Court junks CJHDevCo sub-lessee’s attempt to stop full recovery of CJH

The fresh attempt of several sub-lessees of CJH Development Corporation (CJHDevCo) to block Bases Conversion and Development Authority’s (BCDA) full recovery of Camp John Hay has been denied again by a Baguio court. Branch 79 of the Baguio Regional Trial Court (RTC) on 05 February 2025 denied the application of several foreign nationals, asking for a TRO to stop Branch 6 of Baguio RTC and the court’s ex-officio sheriff from implementing an arbitral final award mandating the return of the 247-hectare Camp John Hay property, together with all improvements, to the BCDA. “This development sends a strong message to all stakeholders to respect the rule of law. We thank the dedicated officers at the Baguio Regional Trial Court and our law enforcement partners who continue to tirelessly and vigorously enforce our laws. We encourage all stakeholders to communicate with BCDA to be properly apprised of their rights and remedies under the law, so as not to be misled by statements repeatedly issued by some parties,” said BCDA Chairperson Atty. Hilario B. Paredes. Atty. Paredes urged the affected stakeholders to lay their rightful claim on the accountable party/ies they signed their contracts with. The fresh attempt to stop the return of Camp John Hay to the BCDA comes after the ex-officio sheriff proceeded to continue the execution of the final award, which started on 06 January 2025. On 03 April 2024, the Supreme Court invalidated a 2015 Court of Appeals ruling that nullified the Writ of Execution issued by Branch 6 of Baguio RTC and the Notice to Vacate issued by the court’s ex-officio sheriff insofar as third persons claiming rights over improvements in Camp John Hay are concerned. In its  final decision in October 2024, the Supreme Court reversed the Court of Appeals ruling and upheld the arbitral final award, saying all improvements must be returned to the BCDA without exception.                        

51 LGUs hailed as 2024 Seal of Child-Friendly Local Governance National Passers

The Department of the Interior and Local Government – Cordillera Administrative Region (DILG-CAR) announced that 51 local government units (LGUs) across the region have been conferred the Seal of Child-Friendly Local Governance (SCFLG) for Calendar Year 2024, underscoring their unwavering dedication to safeguarding and advancing the rights and welfare of children in their communities. The SCFLG is awarded to LGUs that have demonstrated excellence in designing and implementing child-centered programs, policies, and services under the Child-Friendly Local Governance Audit (CFLGA). The audit assesses LGUs through key pillars of child welfare and security, such as Survival, Development, Protection, Participation, and Governance. To earn the seal, an LGU must attain an overall passing rate of at least 80% in the evaluation. The 51 cities and municipalities recognized for their commitment to child-friendly governance are: From the Province of Abra, the municipalities of Boliney, Danglas, Dolores, Lacub, Lagayan, Lagangilang, La Paz, Licuan-Baay, Luba, Peñarrubia, Pidigan, Pilar, San Juan, Sallapadan, Tineg, Tubo, and Villaviciosa have earned the seal. In the Province of Apayao, the LGUs of Calanasan, Conner, Flora, Luna, Pudtol, and Sta. Marcela are among those honored. In the Province of Benguet, Atok, Buguias, Itogon, Kapangan, Kibungan, La Trinidad, Mankayan, and Tublay were recognized. From the Province of Ifugao, Alfonso Lista, Asipulo, Banaue, Hungduan, Kiangan, Lagawe, Lamut, and Tinoc bagged the seal. The Province of Kalinga’s awardees include Balbalan, Lubuagan, Pasil, Rizal, Tabuk City, Tanudan, and Tinglayan. From Mountain Province, the municipalities of Bauko, Barlig, Bontoc, and Tadian were conferred the seal. The City of Baguio rounds out the list of national passers in the Cordilleras. Strengthening Local Initiatives for Children DILG-CAR Regional Director Araceli A. San Jose lauded the outstanding performance of the recognized LGUs, emphasizing the importance of sustained commitment to child-friendly governance. “These LGUs have proven that part of good governance is about ensuring that no child is left behind. Their efforts in nurturing safe, healthy, and supportive environments for children are indeed commendable, and we encourage all LGUs to continue developing programs that uphold children’s rights and well-being,” RD San Jose said. She added that LGUs must remain committed to safeguarding children’s well-being through accessible healthcare, quality education, child protection measures, and active youth participation. As the Cordillera region continues to champion child-friendly policies, RD San Jose said the DILG-CAR reaffirms its commitment to guiding and supporting LGUs in enhancing their programs for children considering that for FY 2025, the CFGLA will pilot the implementation of the audit at the provincial government level, highlighting the need for broader capacity development interventions to uphold child-friendly LGUs. (DILG-CAR/FFP)

Globe blocks over 3,000 child porn URLs and domains in 2024

Safer Internet Day 2025 Globe reinforces its leadership in the fight against online child pornography as it continues efforts to block harmful content online to make the internet safer, especially for the young. In 2024, Globe blocked 3,096 child pornography domains or those containing child sexual abuse and exploitation materials (CSAEM), a slight increase from 3,047 domains restricted in 2023. The company’s sustained site blocking reflects its commitment to creating a safer digital environment. Since the launch of its #MakeITSafePH campaign in 2017, Globe has been steadfast in its commitment to safeguarding Filipino internet users, particularly children, from the dangers of online exploitation. Aligned with the Anti-Child Pornography Act of 2009 (Republic Act 9775), which mandates Internet Service Providers (ISPs) to implement technologies that prevent the access to and transmission of child pornography, Globe has invested over USD 2.7 million in advanced content filtering systems. These investments have improved the telco leader’s ability to detect and block illegal content, helping ensure a better digital environment for all users. “Safer Internet Day serves as a timely reminder of the need to protect children from online exploitation. Our dedication to addressing online child abuse goes beyond blocking harmful sites.  It involves a comprehensive approach that includes technological solutions, strong partnerships, and proactive educational programs,” said Atty. P9-M counterfeit TVs seize in Subic Bay Freeport

  Subic Bay Freeport – The Criminal Investigation and Detection Group (CIDG) teamed up with the Subic Bay Metropolitan Authority (SBMA) in seizing counterfeit television units worth ₱9-million, during an operation at a certain company here on Thursday, February 6. According to CIDG Police Capt Jan Michael Jardin, the operation is part of Oplan Megashopper as the authorities served a search warrant to Enjoy Electronics Subic International at the Corregidor Highway, Ilanin West District, Subic Bay Freeport. The operation yielded the confiscation of the following subject items specified in the search warrant, which consisted of 40 boxes containing 1,286 pcs TV Panel Boards; 50 boxes containing 830 pcs TV Back Covers; 25 boxes containing 2,000 pcs TV Mother boards; and 41 counterfeit TV sets. The authorities also confiscated 313 TV front covers; 100 TV speakers; 310 TV power cords; 4,000 TV power boards; 24 bundles TV Packaging/ boxes; five bundles TV Packaging/ boxes bearing certified product safety license number Q-2892; one box containing stickers with brand names; and several delivery receipts of TV sets. All confiscated items were valued at around ₱9,000,000.00. Jardin said that they have yet to locate the officials from Enjoy Electronics Subic International, namely, Treasurer Zuhai Huang, Shareholder Wang Teng Teng, Shareholder Huang Xiaoping, and Shareholder Huang Wufa, who are all  residents of Ilanin West District, Subic Bay Freeport Zone. The operation was a joint effort by the CIDG Pampanga PFU (lead unit), with the representative of Ecom Electronics Reconditioning Services, CIDG Bataan PFU, RSOT-RFU3, CIDG-MCIU, SBMA Law Enforcement Department, SBMA Intelligence and Investigation Office, PNP-IMEG3, Morong MPS, and Bataan PPO. Jardin assured that the search warrant was served legally, peacefully, and in an orderly manner in the presence of the company representative Ms. Anna May Robles, OIC, Import/Export, as well as summoned witnesses from the SBMA Intelligence and Investigation Office, and the SBMA Law Enforcement Department. The operation stemmed from a search warrant issued by Hon. Sheryll Dolendo Tulabing, Presiding Judge of RTC Branch 28, Manila for Violation of Section 155 in relation to Section 170 of R.A. 8293 or Trademark Infringement against the company. The pieces of evidence were brought to CIDG Pampanga PFU under the custody of Pat. Carlo Espanol and Pcpl. Jericson Carbonel for documentation and proper disposition while pertinent documents will be prepared for filing of appropriate charges before the proper Prosecutors Office.

PDEA turnover of command ceremony marks new leadership

  The Philippine Drug Enforcement Agency (PDEA) welcomed its new Director General Undersecretary Isagani R. Nerez during the traditional Turnover of Command Ceremony held at the Main Conference Room, PDEA National Headquarters in Quezon City, on February 5, 2025 Outgoing Director General Moro Virgilio Lazo, through Undersecretary Earl Saavedra of the Dangerous Drugs Board (DDB), handed over the PDEA Flag and Books of Property and Equipment to Director General Nerez as a symbolic gesture of transfer of mantle of PDEA leadership. A PDEA Badge was also conferred to the new Director General. The event was also attended by Assistant Secretary Israel Ephraim Dickson, Deputy Director General for Administration; Assistant Secretary Renato Gumban, Deputy Director General for Operations; Director Emiterio Bitong, Chief-of-Staff; Service Directors, Regional Directors who were on hand via online; Heads of Offices and personnel. Rotary Club of Makati Ayala Triangle donates books to Baguio

By Zaldy Comanda BAGUIO CITY – Mayor Benjamin Magalong happily received 200 different types of books from Kindergarten to Grade 6, donated by the Rotary Club of Makati Ayala Triangle, on February 6. The books were personally delivered to the Mayor’s Office by 2024 Noble Queen Of Culture and Arts Mylene Myse Salonga, along with International Artist Carmela Geisert, who are also members of RCMAT, with the theme “Baguio’s Building a Better Future Book Donations for a Better Tomorrow”. According to Salonga, the last time he spoke with Magalong, he asked for a book as a project that he would donate to schools in the city, which is why she immediately approached Rotary Club International District 3830 Governor Precy Yulo and RCMAT President Tess Guzman. She said the donated books were made with the help of Carmela Geisert of  Althaus and  Niktea ,  Myseterpiece Art by Myse Salonga and Noble Queen Limited International (NQULI). Magalong immediately turned over the books to be distributed to various schools in need to Juliet Piok, Senior Education Program Specialist; Jackson Caya-os, principal of Baguio Central School and Helen Acop, principal of Lucban Elementary School. “These books are a great help to our school and I am grateful to RCMAT, and to our two international artists who delivered them. I hope the community outreach continues,” said Magalong. Salonga explained that RCMAT is a well-known organization that helps the community, providing food donations to school children and to various sectors.

LINGAYEN, Pangasinan —Ang Banaan Pangasinan Provincial Museum, isang legacy project ni Gobernador Ramon Guico III, ay umaakit hindi lamang sa lokal kundi mas maraming global visitors, ayon kay Provincial Tourism and Cultural Affairs Office (PTCAO). Ayon kay Maria Luisa A. Elduayan, head ng PTCAO, nakapagtala ang museo ng kabuuang 9,178 bisita mula nang ilunsad ito noong Setyembre 11, 2023 hanggang Disyembre 29 noong nakaraang taon. Bilang karagdagan, ang museo ay nagsilbi ng mga 8,320 bisita upang isama ang mga dayuhang bisita mula sa Estados Unidos ng Amerika, na sinusundan ng Denmark, Korea at Indonesia. Ito ay binisita rin ng mga panauhin mula sa maliit na bansa sa Pasipiko ng Samoa, France, Japan, Vietnam, Bulgaria, Britain, Thailand, Malaysia, at Germany mula nang magbukas ito. Sa pamamagitan ng online na pagpaparehistro ng bisita, ang Banaan Museum na makikita sa makasaysayang Casa Real sa Lingayen, ay umakit ng mga bisita na dumalo nang maramihan. Iniulat ni Elduayan na karamihan sa mga bisita noong 2024 ay mga babae na may bilang na 5,337, habang ang mga lalaking bisita ay may bilang na 2,983. Ang 11 gallery ay nagpapakita ng malawak na hanay ng mga artifact, artwork, installation, at interactive na display. Matatandaang noong unang taong anibersaryo ng museo, binigyang-diin ni Gobernador Guico III ang kaugnayan ng pagkakaroon ng mga lokal na museo. Sinabi ni Guico na ang istraktura ay sumisimbolo sa pagkakakilanlan ng Pangasinan dahil ito rin ang nagsisilbing pintuan sa pag-unawa sa kultura, kasaysayan, at sining ng lalawigan. “Kung walang museo, hindi malalaman ng isang tao kung sino sila. Mawawalan ka ng pagkakakilanlan, nang walang kaalaman sa iyong kultura o kasaysayan. Ito ang dahilan kung bakit napakahalaga ng mga museo, “sabi ng gobernador. Samantala, maaari ding tumangkilik ang mga bisita sa Museum Shop kung saan mabibili ang mga lokal na produkto tulad ng blade-crafts at eco-crafts na gawa sa kawayan, buri at rattan bags, at upcycled wood at artworks. Bilang karagdagan, available din ang 24 na aktibong concessionaires mula sa iba’t ibang lokalidad sa Pangasinan upang mag-alok ng pampalamig. PDRF project reached in Catanduanes

Bilang bahagi ng pagpapalakas ng pagtugon sa mga kalamidad, inilunsad ng Philippine Disaster Resilience Foundation (PDRF) ang Project Resilient Emergency Communications for Enhanced Disaster Response (Project REACHED) sa Catanduanes. Ang proyekto ay isang kolaborasyon ng PDRF at ng Australian Government, na layong mapabuti ang komunikasyon at mabilisang pag-responde sa oras ng sakuna. Ipinahayag ni Mr. Joshua V. Frilles, Procurement and Finance Officer ng PDRF, ang mga resulta ng kanilang mga aktibidad sa isang pagpupulong kay Gov. Joseph C. Cua ngayong araw. Binanggit nito ang matagumpay na pagsasagawa ng Rapid Damage Assessment and Needs Analysis (RDANA) Training sa mga opisyal ng barangay sa Dugui Too, Dugui Wala, at Dugui San Isidro. Layunin ng pagsasanay na matutunan ng mga lokal na opisyal ang tamang pamamaraan ng pag-assess ng pinsala at pagkolekta ng mga pangangailangan matapos ang isang kalamidad. Dagdag pa rito, nakatanggap ang tatlong barangay ng Dugui ng Starlink internet services upang matugunan ang kakulangan ng internet connectivity sa kanilang lugar, na magpapadali sa mga aktibidad at komunikasyon sa oras ng kalamidad. Sa kasalukuyan, isinasagawa ang Emergency Communication Training at Radio Operator Licensing mula Pebrero 6 hanggang 7, 2025. Ang mga pagsasanay ay isinasagawa kasama ang PDRRMO Catanduanes, MDRRMO ng Virac, Baras, at Bato, pati na rin ang Office of Civil Defense R5, sa mga barangay ng Dugui. Ang mga hakbang na ito ay bahagi ng patuloy na pagsisikap na maghanda at magbigay ng agarang tugon sa mga kalamidad sa lalawigan ng Catanduanes.
