Illegal POGO raided at Subic Bay Freeport

Salvaña   SUBIC BAY FREEPORT– Personnel of the Criminal Investigation and Detection Group (CIDG) conducted an operation together with other law enforcement agencies in raiding a suspected Philippine Offshore Gaming Operation (POGO) in the Subic Freeport Zone, Wednesday afternoon, September 04, 2024. According to the report from CIDG Director PMGen. Leo Francisco, the raid was conducted at 3:00 pm at No. 9-B Grooper Street, Kalayaan Housing Area pursuant to Search Warrant No. 2024-32 issued by Judge Melani Fay V Tadili, of Olongapo City Regional Trial Court Branch 97. During the operation, eighteen (18) Chinese nationals were rescued and two other Chinese nationals, identified only by their aliases Bao Go and A Hai were arrested, who were believed to be involved in human trafficking activities. Authorities confiscated 18 desktop computers, 2 CCTV DVRs, 6 Android mobile phones, 6 iPhones, documents, bank cards, IDs, passports, a safety vault, and bolos (knives). Both those arrested and rescued as well as the evidences obtained were immediately brought to the CIDG Intelligence Division at Camp BGen Rafael T. Crame in Quezon City.

Gov. Guico strongly advocates Corporate Farming to bolster agricultural sector

By Chona C. Bugayong/PIMRO   LINGAYEN, Pangasinan — Believing in the vital role of farmers being the key players in achieving sustainable food security, Governor Ramon V. Guico III further pushed for a pro-active convergence approach in agriculture via corporate farming. Considered the present administration’s landmark project in agriculture, Gov. Guico is keen on beefing up the project to assist more farmers in the coming days. “The simple story about corporate farming is that because it is more cost-efficient, a higher yield per hectare is achieved with a lower cost of production,” the governor said. In 2022, the provincial government introduced the concept of corporate farming. In 2023, seven sites with 154.55 hectares produced a total of 773 metric tons of palay. This translates to more savings in farm inputs like fertilizer, water supply, and labor costs. For January to June this year, the province has a palay production volume of 447,638.57 metric tons from the harvested 85,233.70 hectares last dry cropping season CY 2023-2024. The province for corn production has reached 423,928.8 metric tons for yellow corn and 9,396.57 metric tons for white corn, or a total of 433,325.37 metric tons for the combined production of yellow and white corn. Productivity for the period is 7.2 metric tons per hectare for yellow corn and 4.2 metric tons per hectare for white corn. It can be recalled that on July 7, 2023, the provincial Corporate Farming and Memorandum of Agreement signing with program partners, LGUs, and Farmer Cooperative and Association (FCA) beneficiaries was held in Binalonan town. This yielded positive results for farmers, causing them bigger earnings in the long run. “Ibig sabihin, pag mas malaki ang iyong sinasaka, mas nagiging efficient yung iyong inputs at lumalaki yung output mo, yung yield. We have now 1,000 hectares. Pag pinagkaisa mo ang mga maliliit na kalupaan at pare-parehong variety and itinanim mo at kinukuha mo sa iisang supplier ang inyong binhi, ang inyong mga fertilizer, mas magkakaroon sila ng leverage upang bumaba ang cost naman ng pagbili ng mga inputs. At kung pare-pareho schedule, pare-pareho ang pagtanim, ang pag harvest mo, hindi iba-iba ang variety nila, naipakita namin na mas lumalaki yung yield, yung output,” the governor said. Corporate farms, which often operate on a large scale, are considered economies of scale, which makes agricultural products affordable for consumers as well. Moreover, the present administration, through the Provincial Agriculture Office, conducted various agricultural machinery technology demonstrations as part of continuing education and empowerment for farmer-beneficiaries under corporate farming. This marked significant milestones in the province’s journey towards sustainable agricultural development and food production. Headed by Provincial Agriculturist Dalisay A. Moya, in partnership with the Department of Agriculture, LGUs and other government agencies cohesively worked towards this end. With agriculture as the province’s primary industry, the provincial corporate farming program served as a path to achieving the province’s goal of becoming a self-reliant and self-sufficient province. Recently, the provincial government through OPAG spearheaded the distribution of financial assistance to a total of 4,876 farmers, fisherfolks, and families stricken by the El Nino phenomenon, evidence of the government’s support for farmers dubbed as today’s modern-day heroes.          

Fleet’s Modern Assets,Capabilities take center stage during Sea Phase of its Unilateral Exercise

Salvaña SUBIC,Zambales — As Sea Phase of the PF’s unilateral exercise rolled out, the capital ships and systems of the Philippine Fleet (PF) displayed their modern capabilities in a series of warfare simulations conducted in the waters off Zambales, Bataan, and Mindoro Strait. Aimed at enhancing the operational readiness, promoting interoperability, and encouraging tactical innovation among major surface platforms, frigates BRP Jose Rizal (FF150) and BRP Antonio Luna (FF151), along with patrol ships BRP Ramon Alcaraz (PS16), and BRP Andres Bonifacio (PS17), rendezvoused in the designated area to execute tactical maneuvers, formations, and communications exchanges. This was followed by anti-air warfare exercise with simulated missile firing featuring the assets of the Naval Air Wing. Highlight of the first day was the live gun firing exercise showcasing the 76mm gun of FF151, and the 38mm Bushmaster guns of PS16 and PS17. The PS16 also took the opportunity to test fire its Super Rapid Blooming Offboard Chaff (SRBOC)intended to defend the ship against missile attack. At night, the group conducted Night Steaming in Company (NSIC) while patrolling in tactical formation. They also performed Emission Control Exercise to detect and identify electromagnetic transmissions to build a recognized maritime picture, highlighting all the platforms’ capability in Electronic Warfare. The Surface Action Group dived deep on the second day, as they simulated Anti-Submarine Warfare Scenario with the NV395 as Maritime Patrol Aircraft and the AW159 Anti-Submarine Warfare Helicopter (NH441) utilizing its onboard dipping sonar to assist in locating and neutralizing the mock submarine target. Representatives from FleetOperational Readiness Training Evaluation Group (FORTEG) and The Naval Inspector General served as the umpires and evaluators of the said exercise. This kind of naval exercise between ships is a cornerstone of modern maritime strategy, reflecting the complexity and dynamism of naval operations.More than not routine drills, these exercises are essential for ensuring that the fleet, and the navy remain capable, adaptive, and prepared for a wide range of operations.      

SPA approves Tabaco City ordinance on establishment of Barangay Reading Centers

By CMDacoro, Albay PIO   LEGASPI CITY — The Sangguniang Panlalawigan ng Albay (SPA) has approved the city ordinance for the establishment of Barangay Reading Centers in all barangays of Tabaco City. This was accomplished through the passage of Provincial Resolution No. 1310-2024, which declares as valid and operative City Ordinance No. 8-051 s. 2024 of Tabaco City, titled “Creating Barangay Reading Centers in All Barangays of Tabaco City and Appropriating Funds Thereof, Subject to Applicable Laws, Rules, and Regulations.” The ordinance was authored by ABC President and Board Member Hisham B. Ismail. The establishment of these centers is in line with Republic Act No. 7743, otherwise known as “An Act Providing for the Establishment of Congressional, City, and Municipal Libraries and Barangay Reading Centers throughout the Philippines, Appropriating the Necessary Funds Therefor, and for Other Purposes.” Barangay Reading Centers serve as vital community hubs, fostering literacy and promoting lifelong learning among residents and learners. This initiative will help address the educational and cultural needs of Filipinos, contributing to national development.

105 PDL tumanggap ng counseling sa Baguio

City urges need for trained personnel in Basic Life support in sport activities

Keith   BAGUIO CITY — Mayor Benjamin Magalong signed city council resolution no. 455, series of 2024, urging all organizers in the Summer Capital to provide at least one (1) personnel trained in basic life support during the conduct of their respective sports activities. The personnel must have undergone training from an accredited agency like the City Disaster Risk Reduction and Management Office, Health Services Office, Department of Health, or the Philippine National Red Cross, using nationally recognized evidence-based guidelines for emergency cardiovascular care and psychomotor training to support the instruction. A certificate shall be issued by the accredited agency upon completion of the training, the approved measure stated. The personnel trained may be the referee, coach, or any other person who shall be on standby until the end of the sports activity. Authored by councilor Betty Lourdes Tabanda, the measure cites several provisions of ordinance no. 47, series of 2021, that recognizes the need for immediate medical attention for any health emergency that may occur in a city government-sanctioned sports event. However, the approved resolution stated that said provisions do not cover private sports events where such emergencies may occur, hence, the need for this measure. Concerned agencies, sports associations, association of Baguio city official referees, sports organizers, barangays, and the City Sports Office shall furnish copies of the resolution for their information and appropriate action.

Vergara intensifies barangay dialogues to boost tourism-driven growth

  BAGUIO CITY – Building on the positive momentum from recent engagements, the Baguio Tourism Council (BTC) has ramped up its outreach to barangays in and around the central business district, with a focus on maximizing the economic benefits of tourism. Spearheading these efforts, BTC Chairperson Gladys Vergara has been actively engaging with officials from 11 key barangays, emphasizing the need for equitable and inclusive growth. During her dialogues with barangay leaders from Upper Magsaysay, New Lucban, Lower General Luna, AZCKO, Harrison Carantes, ABCR, Malcolm Square, Upper Market, Camp Allen, Kabayanihan, and Rizal Monument, Vergara highlighted the importance of ensuring that these areas fully capitalize on the economic opportunities generated by the influx of tourists. “Your barangays are at the heart of where tourism thrives, yet the full economic potential seems unevenly tapped,” Vergara observed. She underscored the necessity of extending development beyond the city’s central business zones, stating, “Dispersing growth to areas on the periphery is essential. We must leverage tourism’s influence to drive comprehensive and inclusive development across Baguio.” Vergara also stressed the importance of ensuring that the benefits of growth reach all sectors of society. “Our people, particularly those in lower economic brackets, should experience the advantages of development. Equitable growth accelerates when it is shared, and those most in need should be prioritized,” she added. New Social Welfare and Development Satellite(SWAD) Office inaugurated in Nueva Vizcaya

Gambito and Department of Social Welfare and Development (DSWD) Regional Director Lucia Alan led the blessing and inauguration of the new Social Welfare and Development satellite office on September 2. The new office is strategically located on the ground floor of the Dumlao Stadium, within the Nueva Vizcaya Sports Complex. The new office replaces the previous location at the Provincial Capitol, providing a more accessible and spacious environment for both staff and clients. During the event, Gov. Gambito emphasized his commitment to continue collaborating with the national government in delivering assistance to the people of Nueva Vizcaya. “Our goal is clear: no Vizcayano will be left behind when it comes to government services,” he stated. “We will work tirelessly to ensure that every individual in need receives the support they deserve.” In his message, Gambito also urged the Social Welfare and Development office staff to maintain a cordial and welcoming attitude toward their clients. “Compassion and understanding are essential in our line of work. I encourage all of you to foster a friendly environment for those who seek our help,” he added. During the inauguration, Regional Director Lucia Suyu- Alan made a request to Governor Gambito to consider relocating the 4Ps (Pantawid Pamilyang Pilipino Program) office to the Dumlao Stadium as well. She proposed that this move would create a one-stop shop for social services, streamlining assistance for the community. Governor Gambito immediately approved this request, further enhancing the office’s capacity to serve the public effectively. The event was also graced by the presence of Bayombong Mayor Antonio Sergio G. Bagasao, PSWD Officer Flordelina C. Granada, and Mr. Lopito Valdez, who represented the office of the Congresswoman. The DSWD satellite office will continue to offer a wide range of services, including social welfare programs, disaster response efforts, and community assistance. This newly enhanced facility is expected to significantly boost the efficiency and effectiveness of these critical services, ensuring that the community’s needs are met more effectively while providing a more comfortable environment for clients seeking assistance.
