Cayton urges DA to include veggie farmers in PBBM aid

Cayton has urged the Department of Agriculture (DA) to include vegetable farmers in the coverage of the Presidential Assistance for Farmers, Fisherfolk, and their Families Program (PAFFP), citing their crucial role in ensuring the country’s food supply. Cayton made the appeal during the North Luzon Growth Quadrangle meeting, where he said vegetable growers are also bearing the impact of rising production costs, unstable farmgate prices and market uncertainties. “Our vegetable farmers are also carrying the burden of high production costs and fluctuating market prices. They are an essential part of our food supply chain, and they should not be left behind in government assistance programs,” Cayton said. He said Nueva Vizcaya is among the country’s vegetable-producing provinces and serves as one of the sources of vegetables supplied to Metro Manila. Cayton added that Nueva Vizcaya plays an important role in helping stabilize vegetable supply, particularly when production problems affect the Cordillera Administrative Region, another major vegetable-producing area. “When there are disruptions in vegetable production in the Cordillera, Nueva Vizcaya helps respond to the needs of Metro Manila. This shows how important our vegetable farmers are not only to the province but also to food security in the capital and other markets,” Cayton said. He said expanding the PAFFP to cover vegetable farmers would provide much-needed support to growers who continue to face increasing costs of seeds, fertilizer, fuel, labor and transport. Agriculture Secretary Francisco Laurel Jr. said the DA is open to expanding the coverage of the program if additional funding is made available by the administration of President Ferdinand Marcos Jr. The PAFFP is a government assistance program intended to support farmers, fisherfolk and their families affected by economic challenges in the agriculture and fisheries sectors.    

Robredo, AIM explore partbership on capacity building, climate resilience

Former Vice President and current Naga City Mayor Leni Robredo visited the campus of Asian Institute of Management on May 8, 2026 to meet with academic program directors and discuss possible collaboration between the City Government of Naga and the institute. During the meeting, Robredo shared the development challenges faced by Naga City, noting that despite being geographically landlocked and constrained by infrastructure limitations, the city continues to pursue reforms aimed at improving governance and public service delivery. A major focus of the discussion was the need to accelerate digital transformation in local government operations. Robredo noted that many city government processes remain manual and underscored the importance of digitization in improving efficiency, transparency, and responsiveness in public services. The discussions also explored possible technical collaboration related to the People’s Survival Fund (PSF), the national financing mechanism for climate adaptation projects, as Naga City prepares submissions ahead of the May 29 deadline. Representatives from AIM shared insights on leadership, sustainability, public management, and digital governance, while discussing possible capacity-building initiatives for senior city officials through the institute’s degree and executive education programs. “The climate discussions are landing in the middle of a food and fuel crisis, with another El Niño looming. Building climate strategies under those conditions isn’t a technical writing exercise — it requires bringing together stakeholders and expertise that do not usually sit in the same room. That’s what AIM and Naga can do together,” said Chad Briggs, academic program director of AIM’s Executive Master in Disaster Risk and Crisis Management program. Finding Joy in routine with the Aero Dance Group at SM City Baguio

BAGUIO CITY, Philippines – For members of the Aero Dance Group at SM City Baguio, their weekly dance sessions have become more than just a way to stay active. Over time, the group has also become a familiar community where senior citizens can gather, socialize, and enjoy a simple routine together. The group, now with around 130 members, started in 2004, shared Juanita Abad, president of the Aero Dance Group. What began as a small gathering of individuals who simply wanted to exercise and stay healthy gradually grew through the years as more participants began joining regularly, eventually turning the activity into something many members now look forward to every week. Editha Puddoc, former Regional Director of NAPOLCOM-CAR, shared that being part of the group encouraged her to become more active again after retirement, while also giving her a reason to go out and spend time with friends. Beyond the routines and music, she said the sessions have become a regular gathering where friendships continue to grow through small talks and laughter at SM City Baguio. For many of the participants, holding the sessions at Baguio’s most loved mall, SM City Baguio, adds to the overall experience. Cynthia Pimpino, a 70-year-old retired professor, who has also been a member of the group for over six years, shared that the location’s accessibility, with nearby transportation and open spaces for movement, makes it easier for them to attend. Beyond the physical benefits, members spoke about how dancing positively affects their overall well-being. Some mentioned improved mobility and energy, while others shared that the activity helps lessen stress and gives them something enjoyable to look forward to each week. Many also emphasized how important social interaction becomes as they grow older, making the group an important part of their routine. While the Aero Dance Group began as a simple fitness activity, it eventually grew into a community built through shared routines and companionship. Through spaces where people can gather comfortably and stay connected, SM City Baguio continues to be a place where everyday moments can quietly become meaningful.

Magalong urges gov’t, private sector unity amid economic uncertainty

BAGUIO CITY, Philippines — Mayor Benjamin Magalong underscored the critical role of public-private collaboration during the recent Economic Survival and Growth Briefing here in partnership with the Metropolitan BLISTT (Baguio, La Trinidad, Itogon, Sablan, Tuba and Tublay) Development Authority and the Baguio Business Club. The event highlighted the need for stronger coordination between government institutions and the private sector to navigate ongoing economic uncertainties and external shocks affecting both local and global markets. A key presentation during the briefing was delivered by City Planning and Development and Sustainability Office (CPDSO) head Donna Rillera Tabangin, titled “Outlook on Fuel Price Disruption: Economic Continuity & Resiliency Planning.” It outlined pressing global risks, including the continuing conflict in the Middle East, which threatens oil supply chains, international trade routes, and financial market stability. The presentation emphasized that Baguio City, known for its service-oriented economy and reliance on tourism, is particularly vulnerable to rising fuel prices, inflation, and supply chain disruptions that could significantly impact business operations, transportation, and the overall cost of living in the Summer Capital. In response, stakeholders stressed the importance of adopting strategies centered on resilience, economic diversification, and strengthening local industries to cushion potential impacts. DepEd CAR: A home where past, present, and future meet – Dr. Donato

By Maria Aprila Cruz   CORDILLERA, Philippines (PIA) — For 38 years, the Department of Education-Cordillera Administrative Region (DepEd‑CAR) has served not just as an institution delivering quality education; it has become a home where generations of employees remain connected, guided by shared history, values, and vision. This was the core message of former Regional Director Dr. Ellen B. Donato, who served as Guest of Honor during the agency’s 38th Founding Anniversary celebration on April 30, 2026, with the theme, “DepEd‑CAR @ 38: Bridging the Future.” Speaking before officials, employees, retirees, and guests, Dr. Donato expressed deep gratitude for the tradition of inviting former employees back home every year, a practice she said keeps the spirit of the department alive across time and generations. “Calling us home every anniversary signifies a continuing relationship. This tradition makes DepEd‑CAR truly a home. A home for you to keep, for us retirees to keep coming back to, and for future employees to feel welcomed into,” she emphasized. She noted the changing face of the workforce, observing that around 50 percent of current employees are millennials, a stark contrast to the early years when the regional office was initially composed of senior personnel drawn from Regions 1 and 2 due to the lack of an approved staffing pattern. Yet despite differences in age, skills, and familiarity with modern technology like Artificial Intelligence, everyone remains united in purpose. “Whether we are adept at advanced technology or accustomed to traditional ways of working, we are all together in spirit as we pursue the department’s programs for the children of the region,” she said. From humble beginnings to enduring legacy Dr. Donato took the audience down memory lane, recalling the challenges and triumphs that shaped DepEd‑CAR. She paid tribute to the pioneering leaders, particularly the first Regional Director, Mr. Pedro Indunan, who is now 101 years old and still in good health, and the late Director Stephen N. Capuyan, who worked tirelessly to secure the regional office’s permanent site in Wangal, La Tinidad, from the Provincial Government of Benguet. She recounted how the office once operated at the Teachers’ Camp, facing uncertainty when its lease was not renewed and receiving little support from the central office at the time. Through determination and strong partnerships, the region was able to establish its own home—a testament to the resilience that defines the Cordilleran spirit, further proven when the region recovered strongly after the devastating 1990 earthquake. “We owe it to our pioneers. They did not just build an office; they built a future for all of us. Their foresight and hard work gave us the home we enjoy today,” Dr. Donato said. She also honored the 14 regional directors (five of them have already passed on)  who led the region through the years. She commended them for their contributions in improving services, systems, and facilities. Rooted in culture and values As the region welcomes its 15th Regional Director, Dr. Nicholas Capulong, Dr. Donato urged everyone to accord him full support and cooperation, citing the warm reception traditionally given to leaders assigned to the region. She emphasized that the true strength of DepEd‑CAR lies in its people and the cultural values that bind them, specifically “Inayan”, an unwritten moral code that guides conduct, promotes honesty, respect, humility, and community harmony, and serves as a reminder against wrongdoing. She also highlighted the value of “Binnadang” or mutual cooperation as essential in achieving collective goals. Donato noted that these indigenous values align with both spiritual teachings and the Civil Service Code of Ethics. “DepEd‑CAR is expected to be at the forefront in preserving, nurturing, and creating a ripple effect of our unique Cordilleran identity as generations unfold,” she stressed. Respect, health, and belongingness Addressing the rank‑and‑file employees, Dr. Donato gave heartfelt advice to perform their duties with excellence, but never at the expense of their health and well‑being. She urged everyone to take annual medical check‑ups seriously and care for one another in the workplace. She also shared the concept of the “Law of the Two Feet,” explaining that employees have the freedom to transfer or move elsewhere if they feel they are no longer valued or effective. However, she noted that the strong sense of belongingness in DepEd‑CAR often makes people choose to stay and contribute for as long as they are needed. “Everyone is important in the organization regardless of position, age, or origin. Remember: bosses come and go, but you remain as the workforce. Respect each other, cooperate with whoever leads us, and keep the spirit of unity alive,” she said. In closing, Dr. Donato remembered with fondness and prayer the former officials and employees who have passed on, describing them as the “missing link” that remains cherished in the hearts of the DepEd‑CAR family.  She called the retirees the “alumni” of the department, forever grateful that they are always welcomed back home. “Once a part of DepEd‑CAR, you always belong. USTDA Backs New Airport Development in the Philippines

Manila, Philippines – The U.S. Trade and Development Agency is supporting the development of a new international airport in Metro Manila, Philippines, that will strengthen secure transportation links with the United States. USTDA announced funding today for a feasibility study on the proposed Sangley Point International Airport, which would ease congestion at Manila’s existing airport and serve as a key international aviation gateway for the Philippines. The study will further high-quality infrastructure to serve the Philippines’ projected aviation needs and define strong security measures to protect direct flights to several major U.S. aviation hubs. “The high volume of direct international travel between the United States and the Philippines reflects the steadfast friendship of our two countries, and we share a desire to see passenger traffic flourish safely and efficiently,” said Thomas R. Hardy, USTDA’s Deputy Director. “This project is one of many shared priorities with the Philippines government to achieve our collective goal of a free and open Indo-Pacific.” USTDA awarded the funding to Philippine project developer Cavitex Holdings Inc. (Cavitex), which selected California-based The S-A-P Group, LLC (SAP) to conduct the study. SAP will provide U.S. technical expertise to guide the airport’s development, including air traffic forecasts, financial analyses, and recommendations for advanced security screening at an airport expected to have direct flights to the United States. The study will also promote the adoption of trusted U.S. solutions, including screening technologies, airport construction components, safety and security equipment, telecommunications networks, and consulting services. The project aligns with the Luzon Economic Corridor effort aimed at strengthening connectivity and economic resilience across a key region of the Philippines. Sangley’s construction will address Manila’s rising travel demand and air traffic congestion by expanding the city’s capacity for both cargo and passenger traffic. Metro Manila is currently served by Ninoy Aquino International Airport, which served approximately 52 million travelers in 2025. Leonides J.M. Puerto Galera record strong tourist arrival growth in early 2026

PUERTO GALERA, Oriental Mindoro, Philippines — Puerto Galera continues to demonstrate a strong tourism recovery and sustained growth after the municipality recorded high tourist arrivals during the first four months of 2026. Based on data from the Municipal Tourism Office, nearly 150,000 tourist arrivals were recorded from January to April 2026, showing continued growth compared to the same period in 2024 and 2025. Tourism arrivals in 2026 surpassed the figures recorded in 2025 and showed a significant increase from 2024, reflecting the municipality’s steadily improving tourism performance in recent years. The highest number of arrivals this year was recorded in April with close to 60,000 visitors, highlighting the continued influx of tourists during the peak summer season. The latest figures also show a major improvement compared to the pandemic years of 2020 and 2021, when travel restrictions and health protocols significantly affected tourism activities nationwide. Since the gradual reopening of tourism in 2022, Puerto Galera has continued to experience steady growth in visitor arrivals, with tourism numbers consistently improving each year. Despite ongoing global economic challenges and the effects of the continuing conflict in the Middle East, Puerto Galera’s tourism industry has remained resilient, with travelers continuing to choose the municipality for leisure, adventure, and summer getaways. According to Vice Mayor Rocky D. Ilagan, the increase in tourist arrivals can be attributed to ongoing infrastructure developments, especially those funded by TIEZA, continuous tourism promotions, major tourism-related events, improved accessibility, and the collaborative efforts of the local government and tourism stakeholders in ensuring a safe, organized, and enjoyable experience for visitors. Clarkland features animatronic theme park and outdoor museum

  CLARK, Pampanga – Tourists are now flocking to Dinosaurs Island, an interactive, animatronic theme park and outdoor museum located inside Clarkland in the Clark Freeport Zone in Pampanga, Philippines. Designed as an educational adventure for families and students, the park uses life-sized mechanical dinosaurs, sensor-activated movements, and realistic sound effects to recreate the ancient Mesozoic era. The park encompasses a forest trail setting to enhance the jungle environment. Cebu Pacific named most punctual Philippine Carrier in April 2026
