishment of a Center for Autism that would provide free or affordable diagnostic, therapeutic, and rehabilitation services.” The House’s committee on health approval advocates say “as a breakthrough moment for countless families who have long endured emotional, financial, and social challenges while navigating the realities of autism care in the country.” For families, having an autistic child means “sleepless nights, uncertainty over their child’s future, and the painful struggle for acceptance, understanding, and accessible support systems.” Yap said  that the proposed bills are aimed “to ease those burdens by creating a more responsive and inclusive framework for autism care nationwide.” He said that the bills’ supporters view autism not a barrier to success or human potential, adding that “with proper support and opportunities, persons with autism can thrive in schools, workplaces, and communities.” They say that the committee approval is a legislative victory and “viewed as a powerful statement that inclusion should no longer be treated as a privilege reserved for a few, but as a fundamental right guaranteed to every Filipino child.” As the bills near plenary deliberations, Yap added that “families and autism advocates are hoping Congress will sustain the momentum and finally turn years of calls for stronger autism support into law.” PML            

Black Soldier Fly facilities boost city’s food waste conversion

BAGUIO CITY, Philippines – The city government  has reported a major headway in the city’s food waste collection and conversion program with the help of the Black Soldier Fly (BSF) facilities. Mayor Benjamin Magalong said that overall, the food waste conversion program under the Bida Barangay portfolio of the “Pansa-nopen Tayo”  Circular Economy program successfully converted ten tons of food waste from January to April this year. According to the General Services Office, the city now has four BSF facilities. Three are completed and operational located at Dontogan, North Sanitary Camp barangays and at the Irisan Ecopark.  Another one is being constructed in Irisan barangay. TheGSO said the BSF facilities in Irisan Ecopark and Dontogan are receiving collected food waste diverted from establishments including major fastfood chains and hotels for bioconversion into organic fertilizer. This makes high-volume waste generators part of the food waste collection circuit established by the GSO covering the central business district (CBD).  Instead of being sent to the landfill, the food waste is diverted to the BSF for processing into organic fertilizers which are being used for the city’s parks. The GSO said the Irisan BSF facility remains the city’s primary processing hub handling more than 4.6 tons of food waste over the past four months. Although a slight dip was recorded in March during the transition period, operations strongly recovered in April after the GSO optimized the CBD collection routes. At the Dontogan facility, the GSO processed a total of 1.4 tons of food waste. The facility continues to support food waste collection in the southern part of the city and serves as a key site for the planned centralized Materials Recovery Facility (MRF). Meanwhile, the BSF facility at the Baguio Sewage Treatment Plant at North Sanitary Camp has become a fast-growing processing site. In April alone, it processed 1.4 tons of food waste, showing its growing capacity to handle waste from District 17 and other institutions. The City Environment and Parks Management Office (CEPMO) manages waste collection in District 17, covering North and South Sanitary Camp, Private Road Magsaysay, Trancoville and Alfonso Tabora. The collection also includes the City Hall Canteen and Newtown Hotel. At the City Hall Materials Recovery Facility (MRF), around 65 kilos of food waste have already been processed into the soil enhancer. Several City Hall offices have also been noted to take part in the initiative from February to April, encouraging other offices to reinforce daily waste segregation practices in support of the Lead by Example initiative. Mayor Magalong and European Union-Philippines Green Economy Partnership (EU-PH GEP) Local Government Unit and Stakeholder Engagement Specialist Dr. Marjorie Balay-as cited the food waste circularity program accomplishments and encouraged further strengthening of the same. “We have to sustain our momentum in shifting the paradigm from traditional hauling and dumping practices to a circular resource model. Through technology and nature-based solutions, food waste is being converted into sustainable products that benefit the community.  Let us keep going as part of our commitment to sustainable waste management and environmental protection,” the mayor said. – Aileen P. PSC to release P10-M for Palarong Pambansa winning athletes incentive

Athletes to play for home region   Winning athletes in the Palarong Pambansa will get cash incentives from the Philippine Sports Commission, while they can now play for their home region instead of their adoptive region where they play as student-athletes. The PSC will allocate PhP10 million to incentivize winning athletes which chair Patrick Gregorio announced during the opening of the newly renovated Baguio Teachers Camp last May 16 assured by president Ferdinand Marcos, made the official announcement during the opening of the Palarong Pambansa in Prosperidiad, Agusan del Sur last Sunday. In the president’s directive, the amount is meant “to revitalize the national grassroots sports program.” The groundbreaking initiative during the opening ceremony of the 66th Palarong Pambansa will be implemented by the PSC in partnership with the Department of Education (DepEd), organizer of the Games. “I am happy to announce to you that for the first time, the Philippine Sports Commission will allocate incentives for the medalists of regular sports and para games in recognition of your skill,” said President Marcos in a video message and quoted in national media. “I know that you will do your best. You will learn a lot from these Games that you can take with you wherever you go. This is where you will learn perseverance, respect, discipline, and compassion for others,” added Marcos. Under the program, gold medalists will receive P5,000, silver medalists P3,000, and bronze medalists P2,000, a move designed to sustain the training and athletic development of the country’s young sports heroes while easing the financial sacrifices made by their families. During his visit here in Baguio, Gregorio said: “To help with the athlete’s training and the expenses of Dad and Mom. This is just a small amount considering the large number of participants and winners in the Palarong Pambansa. This is just a sincere gesture from our government that comes from the heart,…” He emphasized that “the program is not only about financial support but also about sending a powerful message that the government stands firmly behind its young athletes from the very beginning of their journey.” “These incentives will likewise help motivate our young student-athletes to strive harder and to train more diligently. This is help to reach their dreams,” said Gregorio. The fund will come from the PSC’s share from operation of the Philippine Amusement and Gaming Corporation (PAGCOR), headed by Chairman Al Tengco. The fund is expected as a catalyst for deeper investment in grassroots sports. “We are able to do all of this with the help of PAGCOR,” said Gregorio. During said visit here, Gregorio also said that athletes can now play under the region where they came from and not where they are enrolled now. The Palaro, the Batang Pinoy and even the National Private School Athletic Association are venues for recruitment by well-funded Metro Manila universities as well as other learning institutions in highly urbanized areas.
