Magalong wins Presidential Lingkod Bayan Award Mayor Benjie Magalong copped the Presidential Lingkod Bayan Award in the individual category regional “Search for Outstanding Government Workers in the Cordillera Administrative Region” led by the Civil Service Commission-CAR. Mayor Magalong copped the award for advocating ethical leadership, human rights, and sustainable development at the national level. Baguio City gets 100% CADAC functionality

By JM Samidan=Baguio PIO Baguio’s City Anti-Drug Abuse Council (CADAC) was rated high functional performance at 100% for the calendar year 2023 audit conducted by the Department of the Interior and Local Government (DILG). This was relayed by DILG City Director Millicent Cariño to the CADAC members during the last quarter meeting of the council on Friday. Nov. 15, 2024. Cariño congratulated the city for a stellar performance; however, she said the national recognition for Highly Functional ADAC was given to Ormoc City. For the 128 Barangay ADACs, the city improved its standing from eight barangays with low performance in 2022 to four low functionalities in 2023. Barangays with low ADAC functionality are Upper Magsaysay, Rizal Monument Area, A. Bonifacio-Caguioa-Rimando (ABCR), and Kayang-Hilltop. It was noted that these barangays were not among the eight low performing villages in the 2022 assessment. ADACs are being assessed to ensure the continuous improvement of performance in the implementation, monitoring, and evaluation of anti-illegal drug activities using a 10-point key indicator rating system. The annual assessment of ADAC performance is in line with the priorities of the national government to continue the campaign against illegal drugs within the ambit of the law and with respect to human rights. The DILG field offices continuously enjoin all the barangays to revitalize and strengthen the capacities of their respective BADACs and ensure its functionality and effectiveness.      

SN Aboitiz Power Magat donates essential goods for Typhoon Pepito victims in NV

By Rachel Magday In a commendable display of corporate social responsibility, SN Aboitiz Power Magat has donated a substantial truckload of essential goods to aid those affected by Typhoon Pepito in the province of Nueva Vizcaya. The donation, valued at P350,000, was received today by Governor Atty. Jose V. Gambito, on November 21. The donation was delivered by officials from SNAP Magat, led by Engr. Daryll Homer M. Ramos, AVP/Plant Manager; Melissa Joy C. Navarro, AVP for HR and Administration; and Ness Adsuara, Senior Manager for Plant Support Services. The relief goods include 70 sacks of rice (each weighing 25 kilos), 350 five-liter bottles of water, 2,100 packs of noodles, 1,050 cans of corned beef, 1,050 cans of Century Tuna, 2,100 sachets of 3-in-1 coffee, 350 packs of Rebisco crackers, 350 bars of bath soap, 350 bars of laundry soap, and 350 packs of sanitary napkins. According to Adsuara,these essentials will be distributed to 350 beneficiaries, with each relief pack valued at one thousand pesos. The goods was officially turned over to the office of Provincial Disaster Risk Reduction Management (PDRRM) Officer King Webster Balawing. Adsuara emphasized the company’s commitment to supporting communities in times of need, ensuring that the relief reaches those who need it most. Governor Gambito expressed gratitude for the support, highlighting the importance of collaboration between the private sector and local government in disaster response efforts.

In unity of the typhoon victims, a little slash in party budgets will go along way The Christmas Season is very fast approaching. Many municipalities and cities had already held their Christmas tree lighting events. The employees and schools, and other organizations and corporate world are noticeably excited talking about their plans for the Christmas parties, although other sectors opted to use “year-end party” to avoid, escape or delete the use of Christ in this very special event of the year. In some big corporations, private or government, event organizers plan fabulous parties allocating millions of pesos for Christmas parties: hotel and resort accommodations, sumptuous foods and drinks, big raffle prizes and surprises, parlor games, bonuses, and entertainment packages, and take-home packages. Others, those in the middle-class offices, suffice themselves partying in the offices with simple but exciting games and prizes, concluding with exchange gifts. But these excitements and grand planning had yet to be “dream comes true” as not-so-expected typhoons visited the country in the least expected months: October, November, and probably December! And unfortunately, these downpours entered the country in almost the same path: Bicol Region, and northern Luzon. According to PAG-ASA, in September, Tropical Cyclone “Julian” entered the Philippine Area of Responsibility (PAR) and delivered so much rain water causing communities to flood and crops destroyed. However, haven’t have enough rest, people was to endure another disaster with the entry of Tropical Storm “Kristine” as it entered the PAR in October 25 until Oct. 25 severely affecting the province of Isabela, and the rest of Region II, IV and V. TS Kristine was immediately followed by Super Typhoon Leon which passed near Batanes Group of Islands. And With almost without a break to breath, on November 7, TS Marce with wind speed equal to Signal #4 devastated Northern Cagayan, Babuyan Islands (again!). And worse, Aurora and Northern Luzon was again soaked in by TC Nica on November 11. TS Ofel followed immediately in Nov 12, and was immediately turned super typhoon by Thursday, November 14, before hitting Cagayan at 1:30 p.m., while being reinforced another TS Pepito. The full extent of the damage or impact of the multiple storms is still to be determined as they are still ongoing. The NDRRMC reports that more than 207k houses were damaged across 17 out of the 18 regions in the country. Damage to infrastructure has reached US$179 million (PHP10.56 billion) however the Department of Public Works and Highways (DPWH) reports that field validation is still needed. While most of the critical lifelines have been restored access may be impeded by the incoming storm. The occurrence of seven typhoons in less than two months had brought millions of Filipinos to, seemingly, helplessness ground. According to the National Disaster Risk Reduction and Management Council (NDRRMC) as of 14 November, more than nine million people or around 2.4 million families were affected by the storms, displacing more than 600,000 people, of which 160,000 people still remain in evacuation centers (EC). The “storm train” damaged at least US$119 million (PHP 7 billion). Reports said that the province of Camarines Sur incurred the highest agricultural damage estimated at $39 million (PHP2.3 billion), damaging 33,145 hectares, and affecting 34,260 farmers and fisher folks. President BongBong Marcos, through Executive Secretary Lucas Bersamin, appealed to the Filipinos, especially the government agencies and offices “to refrain from having a grand Christmas celebration this year, following the onslaught of multiple typhoons in the country.” The call is in empathy, compassion and solidarity with the millions of Filipinos, directly and indirectly affected and continues to grieve over lives, homes and livelihoods lost during the typhoons that pounded us in a span of less than a month” The call is very timely, and indeed reasonable. It is time to be sensitive to the feelings of those suffering. And in the spirit of Christmas, maybe the government agencies may consider donating even a tiny part of their allotted budget for the party to the victims of the recent storms. Gov. Mamba idudulog sa national government ang problema sa malawakang pagbaha sa Cagayan

By Rachell Galamay -Cagayan PIO   Naniniwala si Governor Manuel Mamba na hindi malulutas ang problema sa malawakang pagbabaha na nanaranasan sa Cagayan kung hindi ito malalaman at makikita ng National Government. Binigyang-diin ni Gob. Mamba na kinakailangang malaman ng National Government ang problemang mayroon ang Cagayan dahil sa patuloy na pagbabahang nararanasan sa lalawigan Cagayan matapos itong sunud-sunod na bayuhin ng mga nagdaang bagyo. Nangangamba rin si Gob. Mamba na magiging decaying province ang probinsya dahil sa kakulangan sa polisiya at epektibong batas na tututok sa paglutas sa suliraning pangkalikasan. “Problema ito ngayon, habang sinisira natin ang environment natin, habang hindi tayo nagkakaroon ng mga polisiya at regulasyon, habang wala tayong enforcement authorities na tututok dito, our province will become a dessert soon, this is where we are going. This is the reality, it will be a decaying province ang probinsiya natin, if we will not do something, if we will let the National Government know our problems this will end, yung nangyari sa Gonzaga, inilapit na natin sa DENR to investigate it,” pahayag ng Gobernador. Nakikipag-ugnayan na rin si Mamba sa mga kinauukulan at national leaders upang mabigyan ng tamang solusyon ang mga problemang kinahararap. Ayon kay Mamba, ang mga ginagawang pagsisikap ng Pamahalaang Panlalawigan ng Cagayan ay hindi para sa pansariling kapakanan nguni’t higit lalo sa susunod na henerasyon. “I will thrive nations, I will thrive leaders about our problem, yung mga tao na who never surrender, who never stop initiating. What we are doing is to organize people, capacitate people, letting everyone know the problem [in our province] na hindi involve ang pulitika, problema lang. Because we are doing this not for ourselves, but for our children, for our future generations, haan nga mabalin nga ipatawid tayo daytoy nga klase iti rigat kadagiti annak tayu,” dagdag pa nito. Siniguro din nito na patuloy ang ginagawang pagsisikap ng PGC upang matugunan ang pangangailangan ng mamamayan lalo na ang paglalaan ng pondo at mga proyekto upang mabigyan ng kapasidad ang bawat Local Government Unit (LGU) lalo na sa pagkontrol sa mga nararanasang localize flooding sa kanilang nasasakupan. Samantala, hinikayat ni Gob. Mamba ang mga empleyado ng Kapitolyo ng Cagayan na gawin ang kanilang trabaho higit sa pagbibigay serbisyo sa mga mamamayan, dahil sa gobyerno lamang umaasa ang taong-bayan lalo na sa panahon ng pangangailangan.

By Badz Heralde   TUGUEGARAO CITY — Pumirma ng Memorandum of Agreement ang Provincial Government of Cagayan (PGC) at Department of Interior and the Local Government (DILG) Region II, kaugnay sa proyektong “Kwarto ni Neneng” sa Capitol Main Building, Tuguegarao City, noong Nobyembre 18. Si Gov. Manuel Mamba ang lumagda bilang kinatawan ng PGC habang si Regional Director Agnes De Leon na inirepresenta ni Assistant Regional Director Elpidio A. Durwin para naman sa DILG. Ang “Kwarto ni Neneng” ay proyekto na binuo ng mga miyembro ng Provincial Peace and Order Council sa pamumuno ni Gov. Mamba na may layuning tugunan ang problema sa “rape, acts of lasciviousness” at iba pang karahasan sa mga kababaihan at kabataan sa lalawigan. Tinukoy sa MOA ang tungkulin ng PGC kung saan kabilang dito ang paggawa ng plano, disenyo at implementasyon ng proyekto. Sa panig naman ng DILG, naglaan ang ahensiya ng P500,000 na halaga para sa pagpapatupad nito. Sa pondong ibinigay ng DILG, mayroong 29 na benepisaryo ang tinukoy ng Technical Working Group na kinabibilangan ng PNP-Women and Children Protection Desk, DILG, Provincial Social Welfare and Development Office (PSWDO) at Provincial Engineering Office (PEO). Ang 29 na benepisaryo ay mula sa 27 na bayan sa Cagayan na may mga biktima ng panggahasa. Layunin ng “Kwarto ni Neneng” project na lagyan ng kwarto ang mga kabahayan ng mga benepisyaryo na maghihiwalay sa mga lalaki at babae. Ang hakbang na ito ay nabuo matapos lumabas sa imbestigasyon ng mga otoridad na ang mga biktima ng karahasan o panggagahasa kadalasang may iisa lamang na kwarto sa kanilang tahanan o “shared room” na posibleng dahilan kung bakit nangyayari ang krimen lalo na kapag nasa impluwensiya ng nakalalasing na inumin ang lalaking miyembro ng pamilya. Samantala, nakasama sa MOA signing si Col. Mardito Anguluan, hepe ng Cagayan PNP;  Elvira Layus ng PSWDO; Engr. Maria Loida Urmatam, provincial director ng DILG Cagayan, mga kawani ng DILG R02, PGC at PNP.    

ISANG LAHI: Filipino Art at Art Shopping Paris

   In the heart of Paris, under the grand arches of the Carrousel du Louvre, a unique exhibit thrummed with energy and the unmistakable warmth of Filipino artistry. Isang Lahi, a phrase meaning “One Nation” in Tagalog, had transformed the gallery Mecenavie booth into a vibrant mosaic of Filipino art, as part of the Paris Art Week’s prestigious Art Shopping. From October 18 to 20, 2024, the exhibition drew art lovers from around the world, celebrating the Philippines’ cultural identity and creative depth. Curated by Norlie Meimban, Isang Lahi brought together a brilliant lineup of Filipino artists, each displaying a distinct yet complementary style. Charmaine Taus’s canvases greeted visitors with bold, colorful patterns in abstract forms, lively and intricate, like a kaleidoscope of Philippine fiestas. Nearby, Harold Khan’s pop art portraits, layered with pink sunglasses, gold, and red, exuded a playful energy, echoing the modern pulse of Manila streets. The unmistakable gaze of a tiger captured by Ronnie Lim, rendered with haunting hyperrealism, drew spectators into the wild depths of the Philippine jungle. Traditional portraits by Rey Aurelio offered a grounded, reverent homage to classic Filipino faces, each one steeped in nostalgia. Addie Cukingnan’s floral works burst forth in delicate petals and lifelike colors, reminiscent of blooms one might find in a lush Filipino garden after monsoon rains. And in striking contrast, Direk Louie Ignacio’s abstract landscapes in gold and silver evoked a sense of timelessness, with every brushstroke reflecting a shimmering horizon. Other artists infused the room with rich textures and avant-garde perspectives. Valen Valero’s mixed-media pieces presented a tactile experience, her abstract works feeling almost sculptural in their depth, while Arnel Garcia’s cubist forms and Noel Nicolas’s rhythmic shapes added a sense of dynamism to the gallery walls. The space was alive with Filipino diversity, each piece reflecting a unique part of the nation’s soul. The event was organized by Sige!, the Vienna-based Artist Network, in partnership with the Manila-based Bastedor Art Project. Notable figures graced the exhibition, mingling and exchanging insights about art, culture, and heritage. Margo Babilonia Calderero of A.C.C.E.S., Filipina artists Mylene Myse Salonga and Phoebe Beltran-Almazan, Junever Mahilum-West, the Ambassador of the Philippine Embassy in France, and Honorary Consul Charmagne Garcia-Laconico were among those who attended. Their presence underscored the pride and passion shared by the Filipino diaspora for their culture. For three days, Isang Lahi was more than an exhibition; it was a powerful testament to the rich tapestry of Filipino artistry. In Paris, the City of Light, Filipino artists lit up their own corner of the Louvre, reminding the world of their vibrant, resilient, and unified creative spirit.
