PAIAD wins 2nd place in Gawad PAHAYAG 2025

By Rachel Magday   NUEVA VIZCAYA, Philippines — The Public Affairs and Information Assistance Division (PAIAD) of the provincial government of Nueva Vizcaya captured 2nd Place in the Huwarang Tanggapang Pang-Impormasyon (Provincial Category) at Gawad PAHAYAG 2025, hosted by the Philippine Information Agency (PIA) Region 02. The awarding ceremony was held in Tuguegarao City, on Dec.13. PIA Region 02 honored partner agencies and outstanding individuals at Gawad PAHAYAG 2025 in recognition of their honest service, sustained support, and significant contributions to disseminating critical information—particularly on government programs for disaster response and other public needs. The awards underscore the role of information services in strengthening public awareness and building more resilient communities across the Cagayan Valley region, serving as a model of effective public service and cooperation. The recognition for PAIAD highlights the division’s consistent, orderly, and transparent delivery of accurate and timely public information. Headed by Community Affairs Officer King Webster Balawing and working under Governor Atty. Jose V. Gambito, PAIAD’s efforts contributed to improved public understanding of government initiatives and community preparedness. “Congratulations to PAIAD for this well‑deserved recognition,” said Governor Gambito. “Transparent, accurate, and timely public information is vital to good governance and community resilience. This award reaffirms our commitment to keep our people informed, engaged, and prepared.” Gawad PAHAYAG is the Philippine Information Agency’s annual program recognizing outstanding public information work across regional and provincial offices. It underscores the vital roles of transparency, civic engagement, and coordinated information dissemination—especially in times of crisis. PAIAD remains committed to upholding these standards as it continues to serve not only the province of Nueva Vizcaya but the entire Cagayan Valley.            

MyNaga App emerges as a national template for participatory digital governance

NAGA CITY, Philippines — The City Government of Naga is preparing the MyNaga App for its next stage of development as it moves toward wider adoption and potential replication by other local governments. Through its continued partnership with Akkord Smart Cities, a startup incubated by Easybus PH—the team behind MyNaga’s initial launch, the city is laying the groundwork for higher user volume, broader service offerings, and wider community participation. With more than 32,000 downloads and over 22,000 active users, MyNaga is now the largest digital platform for citizen feedback and service delivery in the Bicol Region. Since its launch, residents have flooded the platform with over 3,300 cases, addressing critical, everyday concerns that immediately shape the city’s priorities—from uncollected garbage and street lighting defects to public safety incidents and illegal parking. The data reveals that the most proactive communities, including Concepcion Pequeña, Tinago, Cararayan, Pacol, and San Felipe, have submitted the highest volume of cases in recent months. During the Innovators Assembly held on Friday, November 28, Mayor Leni Robredo noted how MyNaga’s growth is beginning to draw attention from across the country, with multiple visitors from different LGUs seeking to benchmark its system. “We are proud that MyNaga is evolving from a city innovation into a national template for participatory, digital governance,” the mayor said as she noted that the ongoing collaboration with Akkord Smart Cities supports the platform’s continued refinement as it scales. Akkord’s 2026 roadmap details how MyNaga will transition from a pilot initiative into a citywide digital service. The city is now focused on upgrading the app’s internal systems in coordination with Artemis Intelligence and the City Government’s technology teams. The work includes optimizing performance, strengthening data security, and ensuring that the platform remains stable as usage expands. Akkord Smart Cities CEO Andrew Mendoza recalled how MyNaga quickly became a practical tool for civic engagement, noting the first report was resolved within 36 hours of the app’s launch and the steady rise of submissions afterwards. “Naga City has set a new standard for governance—governance that is not just good, but smart and people-driven,” he said. Looking ahead, the city aims to increase MyNaga adoption to at least half of Naga’s population by the end of 2026. Upcoming features will support this target by expanding tools for civic engagement, bringing digital and hybrid services to barangays, improving access for non-connected residents through offline-capable options, and introducing community-focused features such as forums, event listings, and local business directories. Mayor Robredo described MyNaga as part of a broader governance shift. “What we are creating is a digital environment that integrates transparency, efficiency, and participation across every aspect of governance,” she said. As MyNaga reports continue to rise, the City is taking steps to improve response times and reduce delays. The MyNaga Task Force has been expanded and more barangays have been onboarded to share verification and on-site response. The City is also studying the creation of a dedicated stockpile warehouse for materials needed in quick repairs, so fixes are not slowed by procurement or supply gaps. City Hall offices and barangays are now working together to clear backlogs and manage high-volume concerns. The City asks for the patience of residents as these improvements take effect, and encourage continued reporting as feedback guides where MyNaga App needs to do better.

Rising public interest in HIV test- CHSO

BAGUIO CITY, Philippines — The City Health Services Office (CHSO) confirmed that many individuals are now availing of the human immunodeficiency virus (HIV) tests from the health facilities to be aware of their HIV Status and avail of the free medicines being provided by the health treatment for the reduction of their respective viral load. City Health Officer Dr. Celiaflor Brillantes said during the World AIDS Day commemoration at the Baguio Convention Center that around 70 percent of those who availed of the existing HIV tests are now aware of their HIV status and are now taking their medicines provided by the health department for free to help in the local government’s HIV treatment. Further, she noted that one-third of the 70 percent who are considered HIV reactive or positive and have been taking their medicines have already recorded low viral loads through the years. She claimed that once individuals with HIV have low viral loads, it means that they can no longer transmit the said dreaded illness, provided that they regularly take their prescribed medicines for them to maintain the HIV being non-transmittable. However, she still advised those with HIV, even those with low viral load, to still practice safe sex through abstinence, being faithful to their partners, and the use of condoms, among others, to minimize the opportunity to spread the virus. The medical officer of the city government, through the CHSO, remains aggressive in the implementation of various programs, projects, and activities that will contribute to reducing the number of individuals turning out to be HIV positive in the conduct of available tests. She rallied individuals to know their HIV status by availing of the existing tests in the different health facilities, and for them to be prescribed the appropriate medicines that will lower their viral load and make the virus untransmissible to prevent them from contaminating other people.      

Pangasinan celebrates Christmas with renewed Hope and Resilience

LINGAYEN, Pangasinan, Philippines  – The Provincial Government, led by Governor Ramon V. Guico III, celebrated this year’s Christmas Lighting Ceremony at the Capitol Complex, emphasizing the true meaning of Christmas amidst the challenges faced by the province. In his speech, Governor Guico acknowledged the difficulties brought by recent calamities, notably Typhoon Uwan, but highlighted the resilience and unity of Pangasinenses from the leaders down to the residents. He emphasized that Christmas is about the birth of Jesus Christ bringing hope and love to everyone. He thanked local government unit officials for their effort in spreading joy to their constituents through their own Christmas celebrations. He also expressed gratitude to his wife, the province’s First Lady, Maan Tuazon-Guico, for her role in organizing the event for the past four years. Reflecting the province’s renewed spirit of hope, unity and generosity, ‘Paskong Ang Galing, Pangasinan Nagniningning,’ brought the holiday spirit to the Capitol Grounds through spectacular display of lights and decorations. The 48-feet tall Christmas tree stood with colorful designs and the Nativity scene or ‘Belen’ showcases giant statues illustrating the birth of Jesus Christ. During the event, the “TAWIRAN: Pamanang Kaalaman Para Sa Magandang Kinabukasan” program was launched. This aimed at empowering out-of-school youth through Community-Based Values Formation and Functional Literacy Program. The top three local government units (LGUs) in the Parol Making Contest were also announced as follows: LGU Bani (Champion); LGU Rosales (1st Runner-up); LGU Bolinao (2nd Runner-up). The first family was enjoined by Vice Governor Mark Ronald DG. Lambino and wife, Atty. Melanie Lambino, members of the provincial board with their family, department heads and chiefs of hospitals led by Provincial Administrator Manuel O. Luis Jr., LGU officials and representatives, stakeholders among other guests. Adding a thrilling touch to the celebration was the magnificent fireworks display that lit up the sky creating a festive atmosphere embodying the spirit of Christmas in Pangasinan. (Ruby F. Beyond the Summit: Experiencing sustainable tourism Mountain Tourism at Mt.Pulag

            KABAYAN, Benguet, Philippines — As part of the Post Tour Activity of the Mountain Tourism Summit 2025, the Department of Tourism-Cordillera Administrative Region led participants on a meaningful climb to Mt. Pulag—the highest mountain in Luzon and the third highest in the Philippines. Capping off the summit, the journey unfolded amid the Cordilleras’ majestic landscapes and rich biodiversity. Hikers experienced a remarkable change of scenery along the trail, passing through towering pine forests, mystical mossy forests, and vast rolling grasslands, offering a deeper connection to one of the country’s most iconic peaks and the naturalbeauty that defines mountain tourism in the region. Through this climb, participants gained firsthand appreciation of sustainable tourism, conservation efforts, and the vital role of local communities in protecting Mt. Pulag. The experience highlighted the importance of shared responsibility in preserving the Cordillera’s treasured mountaindestinations for generations to come.   The DOT-CAR extends its heartfelt gratitude to the Municipal Government of Kabayan and the Department of Environment and Natural Resources-CAR (DENR-CAR) for their invaluable support and partnership.        

GMEA@12 honors regional media and digital storytellers who helped drive inclusive digital progress

The 12th Globe Media Excellence Awards (GMEA@12) recognized 15 journalists and digital storytellers whose work brought important community issues to wider public attention and showed how technology and local initiatives influence daily life across the regions. Guided by the theme “#DigitallyForward: One Barangay at a Time,” this year’s program centered on the role of regional media in amplifying stories on expanding access to technology, helping families reach their aspirations, and contributing to national development. “We honor journalists and creators who capture how digital tools open doors for families, workers, and communities,” said Yoly Crisanto, Globe Group Chief Sustainability and Corporate Communications Officer. “The rapid move into digital spaces shows how ready Filipinos are to embrace change. Sheila Gravinez of DYMR Radyo Pilipinas Cebu took the third spot for a feature on farmers shifting to digital selling. TV News Report of the Year Jaira Mae Mondez-Alis of PTV Davao won first and second place for a feature on a DICT livelihood beneficiary and a report on Davao City’s aerial patrol effort, respectively. Queenie Grace Joligon of MyTV Cebu placed third for covering an invention developed from waste materials. Online News Report of the Year Morexette Marie Erram of CDN Digital topped the category with a report on Cebu City’s flooding concerns and also ranked third for another flooding-related piece. Best Social Media Video ABS-CBN News’ Annie Fe Perez-Gallardo earned first place for a story on animal population control in Cebu City and third for a video on mangrove protection. Joanne Clarisse Espinosa of MyTV Cebu placed second for documenting a market vendor’s waste-fuel invention. SPECIAL AWARDS Newsmaker of the Year was awarded to Mildred Galarpe, Editor-in-Chief of Cebu’s SunStar Publishing Inc. while Editor of the Year was presented to Cristina Alivio of SunStar Davao. The Globe of Good Story of the Year went to Queenie Grace Joligon of MyTV Cebu for “Paglaum Gikan Sa Basura: Ang Imbensyon ni Benito,” her feature on Benito Samson and his diesel-from-plastic invention. Samson’s group, Carbonhanong Alyansa, was also named the Featured Community and granted ₱20,000. All first and second place winners will receive cash prizes and an UNOSINOTRA GMEA@12 trophy made with casted sawdust composites, organic corn-based filament and biodegradable polymer sourced from renewable corn starch, demonstrating Globe’s commitment to circular practices. Third place awardees will receive cash prizes and certificates. BAGUIO CITY, Philipiines — While Eastridge Primehomes ruled the premier divisions of the 75th Januarius Fil-Am Invitational Golf Tournament, it was title sponsor Januarius that emerged as the most decorated team as the two-week event concluded last Saturday at the Baguio Country Club and Camp John Hay golf courses. Battling intermittent rains that disrupted schedules and shortened several rounds, Januarius fielded five teams—one in the Seniors division and four in the regular flights—and came away with four trophies, an impressive 80 percent podium rate. Januarius Golf Team 1 finished runner-up to Eastridge Primehomes 1 in the prestigious Fil Championship but made up for it by capturing titles in Fil-A and Am-A, underscoring the depth of the squad. In Fil-A, Januarius erased a one-point deficit after two rounds and delivered a flight-best 115 at Baguio Country Club on the final day to post a 359 total, winning by 19 points. The third round was cancelled due to heavy afternoon rains. Januarius also dominated Am-A, opening with a three-point lead and steadily pulling away before closing with a flight-best 128, highlighted by a one-under 37 from Marco Olives, for a 316 aggregate and a commanding 16-point victory in the rain-shortened competition. The lone setback came in Seniors Fil-B, where Januarius surrendered a five-point overnight lead and bowed to Macquarrie Links Sydney 1, 298–305, after being outscored 62–74 in the final round. Meanwhile, Eastridge Primehomes enjoyed a flawless podium run, finishing three-for-three across divisions. Primehomes 1 dominated the Fil Championship, while Primehomes 2 claimed the Am Championship after holding off a late rally by sister team EGC–Primehomes, winning by just two points. Green Water Golfers settled for second in the Am Championship Seniors after being edged by Mamala Bay but successfully defended the Fil-C crown. Other multiple podium finishers included Team Surigao, with Kyro 1 winning Fil-D, Bebang placing third in Am-C, and Kyro 2 finishing runner-up in Am-F. Moto captured the Seniors Am-A title and added two third-place finishes in Fil-B and Fil-E.
