LINGAYEN, Pangasinan – Nabigyan na ni Gov. Ramon Guico III ng trabaho ang halos 20,000 walang trabaho na Pangasinense mula nang maupo siya noong Hulyo 2022. Ang 19,610 ay halos doble sa 10,000 na trabahong tiniyak niya nang siya ay tumakbo bilang gobernador noong Oktubre 2021. Sa mga ito, mahigit 99 porsiyento o 19,508 ang nabigyan ng trabaho sa lokal at 102 o 52 porsiyento ay nagtatrabaho na ngayon sa ibang bansa, ayon kay Pangasinan Public Employment Services Office (PESO) head Richelle Raguindin. Sinabi niya na nakamit nila ito sa pamamagitan ng patuloy na pagsasagawa ng iba’t ibang aktibidad at proyektong nagbibigay ng trabaho tulad ng regular jobs fair; job fair caravans; programa sa pagpapahusay ng kakayahang magamit (EEP); at espesyal na programa para sa pagtatrabaho ng mga mag-aaral. Bukod sa mga oportunidad sa trabaho, ang Pangasinan PESO ay nagsasagawa rin ng iba’t ibang mga pagsasanay sa kasanayan upang matulungan ang mga indibidwal tulad ng mga out-of-school-youths, mga walang trabaho na nasa hustong gulang at mga pinuno ng pamilya, mga taong may kapansanan, mga kababaihan na isama ang mga single mother at iba pa, para sa hinaharap na trabaho. Ilan sa mga pagsasanay ay kinabibilangan ng basic electrical troubleshooting, basic carpentry, livelihood at iba pang entrepreneurial coaching na magpapabago sa mga benepisyaryo na maging self-reliant at skilled. Layunin ni Gob. Guico na tugunan ang kawalan ng trabaho sa lalawigan sa pamamagitan ng pagbibigay ng intensive employment facilitation at pagbibigay ng mas madaling access sa mga naghahanap ng trabaho lalo na sa mga mahihirap. Para sa mga kabataan, lubos na suportado ng pamahalaang panlalawigan ang Special Program for Employment of Students (SPES), isang programang nagtutulungan sa pagtatrabaho sa panahon ng tag-araw o bakasyon sa paaralan. Ang programa ay nagbibigay ng mga trabaho para sa mga mag-aaral na kabilang sa mga pamilyang mababa ang kita gayundin sa mga out-of-school youth at mga dependent ng mga displaced worker. Sa tatlong taong pagsisilbi ni Gov. Guico bilang gobernador, ang Pangasinan PESO ay mayroong 670 benepisyaryo mula Hulyo 2022 hanggang sa kasalukuyan. Kinabibilangan ito ng 253 na benepisyaryo noong 2022; 150 noong 2023; 137 noong nakaraang taon at 130 ngayong taon. Kamakailan, isang employers forum ang isinagawa ng lalawigan sa pakikipagtulungan sa iba’t ibang stakeholder upang makabuo ng estratehikong plano upang matugunan ang iba’t ibang hamon sa merkado ng paggawa ngayon. “Nais kong mabigyan ng oportunidad ang bawat Pangasinense na magkatrabaho nang lokal at maging sa ibang bansa,” pahayag ni Gov. Guico. Ang mga dumalo sa employers forum ay nagmula sa iba’t ibang ahensya ng gobyerno, sektor ng edukasyon, asosasyon ng pribadong sektor, lokal na employer, mga lisensyadong ahensya ng recruitment sa ibang bansa, at mga tagapamahala ng PESO mula sa iba’t ibang lokalidad sa lalawigan.  

LINGAYEN, Pangasinan – Nagpapatuloy ang bisyon na gawing turismo ang kabisera ng Pangasinan sa hinaharap dahil sinimulan na ng Provincial Engineers Office ang pagtatayo ng flood control component ng Capitol Complex redevelopment na inaasahang matatapos sa Setyembre sa susunod na taon. Sinabi ni PEO head Amadeo Veras na on-going ang pagpapagawa ng drainage canals sa magkabilang gilid ng Capitol Complex. Ang pagbabago sa kabiserang bayan bilang tourism mecca ay isa sa mga legacy project ni Gov. Ramon V. Guico III na inaakala rin niya bilang commercial district. Ito ang sinabi ng gobernador na maaaring gawin sa pagtatayo ng iba’t ibang modernong istruktura tulad ng 11-palapag na sentro/tore ng pamahalaan; ang 1,500-seater convention hall at ang reflecting pool at interactive fountain bilang isa sa mga atraksyon. Nais din ni Gob. Guico na palawakin ang mga kalsada, magbigay ng mga parking space at ang nasabing pagtatayo ng mga flood control facility upang matugunan ang patuloy na pagbaha sa lugar. Sinabi ni Engr. Veras na ang mga floodgate ay gagawin at mga drainage canal sa kahabaan ng San Vicente River na matatagpuan sa Maramba Boulevard na palalawakin. Ang drainage system, na umaabot ng halos dalawang kilometro (mula sa Kapitolyo hanggang Maramba Boulevard) ay magsisilbing catch basin ng tubig-baha mula sa Capitol area. Sinabi ni Gob.Guico na sinimulan na ng kanyang administrasyon ang disenyo noong huling quarter ng 2023 para sa komprehensibong pagbabago at modernized na bersyon ng Provincial Capitol Complex. Itinuturing na puso at kaluluwa ng kabiserang bayan, ang makasaysayang lugar ay matagal nang nagsisilbing lugar para sa iba’t ibang aktibidad ng pamahalaan at sentro para sa iba’t ibang serbisyong pampubliko. Makikita rin sa vision ang revitalization ng mga kasalukuyang gusali at pagsasama ng mga green space. Gusto rin ni Gob.Guico ng bagong hitsura ng war memorial na itinuturing na isang mahalagang simbolo ng mayamang kasaysayan ng Pangasinan at ang papel nito na tumulong sa pagwawakas ng World War II noong 1945.

The Poro Point Management Corporation (PPMC) has earned P50 million in revenues from December 2024 to May 2025 during its interim operation and management of the San Fernando International Seaport in the Poro Point Freeport Zone, La Union. The port’s growing viability as a key logistics node in Northern Luzon has also created around 3,200 jobs within the first half of 2025. The earnings came from port leases, vessel and cargo fees, and government shares from port services, with rates aligned to Philippine Ports Authority (PPA) benchmarks to ensure competitiveness and regulatory compliance. The Bases Conversion and Development Authority (BCDA), which oversees PPMC, welcomed the milestone as a step toward a more dynamic and connected regional economy. “This performance affirms the potential of San Fernando International Seaport as a vital logistics and investment hub,” said BCDA President and CEO Joshua M. Bingcang. “As we continue to modernize our ports, we are opening more doors for trade, employment, and inclusive growth in the region.” To support this growth, PPMC has carried out major repairs and upgrades across the port estate from December 2024 to May 2025. Completed improvements include: *Refurbishment of port offices and basic facilities, *Replacement and repositioning of rubber fenders and concrete curbs, *Conversion of port lighting systems to LED, *Upgrading of electrical lines at Piers 1 and 2, *Establishment of a systematic waste disposal mechanism and janitorial maintenance, and *Coordination with third-party experts for technical assessments and benchmarking with PPA and Subic Bay Metropolitan Authority. “The rehabilitation and expansion of the San Fernando International Seaport will help drive opportunities for the local community in Northern Luzon. It will create jobs for local residents, bring in new businesses, and gain traction in the tourism sector,” PPMC PCEO and OIC Chairperson Felix Racadio said. Developed through public consultation, a new tariff structure for cargo handling and port service fees was approved by the PPMC Board in April 2025. It is set to take effect on June 5, 2025, enabling more stable and sustainable revenue streams moving forward. Additionally, PPMC reaffirmed its policy on inclusive employment, requiring at least 85% of port service personnel to come from the City of San Fernando and the Province of La Union. With its solid interim performance, upgraded facilities, and local workforce engagement, BCDA and PPMC are optimistic that the San Fernando International Seaport is poised to play a leading role in Northern Luzon’s economic transformation.    

LINGAYEN, Pangasinan – Magdadala ng mas mahahalagang proyekto si Gobernador Ramon V. Guico III para mapabuti ang buhay ng mga Pangasinense sa kanyang pagpasok sa ikalawang termino. Nangako si Guico sa kanyang proklamasyon na magbibigay ng mahahalagang proyekto at programa sa lahat ng mga barangay sa Pangasinan upang mapabuti ang buhay ng kanyang mga nasasakupan lalo na ang mga mahihirap. Sinabi ni Gob. Guico na ang mga mahahalagang proyekto ay kinabibilangan ng pagkumpleto ng Pangasinan Link Expressway (PLEX) at iba’t ibang mga proyektong pang-imprastraktura kabilang ang modernisasyon ng lahat ng 14 na ospital ng gobyerno, pagtatatag ng Pangasinan Polytechnic College (PPC), muling pagpapaunlad ng Capitol Complex na lahat ay sinimulan niya nang maupo siya noong Hulyo ng 2022. Bibigyan din aniya niya ng kinakailangang suporta ang mga katutubo tulad ng pagkakaloob ng farm-to-market roads, livelihood at skills training para sa mga barangay, pagtatayo ng mga multi-purpose na gusali, kung ilan. Kamakailan, ang pamahalaang panlalawigan sa pamamagitan ng Provincial Engineering Office (PEO) ay nagkonkreto ng mga farm-to-market road sa Malasiqui partikular sa mga barangay Talospatang, Lasip, Alliaga, Malimpec, Butao at Nansangaan. “Malaking tulomg kasi dati-rati, makitid at malubak itong daan namin, ngayon maayos na,” pahayag ni Lasip Punong Barangay Francisco Barboza. Bukod dito, si Gov. Guico ay nag-green lit sa pagsasagawa ng Alagang GUICOmmunity Program, isang medical outreach program na idinisenyo upang dalhin ang mga serbisyo sa pangangalagang pangkalusugan sa katutubo. Kabilang sa mga nakinabang kamakailan ay ang mga residente ng Barangay Doyong sa Calasiao. Gayundin, ang mga multi-purpose na gusali ay itinayo sa mga nayon ng Bical Norte, Pantol, Darawey, San Gabriel 1st, Tamaro, at Manambong Parte lahat sa Bayambang. “Ang daming nasiyahan nang matapos ang construction ng mga multi-purpose building kasi malaki ang maitutulong nito kapag may mga activity kamim” pahayag ni San Gabriel 1st Punong Barangay Eligio Velorio said: Bukod sa imprastraktura, pangangalagang pangkalusugan at serbisyong panlipunan, inatasan ni Gov. Guico ang paglalagay ng mga solar street lights upang matiyak ang isang mas ligtas, kaaya-ayang kapaligiran para sa mga tao. Kamakailan, ang lahat ng mga tanggapan ng pamahalaang panlalawigan ay inatasan na tukuyin at pagtibayin ang isang barangay sa lalawigan bilang tatanggap para sa kanilang mga outreach projects.

The Bases Conversion and Development Authority (BCDA) welcomes the favorable decision of the Regional Trial Court of San Fernando in La Union, which dismissed the Petition for Land Registration filed by Shipside, Inc. over a parcel of land within the Poro Point Freeport Zone (PPFZ). This legal affirmation strengthens BCDA’s mandate over the property and paves the way for the continued advancement of its strategic development initiatives in PPFZ properties. These include the revitalization of the San Fernando Seaport and the comprehensive enhancement of PPFZ. The court’s decision marks a critical milestone in unlocking the full potential of Northern Luzon. With PPFZ poised to become a key hub for tourism, logistics, and investment, the region is set to benefit from increased economic activity and long-term growth. Central to this vision is the San Fernando Seaport, whose continued operation and planned upgrades are vital to generating jobs, supporting livelihoods, and driving inclusive progress in the local community.      

Local fishermen made a firm stand against illegal drugs by surrendering over a billion pesos worth of suspected shabu found floating in the shores of Pangasinan since June 5, 2025. The illegal drug was placed inside a total of 267 transparent plastic packs, weighing roughly 267 kilograms worth a staggering P1,815,600,000. The floating suspected shabu packs were turned over by the fishermen to combined operatives of the Philippine Drug Enforcement Agency (PDEA), Philippine Coast Guard (PCG) Philippine National Police (PNP), Philippine Navy (PN) and the National Bureau of Investigation (NBI) with the support from the Local Government Units of Agno, Bani and Bolinao, Pangasinan. The turn-over were done in the coastal barangays of Dacap Sur, Bani, Pangasinan; Boboy, Agno, Pangasinan and Luciente I and Balingasay, both in Bolinao, Pangasinan. “My admiration goes out to the fishermen for their selfless acts of honesty and integrity. They are not after personal gain but rather the greater well-being of society”, said PDEA Director General Undersecretary Isagani R Nerez. PDEA also commends its partner law enforcement agencies such as the PCG under Commandant Admiral Ronnie Gil Gavan and the PNP under Police General Nicolas Torre III, for their staunch cooperation to avert any attempts to exploit the porous coastlines of the Northern seaboard for drug smuggling. The operation highlights the strong inter-agency collaboration of law enforcement units in carrying out the directives of President Ferdinand R. Marcos Jr. to ensure national security through persistent maritime and coastal vigilance. “We are sending a clear message to transnational drug syndicates: our waters are no longer safe havens for their illegal operations. Do not dump poison into our coastal communities. We will hunt you down”, DG Nerez emphasized. PDEA remains firm in its resolve to protect the Filipino people by leading the fight against illegal drugs. The agency will continue to forge partnerships with communities, maritime stakeholders, and other law enforcement agencies to guard the country’s shores against possible entry of illegal drugs. As of press time, the turnover of more suspected shabu packs discovered by local fishermen is still on-going.    

LINGAYEN, Pangasinan — Nagpahayag ng interes ang isa sa pinakamalaking lungsod sa bansa na gayahin ang legacy project ni Gobernador Ramon V. Guico III, ang GUICONSULTA (Government Unified Incentives for Medical Consultations. Inanunsyo ni Quezon City Mayor Joy Belmonte ang kanyang plano na i-enroll ang lahat ng residente ng lungsod sa Konsulta package ng Philippine Health Insurance upang gawing abot-kaya ang pangangalagang pangkalusugan para sa kanyang mga nasasakupan. Ang Quezon City ay may populasyon na 2.96 milyon, ayon sa Philippine Statistics Agency noong 2020. Sa huling quarter ng 2024, inilunsad ni Gov. Guico ang Guiconsulta na nagsimula ng malawakang pagpaparehistro na naglalayong i-enroll ang dalawang milyong Pangasinense sa Konsulta program ng PhilHealth. Bago naupo ang gobernador bilang punong ehekutibo noong Hulyo 2022, humigit-kumulang 30,000 mga Pangasinense ang na-enrol sa Konsulta program. “Mahigit 1 milyong kababayan natin ang na-enroll na po sa Philhealth Konsulta. Napabilis ang prosesong ito dahil sa kaakibat na programa – ang Pangasinan GUICONSULTA (Government Unified Incentives for Medical Consultation). Bagamat pilit na siniraan nitong nakaraang eleksyon at naging target ng matinding libreng fake news, naninindigan po tayo na ito sa tamang buong programa para makamit na serbisyo ng bansa” sa lahat ng ating provincial hospitals,” sabi ni Governor Guico. Ang Konsulta package ay isang libreng outpatient benefit package na sumasaklaw sa konsultasyon, health screening at assessment, ilang piling laboratoryo at diagnostics test pati na rin ang mga piling gamot at gamot na i-avail sa mga piling pasilidad o ospital na accredited ng Philhealth. Nauna nang sinabi ni Philhealth Regional Vice President Dennis B. Adre na wala ni isang sentimo ang inilabas ng kanilang ahensya sa pamahalaang panlalawigan. Upang maabot ang dalawang milyong layunin, naglaan ang pamahalaang panlalawigan ng P300 sa bawat enrollee para mabayaran ang mga gastusin sa transportasyon at pagkain sa pagpunta sa registration center sa loob ng kanilang komunidad.  “It was a big chellenge for us, it seems to be impossible but this is very-very possible,” said Gov. Guico in a mix of Filipino and English as he added that Konsulta plus Guiconsulta will serve as the backbone of a sustainable healthcare program for Pangasinan. Noong Nobyembre 2024, hinikayat ng gobernador ang lahat ng manggagawang pangkalusugan sa lalawigan na magkapit-kamay para mapabilis ang pagpaparehistro sa ‘community (barangay)-based’. Ang pagpaparehistro ay isinagawa ng isang pool ng mga health worker na nagmula sa Provincial Health Office (PHO), Provincial Hospital Management Service Office (PHMSO), at mula sa 14 na ospital ng pamahalaan. Ito ay isang pagsisikap sa pakikipag-ugnayan sa lahat ng Rural Health Units (RHUs, LGUs at lahat ng barangay health workers. Sa naabot lamang sa loob ng ilang buwan, lubos na ipinagmamalaki ni Gov. Guico at ng buong ‘Team Ang Galing,’ na ang minsang ‘binastos na programa’ ay nagbigay inspirasyon sa iba pang local government units sa tabi ng Quezon City na gawin itong kanilang modelong proyekto.

LINGAYEN, Pangasinan —The redevelopment of the Capitol Complex will be the next big thing in Pangasinan. This, after the test run of the Reflecting Pool last May 1 that gives a glimpse of the vision of Gov. Ramon Guico III, which will showcase the Capitol grounds as one of the go-to places in Pangasinan. The reflecting pool and interactive fountain project, which is part of the Basic Infrastructure Project (BIP) Construction of Multi-Purpose Facility or the Common Park Center, will give an unobstructed view from the shore to the Provincial Capitol building. The brainchild project of Governor Guico may not even be half finished yet, but spectators are already amazed by the spectacular view it offers, especially made perfect during dusk. Project Features The reflecting pool is guided by an illuminated gentle stream of water, a symbol of continuity and consistency inspired by the natural wonders of the Lingayen Gulf and salt beds. It measures 200 by 22 meters, which is significantly bigger than Baguio’s Wright Park Reflecting Pool, which has a dimension of 100 by 5 meters. Based on its project design, a formal stretch of walkway will be built. There will be a pathway for joggers and bikers as well as safe walkways for elders and persons with disability. Also part of the redevelopment project is the Heritage Park, where the war relics will be placed. Last April, Gov. Guico partnered with the Philippine Veterans Bank and the Philippine World War II Memorial Foundation to ensure that the project would be carried on smoothly. The project aims to give rightful honors to World War II veterans and to encourage the province’s youth to know the role they played in the liberation of the country in 1945. Opisyal nang ipinahayag ng Provincial Board of Canvassers ang pagkapanalo ni Pangasinan Governor Ramon V. Guico III sa 2025 elections. Ito na ang kanyang pangalawang termino. Si Guico ay nakakuha ng botong 875,030, kumpara sa katunggali nito si Amado Espino III, na 778,477 votes. Landslide victory naman ang tinamo ni Vice Governor Mark Lambino, na may botong 1,014,887, kumpara kay Noel Nacar sa botong 382,067. “Ang aking muling pagkahalal ay dahil sa inyong tiwala at walang sawang suporta. Ipagpapatuloy natin ang ating mga proyekto para sa tuluy-tuloy na pag-unlad ng ating lalawigan,” pahayag ni Governor Guico.
