Tourism council extends well-wishes on Baguio’s 115th Charter Anniversary

  BAGUIO CITY – The Baguio Tourism Council (BTC) stands in solidarity with the city and its residents as Baguio celebrates its 115th year as a chartered city. “We share in the pride of Baguio’s noble achievements, accomplished through the dedication of successive leaders from 1909 to 2024,” stated Gladys Vergara, chairperson of the Baguio Tourism Council. Vergara joined city officials, including Mayor Benjie Magalong, Vice Mayor Faustino Olowan, city councilors, department and division heads, and barangay officials, in commemorating Baguio Day. The celebration was marked by a series of events. The highlight was the awarding of the 2022 Outstanding Citizens of Baguio. Other events included early morning fishing competitions at Burnham Park, the official program at the Baguio Convention and Cultural Center, a multi-sectoral community parade along Session Road to Melvin Jones at Burnham Park, the Baguio Country Fair, and the Sunday showcase at Session Road, among others. “This is the story of Baguio—one that we have all written together as a unified community,” Vergara remarked, highlighting the resilient spirit that binds Baguio’s residents into a strong, cohesive family. The BTC, a public-private partnership of stakeholders, is dedicated to advancing tourism for the benefit of the entire city. “We are committed to opening new tourism frontiers, spreading the benefits of development, and ensuring that the anticipated economic growth and social cohesion from intensified tourism activities are shared equitably,” Vergara emphasized. She also commended the planning and execution of Baguio Day events, attributing their success to the robust multi-sectoral collaboration.          

Samar cops nab Regional Top 9 Most Wanted Person for Robbery with Homicide

CATBALOGAN CITY, Samar – The police arrested the so-called No.9 Regional Top Most Wanted Person with a case of robbery with homicide in Purok 4, Sitio Tigbe, Barangay Capoocan, Calbayog City, Samar, on September 1. In the report of Col. Antonietto Eric Mendoza, provincial director of the Samar Police Provincial Office to Brig. Gen. Reynaldo Pawid, regional director of Police Regional 8, identified the arrested suspect as alias “Tom”, 30, a construction worker residing in Barangay Talahiban, Oquendo District, Calbayog City, Samar. According to Mendoza, the arrest of the suspect was successfully carried out by the joint units of the Provincial Intelligence Unit/Drug Enforcement Unit, Calbayog City Police Station, Regional Intelligence Unit 8, 1st Samar Provincial Mobile Force Company, Special Action Force Intelligence Operation Section – Field. Intelligence and Investigation Division (PNP SAF IOS FIID), 804th Maneuvering Company, Regional Mobile Force Battalion 8 and the 125th Special Action Company and 12th Special Action Battalion, Special Action Force. The operatives identified the accused as He was apprehended based on a warrant for robbery with homicide, issued by the court on May 12, 2021, with no bail recommended. Alias “Tom” is listed as Rank No. 9 Most Wanted Person in the Regional Level. During the operation, the accused was informed of his constitutional rights under the Miranda doctrine, as well as his rights under RA 9745, known as the Anti-Torture Law in a language he understood. He is now under the custody of the Calbayog CPS before being turned over to the court of origin. Mendoza commends all involved PNP personnel for the successful arrest of region 8’s most wanted person. “Let this accomplishment inspire us all to maintain our high standards of service and remain steadfast in our mission to protect and serve the people of Samar,” he emphasized.

The event began with the flag raising ceremony, where Peredo alongside the Retired OCD-CAR Director, Andrew Alex H. Uy; the municipal officials and employees of Kabayan led by the Municipal Mayor Florante B. Bantales, Jr; and the personnel of Kabayan Municipal Police Station; proudly raised the Philippine flag, symbolizing unity and dedication to the nation. Following this, Peredo delivered his own inspirational message, echoing the significance of the civil servants’ role in the country’s development. He expressed his deep appreciation for their relentless efforts and sacrifices, especially during challenging times, and urged everyone to continue upholding the values that the Civil Service Commission stands for.    BAGUIO CITY – Habang papalapit ang kapaskuhan ay patuloy na pinaghahandaan ng Baguio Tourism Council sa pangunguna ni Chairman Gladys Vergara sa pamamagitan ng makikipagpulong sa mga stakeholders at iba’t ibang organisasyon upang maging parte ng “An Enchanting Baguio Christmas” (AEBC) festivities. Nakipagpulong kamakailan si Vergara sa mga Zumba instructor mula sa iba’t ibang grupo sa Burnham Park para pag-usapan at kumpirmahin ang kanilang partisipasyon sa nalalapit na paglulunsad ng taunang “An Enchanting Baguio Christmas” festivities. Nakatuon ang pulong sa pagpaplano ng mga aktibidad ng Zumba team, kabilang ang isang engrandeng Zumba meet, na iminumungkahing maganap sa Burnham Park Rose Garden sa Nobyembre 29, 2024. Kabilang sa mga dumalo ang mga Zumba instructor na sina Myra Mora, Jojie Torio, Arman Lapastora, Bernardo Sapico, Juvy Labsan, Joseph Baniaga Jr., Rommel Gubangco, Ceasar Damasco, Marvin Tulliong, at Angelica Chamos. NV Gov and 5ID Commander inaugurate new CDC Multi-Purpose Hall

Señires PA, 5th Infantry Division (5ID) Commander, officially led the blessing ceremony for the newly constructed 203rd Community Defense Center Multi-Purpose Hall located at the provincial capitol,here. The project, which was funded by the provincial government to the tune of P1.7 million, was initially requested during the tenure of the late Governor Carlos M. Padilla. Major Flodemonte S. Gerdan, PA (RES), Battalion Commander of the 203rd Ready Reserve Infantry Battalion (RR IBn), expressed gratitude for the new facility, noting that the old CDC building was too small to accommodate their activities. He acknowledged the significant role of Gov. Padilla in securing the funds and praised Gov. Gambito for continuing the project after assuming office in 2022. “This new facility is expected to be a hub for various military and civic activities,” Major Gerdan stated. “It will also serve as quarters for the 203rd Ready Reserve Infantry Battalion, providing a much-needed space for training and coordination.” Governor Gambito, in his message, emphasized the importance of the project as a testament to the strong coordination and cooperation between the provincial government and the Philippine Army. “This project is proof of our excellent partnership in terms of peace and order and especially in responding to calamities that hit our province,” Gov. Gambito said. “This multi-purpose hall stands as a symbol of our steadfast commitment to fostering a safe and resilient community,” Gov. Gambito elaborated. “Through this facility, we aim to enhance the capabilities of our reservists, ensuring they are well-equipped and prepared to respond swiftly and effectively during emergencies. The reservists of the Philippine Army have been invaluable partners in disaster response and maintaining peace and order. Their dedication and readiness to serve during times of need highlight our collective strength and unity. The collaboration between the provincial government and the Philippine Army exemplifies how united efforts can lead to meaningful and impactful outcomes for our constituents.” The event was attended by notable figures including Vice Governor Eufemia A. Dacayo, Board Member Florante S. Gerdan, and Elma Pinao an Lejao, all of whom are also reservists of the Philippine Army in Nueva Vizcaya.

Albay Vet Office leads farmers in Balut and Salted Egg production training

By TMPadilla, Albay PIO   Legazpi City–  The Albay Veterinary Office (AVO) conducted a one-day training session for farmers on Balut and Salted Egg Production. Aimed at enhancing economic opportunities and promoting sustainable agricultural practices in the region, AVO organized this training as part of the province’s ongoing efforts to boost animal raising and production ventures. Thirty farmers from across the province completed the comprehensive training program, which was designed to improve their knowledge and skills in duck egg processing and management, offering innovative approaches to enhance their livelihoods. Edgar Persebre, an agripreneur and owner-administrator of Palayamanayon ni Tiyo Edgar, led an in-depth session covering topics such as proper duck raising, egg selection and incubation, brine and solution preparation, candling, and harvesting and cooking. The participants also engaged in a hands-on demonstration of balut and salted egg production, allowing them to apply their newly acquired skills.    

Baguio City government inked MOA with JICA

The Japan International Cooperation Agency (JICA), FujiClean Co., Ltd. (FujiClean), and the City Government of Baguio, led by Mayor Benjie Magalong, through the City Environment and Parks Management Office (CEPMO), entered a Proof of Concept (POC) arrangement and a Memorandum of Agreement (MOA) to address the growing demand for developing sewer infrastructure. JICA will supervise the overall activities, and the city government of Baguio will cooperate with FujiClean to ensure the successful implementation of the Survey throughout the implementation period. The objective of the discussion is to identify challenges to complying with the standards set by the Department of Environment and Natural Resources (DENR) through the use of the FujiClean System. The system consists of a fiberglass-reinforced plastic (FRP) tank, supplemental chemicals, and air blowers based on biofilm to effectively remove organics and nitrogen from the wastewater from toilets. The POC will be implemented under SDG’s Business Verification Survey framework as part of JICA’s public-private partnership programs to demonstrate Japanese-developed technologies that respond effectively to specific development challenges. FujiClean will implement a demonstration of the decentralized wastewater treatment system in the Survey at the City Engineering Office (CEO) of Baguio; currently, wastewater produced by the CEO is primarily treated by septic tanks. The Survey will demonstrate that FujiClean products, technology, know-how, and business model have the performance to achieve the DENR Administrative Orders on the standards for Class “A” water body classification and will create a solution to effectively develop sewer infrastructure by combining Centralized treatment plant system and FujiClean Decentralized Treatment system. As part of the POC, FujiClean will Install the decentralized wastewater treatment system with the application of an Environmental impact assessment (EIA) report, Clear Marcos Highway Watershed Forest Reserve Protected Area, Demonstrate the treatment performance to comply with the DENR standards, Conduct a seminar to raise awareness of FujiClean products; evaluate the impact of FujiClean products in terms of environment and economy; conduct training to local offices for proper operation of FujiClean products, conduct treated water quality tests, chemical supply and replacement parts for air blowers, and warranty for accessories and FRP tank. As a partner in the POC, LGU Baguio will provide support as needed by appointing city personnel, securing areas for installation and demonstration, securing a location to store chemicals, offering topographical data to the Survey, ensuring the FujiClean products, technique, and knowledge will not be used for military purposes. JICA Guidelines for Environmental and Societal Considerations shall be applied to ensure appropriate considerations for the environmental and social impacts in the Survey. After the product is installed and commissioning is completed, FujiClean will carry out a 1-year verification of its product performance to ensure that it operates appropriately within the Survey period. After the verification, LGU Baguio will conduct proper and effective product operation and maintenance. The product will be handed over and transferred to LGU Baguio after the end of the POC. Governor Guico scores tremendous breakthroughs in just two years

By Ruby F. Rayat/PIMRO Lingayen, Pangasinan—Pangasinan will experience tremendous breakthroughs in the coming months as a result of the gargantuan projects under the stewardship of Governor Ramon V. Guico III. With Gov. Guico leading the game-changing plan for the province, big ticket projects were designed and accomplished, such as the establishment of the Pangasinan Link Expressway (PLEX), which broke ground in March; the revitalization of a salt farm located in Bolinao town; the creation of Pangasinan Polytechnic College; the grand reform of all 14 government hospitals; farm mechanization under corporate farming; and the creation of an investment core group. “Like pieces of a jigsaw puzzle, our campaign promises are now being actualized, one after the other,” Gov. Guico earlier said.   With the construction of the joint venture between the province and San Miguel Holdings Corporation, owned by business tycoon Ramon Ang, the PLEX, which is worth P34 billion, will connect Pangasinan’s eastern and western parts. Hence, the expressway will serve as the gateway to an economic boom through increased revenue in trade and commerce. “It will serve as a backbone of the province in terms of ease of travel and accessibility. If we are able to construct it, it will open many doors to other towns and cities. There will be growth in investment, jobs created, and the ease of travel in and out of the province,” Gov. Guico disclosed in the groundbreaking of the multi-billion-dollar project fully funded by SMC under the Public-Private Partnership (PPP) scheme. As regards the physical design, the expressway will have two lanes in either direction. Aside from connecting the eastern and western parts of Pangasinan, PLEX will provide a more efficient connection between the New Manila International Airport located in Bulacan Province and the Tarlac-Pangasinan-La Union Expressway. As previously disclosed, the work is carried out in two stages. The completion date for the project will depend on the timeline for the acquisition of the land along the alignment. Pangasinan Salt Center The revitalization of the salt industry, a leading local industry in the province that needs to be bolstered to live up to the stature of being the ‘home where salt is made.’ Previously managed by Pacific Farms Inc., whose foreshore lease contract had expired in 2002, the Pangasinan Salt Farm located in Brgy. Zaragoza in Bolinao was shut down in February 2021. After Gov. Guico assumed office in July 2022, the provincial government took charge of its operation. The salt farm started producing salt thereafter. Just recently, the salt farm sold 40,000 bags of agricultural grade salt fertilizer (AGSF) to a trader who supplies for the Philippine Coconut Authority (PCA) for the agency’s coconut fertilization program. Pangasinan, the destination In its aim to repackage Pangasinan as the province of choice among local tourists and foreign visitors, various tourism projects were undertaken, such as the establishment of the Pangasinan Banaan Museum located at the Casa Real and the facelifting of the Capitol Complex. Hence, two corporate towers will be built to house various offices of the provincial government and some national line agencies. To add a sense of tranquility and beauty, construction of the reflecting pool and interactive fountain is presently underway. Overlooking the historic Lingayen Gulf, the landmark project will serve as a tourist come-on with the aesthetic vibe of trumphet blooms similar to that of Singapore. Hospital of Choice In addressing the primary needs of the 3.4 million Pangasinenses for improved health care, all 14 government hospitals in the province were improved by increasing their authorized bed capacities and are now equipped with newly acquired state-of-the-art medical and laboratory equipment, highly-trained medical practitioners, and additional manpower as well. Soon, all district hospitals will have their own hemodialysis center to address the needs of patients with kidney ailment. Through the organization of the Provincial Hospital Management Services Office (PHMSO), a landmark project of Gov. Guico, and through collaborative effort with the Provincial Health Office (PHO), the province was able to distinguish the curative and preventive aspects of health services under a more organized function. Playing a pivotal role in assisting Pangasinense indigents and financially incapacitated patients, a hefty amount of P495,401,375.65 was downloaded to the province, which was divided among the 14 government hospitals through the Medical Assistance to Indigent and Financially Incapacitated Patients (MAIFIP). This is the biggest fund acquired by the provincial government since the program was launched in 2019.   Based on the report of PHMSO, from 2023 to 2024, the total number of patients catered by the 14 hospitals under the MAIFIP program reached 182, 679. Pangasinan Polytechnic College A rightful answer to the needs of every poor but deserving youth to acquire free education, the Pangasinan Polytechnic College (PPC) was established and is now officially open. Another landmark project of the governor, the first-ever tertiary educational institution in the entire region that is operated by a provincial government, opened its bachelor’s degree programs last August 12 with 700 freshmen comprising the first batch of students. “We have to acknowledge that the institution will be greater than all of us. We built a clock that tells time, and we are only a part of that whole element. That is the vision. The clock is still ticking, telling time and reminding all of us to be on time. We are good only as our term, but this one will outlast all of us here,” the governor said. Corporate Farming As an agricultural province, programs and projects for farmers and fisherfolks were never left behind. A flagship program of Gov. Guico, Pangasinan’s Corporate Farming Program endeavored to demonstrate food production cost efficiency through a farm consolidation approach, increase production yield through optimum utilization of production inputs and farm machinery, and adoption of a package of technologies. In a report from the Office of the Provincial Agriculturist (OPAg), it was stated that Pangasinan reached 209% rice sufficiency in 2023.
