BCDA to adopt waste-to-energy technologies in Clark

In the face of a growing energy crisis and surging global waste generation, the Bases Conversion and Development Authority (BCDA) plans to utilize waste-to-energy technology as a renewable energy source in the Clark Freeport and Special Economic Zone, in line with its goal of fostering smart and sustainable development. The BCDA is conducting a study for a proposed waste-to-energy facility in an optimal location in Tarlac, which is being eyed to boost power supply and serve the requirements of locators and investors in Clark. This was after the BCDA identified waste-to-energy as a sustainable alternative to landfills, especially amid the continuous increase in waste generated in the country and around the globe. “The BCDA is committed to adopting smart and green innovations to push for the sustainable development of our properties. Utilizing waste-to-energy technology, in particular, will modernize solid waste management and promote green energy, helping usher Clark’s transition towards a circular economy,” BCDA President and Chief Executive Officer Joshua M. Bingcang said. According to the World Bank’s 2018 study, “What a Waste 2.0:  A Global Snapshot of Solid Waste Management to 2050,” global annual waste generation is projected to jump to 3.4 billion tonnes by 2050. Carbon dioxide-equivalent emissions from solid waste treatment and disposal, primarily driven by open dumps and landfills without gas collection systems, reached 1.6 billion tonnes in 2016, and is anticipated to increase to 2.6 billion tonnes by 2050. “With waste-to-energy technology, the BCDA can do its part in reducing greenhouse gas emissions, while also addressing the energy requirements of our community,” Engr. Bingcang said.   The BCDA’s waste-to-energy study will include site selection, as well as technical, environmental, social, legal, financial, and economic analysis for the design, construction, operation, and maintenance of the facility. Once the study is completed, the BCDA will open the project for public bidding. The project is intended to be structured and undertaken pursuant to Republic Act 11966 or the Public Private Partnership Code of the Philippines and its implementing rules and regulations. The waste-to-energy project is in line with the Marcos administration’s thrust to bolster solid waste management initiatives in the country. It will also complement the government’s Kalinisan sa Bagong Pilipinas Program, which calls for investment in programs, projects, and activities on solid waste management and ecological practices.          

  Baguio solon urges deferral of scheduled SSS contribution hike

In a house resolution filed on January 7, Baguio City congressman Mark Go strongly urged the Social Security Commission to defer the implementation of the scheduled hike in Social Security System (SSS) contributions to ease the burden on Filipinos amid rising costs due to inflation. Citing “wide clamor from all sectors,” House Resolution (HR) 2157 enjoined the commission to suspend its slated increase in the contribution rate to 15 per cent, which comes amid the Philippine Statistics Authority’s latest figure that inflation rose to 2.9 per cent in December from 2.5 per cent in November. Rep. Go said that as the SSS’ policy body, the Social Security Commission should strongly consider the deferral of the hike in contributions “to provide our low-income earners a breathing space from the continued rising cost of commodities and services.” Go also pointed out that the SSS’ revenue grew in 2023 by 15.6 per cent, from P353.82 billion to P306.16 billion in the previous year, adding that “the SSS can afford and manage to suspend the increase in contributions.” He added that SSS earned a net income of P83.13 billion in 2023, exceeding its target of P51.06 billion for that year, according to a February report by the Philippine Daily Inquirer last year. That same year, a Commission on Audit (COA) report revealed an inefficiency in the collection of premium contributions from delinquent employers, with only P4.581 billion collected – or 4.89 per cent of expected collections in 2023 worth P93.747 billion. “This is equivalent to P89.17 B of uncollected premium contributions from 420,627 employers,” he said. Go added that the SSS’ inefficiency in collecting premium contributions based on the COA report “should first be addressed before the government insurance agency proceeds to implement the schedule of contribution rate hike.” The Baguio solon also authored HR 253, which was adopted by the House of Representatives on September 25, successfully urging the Department of Health to issue Administrative Order 0017-2024 removing purchase slip booklet as a mandatory requirement for senior citizens to avail the 20% discount in the purchase of medicines. The administrative order was implemented on December 23.

Ito ang pahayag  sa isang press conference na idinaos ng mambabatas sa Essa Restaurant ng Riviera Hotel dito sa Subic Bay Freeport Zone noong Enero 6. Sinabi ni Marcoleta na nakakadismaya ang pagtatrabaho sa Bicameral Conference Committee. Binanggit niya na hypothetically pagsasalita, ang parehong mga bahay ng pambatasan ay may tig 15 opisyal bawat isa na inaasahang makilahok sa mga talakayan, ngunit dalawa lamang ang gumagawa ng mga desisyon. Yan ang chairman ng appropriations at chairman ng finance committee. “Silang dalawa lang nag-uusap. Kaya yung final form ng ating budget, kamukha ng nangyayari ngayon, produkto ng dalawang tao lang. Naiimagine mo ba ang pormalidad ng pagtalakay at pagdedebate sa buong spending bill, P6.325 trilyon pesos sa apat na buwan!” sabi niya. Pagkatapos ng lahat ng diskusyon na iyon, dalawang tao lamang ang magpapasya sa badyet. “Katapustapusan, dalawang tao lang poporma non. Bakit nagkaroon ng AKAP? Bakit tinanggal ang subsidy ng gobyerno sa PhilHealth?” aniya, binanggit na ang mga tanong na ito ay dapat na itanong sa mga pagpupulong. Ipinahayag ni Marcoleta na maririnig ang kanyang boses kung manalo siya sa senatorial race ngayong 2025 elections. Binanggit din ng mambabatas na suportado ni dating Pangulong Rodrigo Duterte ang kanyang kandidatura. Ang opisyal ay may suporta rin ng Iglesia Ni Cristo (INC) sa kanyang senatorial bid gayundin ang Kingdom of Jesus Christ (KOJC), na naging dahilan upang siya ay isa sa pinaka hinahangad na kandidato ng mga relihiyosong grupo ng Pilipinas. Ang isang billboard niya at ng KOJC Founder na si Pastor Apollo Carreon Quiboloy ay makikita rin sa South Luzon Expressway (SLEX) Northbound, na may mga salitang  “Para sa Diyos at sa Pilipinas nating mahal”. Parehong tumatakbong senador sina Quiboloy at Marcoleta ngayong taon.

Gov. Gambito call for service excellence

Among these achievements is the prestigious Seal of Good Local Governance (SGLG) award from the Department of the Interior and Local Government (DILG), often regarded as the “Mother of all awards” for local government units. “These awards have elevated Nueva Vizcaya on the national stage and are a testament to the effective management within the provincial government,” Gambito remarked. “I give the credit to you. Baguio Christmas 2024: Grand Finale with Great Voices

Baguio City concluded its festive season with the resounding success of the Closing Ceremony of An Enchanting Baguio Christmas (AEBC) 2024, held on January 5, 2025, at Burnham Park’s Rose Garden. The event featured the much-anticipated Grand Finals of The Great Voices of Baguio, a spectacular solo singing competition that served as the perfect finale to more than a month of holiday celebrations. of the Best decorated Chalets were Yolk, Korean Egg Sandwiches (Small Category), Recess Resto Café (Big Category, Dap-ayan ti John Hay (Medium Category). The Great Voices of Baguio Grand Finals showcased the city’s most talented vocalists, who delivered breathtaking performances to a delighted audience. The winners of the competition were Champion – Russel T. Solis, 1st Runner-Up- Viana Tejada, and 2nd Runner-Up – Princess Ybañez, Consolation Prizes – Mary Rose Ybañez Gilbert B. Jabano Jr. Adding to the festivities, the event also saw the announcement and awarding of the best-designed chalets and selling booths. The winners of the Best decorated Chalets were Yolk, Korean Egg Sandwiches (Small Category), Recess Resto Café (Big Category, Dap-ayan ti John Hay (Medium Category). BCDA caps banner year with P11-B gross revenue

Year 2024 has been a banner year for the Bases Conversion and Development Authority (BCDA) after its gross revenues breached the Php 11 billion mark, mainly driven by the joint venture deal for a 6.1-hectare mixed-use development in Taguig City. BCDA saw its gross revenues increase by 3% to Php 11.3 billion in 2024 from Php 10.9 billion in 2023. This steady growth and positive financial performance was mainly attributed to the execution of a joint venture agreement for the development of the 6.1-hectare mixed-use development in Bonifacio Capital District in Taguig, which yielded an initial payment of Php 3.5 billion to the BCDA. Additionally, the BCDA’s toll and airport concession revenues saw an increase of Php 925 Million from Php 2.3 billion in 2023 to Php 3.2 billion in 2024. Dividends from BCDA’s affiliates also grew by Php 325 million from Php 675 million in 2023 to Php 1 billion in 2024. “Through collaboration with partners that share our vision and efficient revenue generation efforts, the BCDA wrapped up 2024 as another banner year for the organization, sustaining good financial performance over the years. This is fueled by our mission to build world-class cities and implement game-changing projects for the benefit of the Filipino people,” BCDA President and Chief Executive Officer Joshua M. Bingcang said. Engr. Bingcang expressed optimism that the BCDA will continue to sustain its revenue levels, with earnings projected to remain above Php 10 billion in 2025. He said this forecast reflected the BCDA’s continued efforts to foster strong partnerships and implement projects that fuel economic growth and infrastructure development in the country. “We are committed to continue generating strong revenues, as this will allow us to boost our support for our beneficiary agencies and stakeholders, especially our military forces,” Engr. Bingcang said. Pursuant to its mandate under Republic Act 7227 or the Bases Conversion and Development Act, the BCDA transforms former military camps into centers of economic growth, generating income through disposition proceeds from sale, lease, and joint venture, as well as concession fees and other receipts. Portions of these proceeds are remitted to the Bureau of the Treasury through dividends and contributions to the Armed Forces of the Philippines and other beneficiary agencies. A share of the earnings are also used to fund the BCDA’s infrastructure projects to help strengthen and boost the competitiveness of its economic zones.                

Release of sports incentives to athletes pushed

BAGUIO City officials recently requested the Sports and Recreation Division of the City Administrator’s Office to fastrack the processing and release of sports incentives to the Baguio ‘City athletes and coaches who participated in the different local and international sports tournaments, such as the Batang Pinoy Games and the Philippine National Games. Under Resolution No. 749, series of 2024, local legislators stated that the timely release of sports incentives is essential to acknowledge and reward the hard work and the success of the said athletes and coaches, and to encourage continued excellence in sports among them. The city government recognizes the dedication and achievements of its athletes and coaches who have represented the city in events, such as the Philippine Youth Games also known as Batang Pinoy, and the Philippine National Games. The council claimed that the Batang Pinoy, an initiative of the Philippine Sports Commission (PSC), has played a significant role in identifying and nurturing youth athletes. Further, targeting children under age 15, the event demonstrates the nation’s dedication and commitment in producing the next generation of athletes. On the other hand, the Philippine National Games is a multi-sports competition run by the PSC to determine the potential makeup of the national team that will compete internationally in events like the Southeast Asian Games, Asian Games and the Olympic Games. Copies of the approved resolution will be transmitted to the Sports and Recreation Division under the City Administrator’s Office for information, guidance, ready reference and further needed action. Louisiana alumni to gather for SLU Rambakan 2025

Louisians from all over the world will once again excitedly reconnect, relive cherished moments with former classmates and schoolmates, and honor the legacy of excellence that binds them together wherever they are. The SLU Rambakan 2025 Grand Alumni Homecoming will happen on January 18, Saturday, in Baguio City, promising to be another unforgettable event that will showcase the Louisian spirit. All activities will revolve around the theme “Celebrating the Tapestry of Triumphs of the Louisian Alumni.” It is the third Rambakan homecoming since 2023. All SLU graduates from the elementary, high school, college and post-graduate levels are invited to attend and participate in SLU Rambakan 2025. Rambakan 2025 kicks off with morning activities to be held at the SLU Bonifacio main campus consisting of a Thanksgiving Mass at the Saint Aloysius Gonzaga Parish Church at 8:00a.m. After the mass, everyone is invited to participate in fun activities at the Fr. Paul Van Parijs Event Center until 2:00p.m. It will start with a 15-minute dance exercise followed by games led by the School of Medicine. There will be a school trade fair where delicious food and other items will be for sale in booths manned by the school organizations. Blu Coffee distributors will serve free coffee and drinks. Interested alumni can also go and view the Legacy Wall plates installed beside the Adenauer building. Later at 6:00p.m., the homecoming celebration continues with the Gala Night program spotlighting the recognition of the recipients of the Search for Outstanding Louisian Alumni Awards at the Olive Ballroom of Venus Parkview Hotel. A total of 11 top recipients from various professions will be awarded under five categories, namely: Competence, Creativity, Social Involvement, Christian Spirit, and Theophile Verbist Lifetime Achievement. This is the third year since 2023 that Louisian alumni were nominated and underwent intense screening as SLU’s outstanding alumni. Baguio RTC junks CJH DevCo fresh attempt to prevent return of John Hay to gov’t

BAGUIO CITY — The Bases Conversion and Development Authority (BCDA) welcomes the Baguio Regional Trial Court’s order blocking CJH Development Corporation’s (CJH DevCo) fresh attempt to prevent the full return of the 247-hectare property in Camp John Hay following the final Supreme Court decision  ensuring the immediate recovery of the said property without exceptions. In an order dated January 3, 2025, Branch 6 of the Baguio Regional Trial Court junked CJH DevCo’s motion to delay the recovery of the subject property. This means all land and  improvements in the property, whether directly held by CJH DevCo, its subsidiaries and/or affiliates or occupied/held by other individuals or parties claiming rights under them,  must be turned over to the BCDA. The Regional Trial Court’s order also directs its sheriffs to immediately and FULLY IMPLEMENT its reinstated writ of  execution and notice to vacate, so the property can be returned to the BCDA. BCDA assures the public that businesses will continue to operate in Camp John Hay. It is also calling on all stakeholders to step forward, reach out to them, and work together for a smooth and orderly transition.
