Vergara lumalakas ang momentum para sa nangungunang kandidato sa Kongreso

Baguio City, Inside Politics

That’s the kind of leadership city camp proper believes in,” pahayag ni Bustarde, na tumango bilang pagsang-ayon mula sa mga residenteng naroroon.

The voters will decide

Opinions

Merely a week away before the much awaited midterm elections, candidates for various elected positions are doubling their campaign sorties in an effort to reach and solicit votes from the most of the voting population. At the same time, trolls and ghost accounts are swarming the social media platforms posting unbelievable stories, bitter tirades, or hurling dirty and muddy, but fake perhaps, accusations against rival candidates, while putting into limelight certain candidates who give them favor, or more rightly to say, give them payroll. In Olongapo City, there are for mayoral candidates: the incumbent Rolen “LenJ” Paulino Jr.: Barangay Gordon Heights chairperson Echie Ponge, and businessman/ showbiz promoter Arnold Vegafria, and Vice-Mayor Jong Cortez. Being an incumbent mayor, we will not talk about Mayor Paulino, as the voters can review his performance through his accomplishments in the past six years in office. Rather, we discuss the three aspirants who are vying to dethrone the former. Kap Echie, as she is called by Olongapeños, is capitalizing on her platform that prioritizes good governance through “Zero Corruption” where government projects are scrutinized by multi-sectoral committee before approval; transferring of James Gordon Hospital under the management of DOH. She also promises to provide free education and meals for the students to ensure their health. Serving his last term as city vice-mayor, Jong Cortez’s political platform promises, among others. to develop a retirement farm facility with free care givers to cater abandoned senior citizens providing comfortable living quarters, and space for gardening. in a land to be donated should he wins the election. He will also provide uniforms to the transport drivers He is an active volunteer of OCDRRM. The third, Arnold Vegafria, on the other hand, showed a clearer platform. Adhering to people’s clamor, Vegafria realized that residents wanted change; the city needs change, and the people is ready for a change. A change in leadership, in vision, in purpose and in system. And if given a chance to become city mayor, he will prioritize four major programs: Transform Olongapo City into Green City, rehabilitate fishing industry, set up medical specialists’ hospital, and boost tourism industry to bring back the iconic name of Olongapo as “Entertainment Capital of the Philippines. All these are to increase job opportunities for the local residents. As part of the tourism program, Vegafria said that within his first 100 days in office, he will start the rehabilitation of coastal areas and river sides of Olongapo in preparation for the establishment of other tourism-related water activities. He will also look into the possibility of constructing cable car system around the Kalaklan Ridge and coastal areas as means of transportation and tourist attraction. The former “Jungle Area” (part of Rizal Avenue), will be turned into Fashion District where you can find beauty salons and shops, gallerias, arts centers, coffee shops, and anything about fashion. He revealed that there are already eight foreign companies who are willing to start investing in these tourism projects if he wins the election Meanwhile, Vegrafria said he would push for the transfer of management of the JGMH to DOH to guarantee the improvement of the equipment, apparatus and manpower of the hospital, and to utilize the allocated ₱1-Billion fund for social services and free medical treatment. Hear’s to watch.  This election is actually round two between Paulino, Vegafria and Ponge, with Cortez as the new card. Paulino has the edge being in the power with logistics and machinery. Kap Echie is known for her undaunted passion and dedication to public service without stain of corruption, while Cortez is known for his “Always Prepared” to help in times of emergency. And Vegrafria is offering new vision and approaches to progress. The voters will decide, and let’s hope that they will decide for the future of the Olongapo, and not merely for who they get favor from.

SM Prime prepares for a resilient future

Environment

The effects of the 7.7 magnitude earthquakes in Myanmar and the aftershocks in Thailand continue to be seen months after the events. The ultimate question is asked: Are we prepared for “The Big One”? As one of the most vulnerable countries to disaster and climate risk, SM Prime Holdings, Inc. (SM Prime), the leading integrated property developer in Southeast Asia, continues to reinforce its commitment to disaster resiliency and heightened climate action. 𝗧𝗵𝗲 𝗿𝗼𝗹𝗲 𝗼𝗳 𝗲𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 To increase the capacity of readiness within the institution and its communities, SM Prime continues to advocate for emergency preparedness and the general public’s continued education. SM Cares, SM Prime’s foundation arm, facilitates the annual Emergency Preparedness Forum to help mallgoers learn about emergency procedures, putting importance on staying calm to reduce panic and anxiety, basic first aid, life-saving techniques, and preparing senior citizens and persons with disabilities (PWD) in an actual emergency. As the largest and fastest-growing residential sector developer, SM Development Corporation (SMDC)’s disaster preparedness training, Ready to Rescue, covers essential topics from fire and earthquake drills to water safety and first aid training programs to help residents face an emergency should it arise. Through SM Prime’s role within the Private Sector Alliance for Disaster Resilient Societies Philippines (ARISE-Philippines), training and education opportunities on disaster risk reduction and resilience are made more accessible within the local network. Together with ARISE Japan and India, two of the largest in the global community, knowledge sharing on the latest technologies in disaster risk reduction helps toward understanding large-scale disaster prevention and identifies opportunities for further improvement and response 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻𝘀 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗰𝗹𝗶𝗺𝗮𝘁𝗲 In a Climate Fresk Workshop with The Transmutation Principle, SM Prime, together with host SM Hotels, gathered friends from the corporate and non-profit sustainability space to learn more about the science behind climate change–its drivers, mechanisms, and consequences–including mitigation, adaptation, and circular economy principles. “It was an exciting and valuable experience for us, given our advocacy for climate change resilience. The workshop succeeded in making it more accessible and relatable, particularly for individuals who are already aware of its effects on their respective industries,” says Oscar M. Lopez (OML) Center participant Charmaine Vitan. The gamified workshop originated from a French non-profit organization and is based on the Intergovernmental Panel on Climate Change (IPCC) reports. Facilitated by local Philippine Freskers, it teaches the fundamentals of climate science – mapping key interdependencies between nature, biodiversity and human activities to ‘solve’ the complex narrative of climate change. The workshop was held at the SMX Convention Center Aura. “It invited everyone–not just one sector–to collaborate and participate in fields of knowledge that are seemingly not connected at all. To quote a groupmate, the immediate causes and effects of market actions are clear, but the bigger picture is clear when we collaborate with one another,” says World Wide Fund for Nature (WWF)-Philippines participant Joaquin Campos. 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗮 𝗿𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝘁 𝘁𝗼𝗺𝗼𝗿𝗿𝗼𝘄 Always ahead of the curve, SM Prime strategically looks beyond the current industry needs and focuses on what can reduce risk and build long-term value. For SM Prime, an Environmental, Social, Governance, and Resilience (ESG + R) strategy ensures that the company is building for the security of future generations. SM Prime continues to focus its efforts on infrastructure resilience, disaster risk management strategies, readiness and swift response, and capacity building to create institutional readiness and help educate and shape public awareness. “Resilience is a way of life. It is a commitment to ensure that we act on our responsibility to care for others so that no one is left behind,” said Mr. Hans Sy, SM Prime Executive Committee Chairman.

Students, parents throw support for EduAksyon Party-list in Subic Freeport

Region 3

SUBIC BAY FREEPORT — EduAksyon Party-list, advocating for realistic and practical educational reforms, received on Friday encouraging response from students and parents during the recently held Students’ Forum 2025. In a forum held at The Manila Times College of Subic, parents and students-participants expressed support to EduAksyon Party-list’s advocacy they considered as realistic and practical but which they never heard from other parties. EduAksyon first nominee Michael Alexander Ang, and second nominee Atty. Kristjan Vincent Gargantiel explained that among their programs in Congress is to file a bill that will shorten college years to only two, instead of regular for years. According to Ang, aside from having the lowest budget in the whole of Asia, there is also something wrong in the implementation of the K-12 program, as first year and second year college students have to take subjects that have already been taken in Grade 11 and 12. “This mistake contributes to the reason why the Philippine education system is lagging behind. We are in the second to last position in terms of quality education,” Ang said. He added that minor subjects should be removed from the college curriculum making college years only two years. But students should undergo mandatory one-year on-the-job training (OJT) as employees of companies as a requirement for graduation.  “What the EduAksyon will do is to file a bill that will reduce the academic years of college to only two years, but require them to undergo one year extensive training in a company, with allowance equivalent to 75% of the salary of newly hired employees,” said Ang. This concept is already being implemented in the United States, Europe and progressive countries in Asia, like Singapore and Japan. “CHED’s four-year system was outdated long ago and no longer reflects today’s rapidly changing job market, he said. EduAksyon enumerated some of the advantages of the Bill, if passed, including first, cost efficiency as parents could save more money equivalent to four semesters of tuition fees, transportation fares, allowances, and possibly board and lodging; and the students will be receiving allowances equivalent to 75% of the minimum wage during their OJT. Secondly, the educational system will become more efficient since redundant curriculum subjects will be removed; Thirdly, students will enter into the workforce earlier because of the intensive training he received during OJT. Fourthly, Academic curriculum will be aligned with the needs of the industry in the locality, and Fifthly, because of the system, there will be flexibility, specialization and competition. Aside from reducing college years, EduAksyon will also push for the provision of breakfast to all public elementary schools; distribution of free tablets, E-books, school supplies to all public school students; Free internet to all students; and distribution of educational financial assistance for all deserving students.

Benguet VGov faces disqualification for alleged misuse of gov’t vehicle during campaign

CAR

Congressional candidate and Benguet Vice-Governor Ericson “Tagel” Felipe is facing disqualification case filed by a private citizen for the use of government issued vehicles during his campaign. The private citizen, who requested anonymity cited in his petition for disqualification filed on May 2 that Felipe allegedly violated Section 68 of the Omnibus Election Code (OEC), particularly on the use of government vehicle for giving material consideration to influence, induce, or corrupt voters. In the affidavit, the white vehicle marked “FOR OFFICIAL USE ONLY” on the front passenger door regularly parked in front of Felipe’s property in Baguio City was concealed by a magnetic signage bearing the phrase “Good Governance Benguet,” rendered in the congressional candidate’s signature color theme as candidate for Congressman of the Lone District of Benguet. The petition added the “FOR OFFICIAL USE ONLY” marking is being deliberately concealed by magnetic signage bearing the phrase “Good Governance Benguet” as indicated by visible residue surrounding the affected area. Aside from concealing the markings, it was also alleged that the vehicle’s plate is being interchanged from time to time. Section 68 of the OEC specifies that any candidate who, in an action or protest in which he is a party is declared by final decision of a competent court guilty of, or found by the Commission of having (a) given money or other material consideration to influence, induce or corrupt the voters or public officials performing electoral functions. Based on the documents obtained by the petitioner, the vehicle is owned by the Provincial Government of Benguet as certified by the Provincial General Services Office (PGSO) which issued a Property Acknowledgment Receipt to Felipe. The petition also cited that the Supreme Court clarified that prior conviction is not necessary to sustain a petition for disqualification; it is sufficient that substantial evidence exists to support the violation. The petitioner also prayed that Felipe’s certificate of candidacy be cancelled and declared null and void for performing prohibited acts, and that the votes cast for him should be counted or treated as stray votes.

BCDA triples investments to P7.7B in Q1 2025

Business

Investments generated by the Bases Conversion and Development Authority (BCDA) more than tripled to Php7.72 billion in the first quarter of the year, reflecting strong investor confidence amid the state-run firm’s intensified efforts to develop dynamic growth centers, particularly New Clark City in Tarlac and Camp John Hay in Baguio City. Total approved investments facilitated by the BCDA reached Php7.72 billion from January to March 2025, a 209.9% jump from Php2.49 billion in the same quarter last year. “The BCDA’s strong performance is a testament to the private sector’s steadfast confidence in the long-term potential of our economic zones, including New Clark City and Camp John Hay. These high-impact investments will surely help spur increased business activity and drive economic growth, providing more employment and livelihood opportunities for the local communities,” BCDA President and Chief Executive Officer Joshua M. Bingcang said. Bulk of BCDA’s investment portfolio during the period came from local investors, contributing Php5.81 billion, while the remaining Php1.91 billion was infused by foreign investors. Among the major players is Science Park of the Philippines Inc., a local real estate developer that signed a 50-year contract lease for the development of a 100-hectare industrial park in New Clark City with a total project cost of Php2.7 billion. Another major investor is the Filipino-South Korean consortium composed of Sta. Clara International Corporation, Saekyung Realty Corporation, and Korea Overseas Infrastructure and Urban Development Corporation. The group has committed to invest Php4.8 billion to build an affordable housing facility in New Clark City, a portion of which will be allocated for the Marcos administration’s Pambansang Pabahay Para sa Pilipino Program. Four local corporations have also partnered with the BCDA for the continued development of the hospitality and food industries in Camp John Hay, following the government’s recovery of the 247-hectare leased area within this popular ecotourism zone. These include Stern Real Estate and Development Corp., which committed to invest Php178 million for the continued lease and expansion of the iconic Le Monet Hotel and Filling Station food court. Food and beverage firms Top Taste and Trading Inc., Amare La Cucina, and Prime Collective Corp. have also signed agreements to establish new restaurants and cafes in the area. Both Top Taste and Prime Collective have pledged Php20 million in investments each, while Amare has committed Php30 million. “As we continue to build inclusive, sustainable, and future-ready cities, we invite more investors to explore vast opportunities within our ecozones and to become partners in driving transformative, game-changing projects that will help shape the future of our nation,” Engr. Bingcang said. BCDA, a government instrumentality vested with corporate powers under Republic Act 7227, remains a major force in creating economic opportunities in the country through its establishment of integrated developments, dynamic business centers, and vibrant communities.
