EMB’s Green Wheels caravan goes to SBF

  Subic Bay Freeport – The Green Wheels 2024: Environmental Compliance On-the-Go caravan, a project of the Environmental Management Bureau (EMB) Central Luzon of the Department of Environment and Natural Resources (DENR), in partnership with the Subic Bay Metropolitan Authority (SBMA), opened at the Harbor Point Ayala Mall on Wednesday. The two-day event featured aOne-Stop Shop area, where clearances and permits of Subic Bay Freeport investors were processed, as well as the conduct of a briefing on the necessary requirements and new laws that were passed for environmental compliance. Green Wheels also featured an Information Education and Communication (IEC) caravan that provided technical assistance with the application for EMB compliance, and information on the new mandates of the bureau. SBMA acting-Deputy Administrator for Administration Vicente A. Evidente Jr. and EMB Clearance and Permitting Division ChiefEngr. Raldy R. Pagador graced the IEC Caravan on Thursday, with around 100 participants. Evidente and Pagador joined Environmental Monitoring and Enforcement Division (EMED) Engr. Nesty Mendiola and SBMA Ecology Center’s Policy and Monitoring Division Chief Rossell Abuyo in the ribbon-cutting ceremony in formally opening the caravan. The officials, as well as the participants, also signed the commitment wall as Advocates for Environmental Policies. Environmental Compliance Certificate (ECC) documents required were Certificate of Non- Coverage, Permit to Operate Air, Wastewater Discharge Permit, Pollution Control Officer Accreditation, and Hazardous Waste Generator Registration Certificate.        

SLU  Marching Band triumphs in Pagalingan 2024 Marching Band Competition

By Katrina Garcia, UIO Intern The Saint Louis University (SLU) Marching Band emerged as overall champion of “Pagalingan 2024: The Marching Band Competition” held at the San Diego De Alcala Parish in Polo, Valenzuela on 12 November 2024. Aside from securing the top spot, SLU Marching Band also won special awards such as Best Color Guards, Best Group Majorette, and Best Uniform. The marching band performed two main drills that took place in three judging stations. First, they executed a two-minute fancy drill with forward-marching formations, dance moves, and a musical rendition of “Stadium Jams 4”. Afterwards, they performed a five-minute exhibition drill that included a three-minute band exhibition and two-minute color guard and majorette showcase to renditions of “El Tigre” and “Children of Sanchez.”    

Job placement sa Pangasinan, tumaas ng tatlong beses sa pamumuno ni Gov.Guico

LINGAYEN, Pangsinan — Nakamit ng Pamahalaang Panlalawigan ng Pangasinan, sa pangunguna ni Gobernador Ramon V. Guico III, ang pinakamataas na job placement sa local at overseas sa kabuuang 14,290. Ang nakakamanghang record na iniulat ng Public Employment Service Office (PESO) ay simula pa lamang sa unang buwan ng termino ni Gob. Guico noong Hulyo 2022 hanggang Oktubre 2024, ay tumaas ang job placement sa lalawigan. Batay sa ulat, may kabuuang 1,363 na naghahanap ng trabaho ang inilagay para sa lokal na trabaho, habang nasa 253 na indibidwal ang inilagay sa ibang bansa mula Hulyo 2022 hanggang Disyembre ng parehong taon. Mula Enero 2023 hanggang Disyembre 2023, ang bilang ay tumaas ng tatlong beses mula sa unang anim na buwan ng panunungkulan ni Gov. Guico, na isinasalin sa 3,265 na naghahanap ng trabaho para sa lokal na trabaho at 75 indibidwal na ipinadala para sa trabaho sa ibang bansa. Dahil dito, ang kabuuang bilang ng mga local job placement mula Enero hanggang Oktubre 2024 ay nagkaroon ng tatlong beses na pagtaas mula noong 2023, na may 9,315 indibidwal na nagtatrabaho sa iba’t ibang kumpanya sa Pangasinan at mga kalapit na lungsod at lalawigan sa Luzon. Labinsiyam na naghahanap ng trabaho ang gumawa ng trabaho sa ibang bansa sa nakalipas na 10 buwan ng taong ito. Sa pangkalahatan, iniulat ng PESO Pangasinan na may 347 indibidwal ang nagtatrabaho sa ibang bansa sa nakalipas na dalawang taon ng termino ni Gob. Guico. Ang pagtaas ng job placement ay isa ipinangako ni Gob. Guico, ang makalikha ng hindi bababa sa 10,000 trabaho para sa mga Pangasinense. “Kung nais nating maibsan ang kahirapan, dapat tayong lumikha ng mga oportunidad sa trabaho at masangkapan ang ating mga tao para sa kapaki-pakinabang na trabaho,” nauna nang sinabi ng gobernador habang nangakong magbibigay ng mas maraming pagkakataon para sa mga naghahanap ng trabaho sa Pangasinense sa mga darating na buwan. Makikita sa ulat ng PESO na ang mga job placement sa ilalim ng kasalukuyang administrasyon ay malayo sa nakaraang administrasyon, na nakapagtala ng kabuuang 7,015 local at overseas job placements mula Hulyo 2019 hanggang Hunyo 2022.      

BCPO enforce strategies to reduce crimes

The new leadership of the Baguio City Police Office (BCPO) will be implementing appropriate interventions and strategies to continuously reduce the crime incidents committed that affects the city’s law and order. BCPO City Director Police Col. Ruel Tagel said that on anti-criminality, the local police force will strengthen the service of warrants of arrest of wanted persons coupled with the intensified campaign against loose firearms. Further, the BCPO will also remain aggressive in the implementation of anti-illegal drug operations, particularly buy busts and the sustained effort to curb the proliferation of illegal gambling. He also will work in the intensified anti-logging operations aside from target hardening and the inspection and engagement with security guards. According to him, there will also be a sustained inspection of vital installations in the different parts of the city, particularly cell sites, water reservoirs, electric towers among others aside from the collaboration, engagement and inspection of barangay officials and tanods with the usual engagement with friendly forces. Tagel said that there will be various simulation exercises on the conduct of camp or station defense plans supported by the beefing up of the beat and foot patrol apart from the usual Oplan Tambuli, Oplan anti-road obstruction. Moreover, there will also be inspection of firearms and deadly weapons in drinking establishments, implementation of the curfew for minors and the implementation of routinary checkpoints, inter-driven checkpoints, Comelec checkpoints during the election period among others. He pointed out that the BCPO will maximize the use of the 32 mobile patrols with a global positioning system and the use of 100 internet protocol radios with GPS during deployment. Tagel also reported that crime incidents in the city from January to November 12 this year decreased by nine percent compared to the recorded peace and order indicators during the same period last year. He said that for this year, there were some 602 crime incidents related to peace and order indicators that were recorded compared to the 663 incidents that were documented by the local police force during the same period last year. However, the public safety indicator slightly increased by two incidents or two percent from 876 crimes last year compared to the 878 incidents recorded from January to November this year. The BCPO official claimed that reckless imprudence resulting in homicide, physical injuries and damage to properties greatly contributed to the increase in the public safety indicator of the city’s crime rate during the current period. He said that of the 3,019 incidents, 1,754 fall under the public safety indicator. On the other hand, he pointed out that of the recorded crime incidents, 3001 have been reportedly cleared, 2,587 have been solved while 18 are still under investigation. According to him, a case is solved when the suspect is identified and arrested, case filed in court while case cleared is when a suspect is identified but not arrested and case is filed in court. He cited that a reason for a case classified under investigation is that the suspects are unidentified. Tagel disclosed that theft remains to be the common crime committed in the city with 146 cases followed by physical injury with 50 cases; rape – 37 cases; robbery – 20 cases; carnapping of motorcycle– 11 cases; homicide – 5 cases and murder and carnapping of motor vehicle – 4 cases each. Baguio places 5th out of 63 contingents in Philippine National Para Games

By JM Samidan -Baguio PIO   Baguio City para-athletes placed fifth out of 63 participating local government units and organizations joining the 8th staging of the Philippine National Para Games (PNPG) from November 10 to 14, 2024 at the Ninoy Aquino Stadium, Rizal Memorial Sports Complex. In the unofficial overall Medal Tally released by the Philippine Sports Commission as of 7PM, Nov. 14, Baguio City ranks fifth place with 17 gold medals, 12 silver and 10 bronze. Pasig City ranks first place followed by PNSB Pasay, Iloilo in third place and NTP Philspada in fourth place. Baguio City Person with Disability Affairs Officer Samuel Aquino said medal counts were from athletics, archery, powerlifting and table tennis. There was no medal for chess and badminton events.   A total of 44 para-athletes from Baguio City joined over 800 contingents showcasing their skills and determination during the 2024 PNPG. “Baguio City was on the third place in the 2019 PNPG but there were lesser participating LGUs then. Now it was mostly a home court advantage for Pasig, Pasay and the National Philippine Team or NPT,” Aquino explained. Pasig City for one fielded 125 para-athletes compared to Baguio with only 44 contingents, Aquino furthered. PDAO Baguio started conducting local sports tournaments to scout more para-athletes and hone their skills in preparation for the PNPG. This resulted in more qualified participants and more opportunities to win medals, Aquino said. He hopes that medal standing will inch higher once the official and final tally is released by the Philippine Sports Commission.

United States provides additional P196-M in Humanitarian Assistance  for Philippine Typhoon Response

The United States government, through the U.S. Agency for International Development (USAID), is providing an additional Php196 million ($3.5 million) to support the Philippine government’s response to Tropical Storm Kristine, known internationally as Tropical Storm Trami. Through this assistance, USAID will support logistics and provide clean water, sanitation, shelter, and cash assistance to help residents in the most affected areas of Bicol and Batangas meet their basic needs.  This assistance is also supporting communities that have been affected by subsequent disasters. This new funding is in addition to the Php84 million ($1.5 million) announced in October to provide emergency shelter, water, sanitation, hygiene assistance, and critical logistics support, raising the total value of U.S. support for the Philippines’ disaster response to Php280 million ($5 million). “As your friend, partner, and ally, the United States is committed to working with the Philippine government and people as they rebuild and recover,” U.S. Ambassador to the Philippines MaryKay Carlson said. Since October 25, the United States has been working with humanitarian partners to deliver lifesaving assistance to communities affected by tropical storms, typhoons, and subsequent flooding.  The Philippines’ Office of Civil Defense (OCD) distributed 1,500 shelter-grade tarpaulins and 1,500 kitchen sets funded by USAID to disaster-affected families in Albay and Camarines Sur.  These relief items were prepositioned in the OCD humanitarian relief depot at Fort Magsaysay, an Enhanced Defense Cooperation Agreement (EDCA) site in Nueva Ecija. USAID and IOM are working together to assist more than 4,000 families in the Bicol region, Ilocos region, and Batangas by providing shelter grade tarpaulins, shelter repair kits, and WASH kits.  Through USAID funding, the United Nations World Food Programme also mobilized 92 trucks that supported Philippine Department of Social Welfare and Development in delivering more than 150,000 family food packs and other relief items to Albay, Benguet, Camarines Sur, Ilocos Norte, and La Union. This new assistance builds on the United States’ previous support to Philippine government’s disaster response efforts, including during catastrophic flooding in Mindanao in February, Super Typhoon Carina in July, and Super Typhoon Julian in October. Since 2010, the United States government has provided more than Php22 billion ($393.6 million) in disaster relief, preparedness, and early recovery in the Philippines. USAID works year-round to help communities build resilience in preparing for, and responding to, the increasing frequency and intensity of natural disasters.  

Globe pushes for industry-wide collaboration to deliver connectivity to remote areas

In support of the country’s push for digital inclusivity, Globe advocates for a collaborative, industry-wide approach to expand infrastructure in Geographically Isolated and Disadvantaged Areas (GIDAs). Carlo Puno, Globe Chief Financial Officer and Chief Risk Officer, highlighted the importance of collaboration among telcos, government agencies, and tower operators to make the most of existing resources in expanding telecom services to underserved communities. “It should be a rollout that is maximizing the current footprint of the different players, potentially leveraging the towercos’ presence in certain areas and avoiding duplication of efforts in any of the mobile network operators,” Puno said at a recent media briefing. “I think if we’re able to do that, we will be able to support the government and bridge that digital divide. But it has to be more [of] a conversation in the industry rather than just one player like Globe rolling out,” he added.   Currently, Globe has over 600 operational sites in GIDA areas. The Connectivity Plan Task Force (CPTF), a body headed by Ernest Cu, Globe President and CEO, under the Private Sector Advisory Council (PSAC), recently proposed the construction of new towers in remote parts of the country through a public-private collaboration. This is aligned with the Marcos administration’s push to bring connectivity to remote areas. Over 7,000 Philippine barangays are classified as GIDAs, with about 25 million residents lacking access to life-enabling connectivity. Telcos also pledged to provide SIMs with data plans to unconnected households via government subsidy starting this year until 2028. Through this cooperative approach, Globe and the other players aim to support the government’s Digital Philippines vision and ensure that every Filipino, regardless of location, has access to the opportunities afforded by digital connectivity.
