BFP warns vs ‘Fire Safety Inspection’ modus

By JM Samidan   BAGUIO CITY — The Bureau of Fire Protection (BFP) – Baguio City Fire Station headed by City Fire Marshal, FSupt. Marisol H. Odiver warned the public against unscrupulous individuals posing as members of the fire safety brigade and charging fees for fire safety inspection services. The warning was issued after a concerned citizen reported the presence of individuals posing as “bantay sunog brigade” going house-to-house supposedly conducting fire safety inspection and charging P9,000 in exchange of a gas regulator with hose. “They claim that they were allowed by the barangay officials to sell house-to-house,” the concerned citizen said. Odiver said only BFP personnel are authorized to conduct fire safety inspection with the appropriate Inspection Order signed by the fire chief and that personnel must be in uniform with proper identification. “There shall be no fee to be collected during the conduct of inspection. Regulatory fees with BFP must be paid at the office with official receipt,” Odiver reiterated. She said this modus is similar to other tricks by unscrupulous individuals in previous years where residents are scammed into buying fire extinguishers from persons pretending to be employees or representatives of the BFP. Odiver appeals to the public to be vigilant and know the persons whom they are dealing with by asking for their identification card or by immediately reporting the same to the BFP-Baguio City Fire Station with telephone numbers 443-7089/442-2222 or hotline 09124096114.    

P244-M Farm-to-Market Road officially broke ground in Ifugao

ASIPULO,Ifugao — The Provincial Local Government of Ifugao officially broke ground on its new P244-million farm-to-market road with bridge rehabilitation project at a ceremony at Pula, Asipulo, Ifugao, on September 9. Implemented under the Department of Agriculture-Philippine Rural Development Project (DA-PRDP) Scale-Up, the subproject will cover a span of 6.02 kilometers with a 30-linear meter bridge. Once completed, it is expected to benefit 1,847 households, encompassing 8,755 residents (4,655 male and 4,100 female) across the area. The capsule-laying ceremony was led by Ifugao Governor Jerry U. Dalipog, Asipulo Mayor Archie Lee A Quindo, DA-CAR Agricultural Programs Coordinating Officer (APCO) for Ifugao Charlemagne S. Monayao, and ALFALFA Construction representatives. Subproject beneficiaries, DA-PRDP technical staff, and several LGU officials and heads of offices from the provincial and municipal LGU of Ifugao were also present to witness the event. New Clark City hosts historic world convention for urban planning this September

By Dante Salvana The “Olympics of planners” celebrates its 60th year with a world-first in the Philippines NEW CLARK CITY, TARLAC – Hundreds of the world’s thought-leaders – urban planners, architects, engineers, property developers, academics – arrive in New Clark City (NCC) Tarlac this week, as the Philippines hosts a historic global congress from Sept. 10-13. Planners, architects, and enthusiasts all join this pivotal moment in urban, regional and environmental planning. The 60th World Planning Congress (Diamond Edition) or WPC60@NCC, alongside the 1st International Conference on New Cities-Planning New Regenerative Cities, is organized by the International Society of City and Regional Planners (ISOCARP) and the Philippines’ host organization composed of the Provincial Government of Tarlac (PGT), led by Gov. Susan A. Yap and the Local Organizing Committee, headed by Philippine Planner and ISOCARP-member EnP Haydee Jacklyn M. Quintana Malubay. An established global non-governmental organization founded in 1965 and based in the Hague, ISOCARP is a network of professional urban planners from 90+ countries. Its main event, the annual WPC addresses traditional planning issues through rigorously selected technical papers. In its Diamond year, the WPC opens in NCC Tarlac and closes this October in Siena, Italy. While WPC is long established, the Planning New Regenerative Cities conference is a world first after many years of deliberation, focusing on challenges facing “new” (regenerative) cities and their relationship with nature. New Clark City Tarlac is the ideal venue for this theme, rising in a former military base from the literal ashes of Mount Pinatubo. Foreign and national delegates can fly into an award-winning international airport, attend sessions at iconic structures created for the 30th SEA Games in 2019, and stroll along the River Park for post-sessions programs against a stunning backdrop of mountains, sunrise and sunset. Over the conference’s four days, keynote speakers include Dr. Arsenio M. Balisacan, National Economic and Development Authority (NEDA) Secretary, the country’s planning authority; Anacláudia C. Rossbach, Executive Director for UN Habitat; Sylvester Wong, Vice President at AECom Asia Pacific, which formulated the masterplan for NCC Tarlac; Guy Castelaine Perry, VP for Urban Planning & Design at McKinsey; and Ann Forsyth, of the Harvard Graduate School of Design, among many others. Several other international experts from UN Habitat and other planning and development organizations are set to participate in panels, debates, knowledge-sharing and capacity-building. Outside the plenary, delegates may choose from five tracks, each focused on a key issue of new cities and sustainability. A first-ever Do-Track to draft a Regenerative Cities Manifesto, thought- provoking special sessions and a pre-event YPP challenge for 30 young planning professionals round out the program. A planning conference must go beneath the surface of its surroundings. Thus, WPC delegates can also join full-day technical tours of Metro Manila, and of Central Luzon, notably Clark, Tarlac and its environs on adaptive reutilization of existing resources and its Carbon Neutrality Initiative. The latter technical tour is led by Architect Royal Pineda, who designed most of NCC Tarlac’s facilities using the region’s abundant lahar as a composite building material. Lahar flowed out from the bowels of Mount Pinatubo upon its devastating eruption three decades ago. Half-day tours of Central Luzon development are presented along with cultural experiences and more “touristic” visits to Pinatubo and surrounding areas. The ideas behind a pioneering conference In a digitalizing world with a circular economy, expectations are rising for sustainably humanized, healthy cities and environments. Urban and regional planners now have both the opportunity and the professional responsibility to take a more robust approach. Though it was coined 14 years ago, the term “regenerative cities” remains relevant today given digital transformation and the triple planetary crisis of climate change, pollution and biodiversity loss. What we can learn from the past, on-going, and near future urban development will enrich the current stock of knowledge to navigate our future. In New Clark City, about 100 km northwest of Manila, ISOCARP and the Local Organizing Committee welcome the entire international planning community. Together, in a total of six tracks, delegates will explore the challenges and opportunities of planning sustainable new cities that are healthy, inclusive, compact, regenerative and embedded in a circular economy, carbon-neutral energy supplies, and nature-based solutions, while fostering sustainable connectivity and complementarity with existing cities in the region, Metro Manila in particular. A particular focus is to explore New Clark City Tarlac as an inspiring practice of regenerating a former military base. The conference will also explore climate adaptive resilience planning approaches, for new (and existing) cities vulnerable to climate change – from drought to floods – and natural risks such as volcanic and seismic activity. Finally, this world first conference highlights Tarlac’s cultural diversity, as an inspiration for new cities to pursue inclusion of the indigenous population and its culture. One conference activity – Mga Kwento ni Ima – explores the narratives of Indigenous Peoples – Aetas – about Mother Nature and Mother Earth, the mythology of weather forecasting and river-landscape design process. The Aetas had historical stewardship of domains now part of NCC Tarlac’s development area. Baguio Water District recognized among World’s Climate Smart Utilities

The Baguio Water District (BWD) was recognized as one of the world’s climate smart utilities at the recently concluded 3rd International Water Association (IWA) World Water Congress and Exhibition 2024, held from August 11-15, 2024 in Toronto, Canada. This year, the IWA Recognition Program expanded its scope and opportunities for recognition, aiming to increase awareness of the mitigation, adaptation, and leadership potential among water utilities worldwide. A total of ninety-two applications were received by IWA from around the world. Following a rigorous review process by three different experts and independent jury members, only twenty-eight applications were selected for recognition as Climate Smart. Sixteen utilities in the early stages of their climate-smart journey were recognized in the Entrant Category, while twelve utilities demonstrating substantial progress were honored in the “Achiever” category, which includes the Baguio Water District. Represented by Administrative Division Chief, Atty. Chanell Dolor D. De Guzman-Bitao, BWD received its Certificate of Recognition on August 15, 2024, at the Metro Toronto Convention Center. Other water utilities recognized in the “Achiever” category included Maynilad Water Services, Inc. (Philippines), Metropolitan Water Reclamation District of Greater Chicago (USA), Ruhrverband (Germany) Igua Saneamento (Brazil), Aguas Andinas (Chile), Obras Sanitarias S.E. MGP (Argentina), Aguas e Energia de Porto (Brazil), National Water Supply and Drainage Board (Sri Lanka), Scottish Water (Scotland), Aquapolo (Brazil), and Water Authority of Fiji (Fiji). In response to the escalating challenges of climate change, BWD has prioritized its journey towards climate resilience as BWD invests in state-of-the-art water treatment technologies, energy efficiency measures, renewable energy, and environmental stewardship through tree-planting initiatives and water conservation awareness campaigns. Ayon kay Provincial Nutrition Program Coordinator, Nutritionist-Dietitian III, Roan Mae Ofalsa, lubos ang kanilang pasasalamat sa lahat ng tumulong para makamit ang inaasam na titulo. “This is not just an achievement of the Provincial Health Office, yung nangyari pong evaluation, lahat ng offices natin particularly PPDO, PBO, APSEMO, PSWDO, APAO, DILG – Albay, DepEd – Albay, PAccO, naging close yung coordination natin sa mga ito, sobrang thorough yung monitoring and evaluation, and sa kanila kami sumangguni when it comes to supporting documents sa implementation ng nutrition programs,” saad ni Ofalsa. SBF all set for Tourism Summit 2024 in September 11-12

By Dante Salvana Subic Bay Freeport – The Subic Bay Metropolitan Authority (SBMA) and this premier Freeport is all set as the 2024 Central Luzon Sustainable Tourism Summit (CLSTS) happens on September 11 and 12, 2024 at the Subic Bay Exhibition and Convention Center (SBECC). SBMA Chairman and Administrator Eduardo Jose L. Aliño said that the two-day event in collaboration with the Department of Tourism Region 3, and dubbed as “Towards a Carbon Neutral Future: Central Luzon’s Commitment to Sustainable Tourism,” is aimed at raising awareness of the current environment issues. “This year’s event promises to share more insights on how tourists can help Mother Earth through first-hand sustainability efforts that have been conducted inside the Subic Bay Freeport Zone. The activity is open to all tourism officers and stakeholders from Central Luzon, and is also geared towards the Micro, Small and Medium Enterprises (MSMEs) in the tourism sector, who are focused on the preservation of the environment and members of the academe,” he said. For the first day of the Summit, messages from Aliño, Department of Environment and Natural Resources (DENR) Regional Director Ralph Pablo, Olongapo City Mayor Rolen Paulino Jr., and DOT3 Regional Director Richard G. Daenos, which hope to create awareness about sustainable tourism and love for the environment will be delivered, as well as the keynote speech from DOT Secretary Christina Garcia-Frasco. Highlighting the first day will be the SBMA’s launching of the Race to Carbon Neutrality to be led by Chairman Aliño and Ecology Center Chief Amethya Dela Llana-Koval. A discussion on the Strategies for Carbon Neutral Tourism Enterprises will be conducted by Philippine Institute for Development Studies (PIDS) Senior Research Fellow John Paolo Rivera. For the afternoon session, a topic on Cultural Preservation as a Pillar of Sustainable Tourism will be led by focal person National Commission for Culture and the Arts (NCCA) Committee for Monuments and Sites former Vice Chairman Arch. Jayson Portem. Meanwhile, the second day will focus on discussions on the Role of Technology in Achieving Net Zero Carbon in Tourism Destinations, with Net Zero Carbon Alliance (NZCA) Executive Director Allan Barcena as the focal person and on Traveling Sustainably: Tips and Tools for Eco-Friendly Tourism. The succeeding talks revolve on Harnessing the Power of Sports for Environmental Stewardship in Coastal Communities with Alon and Araw Club owner Donn Lawrence Quintos as the focal person, followed by the Sustainable Transportation Solutions for Tourists presentation. The two-day event will include eco-tours of the Subic Bay Freeport Zone and its contingent localities namely, Birdwatching at Nabasan Area; tree planting at the SBMA Ecology Mangrove Nursery; trips to the El Kabayo Waterfalls; Pamulaklakin Aeta Forest Trail; the Green Building of Pacific Ace; Adventure Cove; Alon and Araw Club in Cabangan; Pinatubo Brewery in San Marcelino; and Dela Llana Farm in Castillejos. Aliño highly encourages stakeholders to come and participate in the two-day event as this is the biggest ecotourism summit held in Central Luzon. The CLSTS is part of a series of activities that was organized in partnership with the Department of Tourism to celebrate National Tourism Month.

Do not politicize aid provision- Vergara

BAGUIO CITY — As typhoons and different types of crises continue to disproportionately impact the Filipino poor, politicians take every opportunity to project their concern as elections loom. Baguio Tourism Council (BTC) chief Gladys Vergara said that the distribution of financial aid and government-funded packages to the needy should not be used by politicians as a venue to pursue their vested interests. Vergara appealed to government agencies, especially those handling financial aid distribution, not to allow crooked politicians to use their services for political gain. She also stressed the importance of transparency in public service and good governance for the best interests of the people. The Baguio tourism chief also expressed concerns about reports of city officials allegedly hijacking the distribution of financial aid or assistance and projecting such actions as their own projects or programs. She said these practices are part of traditional politics or a form of patronage politics.
