SBMA, SubicWater sign 20-year franchise agreement anew

Subic Bay Freeport—The Subic Bay Metropolitan Authority (SBMA) and Subic Water and Sewerage Company Inc. (SubicWater) have extended their franchise agreement (FA) for another 20 years. SBMA Chairman and Administrator Eduardo Jose L. Aliño welcomed this development as the SBMA’s partnership with SubicWater has been harmonious since the latter’s start of operations here in 1997. The 3rd Amendment to the franchise agreement and the 4th Amendment to the SBMA-SubicWater Lease Agreement were signed yesterday at the SBMA Corporate Boardroom at Building 229, extending their FA term until March 31, 2047. The agreements were signed by Chairman Aliño, SubicWater Chairman Engr. Apollo C. Tiglao, and witnessed by Olongapo City Mayor Rolen Paulino Jr. and SubicWater CEO and General Manager Benjamin Antonio III. Chairman Tiglao said that under the amendment, “SubicWater shall undertake measures to achieve 100 percent wastewater coverage including combined sewerages and sanitation services for Subic Bay Freeport and Olongapo City.” He also said that this project would be more beneficial to SubicWater’s customers as Olongapo City will now have wastewater services and sewer lines. Additionally, SubicWater can now expand its services to far-flung areas of Subic Freeport such as Redondo Peninsula and Tipo area as a result of the amendment. Meanwhile, Mayor Paulino also expressed his gratitude to the SBMA and SubicWater for the continued services of the water company. “We had really hoped SubicWater would expand their services. We have been clamoring for the wastewater coverage in Olongapo City,” he added. “We really appreciate that we were involved in the process. Special thanks to SBMA Senior Deputy Administrator Atty. Ramon Agregado for advocating this for the benefit of Olongapo City and all other constituents,” he added.          

Baguio City advances in National Quality Management recognition

  Mayor Benjamin Magalong accepted an award from the Philippine Quality Award (PQA) Regionalization Program, during the Regional Development Council’s first-quarter meeting, on March 18. Planning Officer IV Georgina Ngolab of the City Planning Development and Sustainability Office similarly received the award. This milestone reflects the city’s efforts to improve its quality management procedures. Mayor Magalong guided Baguio through the first stage of the PQA Regionalization Program, advancing it to the next stage and finally receiving the national PQA award. The PQA, which is overseen by the Department of Trade and Industry (DTI), is the country’s highest accreditation for organizational excellence, guaranteeing that government offices and institutions adhere to rigorous governance, efficiency, and public service standards. Mayor Magalong is dedicated to improving leadership, strategic planning, customer service, and operational efficiency. By implementing these principles, Baguio City hopes to improve its operations, provide better services, and gain national recognition for its governance standards.

BCDA taps-K Water expertise in water management, conservation

  Bases Conversion and Development Authority officials, including President and Chief Executive Officer Joshua M. Bingcang, Chairman Hilario B. Paredes, Director Gerard R. Seno, Director Anthony Marvin G. Ponce De Leon, and John Hay Management Corp. President and CEO Marlo Ignacio V. Quadra meet with officials of Korea Water Resources Corp., including its President Yoon Seok-dae and Vice President Seong Yong Han. Leveraging South Korea’s expertise in sustainable water management, a delegation from the Bases Conversion and Development Authority (BCDA) recently visited Korea Water Resources Corp. (K-Water) in Hwaseong, South Korea, with the goal of replicating the company’s advanced water management systems in its properties in the Philippines. The delegation, led by BCDA Chairperson Atty. Hilario B. Paredes and President and CEO Joshua M. Bingcang, toured K-Water’s state-of-the-art facilities for a benchmarking activity, gaining insights on the company’s smart water infrastructure, as well as best practices in water management and sewage monitoring. The visit is in line with the BCDA’s goal to establish a holistic active conservation approach in the water resource management of New Clark City in Tarlac, Camp John Hay in Baguio City, and Poro Point in La Union. This will give way to the adoption of smart and sustainable solutions to address the water supply demand of locators and residents in these areas while reducing water loss, preserving watersheds, and promoting the responsible use of water resources. “As a pioneer in innovative water management solutions, K-Water will play a vital role in shaping the future water infrastructure in the BCDA’s economic zones. This will allow us to integrate smart water technologies in our developments, enabling the BCDA to balance the need of our locators with our duty to preserve the environment,” said BCDA President and Chief Executive Officer Joshua M. Bingcang. During the visit, K-water President Yoon Seok-dae reaffirmed the agency’s commitment to assist the BCDA in addressing growing water supply demand through sustainable water management solutions. K-Water, a South Korean government agency specializing in national management of water source development, in July 2024 forged a partnership with the BCDA through the signing of two memoranda of understanding. The company is currently conducting feasibility studies for the development of comprehensive water resource plans in New Clark City, Camp John Hay and Poro Point. This will include proposals to reduce water loss and ensure stable water supply through smart water network management and artificial intelligence-driven water purification plants. Once realized, the project will benefit locators and residents of New Clark City, a modern metropolis envisioned to be the first smart, sustainable, and future-ready development in the country. The project will also provide the water requirements of businesses, tourists, and residents of Camp John Hay while preserving the integrity of the area’s forest watershed, which is known as the “last frontier” of Baguio’s vast forested area. The system will also be replicated in the Poro Point Special Economic and Freeport Zone, a major transport and logistics hub in La Union that has its own airport and international seaport. This initiative is in line with the United Nations’ Sustainable Development Goals, specifically No. 6 Clean Water and Sanitation, No. 11 Sustainable Cities and Communities, No. 12 Responsible Consumption and Production, and No. 13 Climate Action.                        

Tacloban CEO Gym renovation paves way for new Sports Complex

The CEO Gymnasium, located along Justice Romualdez Street, is currently undergoing a facelift that will transform it into a City Sports Complex, set to become a hub for athletes and sports enthusiasts. This upgrade aims to enhance the facility’s capacity to host various sporting events while providing a conducive environment for both training and competition. As part of the improvements, the air-conditioned gym will feature elevated bleachers, ensuring ample seating for spectators during games and events. A standard basketball court will also be installed, complete with movable goals and a modern basketball goal system. These enhancements are designed to meet high standards, making the venue ideal for local tournaments, community sports programs, and other athletic activities. The first phase of this project, valued at P10 million, is set for completion on June 11. Glad to be Green initiative isinusulong sa bawat barangay

    Si Baguio Tourism Council Chairperson at congressional aspirant na si Gladys Vergara ay nagpapatuloy sa kanyang adbokasiya para sa sustainable at eco-friendly na mga solusyon, na nagsusulong ng solar at renewable energy sa iba’t ibang barangay sa buong lungsod. Bilang bahagi ng kanyang Glad to be Green initiative, binisita niya ang Gabriela Silang, Happy Homes, Lourdes Subdivision Extension, Brookside, at Salud Mitra, kung saan pinalakas niya ang kahalagahan ng solar-powered lighting para sa mas ligtas at mas napapanatiling komunidad. Ang pangako ni Vergara sa pag-iilaw sa mga kalye at barangay para sa kaligtasan ng publiko ay nananatiling nasa puso ng kanyang misyon. Sa kanyang pakikipag-ugnayan sa Happy Homes Barangay, nagbigay siya ng solar-powered streetlights, na nagbibigay ng pagkakataon sa barangay na mailagay ang mga ito sa mga lugar kung saan sila ay higit na kailangan. Sa Lourdes Subdivision Extension, tinugunan din ni Gladys Vergara ang matagal nang isyu ng baha sa komunidad. Naalala niya kung paano pinangunahan ng kanyang ama, si dating Congressman Bernardo Vergara, ang declogging ng City Camp Lagoon, na makabuluhang nabawasan ang pagbaha. Gayunpaman, dahil sa kakulangan ng patuloy na pagpapanatili, ang lugar ay nananatiling nasa panganib. Ipinaabot niya ang kanyang taos-pusong pasasalamat kay Sister Juanita sa kanyang mabuting pakikitungo at sa masarap na pagkain na kanyang inihanda. Sa kanyang pananaw para sa isang mas maliwanag, walang baha, at eco-friendly na Baguio, nananatiling matatag si Vergara sa kanyang misyon—isang barangay sa bawat pagkakataon.                  

PhilHealth hinimok ang ibang lalawigan na gayahin ang GUICONSULTA

  LINGAYEN, Pngasinan – Hinimok ng Philippine Health Insurance Corporation (PhilHealth) ang ibang lalawigan, na tularan o; gayahin ang GUICONSULTA (Government Unified Incentives for Medical Consultations), ang programang pang-kalusugan na isinusulong ng lalawigan ng Pangasinan sa pangunguna ni Governor Ramon V. Guico III. Sinabi ni PhilHealth Vice President for Region 1 Dennis B. Adre, na ang GUICONSULTA ay isang kapuri-puri na programa na dapat tularan ng ibang mga lalawigan at gawin itong modelong proyekto. “Kami ay nakikipag-ugnayan sa aming punong tanggapan upang pag-aralan at suriin ang Pangasinan Business Model at malamang na gamitin at gawin itong isang patakaran,” sabi ni Adre. Sinabi ni Adre na sinusubukan ng Philhealth na impluwensyahan ang patakaran sa aktwal na mabuting kasanayan. “Kung ano ang nakikita natin sa Pangasinan, inaasahan natin, ay matutularan ng lahat ng iba pang probinsya,” aniya at idinagdag na ang Pangasinan ang unang nagbibigay ng mga serbisyong katapat. Ang GUICONSULTA, isang legacy na proyekto ni Gov. Guico, ay inilunsad noong 2024 at naglalayong unang magpatala ng hindi bababa sa dalawang milyong Pangasinenses. “Ang layunin ay hanapin ang 3.2 milyong populasyon ng Pangasinan, maipatala sila sa Konsulta at makakuha ng mga libreng serbisyo ng mga pasilidad na accredited ng PhilHealth,” pahayag ni Adre. Idinagdag niya na ang GUICONSULTA ng lalawigan ay talagang isang malugod na pag-unlad para sa PhilHealth, dahil pinupunan nito ang programa ng huli sa pamamagitan ng pagtulong sa kanila na isulong ang pagkuha ng mga aktwal na serbisyo ng mga miyembro. Ang Konsulta ay isang outpatient program ng PhilHealth na nagsimula noong 2020. “Sa Pangasinan, nagsimula na kaming makipag-negosasyon sa probinsya para makisali bilang isang provincial health network. Pero nagsimula kami sa pamamagitan ng pag-accredit sa mga indibidwal na rural health units ng 48 na munisipalidad. Ngayon, sila ay nakaayos bilang isang provincial health network.” Bukod dito, sinabi ni Adre na ang capitation na nagkakahalaga ng P1,700 ay binabayaran sa partner accredited facilities para isama ang 14 na ospital na pinamamahalaan ng pamahalaang panlalawigan para sa mga aktwal na serbisyo o outpatient services na ibinigay. Sinabi ng Philhealth VP na ang P1,700 capitation ay napupunta sa mga laboratory fee ng mga miyembro. Ginagamit din ito para sa mga gamot sa pagpapanatili ng mga miyembro upang isama ang mga antibiotic, anti-diabetes, at mga gamot sa hypertension na salungat sa sinasabi ng mga detractors tungkol sa mga reimbursement. “Sa kaso ng Pangasinan, nakabuo sila ng 80-20 sharing scheme na itinatadhana sa isang memorandum of agreement na nilagdaan ng at kabilang sa 48 munisipalidad at lungsod,” aniya. Idinagdag niya na 80 porsiyento ay pinagkakatiwalaan ng lalawigan sa isang espesyal na pondong pangkalusugan tulad ng nakapaloob sa isang resolusyon. Sa kabilang banda, ang 20 porsiyento ay direktang napupunta sa mga LGU. In lauding the scheme, Adre said: “What’s striking about the plans of what we call the Pangasinan Business Model is the intention to invest in infrastructure among others. Balak nilang i-invest ito sa isang Apex Hospital. At nilalayon nilang i-upgrade ang umiiral na mga pasilidad sa lalawigan upang matugunan ang mga pangangailangan ng lahat ng ating mga miyembro.” Tungkol naman sa P300 na ibinibigay ng pamahalaang panlalawigan sa mga enrollees, sinabi ni Adre na hindi ito nanggaling sa PhilHealth kundi sa kaban ng lalawigan.   “Sa ngayon ay hindi pa nakakapagbayad ang PhilHealth para sa layuning iyon. Ang pakikipag-ugnayan namin sa kanila bilang isang buong provincial health network, wala kaming naibigay kahit piso.” Ang GUICONSULTA ay inilunsad ng lalawigan bilang katapat na serbisyo sa Konsulta program ng Philhealth. Ang mga mamahaling diagnostic procedure tulad ng mammogram, halimbawa, ay kasama sa mga libreng serbisyo kasama ng iba pang mga serbisyo sa laboratoryo.          

Gambito leads KPP in promoting peaceful elections in Nueva Vizcaya

Gambito led the candidates of the Koalisyon ng Progreso at Pagkakaisa (KPP) in a Unity Walk and Peace Covenant Signing on Saturday, March 22, 2025. This event, organized by the Commission on Elections (Comelec), the Philippine National Police (PNP), and the Parish Pastoral Council for Responsible Voting (PPCRV), highlighted the collective resolve to ensure a peaceful and fair electoral process. The Unity Walk commenced at the provincial headquarters of the Nueva Vizcaya Police Provincial Office (NVPPO) and concluded at St. Dominic Cathedral, Bayombong where a program was held. Governor Gambito, joined by former Governor Ruth R. Padilla, who is now a congressional candidate, was at the forefront of the KPP candidates in this gathering. During the event, Gambito introduced his fellow KPP candidates, including Board Member Patricio “Patpat” Dumlao, who is vying for the vice gubernatorial seat along with other candidates for board member positions in both the north and south districts of Nueva Vizcaya. He noted that the KPP is a coalition of the Nacionalista Party and the Partido Federal ng Pilipinas, highlighting that this unity is essential for fostering sustained growth and prosperity in Nueva Vizcaya. Governor Gambito emphasized the coalition’s unwavering dedication to supporting a peaceful and orderly election, reinforcing their commitment to integrity and harmony throughout the electoral process. The Unity Walk served as a platform to promote a peaceful, orderly, free, and fair election for the upcoming May 12, 2025, polls. Marching alongside the candidates were members of the police force, military, Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Department of the Interior and Local Government (DiLG), PPCRV, and Comelec, all underscoring the importance of a secure electoral process. Following the walk and pledge of commitment, candidates participated in a peace covenant signing, affirming their dedication for a honest orderly and peaceful election. This symbolic gesture reinforced their shared commitment to a fair electoral process. In addition to the KPP coalition, other provincial candidates from various parties and independent candidates also participated in the event, demonstrating a unified stance across political lines for a peaceful election season in Nueva Vizcaya.

PDEA nets P1B shabu in Mindoro, Cavite operations

Operatives of the Philippine Drug Enforcement Agency (PDEA), in collaboration with other law enforcement units intercepted an attempt to smuggle P816,000,000.00 worth of methamphetamine hydrochloride, or shabu, at the Port of Calapan, Oriental Mindoro. PDEA Director General Undersecretary Isagani R. Nerez said the shabu haul was confiscated from the suspect identified as alias “Cris”, 43 years old, a male truck driver and resident of Oton, Iloilo. On March 21, 2025 at around 9:30 in the morning, combined elements of PDEA Regional Office MIMAROPA Calapan Seaport Interdiction Unit and K9 Unit; PDEA MIMAROPA Oriental Mindoro Provincial Office; PDEA Intelligence Service; PDEA Regional Office-National Capital Region (RO-NCR) Regional Special Enforcement Team 2; PDEA SIU- Batangas; PDEA Regional Office IV-A; NBI MIMAROPA; Philippine Coast Guard Sub-Station Calapan K9 Unit; PPA-PMO Min doro; PNP-DEG, Calapan City Drug Enforcement Unit; Regional Drug Enforcement Unit, Calapan City Police Station; Philippine Army; PNP Regional Highway Patrol Unit; and PNP Maritime Group 4B, arrested alias “Cris” after a random inspection and K-9 sweeping inside the compartment of his vehicle that yielded traveling bags containing120 packs of suspected shabu, weighing more or less 120 kilograms worth P816,000,000.00. Also seized during the seaport interdiction operation are one Toyota Camry, one mobile phone and the commercial transport documents of the suspect. Alias “Cris” will be facing charges for violation of Section 5 (Transportation of Illegal Drugs) and Section 11 (Possession of Illegal Drugs), Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002. “The operation is the first major seizure of illegal drugs in Oriental Mindoro. Beside the country’s airports and parcel system, we also need to protect our seaports from becoming transit and dropping points for large volumes of illegal drugs,” Undersecretary Nerez said. “Another high-impact operation that saved countless lives. This is going to be a regular part of PDEA life”, Nerez expressed. Neres said, in Cavite, a Chinese national identified as alias “Li”, 35 years old, a male Chinese national and resident of Mandaluyong City, was arrested and yielded a Methamphetamine hydrochloride, or shabu, and ecstasy tablets worth P217,642,000.00 were confiscated following a buy-bust operation in Bacoor City, Cavite. Combined elements of PDEA Special Enforcement Service (SES); PDEA Regional Office IV-A, Cavite Provincial Office; and the Philippine National Police Maritime Police Station and Bacoor City Police Station, arrested “Li” after he sold one transparent self-sealing plastic bag containing suspected shabu, weighing approximately one kilogram worth P6,800,000.00 to a poseur-buyer in the parking lot of popular fast food chain restaurant along Bacoor Boulevard, Bacoor City, Cavite. Seized also in the suspect’s possession were 31 more plastic bags containing suspected shabu, weighing more or less 31 kilograms, worth P210,800,000.00; four plastic sachets containing 35 pieces of red-colored ecstasy tablets worth P42,000.00; one Honda City and other personal belongings. Nerez said that the total estimated weight of shabu seized during the operation is more or less 32 kilograms, with a standard value of ₱217,600.000.00. Alias “Li” will be facing charges for violation of Section 5 (Sale of Illegal Drugs) and Section 11 (Possession of Illegal Drugs), Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002. “The arrested Chinese national has been under our tight watch for quite some time now under COPLAN: “Mafioso”. He is capable of distributing voluminous amounts of illegal drugs, and is now behind bars,” the PDEA chief said.

Irisan multi-purpose hall turned over to barangay

  The newly constructed Irisan Multi-Purpose Hall has been inaugurated and turned over to the barangay led by barangay captain Arthur Carlos, on March 21. Mayor Benjamin Magalong said the project turned out well despite the challenges faced during the construction phase. He promised to secure additional funding to finish the second basement of the building, funding of which was made possible through the help of former Senator Ralph Recto and the Dept. of Public Works and Highways (DPWH). Arch. Rad Bokipen of the City Buildings and Architecture Office (CBAO) said the multi-purpose building has two storey and two basements. The offices of the punong barangay, session hall and administrative staff are located at the second storey while the offices of the medical emergency, barangay disaster risk reduction and management and nutrition office occupy the ground floor. The first basement will house the offices of the lupon tagapamayapa, barangay tanod, anti-violence against women and children (VAWC), barangay anti-drug abuse council (BADAC) and family life resource center (FLRC). The second basement is planned for the barangay library, tourism office, function hall and chapel.
