BCDA statement on Camp John Hay court case outcome

Baguio City

The Bases Conversion and Development Authority (BCDA) lauds the Supreme Court’s ruling to “deny with finality” all motions for reconsideration filed by CJH Development Corporation (CJH DevCo) and its third-party respondents, upholding its decision to allow the BCDA to recover the 247-hectare property in the John Hay Special Economic Zone. In a resolution dated October 22, 2024, the Supreme Court En Banc ruled “to DENY WITH FINALITY the said motions for reconsideration as no substantial arguments were presented to warrant the reversal of the questioned decision…No further pleadings or motions will be entertained.” The Clerk of Court of the Supreme Court has issued on October 22, 2024 an Entry of Judgment certifying that the Decision dated April 3, 2024, has been filed and recorded with the Judicial Records Office. The Decision granted BCDA’s Petition for Review on Certioriari and REVERSED AND SET ASIDE the July 30, 2015 Decision of the Court of Appeals. The Supreme Court further ruled that “(t)he March 27, 2015 Order of Branch 6, Regional Trial Court of Baguio City in Civil Case No. 7561-R, confirming the Final Award dated February 11, 2015, in PDRCI Case No. 60-2012 is REINSTATED. The April 14, 2015 Writ of Execution and the Ex-Officio Sheriff’s Notice to Vacate are likewise REINSTATED.” The Supreme Court’s unanimous decision affirms the 2015 arbitral award as well as reinstates the writ of execution and notice ordering CJH DevCo and all persons claiming rights under them to vacate the subject leased premises within Camp John Hay. The Decision in favor of BCDA has “become final and executory” and has been “recorded in the Book of Entries of Judgments.” BCDA assures the public that businesses will continue to operate in Camp John Hay. COMELEC told to observe fair Elections Law

Baguio City officials recently urged the Commission on Elections (COMELEC) Baguio City to strictly enforce the observance of the pertinent provisions of Republic Act (RA) 9006 or the Fair Elections Act by all political candidates in the city. Under Resolution No. 664, series of 2024, local legislators stated that in the previous elections, there were numerous instances where some candidates were accused of early campaigning and violations during the campaign period itself, thus, there is a need to avoid these recurring instances of violations and ensure a safe and peaceful May 12, 2025 midterm elections through the full cooperation of the candidates abiding with the provisions and mandates of RA 9006 or the Fair Elections Law. During the Senior Citizens Official For A Day (SCOFAD) session held on October 14, 2024, the SCOFAD Council adopted the proposal of SCOFAD Councilor Atanacio T. Padawil that urged the Comelec Baguio to strictly enforce the observance the Fair Elections Act by all political candidates in the city. Earlier, aspirants filed their respective certificates of candidacy (COCs) for their desired elected positions in the city for the upcoming May 12, 2024 midterm elections during the week-long period from October 1-8, 2024. Further, the Comelec already started the necessary preparations for the upcoming political exercise with the finalization of the list of candidates in preparation for the scheduled printing of the official ballots within the year to ensure their availability by the time of the scheduled elections. Last December 2, the Comelec launched the nationwide roadshow on the use of the new automated counting machines (SCMS) to ensure that voters are fully aware of what to do during the conduct of the political exercise to ensure that their votes for their chosen candidates will be counted. Copies of the approved resolution will be transmitted to the Comelec Baguio field office for information, guidance, ready reference and further needed action. (Baguio-PIO)

Camp John Hay I reassumed command of Fil A in the 74th Januarius Fil-Am Invitational Golf Tournament as their games resumed at the Baguio Country Club Thursday. Luigi Paolo Wong shot a flight best three over for 33 points to lead CJH I to a third day total of 108 and power the co-host team to 365 points with a round left. With a pair of 26 points from Melchor Carlos Rabanes II and Emilio Curran and a 23 from Leonard Corpuz, CJH I is now two off overnight leader Forest Hill II which wilted under an unforgiving BCC course where the latter came up with 95 points. The squad had 27 from Dan Braganza, 24 from Joshua Buenaventura ad a pair of 22 from Pierre Ticzon and Adrian Romero that allowed CJH I to overhaul an 11 point deficit going to the final round. Eastridge Primehomes is a distant third at 345 after an 88. Forest Hills 2, meanwhile, wrested the lead from Time Cargo Logistics 2 after a 121 at the longer Camp John Hay course. With an even par for 36 points from Jose Carlos Taruc, a 33 from Jose Nicomedes, 31 from Cherub Alcantara and 21 from John See, Forest Hills 2 had the best round in the flight as they submitted a total of 317, just two off Time Cargo which was leading by one after round two. Time Cargo had 118 for a 315 total and 16 off Team Master (108 = 299) CJH 2, meanwhile, shot a flight best 116 and a 284 total to increase its six points lead to 10 over Team M. Geroge Punasen led the charge of the locals with 33, John Marasigan submitted a 31, Bayani Tecson with 28 and Monet Garcia chipped in a 24. Team M, on the other hand, carded a 117 for 274, and 15 off Team Surigao II, which shot 94 for 259. The Championship flight will resume tomorrow and for two days play in the BCC for the Fil flight and at the CJH for the Am teams. (CEGYCC Release)

Shabu, firearms yields in separate operations in Mountain Province

BAUKO, Mountain Province — A series of successful anti-drug operations conducted by law enforcement agencies in Bauko, Mountain Province, resulted in the arrest of two drug personalities and the confiscation of illegal drugs, drug paraphernalia, and firearms on December 9. In the first operation conducted by the joint personnel of Bauko Municipal Police Station (MPS), Provincial Intelligence Unit (PIU), Provincial Drug Enforcement Unit (PDEU), Philippine Drug Enforcement Agency (PDEA)-Mt. Province, 1st Mt Province Provincial Mobile Force Company (MPPMFC), Regional Mobile Force Battalion (RMFB)1502 and Provincial Intelligence Team (PIT)-Mt Province, Regional Intelligence Unit (RIU)14, a 36-year-old high-value drug personality was arrested by virtue of a Search Warrant in Guinzadan Sur, Bauko. Authorities were able to confiscate more or less 24.2 grams of shabu with an estimated Dangerous Drug Board (DDB) of P164, 000.00; drug paraphernalia, including improvised glass tooters containing MOL 1 ml transparent liquid substance with an SDP of P6, 282.8; and black Mitsubishi Montero with plate # ADL33. In a separate operation in Otucan Sur, Bauko by the joint operatives from Bauko MPS, Philippine National Police Drug Enforcement Group (PNPDEG), Special Operating Unit (SOU) CAR (lead unit) together with PDEA Mountain Province PO, PDEU Mountain Province, and 1st MPPMFC, arrested a 43-year-old male by virtue of a search warrant that resulted in the confiscation of suspected illegal drugs weighing MOL 7.94grams with standard drug price of P53,992.00; drug paraphernalia; one long converted Cal 22 with magazine and three live ammunitions; and one small firearm Cal. 38 with one magazine and five live ammunitions. Confiscated drug evidence was photographed, inventoried and marked at the scene of the operation in the presence of the arrested suspect and other mandatory insulating witnesses under Sec. 21 of RA 9165. The arrested individuals were turned over to the concerned police station for documentation and custody, while the confiscated drug evidence was turned over to Regional Forensic Unit CAR, Camp Major Bado Dangwa, La Trinidad, Benguet for laboratory examination. Both operations were conducted pursuant to search warrants issued by the Presiding Judge of the Municipal Circuit Trial Court Besao-Sagada. Col. Ferdinand Oydoc,provincial director, lauded the operating troops for their exemplary performance in upholding the law and safeguarding our community. Their dedication to duty is truly commendable.        

P1.5-M shabu seized in Tacloban City buy- bust

TACLOBAN CITY, Leyte – In the persistent campaign against illegal drugs, a joint operation led by Tacloban City Police Office- City Drug Enforcement Unit yielded a successful buy-bust in Barangay 89 San Jose, Tacloban City, on December 11. Col. Noelito Getigan, city director said the operation led to the arrest of two high-value drug suspects known as “Clint,” 33-year-old self-employed male and “Ar,” 35-year-old unemployed male, both residents of Palo, Leyte. Getigan said, to ensure transparency and adherence to protocol, the operation was jointly conducted with the TCPO-CIU in coordination with Philippine Drug Enforcement Agency (PDEA) 8, with the use of Body-Worn Cameras (BWC) and Alternative Recording Devices (ARD). The buy-bust was executed by a designated poseur-buyer, who was able to purchase from the suspect a substance suspected as ‘shabu’ worth P7,000.00. Following the transaction, the arresting officers apprehended the suspect and informed him of his rights in a language he understood. During a lawful search, several pieces of drug and non-drug evidence were confiscated from the suspect’s possession and control. These items were individually marked and inventoried in the presence of the suspect and witnesses from the local public office. The seized drug items were more or less 225 grams with an estimated Dangerous Drugs Board (DDB) value of P1,530,000.00. Meanwhile, the actual weight of the confiscated drug items is yet to be determined by the Regional Forensic Unit (RFU) 8. Criminal charges for violation of Section 5&11, Article II if RA 9165 otherwise known as the Comprehensive Dangerous Drugs Act of 2002 is now being prepared against the suspect. “Congratulations to all involved in the success of this anti-illegal drug operation. This accomplishment manifests the dedication and teamwork of our operatives. This achievement is a significant step in our ongoing fight against crime and drug abuse,” stated Col.Getigan. He also encouraged the community and local government unit to work closely with the police by providing real-time information so that the problem with illegal drugs can soon end.

Quibol, Eastridge in record day two explosion

Jhondie Quibol exploded for a nine under 60 for 45 points and lead Eastridge – Primehomes I to a 158 tally and seize the lead with 297 in the Fil Championship flight of the 74th Januarius Fil-Am Invitational Golf Tournament at the Camp John Hay golf course Wednesday. Quibol was almost perfect as he drained a single eagle on the par 4 ninth then had eight birdies that was marred by a bogey on the par 4 seventh. Quibol birdied the first hole, but got derailed in the seventh before closing with a birdie-eagle. He then had a birdie binge in the 10th to 12th holes, slowed down in par 3 13th then had two more birdies before settling with a par and closed it with a birdie in the par 3 18th. And his team mates also made good progress as Ronel Tagaan closed with a three under for 39 points, while Rolando Bregente and Bobe Salahog counted with a one under 68 for 37 points. Eastridge zoomed to the top spot with a two day total of 297 as they take a break today, December 12, before they shift to the shorter but more unforgiving Baguio Country Club links on Friday. Nine time defending champion Manila Southwoods was equally impressive after a nine under total for 153 for a 292 tally, five shots off the new leader. Joaquin Hernandez led the charge of the Carmona, Cavite team with a four under 65 for 40 points, Shinichi Suzuki had a three under 66 for 39. Enrique Dimayuga and Miko Granada added a two under 67 for 38 and an even par 69 for 36. Day one top notcher Ian Mathay did not count with a 30. Day one leader Januarius Private Equity 1 slowed down with 140, a four over, for a 289 tally, just three off Southwoods and eight down the new leader. Terence Macatangay led with a one under 68 for 37 points, Ayon Hernandez had an even par for 36, while Masachi Otake had 34 and a 33 for Kirby Lachica. SPES I is 23 down Januarius after a 132, while Time Cargo Logistics had a 118 for a 235 to complete the cast in the premiere Fil Championship. Southwoods, meanwhile, was staring at a nine point deficit at the start of the second day, but a 120 point production saw the Cavite players start round three trailing by just a point. Charles Serdena led Batangas Barako with 30 points for the team’s 112 day two output for a 234. Zeus Sara led the charge for Southwoods with a one over 62 for 35 points to pace the team. Zach Villaroman, Santino Laurel and TJ Padilla counted for the team with 30, 29 and 26 points output, in that order, to count. Just four down Southwoods is Eastridge – Primehomes 2 which shut 115 for a 229 tally. Januarius Truespec had a 92 for 193, while Valley Golf is dead last with 175 after a 93. Meanwhile, MCG/Edmari Wednesday holds a six-point advantage in Fil C halfway into the tournament. Emiliano Mendoza fired 30 points to lead MCG/Edmari on the second day of play which wound up with 110 for a two day 223. Cris Gabo added 28, while Marc Cruz and Teddy Quizon churned in an identical 26 to count for the team. Six back is FLCA Golfers 1 which produced 111 on the 32 of Jary Tonido, 31 of Herbert Donglasan, and a 25 and 23 from Napoleon Rosito and Aldrin Osha. FLCA has a two day total of 217. Some 17 shots down is Tiyo Paeng Davao which mustered 115 points for 200. It is tougher in Am C where Isabela Leaders caught up with Red Core Solutions and are tied to the lead halfway into the tournament. Benedict Calderon shot 25, Manny Solis had a 20, while Faustino Dy and Jun Pascua chipped in an 18 and 17, respectively to count for the team’s 80 and 144. Red Core Solutions on the other hand had a pair of 21s from David Roach and Michael Miguel, and 18 and a 16 from Juan Paolo Santiago and Christian Santiago, respectively, for a 76 and 144 total to remain in the lead. Two teams are tied for third with day one leader X1R Smartscore 2 which shot 72 and a 141 total. Green Jacket Golf Club scored 77 for the same two-day total. Just two off is Razcals Gold with 139 after a 73. Pierre Ticzon shot a two under 67 for 38 points to lead Forest Hills 1 to 139 for a two day sum of 266 and now a nine point leader. Backing Ticzon is Rocky Kristian Co who shot an even par or 36 points, while Don Breganza and Adrian Romero counted for the team with their 35 and 30, respectively. Ralph Ryan Batican had a one under 68 for 37 points and lead Eastridge Primehomes to 130 and 257 total to remain at second spot. CJH GC1, meanwhile slipped to third after a dominant first day when it submitted 125 for a 255 total. Luigi Paolo Wong followed up his three under for 39 with a two under for 38 to lead the team as he also made a strong case for the individual plum. Richard delos Santos, meanwhile, shot a 30 and lead Time Cargo Logistics 2 to 104 and a two day gross of 197 and take a one shot lead on Forest Hills 2. Guico III at Vice Governor Mark Lambino sa bayan ng Lingayen. “Alam ninyo po ang Philhealth ano, ito ang medical insurance ng ating gobyerno upang sa ganun kung kayo po ay nagkasakit at naospital po, na-admit po at least overnight at gagamutin ka kung kaya ng serbisyo ng ating ospital katulad po ng Lingayen District Hospital o ng RHU ninyo dapat wala kayong babayaran. Kaya po ginagawa ko sampu ng mga kasama po natin, marami pong mga bagong kagamitan ang Lingayen District Hospital,” pahayag ni Gov. Guico. Yamashita treasure surrender in Baguio featured in Bataan War Museum

By Aileen Refuerzo-Baguio PIO   A diorama depicting the historic signing of the document of surrender of the Imperial Japanese forces ending World War II is on display at the Bataan World War II Museum in Talisay, Balanga City. As recounted in the caption, Gen. Tomoyuki Yamashita signed the formal instrument of surrender at Camp John Hay in Baguio City on Sept. 3, 1945. He was with Vice Admiral Denshicho Okochi. Gen. Douglas MacArthur was represented by Lt. Gen. Wilhelm Styer while USFIP Commander Lt. Gen. Jonathan Wainwright and British Forces Singapore Commander Lt. Gen. Arthur Percival served as special witnesses. Apart from war relics and written historical accounts mounted on walls, the museum also showcases images and dioramas of the horrors of the war particularly the tragic Bataan Death March where an estimated 75,000 Filipino and American troops on the Bataan peninsula were forced to join the 65-mile march to prison camps. They were subjected to brutal treatment as prisoners of war. An estimated 17,000 POWs died during and after the march. Another diorama shows doll figures portraying the torture soldiers had to endure. In one scene, a soldier was seen attempting to hide under the skirt of a woman to evade the bayonet-clutching pursuers. The museum also shows a short video containing snippets of the war. Bataan was where Major General Edward P. King Jr. surrendered the American and Filipino forces to the Japanese. A surrender site monument was built in the vicinity of the museum showing the life-sized statue of Major General Edward King when he signed the document of surrender to Japan on April 9, 1942. There is also an old toilet adjacent the museum which was turned into a torture chamber at that time. The room was said to be preserved. The museum keeper regales visitors with present day stories of supposed encounters with ghosts of beheaded soldiers, priests and other war figures which the province was rich of being at the center of World War II atrocities at that time. Over at the Bataan Tourism Center along Roman super highway, another museum features larger dioramas showing life-size figures in death march scenes will also captivate history lovers. A visit to these museums is an enriching and enlightening experience making us realize how great the sacrifices and bravery it took for our forefathers to regain freedom — the freedom that we are enjoying now.

Nueva Vizcaya receives prestigious Seal of Good Local Governance for the First Time

By Rachel Magday   In a landmark achievement, the province of Nueva Vizcaya has been awarded the Seal of Good Local Governance (SGLG) by the Department of the Interior and Local Government (DILG). Often referred to as the “mother of all awards” for local government units, the SGLG recognizes exemplary governance and service delivery across various critical areas. Governor Atty. Jose V. Gambito, along with DILG Provincial Director Catherine Alam Miranda, accepted the award during a ceremony held today at The Tent City, Manila Hotel. This marks the first time Nueva Vizcaya has received this prestigious accolade, highlighting the province’s commitment to excellence in governance. Nueva Vizcaya successfully passed all ten areas of governance evaluated for the SGLG award. These areas include: Financial Administration and Sustainability – Ensuring sound financial management and fiscal responsibility. Disaster Preparedness – Establishing effective measures for disaster risk reduction and management. Social Protection and Sensitivity – Providing inclusive social services and safeguarding the welfare of vulnerable sectors. Health Compliance and Responsiveness – Delivering quality healthcare services and maintaining public health standards. Sustainable Education – Promoting accessible and quality education for all. Business-Friendliness and Competitiveness – Fostering an environment conducive to business growth and economic development. Safety, Peace, and Order – Maintaining public safety and ensuring a peaceful community. Environmental Management – Implementing sustainable practices for environmental conservation and protection. Tourism, Heritage Development, Culture and Arts – Preserving cultural heritage while promoting tourism and local arts. Youth Development – Empowering the youth through programs focused on their growth and active participation in governance. In addition to the provincial government, six municipalities within Nueva Vizcaya were also honored with the SGLG award. The municipalities of Kasibu, Ambaguio, Villaverde, Solano, Aritao, and Kayapa were recognized for their outstanding performance in these areas of governance. The awarding ceremony celebrated the efforts of local government units in promoting transparency, accountability, and service efficiency. The SGLG award serves as a testament to Nueva Vizcaya’s dedication to improving the quality of life for its residents through effective governance. Governor Gambito expressed his gratitude for the recognition, stating, “This award is a reflection of our collective efforts and commitment to serving the people of Nueva Vizcaya. As we embark on a journey of unity and collaboration, we recognize that it is the key to our development. Together, we can achieve greater heights and ensure a brighter future for our province.
