PWD has new livelihood center at Orchidarium

  Mayor Benjamin Magalong led the ribbon cutting of the newly constructed livelihood center for the PWD at the Orchidarium, Burnham Park, last March 28. Mayor Benjamin Magalong stated that the livelihood center initiative intends to provide a dedicated area for people with disabilities to showcase and sell their products. The livelihood center is designed to empower disabled people by allowing them to enhance their entrepreneurial skills. It also takes a vital step in empowering its PWD community by providing them with the tools and opportunities they require for personal and economic progress. Vice Mayor Faustino Olowan, Dr. Samuel Aquino, head of the Persons with Disability Affairs Office (PDAO), Engr. Stephen Capuyan, assistant head of the City Building and Architecture Office(CBAO), members of the City Council, and the PWD community were also present at the ceremony. Aside from being a marketplace, the center will also act as a café, providing career opportunities for people with disabilities as staff members and service staff. Dr. Samuel Aquino, PDAO Head, emphasized that to work and show their goods, PWD folks must be members of Baguio’s Persons with Disability Cooperative. Only registered members will have access to the free livelihood space, guaranteeing that the center directly serves the local PWD Community.

The FPRRD’s Arrest By ICC   The arrest by the International Criminal Court (ICC) of former President Rodrigo Duterte on March 11 for the allege crime against humanity committed during his bloody “war on drugs” from year 2011 up to 2019 is seemingly a jigsaw puzzle seeking an answer to whether it was legal or illegal. The war on drugs that allegedly killed thousands of suspected drug addicts, peddlers, users and runners may put FPRRD to become the first former head of state to go on trial. From a family vacation in Hong Kong, the former president was arrested at NAIA on warrant by the ICC, course through the International Criminal Police Organization or Interpol, and brought to Villamor Air Base where a chartered Gulfstream G550 jet plane was waiting and later brought him to The Hague, Netherland where the headquarters of ICC is located.   While FPRRD was held inside the plane, a social turmoil was heating up. Mixed reactions was beginning to stir among citizenry. Comments of two sides of the coin were and still echoing over the radios, televisions and social media platforms: questioning the legality of the arrest of a Filipino citizen in his own country by foreign ICC, and the legal order or the process of the arrest of the former president; while others expressing their relief and approval. Vloggers are feasting the event, uploading their contents to express support or to counter the arrest. National figures are in the lime lights: condemning or commending the actions of the ICC and the people executing the order of arrest. Since the arrival of Duterte in The Hague, Netherland, supporters organized protest rally here and abroad condemning the allege illegal arrest of the former Philippine leader, and urging the Philippine government to order the ICC to bring back home Duterte. Even the Presidential Sister Senator Imee Marcos started a Senate inquiry regarding the arrest. In a live streaming, Senator Marcos, head of the Senator Committee on Foreign relations, has started an investigation into the matter, which she said has divided the nation. In response, the government expressed its willingness to extend full cooperation and there “will be no effort from the Malacañang to prevent such proceedings.” Presidential Communications Office (PCO) press officer Undersecretary Claire Castro said the administration will fully cooperate in the investigation. Former president Duterte questioned his arrest saying that the Philippines has long withdrawn its membership from ICC. But the Department of Justice clarified that while the Philippines had withdrawn its membership from ICC, the nation remains a member of the International Criminal Police Organization (Interpol), which executed the arrest with the cooperation of the Philippine National Police. President Marcos earlier explained that the assistance provided by the government for Duterte’s arrest was not in compliance of the ICC arrest order since we are already withdrawn or membership from the International Court. However, we have to comply our commitment to the Interpol, which we are active member, which was tapped by the ICC to implement the order. The President recognizes that the ICC does not have jurisdiction over the Philippines. Hear’s To Watch: The arrest and bringing of former president Duterte to Netherland, whether legal or illegal, clearly induced disunion among Filipinos, and this is dangerous to national security and stability. There is also a great danger that the issue may be utilized as political campaign material to solicit votes for the coming May elections this year or in 2028, or even support to create destabilization. One could say that this is no longer an election of platforms covering economic recovery, developmental policies or social issues; and instead, an election of pro-Duterte against anti-Duterte. And one could provoke the other to start what is unwanted. But the people may still help the Mother Country. The people should learn better, analyze the story, understand the issue and not the person. Then decide, which party will you support? Or Who you will vote to save our nation?

SM City Baguio inspires Future Environmental Planners with Sustainability Tour

Baguio City – SM City Baguio continues to be a model for sustainable urban development as it recently hosted a Sustainability Tour for 82 students from the University of Northern Philippines (UNP). The students, who are taking up the Bachelor of Science in Environmental Planning under the College of Architecture, explored the mall’s sustainability efforts and applications of eco-friendly practices that can be implemented in communities nationwide. Among the key highlights of the tour was the Electric Vehicle (EV) Charging Station, which supports the shift to sustainable mobility by encouraging the use of electric-powered vehicles. The students also explored the Rainwater Catchment Facility, a vital infrastructure that collects and reuses rainwater, contributing to the city’s water conservation efforts and ensures a sustainable water supply within the mall premises. Another key stop on the tour was the Greening Area, where pine tree saplings are cultivated before being relocated to reforestation sites across Baguio. This initiative reflects SM City Baguio’s continued dedication to environmental sustainability and urban greening efforts. The tour highlighted SM City Baguio’s commitment to Waste Segregation and Management. The mall implements a strict waste segregation system to ensure proper disposal and recycling of waste materials. By promoting responsible waste management, SM aims to minimize its environmental footprint and encourage sustainable practices among tenants and shoppers. Students were also introduced to the mall’s Natural Lighting Design, which maximizes daylight to reduce the need for artificial lighting. As an open-air mall, SM City Baguio operates without traditional air conditioning, significantly reducing energy consumption while providing a naturally ventilated and comfortable shopping environment. Program Head Ludivina Lozano of UNP’s BS Environmental Planning program emphasized the importance of seeing these initiatives firsthand, noting that such ideas can be introduced in communities nationwide to promote energy efficiency and sustainability. Through this Sustainability Tour, SM City Baguio reinforced its commitment to eco-friendly mall operations, inspiring future environmental planners to adopt practical and innovative green solutions in their fields. This initiative is part of SM’s larger mission to integrate sustainability into urban spaces and cultivate environmental awareness among future leaders.          

P18-M marijuana plants burned in Benguet

    KIBUNGAN, Benguet – Personnel of the Philippine Drug Enforcement Agency (PDEA)—Cordillera Baguio/Benguet Provincial Office and Kibungan Municipal Police Station, uprooted and burned more than 90,000 fully grown marijuana plants in a two-day eradication operation in separate mountain ranges of Kibungan, Benguet, on April 1-2. It was learned that the group climbed the hills of Sitio Loccok, Barangay Badeo and uncovered 9,000 square meters of marijuana plantations worth a total of P18,000,000.00 Authorities burned all marijuana plants in the area, including 50,000 plants from the first lot worth P10,000,000.00 and approximately 40,000 plants worth P8,000,000.00 from the second lot. According to PDEA, although they did not arrest any cultivators, they will continue to conduct marijuana eradication in plantations in various parts of the Cordillera.By Zaldy Comanda      

Globe rolls out green tech to expand connectivity in remote communities

Globe is expanding access to reliable telecom services in rural communities with a cost-efficient green technology that addresses long-standing barriers to digital inclusion. For years, delivering mobile coverage to far-flung areas demanded substantial investments in large-scale macro cell sites, where the high costs of equipment, site leasing or acquisition, and maintenance made reliable 2G and LTE service financially unfeasible in sparsely populated regions. Through a solution called RuralLink, Globe aims to address these challenges to narrow the digital divide and expand its coverage. “Providing connectivity to all Filipinos demands solutions that are both cost-efficient and eco-friendly. Through our strategic partnerships, we are pushing the boundaries of network technology.  RuralLink enables us to reduce our carbon footprint and power consumption while ensuring that no community is left behind in the digital age,” said Joel Agustin, Globe Head of Service Planning and Engineering. RuralLink merges the capabilities of multiple antennas into a single, compact unit, reducing capital outlay and operational expenses, and simplifying installation. RuralLink will initially cover 20 locations, with plans for further expansion as Globe brings connectivity to more underserved and unserved areas. RuralLink’s lighter build – weighing 101 kg less and occupying 48 liters less volume than standard macro sites – decreases material usage and structural load, making installations easier, faster, and less expensive. At the same time, compared to typical macro sites, RuralLink consumes 65% less power and can potentially reduce approximately 4,800 kCO2e (kilograms of carbon dioxide emissions equivalent) of greenhouse gas emissions for each site per year. The deployment of RuralLink is another step towards Globe’s goal of making connectivity more accessible and sustainable to drive inclusive digital growth across the country.

 Hedcor Scholar’s Journey to Becoming a Doctor This Women’s Month, Hedcor celebrates women who break barriers and inspire change. In a small classroom in Barangay Ampusongan, Bakun, Benguet, a young Michelle Mariacos once sketched a stick figure of herself—a girl in a white coat, a stethoscope around her neck. It was a simple drawing, but for Michelle, it was a promise. “That little drawing was my dream. I wanted to become a doctor, even if it felt impossible at the time,” she recalls. For many young women in rural communities, pursuing a career in medicine comes with significant challenges. Limited financial resources, lack of access to opportunities, and societal expectations often place higher education out of reach. But Michelle refused to let these challenges define her future. Education as a tool for women empowerment Michelle watched her parents—both government employees—struggle to provide for their family. Their combined monthly income of ₱8,000 was barely enough to cover daily expenses, let alone tuition fees for three college students. “I wanted to pursue medicine, but I knew it would be a financial burden on my family,” Michelle said. “At one point, I considered taking a different course—one that was more affordable, but not what I really wanted.” In 2016, an opportunity changed her path—she became a Hedcor scholar. Hedcor operates three run-of-river hydropower plants in Bakun, Benguet where it supports local communities through education and development initiatives. Through Hedcor’s scholarship program, Michelle received financial support for tuition, books, and other academic needs, allowing her to focus on her studies. She completed her Bachelor of Science in Pharmacy at Saint Louis University as a pre-med course before moving on to medical school. Her dedication and academic excellence later earned her a full government scholarship grant, further supporting her journey toward becoming a doctor. “Hedcor’s scholarship was more than just a financial assistance. It was a vote of confidence—an assurance that my dream was worth pursuing,” she said. Beyond financial aid, Hedcor’s support also provided mentorship and encouragement, helping scholars like Michelle navigate the challenges of higher education. “Knowing that an organization believed in me and my potential gave me the motivation to keep going,” she added. A New Generation of Women in Medicine In October 2024, after years of training and perseverance, Michelle passed the Physician Licensure Exam, officially earning her title as a medical doctor. She is now Dr. Michelle Mariacos, Medical Officer III at Benguet General Hospital. “Becoming a doctor was never just about achieving a personal goal—it was about giving back to the community,” she said. “I understand what it’s like to lack access to resources, and now, I have the opportunity to provide care for those in similar situations. ” Beyond her hospital work, she actively participates in medical missions and community outreach programs, ensuring that underserved communities receive essential healthcare services. “I owe so much to the people who supported me, including Hedcor. Now, it’s my turn to do the same for others. I want young women to know that they belong in any profession they choose, including medicine,” she said. Supporting Women in STEM and Beyond Hedcor has supported over a hundred scholars, including many young women pursuing careers in STEM, education, and healthcare. Dr. Michelle Mariacos is one of them, demonstrating the initiative’s meaningful impact. Hedcor’s Vice President for Corporate Services Noreen Vicencio emphasized the role of education in promoting gender equality, “When we invest in education, we create opportunities not just for individuals, but for entire communities. Dr. Mariacos’ story is an example of how access to education can break barriers and open doors for women in any field they choose to pursue. ” This Women’s Month, Hedcor continues to support initiatives that empower women through education, ensuring that more young girls have the chance to pursue their chosen careers—regardless of the challenges they may face. Catandunganon farmer named 2024 Outstanding Rural Woman

The Provincial Government of Catanduanes and the local agricultural community proudly celebrate Sonia S. Padilla, who has been named the 2024 National Winner of the Department of Agriculture’s Search for Outstanding Rural Women. Padilla, known as Tiya Lolay, stood out among eight of the country’s top contenders, securing an impressive 92% rating in the final evaluation. She was formally recognized on March 28, during the awarding ceremony at the Bureau of Soils and Water Management (BSWM) Convention Hall in Quezon City. This prestigious award honors rural women who have made exceptional contributions to agriculture, rural development, and food security. A symbol of resilience and innovation, Padilla has transformed her 2.9-hectare RGSP Farm into a thriving model of integrated and diversified farming, producing rice, watermelons, lowland vegetables, peanuts, tilapia, and various livestock and poultry. She champions organic and climate-resilient agriculture, implementing sustainable practices such as planting wind-resistant and flood-tolerant crops, adopting soil and water conservation measures, and utilizing Integrated Pest Management (IPM) and off-season planting. One of her most notable innovations, an organic fruit fly attractant made from sugar and tuba, has been widely adopted by local farmers. Beyond her success in farming, Tiya Lolay is a dedicated mentor and trainer, sharing her expertise to empower fellow farmers and advocate for sustainable agriculture. Through her leadership, she has helped strengthen community-based farming practices, proving that women are at the forefront of agricultural transformation. Her victory is also a testament to the strong support from the Municipal Government of San Miguel, the Department of Agriculture – Regional Office V, the Provincial Government of Catanduanes under Governor Joseph C. Cua, and the Provincial Agricultural Services Office headed by Provincial Agriculturist Ace William Tria. This national recognition cements Tiya Lolay’s legacy as a trailblazer in Philippine agriculture, inspiring future generations of farmers to embrace resilience, innovation, and sustainability.
