OFW Processing Center to launch at Mactan-Cebu International Airport

Cebu Pacific (PSE: CEB), the Philippines’ leading carrier, has partnered with the Department of Migrant Workers (DMW) and Aboitiz InfraCapital Cebu Airport Corporation (ACAC) to construct an OFW Processing Center at Mactan-Cebu International Airport (MCIA) Terminal 2. The facility aims to streamline processing of key travel documents, such as Overseas Employment Certificates (OECs), for departing and returning overseas Filipino workers (OFWs) at MCIA. The center’s construction is set to begin this March, with operations expected to start before the end of the second quarter of 2025. “We recognize the valuable contributions of OFWs to our economy and the need for seamless access to essential services. This partnership is part of our ongoing commitment to making air travel more convenient and responsive to the needs of overseas Filipino workers,” said Candice Iyog, CEB Chief Marketing and Customer Experience Officer. The DMW has expressed its full support for the initiative, reaffirming its commitment to providing OFWs with more accessible and efficient services. “This partnership is not just about building a facility; it symbolizes our deep appreciation for the invaluable contributions of our OFWs. This center will be a one-stop service hub offering essential services. It will be a place where they and their families can find comfort, guidance, a sense of community, and VIP treatment,” said DMW Secretary Hans Cacdac. As a major international hub, Cebu serves as key gateway for Filipinos seeking opportunities abroad. The construction of the OFW Processing Center reinforces CEB’s mission to go beyond affordable air travel by actively supporting migrant workers through initiatives that address their specific needs. Moving forward, CEB will continue working closely with government agencies and private partners to enhance services for OFWs, strengthening its role as a trusted airline partner for the overseas Filipino workforce.        

Tabuk City prepares for 75th Founding Anniversary

By Ian Jefrey Addatu   Tabuk City is preparing for a major celebration of its 75th founding anniversary, which will coincide with the Matagoan Festival in June. Several local government offices and partner agencies are collaborating to ensure the week-long event is fully prepared and organized. Arlene Odiem, the head of the Office of the City Tourism and Cultural Affairs, presided over the meeting and stated that this year’s festivities should be grander, with some activities carried over from past years and others improved. Odiem has invited all concerned offices to submit their proposed activities, as well as their budgetary requirements, so that they can be reviewed and finalized at future meetings. The festival’s logo and the jingle will be based on last year’s winning design and composition. The foundation day will be held on June 16, followed by Agri-Vet Coop PESO Day on June 17, and Barangay and Cultural Day on June 18.

Pasok sa 2025 National Gawad Saka   Kinilala ang Catanduanes bilang Top 1 Kadiwa ng Pangulo (KNP) Implementor sa Bicol Region sa Regional Gawad Saka 2025, dahilan upang ito ay awtomatikong maging kwalipikado para sa parehong kategorya sa 2025 National Gawad Saka Awards. Inanunsyo ito noong Marso 20 sa isang pagpupulong ng Provincial Agricultural Services Office (PASO) sa Provincial Multipurpose Training Center, kung saan tinalakay rin ang mga estratehiya upang higit pang mapalakas ang pagpapatupad ng KNP sa lalawigan. Bukod sa naturang parangal, kinilala rin ang Catanduanes bilang may pinakamaraming Kadiwa ng Pangulo na isinagawa sa antas panlalawigan mula Enero hanggang Abril 2024—isang pagkilalang natanggap ng lalawigan noong Mayo ng nakaraang taon. Sa inilabas na ulat ng PASO, umabot sa P322,157 ang naitalang kita ng KNP mula Pebrero hanggang Marso 19, 2025, na nagpapakita ng patuloy na tagumpay ng programa sa pagbibigay ng direktang merkado para sa mga lokal na magsasaka at mangingisda. Upang mapanatili ang tagumpay ng KNP, target ng PASO na palawakin pa ang partisipasyon ng mga magsasaka at mangingisda, kasabay ng pagpapatibay ng farm-to-table system na layong mapalakas ang lokal na agrikultura at ekonomiya. Samantala, isang Kadiwa ng Pangulo ang itinakdang ganapin sa Marso 25-26 sa Provincial Capitol Grounds mula 8 AM hanggang 5 PM, kung saan hinihikayat ang publiko na suportahan ang mga lokal na produkto at kabuhayan. Dinaluhan ang pagpupulong ng mga kinatawan mula sa Department of Agriculture (DA), Department of Trade and Industry (DTI), Bureau of Fisheries and Aquatic Resources (BFAR), National Food Authority (NFA), at iba pang ahensya, kasama ang mga Rural Improvement Clubs, na nagpapatibay sa sama-samang pagtutulungan para sa ikauunlad ng KNP sa lalawigan.      

NBI, SBMA arrest Chinese nationals allegedly involved in kidnapping, illegal POGO

Subic Bay Freeport – A joint enforcement operation between the National Bureau of Investigation (NBI), Subic Bay Metropolitan Authority (SBMA), and the Naval Special Operations Group (NAVSOG) was conducted against Chinese nationals at the Grande Island here on March 19, 2025. Led by NBI Director Judge Jaime Santiago, the operation resulted to the arrest of six foreign nationals and two Filipino nationals, including Chinese national Qiu Feng, whose real name is Ye Tianwu (also known as Qing Feng). Ye Tianwu was arrested for violations under Republic Act 8799, or the Securities Regulation Code, and RA 10175, also known as the Cybercrime Prevention Act of 2012. Aside from Ye Tianwu, Philippine authorities also apprehended Xu Xining; Ye Xiaocan; Su Anlong; and He Peng; along with Cambodian Ang Deck/Dick; and Filipinos Melvin Mañosa Aguillon, Jr. and Jeffrey Espiridion, who are employees of Ang Deck/Dick. The authorities recovered multiple cellphones and laptops, one caliber 9mm firearm, and 16 rounds of 9mm ammunition. Meanwhile, SBMA Chairman and Administrator Eduardo Jose L. Aliño lauded the efforts of the inter-agency group led by Director Santiago to apprehend suspects and assured that the “Subic Bay Freeport is NOT a safe haven for lawbreakers.” The arrest exposes the unlawful nature, including suspected espionage and kidnapping activities related to Philippine Offshore Gaming Operations (POGO), for which some foreign nationals are using Grande Island under the guise of private enterprises. Such activities, which may be part of larger criminal network operations, pose a serious threat to our national security. The Department of National Defense (DND) confirmed the report, citing that the DENR looks forward to working with the concerned agencies, including the SBMA, in exploring the possibility of declaring Grande Island, along with nearby Chiquita Island, as military reservations. “This will ultimately help secure the operations of the Subic Special Economic Zone including the Riviera Wharf and the Subic Bay International Airport, in consonance with the ongoing development of the naval operating base of the Philippine Navy to strengthen and maintain our strategic presence along our western seaboard.”

PDEA seizes P272-M shabu in Rizal buy-bust

  Operatives of the Philippine Drug Enforcement Agency (PDEA) seized P272,000,000.00 worth of methamphetamine hydrochloride, or shabu, during a buy-bust operation in Rizal province. PDEA Director General Undersecretary Isagani R. Nerez said the estimated weight of the confiscated shabu is more or less 40 kilograms. On March 19, 2025 just before midnight, joint elements of PDEA Intelligence Service; PDEA Regional Office-National Capital Region (RO-NCR) Regional Special Enforcement Team 2; PDEA Regional Office IV-A, Rizal Provincial Office; and the Philippine National Police Drug Enforcement Unit (PNP-PDEU) Rizal, conducted a buy-bust operation at Rizal Cement Village, Barangay Pantok, Binangonan, Rizal that led to the arrest of one drug personality identified as alias “Ronald”. Confiscated during the operation were 40 black gold foil packs containing white crystalline substance suspected to be shabu, weighing approximately 40 kilograms. The arrested suspect will be charged for violation of Section 5 (Sale of Illegal Drugs) and Section 11 (Possession of Illegal Drugs), Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002. Undersecretary Nerez commended the concerned drug law enforcement units for the high-impact operation. “Operation of this magnitude dealt a major blow to the supply chain of illegal drugs in the streets. There are more to come”, the Director General said.

BCDA strengthens commitment to fallen soldiers’ families at 8th HERO Golf Cup

The Bases Conversion and Development Authority (BCDA) reaffirmed its support for the families of fallen military personnel at the 8th HERO Golf Cup 2025: Golf for a Cause for the Children of Fallen Soldiers. Organized by the HERO Foundation, Inc. (HFI), this annual charity event raises funds to provide educational assistance to the children of military troops who made the ultimate sacrifice in the line of duty. Now in its fourth year of supporting HFI, BCDA remains committed to honoring the legacy of the nation’s heroes by helping secure the educational future of their children. “BCDA stands in solidarity with the families of our fallen soldiers. By supporting their children’s education, we honor the sacrifices of our troops and help build a brighter future for their loved ones,” said BCDA Vice President for Investment Promotions and Marketing Erwin Kenneth R. Peralta. “Education is a lasting tribute to their heroism, and we are proud to be part of this cause.” HFI President Gen. The Help Educate and Rear Orphans (HERO) Foundation is a key partner of the Armed Forces of the Philippines (AFP) in ensuring that the children of military personnel who were killed or incapacitated in the line of duty have access to quality education and opportunities for a better future. To date, HFI already has a total of 2,756 scholars which includes 1,261 college graduates and its current 232 scholars.  

Integrated Terminal Project Explored

Impact on decongestion, accessibility and costs   BAGUIO CITY — With the fate of the proposed Integrated Terminal Project now in the hands of the local legislative body, city council members recently held preliminary discussions with the executive department and representatives of the original proponent. Aside from the project’s technical and financial aspects, its impact on decongestion, accessibility, and passenger costs was also explored. The project is one of the major initiatives the city government plans to undertake under the  Public-Private Partnership (PPP) scheme, with Megawide Construction Corporation as the original proponent. Previously endorsed by the City Development Council (CDC) after its successful negotiation, the proposal has been under review by the city council since February 6, 2025. The local legislative body has 120 days from that date to complete its review and decide whether to deny, completely approve, or approve it with amended parameters, terms, and conditions (PTCs). The proposed terminal will accommodate provincial buses from outside Baguio and will serve as a transfer hub for passengers connecting to various modes of transportation within the city. Covering over approximately five hectares along Palispis Highway, the planned facility is situated around 45 kilometers from the city center. It will feature dedicated loading and unloading bays for provincial and in-city transport, a staging area for buses, a passenger waiting area with commercial spaces, public parking for park-and-ride services, and designated green spaces. To address traffic impact, the terminal will have at least two access points, a dedicated right-turn slip lane, and signalized intersections for smoother traffic flow. Other planned amenities include a 24-hour security and safety system, facilities for persons with disabilities, and an information kiosk to assist passengers. The proposed project will follow the model of other existing transport terminals such as the Parañaque Integrated Terminal Exchange (PITX) and the Taguig International Terminal Exchange (ITx). A Strategic Step Toward Decongesting the City The proposed integrated terminal is expected to decongest the Central Business District (CBD) by relocating south-bound provincial buses from Governor Pack Road to the outskirts of the city. This move will lessen congestion caused by loading, unloading, and terminal activities along the said road and its nearby areas. Earlier, Architect Donna Tabangin, Head of the City Planning, Development, and Sustainability Office (CPDSO), stated that the site is an ideal location for an intermodal bus terminal as it is situated along one of the city’s major transportation corridors. She added that constructing the terminal on the outskirts of the city is considered a long-term solution to the traffic problems experienced in the Central Business District (CBD). Several city council members, such as Councilors Arthur Allad-iw and Fred Bagbagen, expressed support for the project’s noble goal, noting that it is also expected to bring economic benefits to the city by attracting entrepreneurs, particularly those from Baguio and nearby municipalities like Tuba, through commercial spaces such as the Pasalubong Center. City Council Weighs Accessibility and Passenger Costs While intended to ease congestion in the CBD, the relocation of south-bound buses raised concerns in the city council. Councilor Betty Lourdes Tabanda questioned how passengers would travel to and from the terminal, stressing the need for clear transport arrangements. City Administrator Bonifacio Dela Peña said passenger transport between the terminal and the CBD is part of the Smart Urban Mobility Project (SMUP) which includes using Tuba transport lines. However, Tabanda noted that the SMUP is not yet in place, making transport options an immediate concern. Dela Peña acknowledged that, as of now, only existing taxis and public utility jeepneys from Tuba could ferry passengers to the CBD and vice versa. Councilor Elmer Datuin likewise expressed concern over the relocation of buses to the new terminal, noting that consultations with stakeholders, including passengers, would be crucial as some might object to the relocation due to accessibility issues, especially that the city currently lacks multiple transport options such as buses and trains. Councilor Fred Bagbagen urged the proponent to address the transportation gap between the terminal and the city proper by providing a free ride. He said some passengers might only have just enough fare for their trips and that the lack of transport alternatives would force passengers to take taxis, making the additional expense a significant issue. Dela Peña admitted that the issue of in-city transportation had not been fully considered yet but would be discussed further. He mentioned that the Tuba transport line is expected to accommodate the passengers, but this will come with additional expense for commuters. The councilors also expressed concern over the P30.00 terminal fee that outgoing passengers must pay upon arriving at the terminal in addition to the cost of their bus tickets. The fee is subject to a three-percent increase starting from the third year. Councilor Vladimir Cayabas acknowledged the importance of improving passenger experience but pointed out that the added costs would burden commuters. As the city council reviews the proposed integrated terminal project, the city will explore solutions to address these concerns raised to ensure minimal impact on the public during its implementation. Once approved by the city council, the proposed project will proceed to the comparative challenge phase where other proponents are allowed to challenge the original proponent’s proposal. -Jordan G. ALIPIN AT IDOL NG BAYAN Baguio’s Alipin Ng Bayan, former Rep. Nicasio Aliping, Jr. poses with Raffy Tulfo, the idol ng bayan last Tuesday in Manila. Aliping is running anew for congressman, a position he held from 2013 to 2016. Aliping started the development of the Baguio athletic bowl with the tracks rubberized. He also worked for the automatic membership of senior citizens to the Philippine Health Insurance Insurance Corporation, increased allocation of funds for medical, educational and livelihood purposes, among others.
