Baguio residents asked to prepare for heavy Habagat rains

By Aileen Refuerzo BAGUIO CITY — Mayor Benjamin Magalong today, July 22 issued an advisory for the public to prepare as the city expects abnormally heavy rainfall due to enhanced monsoon rains particularly on July 24 and 25. As garbage continues to be a major concern due to flooding issues,  the mayor reminded punong barangays to ensure that no garbage will be left uncollected starting 3 p.m. today. He also reminded the public to refrain from indiscriminately throwing their garbage to prevent them from ending up into the drainage inlets and causing flooding at the City Camp lagoon. “I hope we had learned our lessons from our recent experience at the City Camp lagoon where sudden heavy downpour caused flooding at the basin after inlet screens were clogged due to wastes carried by rainwater,” the mayor said. “Improperly discarded waste can exacerbate flooding and environmental hazards. This should serve as a compelling lesson on the importance of proper trash disposal for all of us,” he stressed. He said people shoud be conscious of their waste disposal habit. “Dispose of trash responsibly by using designated bins and avoiding littering in streets, gutters and waterways.  Additionally, ensuring that waste is properly bagged and securely tied helps prevent debris from entering the drainage systems,” he said. General Services Officer Eugene Buyucan reminded barangays on the waste management protocol during typhoons or rainy days. He said that in anticipation of the typhoons or heavy rains, punong barangays should advise their constituents not to bring out their garbage and instead keep them properly wrapped and stored within their premises to avoid being scattered or carried by floodwaters into the streets and waterways. Buyucan said the garbage will be picked up as soon as the weather condition improves and immediate coordination will be made with the barangay officials before the pick-up schedule. He said garbage collection during bad weather is suspended for the protection of garbage collectors and waste pickers. He said this usually results in backlogs in the collection but they immediately work them out as soon as they can.

Cayetano bats for SONA to outline more government infrastructure projects

For Senator Alan Peter Cayetano, a good State of the Nation Address (SONA) hinges on the President outlining a robust infrastructure plan that transcends political administrations and leaves a lasting legacy for Filipinos. Cayetano made this comment to reporters ahead of President Ferdinand Marcos Jr.’s upcoming SONA on Monday, July 22, 2024. “Each administration has real pet bills, projects, or missions in life… BBM has long-term ambitions… Yung mga mabibigat na talagang gusto niyang ilarga, now is the time to say it,” the veteran senator said in a media briefing on Thursday, July 18. Drawing parallels to successful infrastructure projects in Hong Kong and Japan initiated decades ago, Cayetano underscored the importance of starting large-scale projects now to ensure timely completion and long-term benefits. “If you visited Hong Kong in the late 80s or early 90s, never ka pumunta ng Hong Kong na walang ginagawa sa kanilang subway. Ngayon, after 30 years, konektado na ang buong ilalim nila at halos pwede mo rin lakarin at nakakabit na lahat ng tren. Lalo ang Japan. Kapag nakita mo yung Japan, parang ugat ng tao na nag halo-halo yung mga linya ng tren,” he said. “Ang point ko, are we going to be happy that the last administration negotiated the subway and then just wait for it to finish by 2027, 2028, or 2029? Hindi ba dapat yung part 2 ng subway or yung subway for Cebu, or other trains for other parts of the country, ngayon pa lang iniisip na?” he added. Cayetano said the future of Metro Manila also lies in connecting it to the Greater Manila Area, which includes the CALABARZON region and the provinces of Bulacan and Pampanga. “Will we be satisfied with a Metro Manila subway or will we connect a Greater Metro Manila subway? Kasi if you don’t start that at kung walang direction sa SONA now, believe me, hindi mangyayari,” he commented. Cayetano also stressed the necessity for the administration to hammer out a long-term infrastructure strategy to establish a lasting legacy. “Kailangan din na medyo pukpukin y’ung infrastructure na long term… Remember, presidents think of their legacy. Kapag nasabi niya sa SONA ‘yan, babalik-balikan niya ‘yan. Kasi kayo mismo sa media, babalik-balikan iyan kung nagawa o hindi,” he said. He noted that the time to do this is now because the following years will be consumed by preparations for the 2028 presidential election. “The time for the political will of SONA is now until next year. After that, pulitika na,” he said. 

2,000 benepisyaryo tumanggap ng AKAP sa Quezon

By Danny Estacio   LUCENA CITY, Quezon– Umabot sa 2000 kabilang sa tinaguriang near poor sector na mga manggagawa sa restaurants, food chains, beauty salons, funeral parlors, motor shops, media at iba pa na tumatanggap ng hindi sapat na sahod kada buwan ang inisyal na benepisyaryo ng bagong programa ng gobyerno na tinawag na Ayuda para Kapos ang Kita Program (AKAP) na inilunsad sa siyudad na ito. Si House Deputy Speaker David C. Suarez ang nangasiwa sa payout na ipinatupad ng Department of Social Welfare and Development (DSWD) regional office nitong Hulyo 18 at 19 na ginanap sa STI gymnasium. Ang mga benepisyaryo ay pawang mga residente ng siyudad na pumasa sa itinakdang resikitos ng DSWD. Ang bawat isa sa kanila ay tumanggap ng tig-P5,000 na may kabuuang halaga na aabot sa P10 milyon. Ayon kay Suarez nadiskubre nila sa Kongreso ang programa sa panahong ng kanilang deliberasyon ng national budget noong 2023 na may sektor na hindi nabibigyan ng tulong mula sa pamahalaan nasyonal at tanging mga benepisyaryo lamang ng TUPAD  (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers at Aid to Individuals in Crisis Situation (AICS) ang nabibigyan ng ayuda mula sa national government, na kung tawagin  ay poorest of the poor, sapagkat sila ang nakadisenyo sa programa ng ayuda na mas higit na nangangailangan, ayon kay Suarez. At dahil sa hiyawan ng mga manggagawa na kapos ang kita sa tuwing may pagkakaloob ng ayuda para sa dalawang naturang benepisyo at dito nadiskubre ang bagong sektor na ito na tinawag na AKAP. Ito ang sektor ng near poor, sila ay may trabaho subalit kulang ang kinikita upang ipangtustos sa kanilang pang-araw-araw na gastusin sa  bahay at sa pamilya,ayon pa kay Suarez. Inilunsad sa Lucena City ang AKAP at kasunod nito ay sa mga bayang ikalawang distrito ng Quezon, Sariaya, Candelaria, Tiaong, San Antonio, at Dolores at ipararating din sa maging sa buong lalawigan sa pamamagitan ng Alona Partylist Representative Anna V. Suarez. Naisakatuparan ang programang ito sa paglalaan ng pondo ng Kongreso sa pamamagitan ni House Speaker Martin Romualdez base sa social services program ni Pangulong Bongbong Marcos.

Pangasinenses receive various assistance from PBBM

Marcos Jr. in his visit to the province for the distribution of various government assistance to fisherfolks, families, and farmers on July 19. Leading the ceremonial distribution of agrarian debt condonation certificates to 3,558 farmer-beneficiaries of Region 1, with Pangasinan having the most number of beneficiaries at 3,161; Ilocos Norte, 246; Ilocos Sur, 34; and La Union, 117, the President was quoted saying, “Ang mga certificate na ito ay simbolo ng katuparan ng ating pangako na buburahin natin ang pagkakautang ng ating agrarian reform beneficiaries dito sa Region 1.” It was another historic first in the province under the present administration since, one year after the enactment of the New Agrarian Emancipation Act (NAEA), the Department of Agrarian Reform conducted the first distribution of COCROMs to Agrarian Reform Beneficiaries (ARBs) of Region 1 (Ilocos Region) in Lingayen, Pangasinan. COCROMs covering a total of P50.6 million in agrarian debt, benefiting 3,558 Ilokano and Pangasinense ARBS, have been distributed. The distribution of the certificates is part of Republic Act (RA) No. 11953, also known as the New Agrarian Emancipation Act (NAEA). NAEA represents the most significant agrarian reform legislation enacted during the President’s administration and eases the burden of agrarian debt for thousands of farmer beneficiaries of land grants from the government. Through the NAEA, the National Government condones all unpaid outstanding loans, amortizations, interests, penalties, and surcharges arising from the award of agricultural lands to qualified farmers under the Comprehensive Agrarian Reform Program (CARP) and related agrarian laws. It likewise assumes the obligation of paying the remaining debt to landowners of beneficiaries who were granted lands under the Voluntary Land Transfer and Direct Payment Scheme. In effect, the NAEA gives land for free to the landless farmers and guarantees the provision of strategic support services to beneficiaries to enable them to achieve sustained farm productivity, increase their farm incomes, and improve the quality of life of their families. Also, the President issued Executive Order No. 40 series of 2023, which imposes a moratorium on the payment of land grant amortizations until 2028 for ARBs granted lands after the passage of the NAEA. As stated by Department of Agrarian Reform (DAR) Secretary Conrado Estrella III in his speech, more than 600 farmers benefited from the Condonation Law. Said beneficiaries will no longer pay their debts, which amount to over P57 billion. “Walang amortization fee, libre na ang lupa na natanggap sa administrasyon ni Presidente,” he disclosed. In addition to the COCROM program, the President also brought various forms of assistance to the province, including cash assistance for some 4,616 families from different localities in the province. Said distribution is under the ‘Ayuda sa Kapos ang Kita Program’ of the Department of Social Welfare and Development (DSWD), which amounted to P46, 000,000. Gov. Guico, on behalf of the province, received presidential assistance worth P48.76 million. The other three Region 1 provinces also received assistance, as follows: Ilocos Norte, P50 million; Ilocos Sur, P43.33 million; and La Union, P42.9 million. Other assistance accorded to Pangasinan includes the following: Agri-Negosyo Loan Program amounting to P80 million; Crop Insurance Corporation-Indemnity check for farmers/fisherfolks worth P4,000,000; Department of Labor and Employment (DOLE)-Tulong Pangkabuhayan for displaced workers worth P20 million; Dept. of Trade and Industry’s shared service facilities amounting to more than P9.6 million; training allowance for metal art welding worth P68,000 plus tool kits worth more than P353,000 and P32,000 plus tool kits amounting to P35,000 for Masonry trainees. All attendees were given food packs and five kilos of rice each. Expressing his appreciation for the various assistance given to the province, Gov. Guico thanked the president on behalf of the more than three million Pangasinenses. “Nagpapasalamat po ako sa ating butihing Pangulo sa kanyang pagbisita at sa lahat ng programa na kanyang itinaguyod para sa kapakanan ng taumbayan,” Governor Guico said in his speech. Also present during the phenomenal event were DSWD Secretary Rex Gatchalian, DAR Undersecretary Kazel Celeste, DAR Regional Director Maria Anna Francisco, Congressman Arthur Celeste, governors and vice governors of the three provinces, and local chief executives, among many others.

SM City Baguio employees join hands in Brigada Eskwela at Bakakeng Elementary School

The event on July 19 saw enthusiastic participation from SM City Baguio employees and agencies, who eagerly rolled up their sleeves to help prepare the school. Armed with cleaning supplies and paintbrushes, the volunteers carried out a series of tasks that included cleaning school corridors and classrooms, repainting walls, and sprucing up the school grounds. By engaging their employees in community service, SM City Baguio strives to nurture a spirit of volunteerism and social responsibility among their team members. Brigada Eskwela serves as a platform for collaboration between SM City Baguio and educational institutions, allowing them to work hand in hand to create a positive impact on the lives of students. “A Gift from the Heart”

LOOK : A total of 71 indigent school learners received their “A Gift from the Heart” on Saturday, July 20, held at Bong C Lutong Bahay eatery, Agoo, La Union. A Gift from the Heart is a long-time project of Bong Cayabyab through the support of benevolent donors, with the goal of helping young people through a small gift that can be used in their studies. Before the activity, Bong C Lutong Bahay served breakfast, courtesy of the Rotary Club of Creative City Baguio. “Thank you so much my partner in this project, the Rotary Club of Creative City Baguio headed by President Olay Audrey for the 55 stationery sets and P1,000 for the breakfast (pancit) of schoolchildren and their parents,” said Cayabyab. The gift giving in the second batch will take place tomorrow, July 21 in Dagupan City.   Cayabyab also wants to thank the benevolent donors namely; 1. Cebu Pacific, Disability Advocacy Groups Promote Inclusive Air Travel
