ASEAN Philippines Organizing Council: Filipino Hospitality, Bayanihan Shine in Successful Hosting of 48th ASEAN Summit in Cebu

By PCO   The successful hosting of the 48th ASEAN Summit and Related Meetings in Cebu was a powerful demonstration of Filipino hospitality, bayanihan, and whole-of-nation cooperation. The ASEAN 2026 National Organizing Council, Office of the Director-General for Operations (ASEAN NOC-ODGO), as the implementing arm of the National Organizing Council under the Office of the President, extends its deepest gratitude to all who helped deliver a Summit worthy of the Filipino people and the ASEAN community. Under the leadership and guidance of the Office of the President, the preparations and implementation of the Summit were carried out through close coordination across government and partner sectors. ASEAN NOC-ODGO likewise thanks all national government agencies, ASEAN NOC Committees, security and protocol teams, healthcare and emergency responders, media and communications personnel, technical teams, transport and logistics groups, and volunteers whose dedication ensured the smooth and seamless conduct of all meetings and activities. Guided by the theme “Navigating Our Future, Together,” the Summit became a meaningful reflection of unity and shared purpose among government and private institutions, local communities, and the Filipino people, with ASEAN NOC Director-General for Operations Hellen B. De La Vega emphasizing that the successful hosting of the 48th ASEAN Summit and Related Meetings was made possible through their shared commitment, close coordination, and collective spirit of service. “We are deeply grateful to every agency, partner, worker, volunteer, and especially the people of Cebu, whose dedication and support allowed us to showcase the best of the Filipino spirit to ASEAN and the world,” De La Vega said. The Tri-City area of Cebu and the Cebu Organizing Council have played an instrumental role in the successful hosting of the Leaders’ Summit, providing strong support from the earliest stages of preparation. The proactive coordination, readiness, and commitment shown by the Provincial Government of Cebu, the City Government of Cebu, the City Government of Lapu-Lapu, the City Government of Mandaue, and the Municipality of Cordova reflected Cebu’s capacity to host engagements of this scale and significance, proving that Cebu is ready not only to welcome Southeast Asia, but to open its doors to the world. Luzon Economic Corridor Expands Partnership to Accelerate Investment and Regional Prosperity

MANILA, PHILIPPINES —The Governments of the Philippines, United States, and Japan announced today the expansion of the Luzon Economic Corridor (LEC) partnership to include Australia, Denmark, France, Italy, the Republic of Korea, Sweden, and the United Kingdom. The Luzon Economic Corridor, announced in April 2024 as the first Partnership for Global Infrastructure and Investment (PGI) corridor in the Indo-Pacific, enhances connectivity between Subic Bay, Clark, Manila, and Batangas. Through coordinated investments in transport infrastructure, energy systems, digital connectivity, and advanced manufacturing supply chains, the LEC will create thousands of high-quality jobs and transform Luzon into a more prosperous and interconnected region. “The expansion of the LEC partnership demonstrates the power of collaboration among likeminded nations committed to transparency and shared prosperity,” said Philippine Secretary of Finance Frederick D. Go, Co-Chair of the LEC Steering Committee. “Together, we are building infrastructure that will improve daily life for millions of Filipinos and create new opportunities for businesses, industries, and communities in our partner countries and across the region.” LEC partners share a commitment to a free and open Indo-Pacific and pledge to promote fair and transparent economic development. Partners will contribute through technical assistance, financing, and facilitation of private sector investments, while actively participating in working groups focused on transport, energy, and digital infrastructure. Australia is mobilizing investment in the LEC through Australia’s Manila Deal Team, reinforced by technical assistance under the Partnerships for Infrastructure program and a new Php1.9-billion (US$32.6-million) partnership with the Philippines on inclusive economic growth. Denmark is contributing to the LEC by revitalizing Philippine shipbuilding, advancing green maritime innovation, and fostering investments, jobs, and sustainable industrial development. Working with government and the private sector, Denmark’s shipbuilding initiative aims to create 10,000 jobs. France is strengthening connectivity in the LEC by financing 100 bridges through official development assistance, and industrial capacity building through a foreign direct investment project in the aeronautics sector. Italy is contributing to the development of quality, resilient, and sustainable infrastructure by increasing its public financial support in order to facilitate private sector investment from Italian companies in the transport, semiconductors, and manufacturing sectors The Republic of Korea is contributing to enhanced transport and digital connectivity, and sustained economic growth along the LEC, through Official Development Assistance and Public-Private Partnership initiatives, including a Php1.5billion (US$25.6million) grant to establish the National Cyber Security Center and the Ninoy Aquino International Airport modernization PPP Project. Sweden is contributing to Luzon’s Subic-Clark-Manila-Batangas freight railway through a Php74-million (US$1.2 million) grant to fund a feasibility study on signaling systems and operational models. The United Kingdom is deploying its full Growth and Investment Partnerships (GIP+) toolkit in the LEC, providing technical assistance, Php411 billion (US$6.8 billion) in export finance, and mobilizing capital towards infrastructure and energy projects. “The expansion of the Luzon Economic Corridor partnership shows what we can accomplish when likeminded nations unite around strategic infrastructure and shared prosperity. This initiative is creating real opportunities for U.S. business, our Philippine partners, and investors across the Indo-Pacific while countering exploitative infrastructure practices with a better alternative,” said U.S. Senior Advisor for Economic, Energy, and Business Affairs Ambassador Heather Variava. “This expanded partnership reflects our shared vision for quality infrastructure   development that respects transparency, sustainability, and the rule of law,” said Ambassador of Japan to the Philippines Endo Kazuya. “Together, we are building connectivity that will benefit generations of Filipinos and strengthen economic ties across the Indo-Pacific.” The LEC initiative represents unparalleled opportunities for domestic and international investors to participate in transformative projects that strengthen supply chains and enhance regional connectivity.  

Baguio hosts annual Regional Travel Fair

BAGUIO CITY, Philippines — The city government of Baguio will be hosting this year’s Regional Travel Fair at the Baguio Convention and Cultural Center from May 15 to 17, 2026. The event organized by the Travel Promotions Board in collaboration with the Department of Tourism will highlight the Cordillera Administrative Region through Business-to-Business and Business-to-Consumer engagements. An RTF Buyer’s Forum will also be conducted. To ensure the success of the event, Mayor Benjamin B. Magalong issued Memorandum No. 78, series of 2026 directing the City Tourism, Culture and Arts Office as the overall coordinator. Magalong also directed the Baguio City Police Office to provide traffic management and security during the event, and exempt the organizers from the implementation of the Number Coding Scheme Ordinance, as well as exempt the vehicles of suppliers from the Truck Ban Ordinance – upon presentation of the memorandum. The City Environment and Parks management office shall take charge of sprucing up and beautification of the venue; while the Health Services Office – Emergency Medical Service and the City Disaster Risk Reduction and Management Office shall provide standby emergency medical services. Meanwhile, the City Buildings and Architecture office shall allow and assist the organizers to install and display promotional banners in designated areas within the city and facilitate the waiver of corresponding fees, subject to existing rules and regulations. The City Treasury Office will also allow the participating concessionaires to operate during the event with the waiver of corresponding fees while the City Mayor’s Office – Business Permit and Licensing Office will facilitate the issuance of Special Permits to participating sponsors and concessionaires, waiving the corresponding fees. The mayor hopes that by supporting this activity, the city government will encourage more tourist arrivals for economic recovery amidst the impact of the global fuel crisis.(JM Samidan)        

Kalinga, Apayao provinces declared ‘insurgency free’

PROVINCE OF KALINGA, Philippines – The provinces of Kalinga and Apayao were formally declared as a State of Stable Internal Peace and Security (SSIPS) consecutively, marking a significant step in the province’s pursuit of lasting peace and sustainable development. Kalinga Governor James S. Edduba, along with senior officials of the Cordillera region, police and military, led a ceremony held at the Kalinga Sports Center, Capitol Hills, Bulanao, Tabuk City, on May 12. As part of the declaration, the primary responsibility for maintaining peace and order in the province was officially transferred from the Philippine Army (PA) to the Philippine National Police (PNP) through a ceremonial handover led by LtC. Jimrhic Obias, Commanding Officer of the 103rd Infantry Battalion, and PCol.Gilbert Fati-ig, Provincial Director of the Kalinga Police Provincial Office. MGen.Gullver Senires, Division Commander of the 5th Infantry Division of the Philippine Army, also presented plaques of recognition for the award of the SSIPS seal to the various municipalities, the City of Tabuk, the Province of Kalinga, DILG Kalinga, and Kalinga PPO. According to Edduba, the pledge followed by the signing ceremony symbolizes the continued unity and cooperation of stakeholders in promoting peace and development in Kalinga. In neighboring Apayao province, Gov. Elias Bulut, Jr., said the declaration of peace shifts Apayao’s focus to jobs and long-term development. He described Apayao’s declaration under the SSIPS as a turning point for a province that has previously suffered from armed encounters, bomb threats, checkpoints, and insurgency-related violence. “Gone are the days of hearing about encounters, cannon fire, shelling, bombs, wounded, dead, military checkpoints. The declaration has a responsibility that now extends beyond peacekeeping, that the province must begin preparing for a unique phase of development in the years to come.” He also urged barangay and municipal leaders and residents that the province must now position itself for investments, changes, and opportunities that will sustain the next generation. This important activity emphasized that true and lasting peace can only be achieved through unity, cooperation, and collective action among government agencies, security forces, local leaders, and communities towards a peaceful and progressive “Bagong Pilipinas.”

DSWD prepositions relief goods across CALABARZON following El Niño alert

By PIA CALABARZON   CALAMBA CITY, Laguna, Philippines (PIA) — Following the El Niño Alert issued by the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), the DSWD Field Office IV-A has ensured its readiness in responding to possible effects of the phenomenon in the CALABARZON Region. To date, there are a total of 224,051 family food packs and 10,396 ready-to-eat food packs strategically prepositioned in 82 warehouses across the region to ensure immediate deployment once needed. The Department also has essential non-food items ready, including 4,502 hygiene kits, 2,205 kitchen kits, 261 family clothing kits, and 3,132 sleeping kits to help support individuals and families who may be affected by prolonged dry conditions and extreme heat. Throughout the month of May, the Field Office will be conducting a physical inventory in all warehouses to validate stock levels and ensure the quality of the prepositioned goods. The prepositioning of these relief supplies is part of the agency’s proactive measures to mitigate the possible effects of El Niño and other types of calamity, particularly for vulnerable families and communities. Cayton cited constitutional duty in “yes” vote on Duterte impeachment

Cayton said his vote in favor of the impeachment of Vice President Sara Duterte was grounded on the constitutional mandate of Congress to uphold the rule of law and ensure accountability in public office. “The duty of Congress is to obey and defend the Constitution. No one is above the law,” Cayton said, explaining his vote to affirm the Articles of Impeachment against the Vice President. Cayton said the role of the House of Representatives under the 1987 Constitution is to determine whether impeachment complaints are sufficient in form and substance, and whether probable cause exists to send the case to the Senate for trial. He stressed that a vote to approve the Articles of Impeachment is not a vote to convict. “The House does not determine guilt or innocence. We are not a court. The only question is whether there is sufficient basis to bring the matter before the Senate for trial in accordance with due process,” Cayton said. According to Cayton, the House Committee on Justice had conducted proceedings in line with the Rules of Procedure in Impeachment Proceedings and found probable cause based on the verified complaints filed before the chamber. “We have a process to follow. The Constitution provides a clear mechanism for matters like this. Our responsibility is to ensure that the process is allowed to proceed, not to obstruct it,” he said. Cayton said his position was not driven by political pressure or personalities, but by the need to protect democratic institutions and uphold accountability. “We must not allow our province to be compromised by politics or noise. Nueva Vizcaya must remain on the side of the law, good governance and accountability,” he said. “This is bigger than personalities and politics. This is about accountability to the people and respect for our institutions,” he added. Cayton also expressed confidence that the Senate, once convened as an impeachment court, would carry out its constitutional duty with fairness and impartiality. He said the proceedings should be viewed through the lens of the Constitution, accountability and the rule of law, rather than partisan politics. “In the end, what matters most is that our democracy remains strong, our institutions continue to function, and the Constitution and the law prevail above anyone else,” Cayton said.

209 farmers, fisherfolk receive aid in La Union

  LA UNION, Philippines – Governor Mario Eduardo C. Ortega led the distribution of financial assistance reflecting the continued strengthening and prioritization of the needs of the agricultural sector especially during the calamity-affected period in the province. Elyucano farmers and fisherfolk were filled with hope and gratitude after they personally received financial assistance from the Provincial Government of La Union, held at the Francisco I. Ortega Convention Center, City of San Fernando, La Union, on May 11. A total of 209 beneficiaries from various towns in La Union received financial assistance, including farmers and fisherfolk from Bangar, Bauang, Caba, Luna, and Sudipen. Gov. Ortega expressed his support for farmers and fisherfolk as one of the important contributors to society. He also directed the Office of the Provincial Agriculturist to focus on the immediate needs of the agricultural sector. “Don’t give up on any storm that comes because we are always here behind you ready to support. We will continue to unite to provide sufficient and appropriate assistance to our farmers and fishermen,” said Gov. Mario. It can be recalled that Typhoon Uwan hit La Union in November 2025, and it left severe damage especially in the agricultural sector that made fishermen and farmers suffer. The Financial Assistance Program is under Provincial Ordinance No. 425-2023 or the “Agricultural Emergency Trust Fund,” which aims to help those affected by the calamity to recover and restart their livelihoods. Also present at the said program were Board Members Hon. Maria Rosario Eufrosina P. Nisce, Hon. Teresita O. Garcia, Hon. Aaron Kyle M. Pinzon, and Hon. Joyce M. Abuan; Bauang Mayor Ma. Clarissa T. Lee; and staff of the Office of the Provincial Agriculturist led by Marcelo Otanes.

City of San Fernando highlights Kapampangan heritage, promotes ASEAN cultural unity

Pangan   SAN FERNADO CITY, Pampanga, Philippines (PIA) — The City Government of San Fernando highlighted the importance of preserving Kapampangan heritage while strengthening cultural ties within the ASEAN community during the celebration of National Heritage Month 2026. Led by the city government through the City Tourism Office, the celebration was held at the Santungan Ning Kulturang Kapampangan with the theme “Roots and Horizons: Our Shared Heritage, Our Collective Future”. The event featured cultural activities such as photo exhibits, free calesa rides, food bazaar, and workshops that showcased local artistry and promoted greater appreciation of Kapampangan culture and identity. Preserving heritage and strengthening ASEAN cultural identity City Tourism Officer Ma. Lourdes Carmella Jade Pangilinan emphasized that culture remains a core part of identity that must be preserved and passed on to future generations. “A nation without culture is like a person without a soul. Our cultural identity and heritage are very important as Filipinos,” she said. She noted that the city government continues to promote cultural programs for the youth while also showcasing Kapampangan heritage and positioning it within the broader ASEAN cultural landscape. “As Fernandino Kapampangans and Filipinos, we have a unique cultural heritage that we can proudly share with our neighbors in the region, especially within ASEAN,” she said. Pangilinan also underscored the role of technology in heritage preservation, noting that digital platforms and museum archives can help promote Philippine culture to a wider ASEAN audience. However, she emphasized that while digital tools expand access to cultural materials, human craftsmanship remains irreplaceable. “There are parts of our culture that AI cannot replicate. The craftsmanship of our weavers, wood sculptors, and painters here in Pampanga remains deeply human and unique,” she said. Gloton said receiving the Best Southeast Asian Entry at the Kuala Lumpur International Portrait Photo Awards strengthened his identity as both a Filipino and a member of the ASEAN community. “To be recognized on the global stage as a Kapampangan and Filipino… and receiving a Southeast Asian award makes us proud to be part of the ASEAN community,” Gloton said. He also encouraged young artists and creatives to continue honing their craft and using their talents to tell meaningful and often unheard stories. “Keep shooting, keep persevering, and keep practicing so you can improve your skills over time. Stay passionate, inspire others, and keep discovering stories,” he said.
