Baguio naitala ang 3,011 kaso ng dengue, pitong katao namatay

By Zaldy Comanda BAGUIO CITY – Pitong katao ang iniulat na namatay sa dengue mula noong Pebrero hanggang Hulyo, habang patuloy ang pagtaas nito sa 3,011 kaso noong Agosto 1. Sa talaan ng City Health Services Office (CHSO), ang unang namatay sa dengue ay noong Pebrero habang ang iba ay nangyari lamang noong Hulyo habang patuloy ang pagtaas ng kaso nito. Ayon sa CHSO, apat sa mga nasawi ay mga bata – isang 6 na taong gulang na babae mula sa Asin Road; isang siyam na taong gulang na lalaki mula sa Barangay Irisan; isang isang taong gulang na lalaki mula sa Barangay Country Club at isang apat na taong gulang na babae mula sa Nueva Vizcaya noong Hulyo 8.   Ang iba ay isang 63 taong gulang na lalaki mula sa Barangay Loakan Proper; isang 59-anyos na lalaki mula sa Cabinet Hill-Teachers Camp at isang 38-anyos na babae mula sa Barangay Dominican-Mirador Hill. Ayon sa City Epidemiology Surveillance Unit (CESU) ng CHSO, may kabuuang 3,011 kaso ang naiulat sa lungsod mula Enero 1 hanggang Agosto 2, 2024 o may 462 porsiyentong pagtaas mula sa bilang noong nakaraang taon. Ang median na edad ng mga pasyente ay 23 taong gulang at ang pinaka-apektadong pangkat ng edad ay ang 11 hanggang 20 taong gulang at Limampu’t isang porsyento ng mga pasyente ay babae. Ang pinaka-apektadong barangay ay ang Irisan, Bakakeng Central, Asin Road, Sto. Tomas Proper, Camp 7, Gibraltar, Pinget, Loakan Proper, Pacdal, Middle Quirino Hill at Bakakeng Norte. Muling nanawagan ang CHSO sa mga residente ang mahigpit na  pagpapatupad ng mga hakbang laban sa dengue upang maiwasan ang paglaganap ng mga kaso na karaniwang nangyayari mula sa buwan ng Hunyo hanggang Oktubre. Iniutos din ni Mayor Benjamin Magalong na paigtingin ang pagpapatupad ng anti-dengue ordinance (Ordinance 66-2016)  at pagpataw ng parusa sa mga hindi sumusunod sa dengue control measures.        

United States Provides P55-M in Humanitarian Assistance to Communities affected by Typhoon Carina

MANILA —The United States government, through the U.S. Agency for International Development (USAID), is providing Php55 million ($1 million) in humanitarian aid to communities affected by widespread flooding triggered by Typhoon Carina, known internationally as Gaemi. Announced by U.S. Secretary of State Antony Blinken during his visit to Manila on July 30, this assistance will address the immediate needs of affected and vulnerable communities in Bulacan, Ilocos Norte, Ilocos Sur, Lanao Del Sur, Maguindanao del Norte, Maguindanao del Sur, the National Capital Region, and Pampanga. Through this funding, USAID, in partnership with Catholic Relief Services and Action Against Hunger, will provide families with access to food aid, hygiene kits, emergency shelter kits, clean water, and one-time cash transfers that will allow them to recover from the disaster safely and with dignity.   “The United States is providing $1 million to ensure life-saving assistance reaches families across the archipelago who have been devastated by severe flooding and landslides,” said USAID Acting Mission Director Betty Chung.  “We are committed to working with the Philippine government and people as they rebuild and recover from this disaster.” Since July 16, USAID has been providing logistical assistance to the Philippines Department of Social Welfare and Development and the Department of Human Settlements and Urban Development in response to catastrophic floods and rains in Mindanao and Central Luzon.  USAID also supported the International Organization for Migration in distributing 700 shelter-grade tarpaulins and the World Food Programme in transporting 30,000 family food packs to communities in Mindanao. Typhoon Carina enhanced the southwest monsoon and caused heavy rainfall, massive flooding, and landslides across the Philippines that killed at least 14 people and displaced more than 700,000, according to the National Disaster Risk Reduction and Management Council’s latest assessments. USAID has provided over P3 billion ($50 million) in disaster relief and recovery aid for the Philippines since 2021. It continues to partner with the Philippine government in enhancing disaster resilience in communities across the country.      

Gov. Guico, DOH-CHD1 ink partnership for healthier Pangasinan

Guico III will sign a Memorandum of Agreement (MOA) with the Department of Health (DOH)-Center for Health Development 1 for the implementation of the 2024 Healthy Settings Program for Healthy Communities. This developed after the Sangguniang Panlalawigan (SP), in its regular session on July 29, approved a resolution that gives authority to the governor to enter into and sign a MOA. Authored by SP Member Shiela Marie F. Baniqued, the resolution stated that the 2024 Healthy Settings Program for Healthy Communities will be implemented in Pangasinan through the provision of technical and financial assistance by the Department of Health (DOH) through the Center for Health Development 1, to assist the province in initiating and establishing health promotion programs. “In the implementation of the 2024 Healthy Settings Program for Healthy Communities, it is the objective of the Provincial Government of Pangasinan and the DOH to further improve and sustain an efficient and effective health care delivery system in the province through health promotion initiatives designed to ensure that the environments wherein individuals live, learn, and work are promotive and protective of health,” the resolution disclosed. Hence, the resolution cited that “the Ilocos Center for Health Development will be providing financial assistance of P1,499,990.00 to the Province of Pangasinan for the expansion of the ‘Key Assistance for Developing Adolescents (KADA) to various provincial government hospitals to address social barriers surrounding adolescent sexual and reproductive health through the establishment of a network that will strengthen existing adolescent-friendly health facilities.”

By Zaldy Comanda CAMP DANGWA,Benguet — Sa matagumpay na buwanang anti-illegal drug operations ng Police Regional Office-Cordillera, may kabuuang 78 operasyon ang isinagawa sa buong rehiyon, na nagresulta sa pagkakasamsam ng iligal na droga na nagkakahalaga ng P80,604,216.36 at pagkakahuli sa 26 na drug personalities mula Hulyo 1-31. Ayon sa ulat ng Regional Operations Division, sa 78 na operasyong inilunsad, 51 ang marijuana eradication operations, 16 ang buy-bust operations, lima ang pagpapatupad ng search warrants, tatlo ang checkpoints, dalawa ang service of warrants of arrest, at isa ang tugon ng pulis. Nagresulta ito sa pag-aresto sa 26 na drug personality, kung saan 15 ay nakalista bilang Street Level Individuals at 11 ay nakalista bilang High Value Individuals. Bukod dito, ang isinagawang operasyon ay humantong din sa pagkakakumpiska ng 47.23 gramo ng shabu, 364,845 piraso ng fully grown na halaman ng marijuana, 2,850 piraso ng marijuana seedlings, 40,750.05 gramo ng tuyong dahon ng marijuana at fruiting tops, at 20,000.00 grams ng pinatuyong marijuana. kabuuang halaga ng Dangerous Drug Board (DDB) na P80,604,216.36. Ang mga makabuluhang tagumpay na ito ay binibigyang-diin ang hindi natitinag na pangako ng kapulisan sa pagpuksa sa mga aktibidad ng ilegal na droga sa rehiyon at pagtiyak sa kaligtasan at seguridad ng komunidad  

BCDA, JHMC award contract of lease to Filinvest for Camp John Hay restaurant

BAGUIO CITY — The Bases Conversion and Development Authority (BCDA) and John Hay Management Corp. (JHMC) recently signed a contract of lease with Baguio Mountainscapes Inc. (BMI), a subsidiary of Filinvest Development Corp. (FDC), for a 730-square meter property within Camp John Hay, Baguio City. The property was leased out to BMI to be developed into a modern American all-day breakfast restaurant that features classic American favorites with Cordilleran twists. This project marks the second partnership between BCDA, JMHC, and FDC within Camp John Hay’s grounds, succeeding the currently-being-constructed Grafik Pine House Baguio. BCDA President and Chief Executive Officer (CEO) Joshua M. Bingcang, who was in attendance as a witness, expressed how this partnership symbolizes the future of Camp John Hay. PCEO Bingcang stated, “Filinvest Development Corp. has a vision for what to do with the BCDA property.”  Additionally, he sees this as an opportunity to aid in elevating Camp John Hay’s status as an investment destination. During the signing, JHMC President and CEO Marlo Ignacio V. Quadra also shared his excitement for the collaboration. “This partnership marks a new beginning for us—a new chapter for us. Quezon mayor seeks re-election bid in 2025

Suayan made his statement during a press conference following his final decision to seek his second term. His challenger is his uncle-in-law’s incumbent Vice Yayor Macario Boonggaling, uncle of Emma, wife of the mayor. The 2025 mayoral election is seen as the battle between Emma’s family. Emma’s family is known as being a rich clan in this town. Emma said though it is a family political battle she is avoiding consequences that will affect the relationship between her husband and her family” Family is family” Emma assured. Suayan is focusing on his next term for cityhood to which he already prepared the necessary prerequisites to turn a town into a city. He also dreams of establishing a state college and constructing a new municipal hall. The old municipal hall will be used by the state college which is run by the local government unit. He started for good governance, and better public and social services directly to the “common tao ” dubbed as “garantisadong serbisyo, diretso sa tao”, to feel the presence of government services. As of this development, this town is one of the nominated for Seal of Good Local Governance (SGLG) 2024 at the national level, Suayan announced.

55 barangays pass city level assessment on the implementation of 2024 SGLGB

After which, all regional passers shall further be endorsed to the national level for final vetting of National Passers. The list of national passers will be announced in November 2024. This year’s implementation recorded a significant increase of 45% or a total of 55 of the 128 barangays passed the city level assessment as compared to the previous year, 2023, with 38 passers only. The SGLGB, a flagship program of the DILG, is a performance assessment and recognition system designed to distinguish barangays with outstanding performance across various governance areas, namely, Financial Administration and Sustainability (FAS), Disaster Preparedness (DP), Safety, Peace and Order (SPO), Social Protection and Sensitivity (SPS), Business-Friendliness and Competitiveness (BFC), and Environmental Management (EM). The SGLGB also adopts the Online Expansive and Unified Audit (ONE AUDIT) incorporating the functionality audits of various barangay-based institutions (BBIs). This includes the following: Barangay Development Council (BDC), Barangay Disaster Risk Reduction and Management Committee (BDRRMC), Barangay Peace and Order Committee (BPOC), Barangay Ecological Solid Waste Management Committee (BESWMC), Violence Against Women (VAW) Desk, Barangay Council for the Protection of Children (BCPC), and Barangay Anti-Drug Abuse Council (BADAC). BBIs with moderate and high functionality shall be considered eligible and qualified for the assessment. Pursuant to DILG Memorandum Circular 2024-068, the DILG BCFO local government operations officers and other personnel led by City Director Millicent Cariño facilitated the overall city level assessment on May 28 to June 5, 2024 through DILG Baguio FLEKS, and continuous coaching until the submission of means of verifications (MOVs) on July 28, 2024. This is in close coordination with various City Government offices particularly the City Mayor’s Office – Special Services Division, Business Permits and Licensing Office, City Accounting Office, City Budget Office, City Disaster Risk Reduction and Management Office, City General Services Office, City Health Services Office, City Planning, Development and Sustainability Office, City Social Welfare and Development Office, and Baguio City Police Office.
