Bugayong           PIMRO   LINGAYEN, Pangasinan—Pangasinan is set to supply agricultural-grade salt to the Philippine Coconut Authority (PCA) through a resolution authored by SP Member Nicholai Jan Louie Q. Sison. The resolution, approved during the regular session on May 20, 2024, authorizes the Governor to enter and sign a MOA with PCA for the supply, handling, transport, and delivery of 4,180 bags of Agricultural Grade Salt Fertilizer under the PCA’s Coconut Fertilization Project for CY 2024. Bolinao Salt Farm has an available supply of approximately 3,000 metric tons of salt; hence, it can supply the required quantity of locally produced Agricultural Grade Salt Fertilizer for the PCA’s Coconut Fertilization Program. The Coconut Fertilization Project (CFP) intends to enhance coconut productivity by involving the rehabilitation of low-bearing palms through the application of Agricultural Grade Salt Fertilizer (AGSF). The salt project marked significant milestones in the province’s journey toward sustainable development, environmental stewardship, and economic revitalization. Gov. Ramon V. Guico earlier said that the establishment of the Pangasinan Salt Center was in support of President Ferdinand Marcos Jr.’s “Philippine Salt Industry Development Act,” which aims to strengthen and revitalize the salt industry in the Philippines. “We need to drastically reduce our dependence on imported salt and produce 100% of our consumption needs. We must even think of becoming a net exporter of salt in the future,” the governor earlier said.

Subic Bay Freeport – The Subic Bay Metropolitan Authority (SBMA) is eyeing the completion of big-ticket projects under President Ferdinand Marcos Jr.’s administration. Speaking before stakeholders at the Build Better More Infrastructure Forum held at the New Clark City (NCC), in Capas, Tarlac, SBMA Chairman and Administrator Eduardo Jose L. Aliño said that the agency aims to complete these infrastructure projects by 2028. Environmentally friendly and cost efficient service “On top of our list is our initiative to become the first Philippine port equipped with shore power connection for ships. By 2028, we look to complete the project and deploy the shore power facility that looks to reduce the air pollution from ships by 95%. The project cost is around P250 million.” The Shore Power Connection for Carbon Neutral Ports project will start construction at the New Container Terminal in 2025 for Phase 1, and at the Naval Supply Depot (NSD) and Ship Repair Facility (SRF) from 2026-2027 for Phase 2. “This will provide shoreside electrical power to a ship at berth while its main and auxiliary engines are shut down. Shore power cuts air pollution from ships at berth by 95 percent,” he said. The project cost will be under the General Appropriations Act (GAA) of the National Government for 2025, which will be around P100-million for Phase 1 and P150-million for Phase 2. Logistics facility for trucks “To ensure that the growth in cargo will not lead to road congestion, we are now in the process of constructing a state-of-the-art truck holding area in our Tipo area. The project will include automated gates, optical plate scanners and amenities for truck drivers and clients. The project will cost around P100 million and will be completed by 2028,” Aliño said. The Logistics Facility for Trucking Services will provide a holding area that can accommodate 100 trucks and vehicles. The construction of parking areas with amenities for cargo trucks and trailers will also be undertaken. Housing projects inside the Freeport Meanwhile, the Socialized Housing Program of the SBMA is under President Marcos’ Pambansang Pabahay para sa Pilipino Housing (4PH) Program and will cost P2-billion. The project is in partnership with the Department of Human Settlements and Urban Development (DHSUD). The area where the housing project will be constructed is at lots 70-B Rizal Highway Ext., Central Business District, Subic Bay Freeport Zone. “This housing project will significantly improve the living conditions of approximately 1,300 low-income families by providing them with access to decent and safe housing units that are conveniently located near major employment hubs,” Aliño said. A plan to build dormitories for Freeport workers is also in the works, as Aliño cited that these dormitories will be built close to industrial centers and techno parks. According to the chairman, this will save companies and workers finances, while reducing the number of vehicles and commuters on the road. The project will have a budget of P960 million and will be completed by 2028. Subic as a Smart City “We are also embarking on the Subic Bay Smart City project, in which two of the main components include the installation of additional CCTV surveillance and traffic cameras. Subic Freeport is known to have some of the most disciplined drivers and pedestrians in the country mainly due to the strict implementation of traffic rules and regulations,” he added. “The cost for these upgrades will be P224 million and we hope to complete them by the end of 2026.” Skills Training As part of the Marcos administration’s thrust to upskill Filipino workers, the Agency also plans to build the SBMA Center for Excellence that will boost the skills of the Freeport workers here. Aliño said that this is to ensure the sustainability of the industries here. “We understand that we need to continue to develop the competencies and talents of our workforce. A workforce capable of adapting and providing the needs of our vast industries,” he added. The P21-million training facility aims to enhance the competitiveness of the 154,120 workforce of the Freeport thru technical education and skills development offered by the Technical Education and Skills Development Authority (TESDA). Guico III’s vision to upgrade the services of the 14 government hospitals in the province will further be established with the construction of more hemodialysis centers in the province. Dr. Racquel S. Ogoy, Medical Officer III, Provincial Hospital Management Services Office, said the provincial government intends to put up hemodialysis centers in all district hospitals. Currently, the province has two hemodialysis centers located in Pangasinan Provincial Hospital (PPH) in Bolingit, San Carlos City, and in Urdaneta District Hospital (UDH). The other district hospitals are as follows: Bayambang District Hospital, Western Pangasinan District Hospital (WPDH), Eastern Pangasinan District Hospital (EPDH), Lingayen District Hospital (LDH), and Mangatarem District Hospital (MDH). “Our target is to put up hemodialysis centers in all district hospitals in Pangasinan,” Dr. Ogoy said as she disclosed that so far, the hemodialysis center in WPDH has been fully constructed and is currently processing its accreditation and securing other permits like an Environmental Compliance Certificate (ECC). The said facility will operate with 15 hemodialysis machines. In addition, Dr. Ogoy said the province will conduct Advanced Cardiac Life Support (ACLS), to be attended by about 50 medical and allied professionals from the 14 government hospitals. This, she said, is part of the preparation for the opening of the hemodialysis centers as envisioned by Gov. Guico. The hemodialysis center in PPH is presently operating with thirteen (13) hemodialysis machines, while UDH has 10. To cater to the needs of more patients, the province has entered into a partnership with Urdaneta Sacred Hospital, which is a private hospital, to assist the province. The latter has 40 hemodialysis machines. Once established, the Lingayen District Hospital hemodialysis center will have 13 hemodialysis machines, while EPDH will operate with 15 hemodialysis machines. Meanwhile, Dr. Ogoy cited that PhilHealth recently issued Circular No. 2024-0014 for the institutionalization of 156 hemodialysis sessions and coverage expansion (Revision 1) to establish the rules for availing the adjusted rates of the 156 HD sessions benefits package. The circular shall apply to “beneficiaries diagnosed with chronic kidney disease stage 5 (CKD5) who are registered in the PhilHealth Dialysis Database (PDD).” HD package inclusions are as follows: drugs and medicines; laboratory tests; supplies (either of the following types of dialyzers: low-flux or high-flux); administrative and other fees. Hence, the PhilHealth circular noted that “all PhilHealth beneficiaries with CKD5 undergoing hemodialysis shall have no payment or out-of-pocket for the covered services or minimum standards listed.” The PhilHealth circular took effect on July 1, 2024.

Nabigyan ng tig-P1,000 ang nasa 864 na Punong Barangay, Secretary, Treasurer, Barangay Kagawad, Health Worker, at Nutrition Scholars mula sa lungsod ng Tuguegarao. Ang pondo ay tulong ng Senador at ng Department of Social Welfare and Development (DSWD) sa mga barangay official. Ito ay paunang bilang sa kabuuang 14,781 na aasahang makatatanggap ng nasabing tulong. Sa panayam kay Sen. Villar, sinabi niyang hindi lamang ito ang maibababang tulong sa Cagayan dahil aasahang tutulong ito upang maging “Premier Province” ang lalawigan. Aniya, aalamin ng kanyang tanggapan kung ano pa ang maaring maitulong bukod sa imprastraktura at social services. Ipinangako rin ng Senador na ginagawang prayoridad ng kanyang opisina ang anumang hiling para sa ikauunlad ng Cagayan. “Una po gusto kong malaman kung ano yung kailangan, kung ano yung mga proyekto at ayuda na kailangan sa Cagayan. Alam niyo naman po yung pamilya ng asawa ko, ang biyenan ko po ay dito sa Cagayan, gusto ko pong makasama ang mga Cagayano para malaman pa ang pangangailangan sa lahat, sa imprastraktura, sa social services para maasikaso ko sa national government pagbalik ko sa Senado. First priority lahat ng request ng Cagayan, yan ang commitment ko,” pahayag ng Senador. Upang maging premiere province aniya ang Cagayan, kanyang hiniling sa mga barangay officials na suportahan ang “One Cagayan” movement na isinusulong ng kanyang biyenan na si Ret. General Edgar “Manong Egay” Aglipay na may layuning pagkaisahin ang mga lider ng Cagayan para sa iisang adhikaing mapaunlad ang lalawigan. “Naniniwala po ako sa layunin ng One Cagayan movement led by my father-in-law; kaya po sana suportahan natin ang One Cagayan. Ang One Cagayan ang maghahatid ng tunay na kaunlaran. Ito na po ang pagkakataon nating magtrabaho upang maging premiere province muli ang Cagayan. Gusto ko lang sabihin sa inyo na ako po ay committed sa Cagayan. Mayroon na po kaming bahay dito ng asawa ko [Emelyn Aglipay-Villar]. Kung kailangan pabalik-balik, linggo-linggo ako dito sa Cagayan para siguraduhin na makakarating ang lahat ng tulong,” pahayag pa ng Senador. Si Senator Villar ay adopted son of Cagayan na siyang nasa likod ng itinayong Abusag bridge sa bayan ng Baggao at Camalanuigan-Aparri bridge noong siya pa ang kalihim ng Department of Public Works and Highways (DPWH). Kaugnay rito, hinimok naman ni Gov. Mamba ang mga barangay official na maging instrumento sa tamang pagpili ng lider ngayong nalalapit na 2025 midterm election. Kanyang ipinabatid na kung kailangang maging partisan ay para doon sa mayroong mabuting intensyon at hindi sa pansariling interes. Ito rin aniya ang dahilan kung bakit pinili niya si “Manong Egay” na i-endorso upang maging susunod na Gobernador ng Cagayan. “Kaya si Manong Egay ang pinili ko; he knows the direction; he knows that there is hope for every Cagayano. I hope you see this. Kayo sa barangay huwag naman pera-pera lang. Hindi pwedeng sinosolo natin ito, kailangan natin si Villar, si Aglipay, hindi pwedeng sinosolo natin ito because we have bigger plans not for ourselves but for our children. Ngayon, let us be partisan for what is best,” paglalahad ng Gobernador. Muli rin niyang ibahagi ang kanyang pagnanais na muling maging tanyag ang Cagayan katulad noon. “Cagayan has always been the premiere province. Ang Aparri ay kilala na sa buong Pilipinas. We were the center of education, religion, of government but through the years nagsara ang ating port, kami na ang pinakamahirap because we are the farthest sa market, sa Manila. Papayag na ba tayo na ganito nalang tayo. Ito po ang pianglalaban natin, kulang po si Gov. Manuel Mamba. We could be better. Pakiusap ko lang let us be together, tama na yung presyo-presyo, let us plan out for the next generation,” pagtatapos ni Gov. Mamba.
