Ayon kay Col.Ruel Tagel, city director, ang wanted na si Alyas Boy,tubong San Juan,Iloilo City ay nakalista bilang Top Most Wanted Person sa iba’t ibang antas sa Western Visayas: Top 8 sa Regional Level sa ilalim ng Police Regional Office 6, Top 8 sa City Level ng Iloilo, at Top 3 sa Station Level ng Station 4, Iloilo City . Nakatakdang sagutin ni Boy ang mga kaso laban sa kanya para sa mga paglabag sa iba’t ibang probisyon ng Republic Act 9165, o Comprehensive Dangerous Drugs Act of 2002. Kabilang sa mga paglabag ang pagbebenta at pag-iingat ng mga mapanganib na droga, at pagkakaroon ng mga drug paraphernalia. Nagpapatuloy na ang koordinasyon sa Iloilo City Police Station 4 para sa paglipat ng mga akusado sa Iloilo City. Kabilang sa iba pang yunit na sangkot sa matagumpay na pag-aresto ang mga miyembro ng BCPO City Investigation and Detective Management Unit, City Intelligence Unit, investigation and intelligence unit ng PRO-CAR, Regional Mobile Force Battalion 15, at Iloilo City Police Station 4. Ayon kay Tagel, ang e-Warrant System ng Philippine National Police na naging daan sa pagkaka-aresto ng suspek. “ Ang advanced na sistemang ito ay nagsasentro at nagdi-digitize ng mga warrant of arrest sa buong bansa, na nagpapahintulot sa mga yunit ng pagpapatupad ng batas mula sa iba’t ibang rehiyon na ma-access ang real-time na data sa mga wanted na tao. SBMA is Ph’s “Most Sustainable Investment Hub” – WBO Magazine What better news to write about the premier Freeport in the country before the year ends than it being recognized and awarded the Most Sustainable Investment Hub in the Philippines. Just recently, World Business Outlook Magazine conferred the “Most Sustainable Investment Hub” award to the Subic Bay Metropolitan Authority (SBMA) for the continuous effort of the Authority to maintain its status as the best investment place in the country since it was converted into an industrial hub from a former US naval facility. SBMA has maintained its thrust in developing the Subic Bay Freeport Zone a sustainable investment hub in the world. The award was received personally by the SBMA Chairman and Administrator Engineer Eduardo Aliño during the 2024 World Business Outlook Awards held on November 2, 2024 at the Marriott Marquis Queens Park in Bangkok, Thailand. The good chairman was accompanied by his equally deserving officers of SBMA including Director Teodoro Del Rosario, Business and Investment Group for Leisure Manager Josephine Ivy Ferrer and General Business and Investment Officer-in-Charge Cleofe Espinelli. Thus, the official, who also owns a big company in the Freeport, noted that by helping and working together, they will continue to pave the way for responsible investment practices, ensuring a thriving planet for future generations. But, it is also a good opportunity to mention that SBMA is also a recipient of other prestigious awards. In April 2023, former SBMA CHAD Wilma T. Eisma has won Asia-Pacific Stevie Awards “Thought Leader of the Year” for her Covid-19 contingency plans for the Subic Bay Freeport that paved the way for businesses inside the Freeport to endure the effects of the pandemic. During her term, the agency has implemented measures that ensured, not only for businesses to thrive but the safety and security of the stakeholders in the Freeport as well. Eisma is now a director of the Development Bank of the Philippines (DBP). In January 2022, SBMA was awarded “Best in Tourism Practice During the Pandemic” among 12 finalists during the 22nd National Convention of the Association of Tourism Officers of the Philippines (ATOP). Then in July of the same year, Subic Bay Freeport was conferred as the No. 1 tourist destination in Central Luzon by the Department of Tourism (DoT), while also ranking 5th among the most visited places in the country. SBMA also continue its commitment in contributing to the economic development of its neighboring municipalities by distributing revenue shares derived from the gross income of the Freeport. In February this year, SBMA distributed a total of P178.7-million revenue shares due to the municipalities of Subic, Castillejos, San Marcelino, and San Antonio in Zambales; Dinalupihan, Morong and Hermosa in Bataan, and Olongapo City. Revenue shares which are computed according to population (50%), land area (25%), and equal sharing (25%) are released twice a year—August for the first semester, and February of the following year for second semester. BCDA, NDC sign partnership for New Clark City development

(NDC), enabling the BCDA to tap NDC’s expertise in financing and implementing high-impact projects in New Clark City. BCDA President and Chief Executive Officer Joshua M. Bingcang and NDC General Manager Antonilo DC Mauricio signed a memorandum of understanding (MOU) creating a collaborative framework for the urban development of New Clark City. BCDA Chairperson Hilario B. Paredes and NDC Assistant General Manager for Corporate Communications Leopoldo Acot served as witnesses. “We thank the NDC for readily offering to share with BCDA its knowledge and expertise in financing and implementing projects, particularly in urban expansion, industrial development, and energy, among others. With more than a hundred years of experience and track record, NDC will surely become instrumental in the transformation of New Clark City into the country’s first smart, sustainable, and future-ready metropolis,” PCEO Bingcang said. Chairperson Paredes, for his part, said: “With our shared vision to spur national development, we believe that this new partnership will enable us to implement transformative projects that will help New Clark City achieve its fullest potential.” Under the MOU, both parties intend to discuss and explore potential collaboration opportunities, leading to the preparation of a feasibility study report that may include technical and commercial assessments of developments within the BCDA’s properties. NDC is interested in New Clark City, a 9,450-hectare greenfield development inside the Clark Special Economic Zone positioned to be an inclusive, resilient, sustainable, and smart city. This major metropolis is being developed to help decongest Metro Manila, and to serve as an investment hub to catalyze growth in Central Luzon. GM Mauricio said this partnership will allow NDC to leverage on the BCDA’s experience in building great cities, like the Bonifacio Global City, paving the way for the implementation of innovative projects that will improve the lives of Filipinos. “We want to leverage our strategic areas with partners who understand city-building, especially the BCDA. Thank you very much to BCDA for this honor of signing an MOU with NDC,” he said. As the government’s investment arm, the NDC pursues commercial, industrial, agricultural, and mining ventures to provide necessary impetus to national economic development. Art lovers, expatriates, and curious locals gathered to witness an exhibition like no other, showcasing the vibrant and multifaceted talents of Filipino artists in a rare international setting. Titled ISANG GUHIT, this exhibit was a celebration of Filipino identity, bridging Manila’s bustling streets and Vienna’s refined art scene. Curated by Norlie Meimban and brought to life by the Vienna-based Artist Network, Sige!, and the Manila-based Bastedor Art Project, ISANG GUHIT was a captivating fusion of styles, stories, and spirits. Arnel David Garcia’s pieces, inspired by cubism, were the first to catch visitors’ eyes. His geometric abstracts hinted at hidden stories, and gallery-goers found themselves drawn to the layers of emotions embedded within his angular forms. Nearby, the vibrant drip paintings of Art Lozano were equally mesmerizing, with Volkswagen Beetles—relics of both nostalgic Americana and Manila street culture—splattered in joyful colors. Binong Alvin Javier’s work hung beside Lozano’s, echoing a similar vibrancy but with looser, more organic drips that created hypnotic patterns, as if the colors themselves were in conversation. Further along, Charmaine Taus’s canvases radiated with intricate, colorful patterns that evoked a sense of woven tapestries, creating a lively, visual dance across the gallery wall. And right beside her, Didier Alarcon’s overlapping realism was a study in depth and detail, blurring the lines between reality and dreams. His work contrasted beautifully with Gerry De Guzman’s traditional flat jeepney art, which transported onlookers directly to the streets of Manila, with its emblematic bright colors and bustling, lively energy. Harold Khan’s pop art portraits, meanwhile, seemed to stare boldly back at the viewer, infusing a modern Filipino perspective into the iconic styles of Western pop art. These were contrasted by Jojo Ramirez’s traditional works, which grounded the viewer in a more timeless representation of Filipino art and people. Not far from these were Maan Umotoy-Premacio’s abstracts of wild, blooming flowers—a celebration of nature, delicate yet bursting with life. In one corner, Norlie Meimban’s portraits stood out with their intricate, line-based technique, creating expressions and emotions through an almost rhythmic structure. Ejem Alarcon’s pop realism continued the rhythm with vivid, lifelike compositions that somehow still felt dreamlike, while Ela Andal’s European-influenced street pop art grounded it all with raw, urban energy, blending both Filipino and European perspectives in a playful, edgy manner. For days, the exhibit drew in people from around the city, each visitor exploring the depths and dimensions of Filipino artistry from a new angle. Vienna, known for its classical art heritage, embraced this influx of contemporary Filipino vision, leaving a lasting impression on both the artists and the viewers. As the event came to a close on September 21, artists and visitors alike felt that ISANG GUHIT had achieved more than just an exhibit; it had created a dialogue, a beautiful intersection of cultural narratives, leaving a mark on Vienna that would echo long after the gallery lights dimmed.    

PRO 8 arrested rape suspect in Samar

CAMP KANGLEON, PALO, LEYTE – The Police Regional Office 8 successfully apprehended the second-ranked provincial most wanted for rape in Barangay Mercedes, Catbalogan City, earlier today, November 5, 2024. Brig.Gen.Jay Cumingad, regional director said joint operatives led by the Provincial Intelligence Unit-Samar Police Provincial Office (PIU-SPPO), with support from the Criminal Investigation and Detection Group (CIDG) Western Samar Provincial Field Unit and the Catbalogan City Police Station, arrested alias “ML,” a 24-year-old male and resident of Barangay Mercedes, Catbalogan City, Samar. The suspect ranked as second most wanted person at the provincial level, was arrested based on a warrant for rape, with no bail recommended. Following his arrest, the accused was immediately brought to the Catbalogan CPS for documentation and proper disposition. Cumingad commended the coordinated efforts of the involved units, noting the importance of such operations in ensuring justice and community safety. “This arrest underscores the commitment of law enforcement agencies to actively pursue individuals wanted for serious crimes and reinforces public confidence in the criminal justice system,” he added.                  

Dynamic Learning Program, ipapatupad sa mga paaralan na apektado ng kalamidad

  By Rachell Galamay-Cagayan PIO Nakatakdang ipatupad ng Department of Education (DepEd) ngayong Nobyembre ang Dynamic Learning Program sa mga paaralan na matinding naapektuhan dahil sa pananalasa ng mga nagdaang kalamidad. Ayon kay DepEd Secretary Sonny Angara, layunin ng bagong programa na matugunan ang pagkaantala sa pag-aaral ng mga estudyante sa pamamagitan ng pagsasagawa ng make-up classes, paggamit ng simple at targeted activity sheets, at pagbuo ng temporary learning spaces. Bukod dito, maaari ring magsagawa ang mga apektadong paaralan ng parallel classes, activity-based learning, at minimal homework load na ibibigay sa mga estudyante. Sisimulan ang pilot implementation ng Dynamic Learning Program (DLP) sa mga paaralan na matinding naapektuhan ng kalamidad partikular na sa Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Bicol, at Cordillera Administrative Region (CAR). Sa pinakahuling datos ng naturang ahensiya nasa halos 3.97 milyong mag-aaral at 181,270 teaching at non-teaching staff mula sa 10,947 paaralan ang apektado sa suspensyon ng klase noong nagdaang bagyo.
