PGA gears up for Albay Loop 2024

By AJEspiritu, Albay PIO LEGASPI CITY,Albay — The Provincial Government of Albay (PGA) is all set for the upcoming Albay Loop 2024, which will take place from August 23 to 25 at the Old Airport in Legazpi City. The Albay Loop is a motorcycle event organized by Loop Ph, in partnership with Philippine Motorcycle Tourism, with the goal of promoting tourism in Albay and advocating safe riding practices. In preparation for the event, 2nd District Board Member Melissa Abadeza-Armedilla led a coordination meeting with all relevant PGA offices and local government units (LGUs) in Albay to clarify their roles in ensuring the safe and successful execution of the event. Abadeza-Armedilla encouraged setting up booths at the airport to showcase and sell various Albay products. She also advised LGUs to prepare presentations to welcome participants upon their arrival in different localities and to coordinate closely with barangay councils. To ensure the safety and security of all participants, the Provincial Health Office (PHO) will deploy ambulance vehicles, particularly to assist VIP guests such as Sen. JV Ejercito, as requested by Loop Ph. Additionally, the board member sought the support of the Philippine National Police (PNP) and the Philippine Army to maintain a strong police presence at the event and to manage the security plan and traffic arrangements.              

UGMO member voluntarily surrender in Samar

PARANAS, Samar – A member of the Underground Mass Organization (UGMO) voluntarily surrendered to 2nd Samar Provincial Mobile Force Company Headquarters in Barangay Pabanog, Paranas, Samar, on August 20, 2024. The surrender was facilitated by the joint elements of the 2nd Samar PMFC led by PSSg Marvin Avelino, under the supervision of Lt.Col.Alex Dang-aeon, in coordination with the Regional Intelligence Unit 8 (RIU8) and the 802nd Maneuver Company, Regional Mobile Force Battalion 8. Alias “Jaime,” a 55-year-old farmer residing in Barangay Pagsang-an, Paranas, Samar and a member of Parag-uma, Sub-Regional Committee Browser. He is now under the protective custody of 2nd SPMFC where he received cash assistance and grocery items and has undergone custodial debriefing to facilitate his possible enrolment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP). Dang-aoen said, the successful surrender underscores the commitment of local communities to support government efforts in achieving lasting peace and order. “This action is part of ongoing efforts under Executive Order No. 70 to End Local Communist Armed Conflict. The individual chose to align himself with the government’s peace initiatives under Executive Order No. 70 (NTF-ELCAC), which is a significant step towards reintegration into civilian life and the opportunity to clear his derogatory records,” he stated.

By Zaldy Comanda BAGUIO CITY – Pinaghahandaan ngayon ng Baguio Tourism Council na gawing isang pambihirang selebrasyon ng An Enchanting Baguio Christmas 2024, na may mga kaakit-akit na kaganapan na idinisenyo upang muling pasayahin ang mga residente at bisita sa panahon ng kapaskuhan sa siyudad ng Baguio. Sa naganap na pagpupulong ng mga AEBC committee sa pangunguna ni Gladys Vergara ay napagkasunduan ang mga makabagong programa at disenyo ng mga kapana-panabik na plano para sa mga pagdiriwang ngayong taon. “Sa taong ito, itinataas natin ang panahon ng Yuletide sa bagong taas ng kagalakan at kagalakan,” sabi ni Vergara. Aniya, “Ang Pasko ay palaging isang panahon na sabik na inaasahan ng lahat, at ang aming layunin ay upang matiyak na ang aming komunidad at mga bisita ay parehong makaranas ng isang pakiramdam ng masayang pag-asa at pasasalamat.” Ang opisyal na kickoff para sa An Enchanting Baguio Christmas 2024 ay nakatakda sa Nobyembre 28, kasama ang grand opening ng Baguio Christmas Market sa Rose Garden. Kasunod nito ang pag-iilaw ng Enchanting Baguio Christmas Tree sa ibabaw ng Session Road, kasabay ng taunang Saint Louis University Lantern Parade, na nagtatakda ng tono para sa kapaskuhan. Isang serye ng mga highlight na kaganapan ang magbubukas sa mga susunod na linggo, kabilang ang muling pagsasaayos ng Nutcracker Ballet—isang taunang pagtutulungan ng Ballet Baguio at Philippine Military Academy, ang University of Baguio Christmas Cantata, University of the Cordilleras Center for Performing Arts Concert, Baguio Araw ng Cosplay, Araw ng Mga Alagang Hayop, Pagbibigay ng Regalo sa Pasko, isang Choral Competition, ang Paligsahan sa Pagpapaganda ng Pasko ng Barangay, at ang 2025 New Year Countdown sa Melvin Jones Football Field. Ang mga ito at maraming iba pang magkakatulad na mga kaganapan ay idinisenyo upang mapahusay ang diwa ng kapistahan sa buong Baguio City. Ang pulong ay dinaluhan ng mga pangunahing miyembro ng AEBC 2024 Committee, kabilang ang Baguio Tourism Supervising Officer Alec Mapalo, Chief of Staff ng Mayor’s Office Samantha Hamada, City Environment and Parks Management Office Chief Atty. PAMPLONA,Cagayan — Pinaiigting ngayon ng Cagayan Probincial Police Office ang kanilang pakikipag-ugnayan sa mga mangingisda sa mga coastal municipality, upang makapagbigay ng tamang impormasyon kaugnay sa mga narerekober na mga kontrabando sa karagatan. Ito ay kasunod ng panibagong pagkakarekober ng isang mangingisda ng sa isang plastic na may lamang hinihinalang shabu sa karagatang sakop ng Pamplona, Cagayan, noong Agosto 17, 2024. Batay sa ulat ng pulisya, habang nangingisda sa karagatang sakop ng Pamplona si Alyas Dencio, 50, residnete ng Barangay Bisagu Aparri, Cagayan ay nakita nito ang isang kahina-hinalang plastic na palutang-lutang sa dagat. Nang buksan umano ni Dencio ay nakita ang hinihinalang shabu kaya agad siyang nakipag-ugnayan sa opisyal ng kanilang barangay at ipinagbigay-alam naman ito sa himpilan ng Aparri MPS, para sa kaukulang dokumetasyon at disposisyon. Batay sa pagsisiyasat ng pulisya, aabot sa mahigit P6.7 milyon ang halaga ng naturang kontrabando na may timbang na 998.37 gramo. Sinabi ni Capt. Shiela Joy Fronda, tagapagsalita ng Cagayan PNP ,na mahigpit ang direktiba ng pamunuan ng pulisya sa probinsya ng Cagayan kaugnay sa pakikipag-ugnayan sa mga mangingisda mula sa mga munisipalidad na malapit sa mga baybayin upang maturuan ng tamang kaalaman kapag may mga narerekober kahinahinalang bagay sa dagat. Matatandaang una rito ay apat na insidente ng pagkakarekober ng mga plastik na may lamang shabu na palutang-lutang sa dagat na sakop ng bayan ng Sachez Mira, Abulug at daawang magkasunod sa Calayan ang naiulat. Inihayag ni Fronda na ang mga mangingisdang nakarekober sa bayan ng Calayan ay nakatanggap naman ng pabuya mula sa Lokal na Pamahalaan ng Calayan habang ang mangingisdang nag-surrender din sa napulot na shabu sa bayan ng Abulug ay nakatanggap din ng pabuya mula sa 2nd Provincial Mobile Force Company, PNP Abulug at mula sa kanilang mga stakeholder. LGU in action: Local Innovations for Sustainable Communities

Mayor Benjie Magalong was present at the “LGU in Action: Local Innovations for Sustainable Communities” forum at the Novotel Manila Araneta Center, Quezon City. Mayor Magalong presented about the Health Open Spaces, wherein Baguio City promoted creating, using, and maintaining healthy open spaces in communities and other health environment initiatives. This event is in partnership with the Department of the Interior and Local Government (DILG), UP Resilience Institute, Greenpeace Philippines, Galing Pook Foundation, and Ateneo Institute of Sustainability – AIS. The Mayoral forum brought together CEOs, council members from the country, representatives from national government agencies, non-governmental organizations, international organizations, academia, and the private sector.

DICT Orients PGI Employees on eGOV PH App for Enhanced Digital Governance

The Provincial Government of Isabela (PGI) took a significant step toward digital transformation in local governance by conducting an orientation session on August 20, 2024, titled “Empowering Provincial Governance: An Orientation to the eGOV PH App for the Government of Isabela Officers and Employees”, at the Blue Conference Room, Provincial Capitol. Organized by the Provincial Governor’s Office – Management Information Systems (MIS) in collaboration with the Department of Information and Communications Technology (DICT) Isabela, the orientation aimed to familiarize PGI employees with the eGOV PH super app. DICT-Isabela Provincial Officer Cirilo N. Gazzingan underscored the importance of digitalization, urging attendees to “not fall in line, but go online.” He provided a comprehensive walkthrough of the app, highlighting its potential to enhance the efficiency, transparency, and accessibility of public administration. Gazzingan explained that the platform is designed to streamline workflows and improve public service delivery. Key features include a digital version of the national ID (PhilSys ID) and access to employees’ GSIS, PhilHealth, PAGIBIG, and other national government services with just a click. He also assured users of the app’s safety and security. Beyond national services, the app offers access to local government services such as business permits, cedula issuance, and LGU websites. Other features include job applications through eJobs, information on tourist spots, access to local health service providers, agricultural news, OWWA services, among others. Launched in 2023, eGOV PH is a mobile application designed to streamline interactions between citizens and the government. This platform unifies various government services through a comprehensive online system, aiming to reduce the economic burdens on citizens by providing public services at their fingertips.

Suspect in murder cases killed in armed encounter in Pampanga

Camp Olivas, City of San Fernando, Pampanga — A hot pursuit operation led by joint elements of the Pampanga Police Intelligence Unit (PIU), Regional Intelligence Unit 3 (RIU3), and Porac Municipal Police Station, in the morning of August 19, resulted in the death of a notorious gun-for-hire who had managed to elude authorities for over six years. Pampanga PPO Director Col.Jay Dimaandal said, that the operation took place at around 4:45 a.m along the Megadike Extension in Barangay Cangatba, Porac, Pampanga. The suspect, identified as Jojo Garcia Fajardo, a resident of Purok 5, Barangay Suklayin, Arayat, Pampanga, was wanted for multiple murder charges and other crimes. The pursuit began in the evening of August 18, 2024, when a security guard, Marciano Carmona, reported a lifeless male brought to Dr. Emigdio C. Cruz Sr. Memorial Hospital in Barangay San Agustin Norte, Arayat, Pampanga. The victim was identified as Edmar Santiago Lacsamana, 26, resident of Barangay Candating, Arayat, Pampanga. Lacsamana had been shot by two assailants riding a Kawasaki Barako motorcycle with a sidecar, bearing plate number 1049 KY. Upon receiving the report, a flash alarm was issued, and all police stations in the vicinity conducted dragnet operations. At around 1:50 a.m, an informant reported seeing a motorcycle matching the description in the Megadike Extension area. A joint operation was quickly organized, and the police units responded to the location. As the operatives approached, Fajardo, driving the motorcycle, attempted to flee into a grassy area. The pursuing officers caught up with him in Barangay Cangatba, Porac, Pampanga, where a firefight ensued, resulting in Fajardo’s death. Scene of the Crime Operatives (SOCO) were called to process the crime scene, where they recovered a .45 caliber pistol and a cellular phone. Brig.Benjamin DL Sembrano, officer-in-charge of the Central Luzon Police, commended the officers involved, stating, “This successful operation underscores our commitment to upholding the rule of law and protecting our citizens from those who threaten their peace and security. We remain steadfast in our duty to pursue justice and maintain order in our communities.”

Subic Freeport community celebrates 78th feast of San Roque

Subic Bay Freeport – This premier Freeport community gathered on Friday to celebrate the 78th feast day of San Roque, its patron saint. Subic Bay Metropolitan Authority (SBMA) Chairman and Administrator Eduardo Jose L. Aliño shared that the 78th Feast of San Roque culminated with the traditional Karakol, a street dance where an image of the saint is paraded while dancing along the streets of the Central Business District in Subic Bay Freeport. “It has been awhile since we had a festive atmosphere in this Freeport, and I think the morale of the people here, as well as the tourism industry will benefit from such festivities as the Feast of San Roque Karakol,” Aliño said. The celebration kicked off with a Holy Mass at San Roque chapel, one of the oldest churches in the country, followed by the Karakol, which ended with the street dance competition at the Subic Bay Gym. Three nearby schools participated in the competition namely, Iram High School w/ Senior High School, College of Subic Bay Montessori, and Lyceum of Subic Bay, competing for the best street dance performers at the Karakol Street Dance Competition 2024. Lyceum of Subic Bay emerged as the grand winner of the Karakol Festival Dance Competition, followed by College of Subic Montessori at second place, and Iram High School at third. St. Roch’s Day or Pista ni San Roque is observed on August 16 every year. St. Roch, who was a Frenchman, is recognized as the patron saint of dogs. The San Roque Chapel in Subic Bay Freeport is considered as one of the oldest chapels in the region and was constructed sometime in the 1800s, back when Olongapo was declared a bayside settlement for the Spanish naval fleet. The chapel became the center of spiritual life for the Spanish sailors as well as of the Filipino converts who resided within the vicinity of Subic Bay, then known as Subig. The San Roque chapel was built in 1932, replacing the dilapidated mission church of the Spanish missionaries in Olongapo in the 1800s.
