PBBM designates Atty. Agas as SSS officer-in-charge

President Ferdinand R. Marcos Jr. named Social Security System (SSS) Executive Vice President for the Branch Operations Sector Atty. Voltaire P. Agas as the Officer-in-Charge (OIC) of SSS. In a memorandum signed by Executive Secretary Lucas P. Bersamin dated October 17, Agas was designated as the OIC of the state-run pension fund to ensure the continuous and effective delivery of public service to its members, pensioners, and their beneficiaries. Agas started his career at the SSS in 2012 as its Chief Legal Counsel, a position he held until 2022. Since March 2022, he has been overseeing all SSS branch operation activities nationwide, including membership expansion programs, contribution collections, and benefit processing. He is a seasoned public servant with more than three decades of government service in various capacities, such as in the Public Attorney’s Office (PAO), National Prosecution Service, both under the Department of Justice (DOJ), and as a trial judge in Quezon City.  He is the first career official coming from the ranks of the SSS to be designated to serve as its OIC. After obtaining his law degree from the San Beda University, Agas began his legal career as a PAO lawyer, which he held from 1989 to 1994. His exemplary service as a public attorney has earned him the Outstanding Public Servant Award, a recognition recently given to him by PAO in August 2024 during the 8th MCLE-Accredited National Convention of Public Attorneys. In the private sector, after graduation from the University of the Philippines, he was engaged as a socio-economist in community development projects under the Asian Development Bank and the World Bank.  As a lawyer, he had more than a decade of experience as a corporate legal manager and chief compliance and governance officer in the Ayala Life Insurance Group now known as the BPI AIA Life Assurance Corporation (BPI AIA). He replaced Commissioner Robert Joseph M. De Claro who was earlier designated by the Social Security Commission (SSC), the policymaking body of the SSS, as the OIC to ensure the continuous day-to-day operations of the pension fund “until a replacement is designated or appointed by the President.”  De Claro will remain a member of the SSC, wherein he represents the Employers’ Group.

It was a double-double performance for Lee on his debut as he added 12 rebounds, seven assists and five steals on his stat sheet last Saturday at the Benguet Sports Complex. Earlier, Lenard Cabanes had a 19-6-1-3 (points-rebounds-assists-steals) performance to lead Itogon to a 112-66 rout of Kibungan. The 46 point margin was also the biggest yet in the two week old tournament backed by Rep. Yap, the ACT-CIS Partylist, the office of Gov. Melchor Diclas and Media for Sports Development. Bokod took its second win in the tournament with Rey Bilibli leading the team past Mankayan 81-58. The former University of Baguio guard led the Ambuklao Dam residents with a 22-7-7-5 performance to win top individual honors that day. Arvin Gamboa and sharpshooter Kyle Naisod scored 22 and 18 points, respectively, to bounce back from a one point loss to powerhouse La Trinidad with a 76-69 conquest of Kapangan. Jervie Calivo, meanwhile, scored nine of his 14 point effort in the third quarter to turn a seven point halftime lead into a 12 point advantage after the third quarter as Tuba outlasted Tublay 73-57, for the team’s second win. On Tuesday, in Sablan, Calivo scored a low 10 markers to help Tuba past Kapangan, 58-53, for the team’s third win in four games. Calivo also became the first player to win back to back individual honors in the league. Khurt Ciano had just nine points, but was enough to lead Sablan to a 50-48 victory of Tublay at home also Tuesday. No Sablan player scored in double digit. The 98 combined points is the lowest in the league, while the 50 is the lowest winning score and 48 is the lowest losing score. On Wednesday night, Commissioner Roderick Osis announced the cancellation of games that was supposed to be held at Kapangan. Osis in his announcement wrote: “With tropical cyclone signal number 3 already hoisted in the Province of Benguet and other parts of North Luzon, the scheduled game(s) tomorrow, October 24, in the Municipality of Kapangan,… will be cancelled and will be moved to a later date.” The games slated in Kapangan are between Bakun and Tubay and host Kapangan against Buguias. “The safety of all participants and attendees is our top priority, and with the current weather situation, it is in the best interest of everyone to avoid unnecessary risks,” he added. There will be no games on Saturday in basketball but the volleyball games will be hosted by Sablan in October 27. The games will see Tuba eye its second win when it meets a debuting Kabayan at 8:00 AM, Itogon hopes to bounce back after defaulting its game last Sunday against Kibungan when it crosses path with Bakun. Itogon became the first ever team in the Yap Cup to have its game defaulted for failing to arrive on time. At noon, it will be Bokod trying to earn its second win against a beefed up but winless Buguias, then it will be Atok against Mankayan. The last game will see the first biggest game when favorite Sablan tests another touted team in La Trinidad. U.S. Peace Corps launches toolkit to strengthen   community disaster preparedness

Manila —The United States Peace Corps, with support from the U.S. Agency for International Development (USAID), recently launched the Disaster Risk Reduction (DRR) Toolkit, a comprehensive training guide designed to help Peace Corps Volunteers and their partner communities build resilience by enhancing their disaster preparedness capability. The DRR Toolkit contains resources on developing disaster preparedness strategies, conducting risk assessments, managing community resources, and strengthening early warning systems.  As an inclusive training guide, the DRR Toolkit promotes the active participation of all community members in pre-disaster planning. From October 14 to 18, the Peace Corps gathered 28 of its Volunteers, staff, and work partners from the Philippine government and non-government institutions for an orientation-training based on the DRR Toolkit in San Mateo, Rizal. Funded by USAID, the training program deepened collaboration and knowledge exchange between the Peace Corps and its work partners, helping strengthen the disaster preparedness programs of local communities. “The DRR Toolkit is a vital resource for helping communities build resilience and reduce the impact of disasters and extreme weather events,” said Peace Corps Philippines Country Director Marguerite Roy.“The toolkit is very inclusive and can be easily integrated and used as a guide in the participatory planning and mentoring activities in the communities,” said Engineer Raoul Cam of the City Planning and Development Office of Ormoc City, Leyte.  “I will be glad to endorse the toolkit to my colleagues in the local government unit and partners in other sectors that are involved in the DRR advocacy.” To help participants observe DRR practices in action, they also visited the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) office and the Marikina City Disaster Risk Reduction and Management Office. Since its establishment in 1961, over 9,300 Peace Corps Volunteers have served alongside host communities across the Philippines to address the country’s most pressing development priorities, including the disaster preparedness of vulnerable communities.

Zambo City hosts 7th National Sardines Congress

The 7th National Sardines Industry Congress and Trade Exhibit 2024, organized by the SOPHIL Fishing Association, Inc. reels off in Zamboanga City Wednesday, October 23 to 25. Mayor John Dalipe and other city officials graced the opening program with Agriculture Undersecretary for Fisheries Drusila Ester Bayate, representing Secretary Francisco Tiu Laurel Jr. as guest of honor. The event, themed “Sardinescape: Sustaining Sardine Seas Through Innovation, Collaboration and Climate Change Adaptation,” brings together the major players/ stakeholders in the fishing and canning industry to discuss strategies to ensure sustainable use of the fish resource which is a major industry in Zamboanga Peninsula and other parts of Mindanao. Zamboanga City, known as the sardines capital of the Philippines, hosts the national event anew. Highlight of the congress is the Sardines Industry Trade Exhibit. WPS provincial caravan launched in Zambales

Salvana OLONGAPO CITY – In a unified effort to safeguard and sustainability manage the West Philippine Sea (WPS), the Department of the Interior and Local Government (DILG), in partnership with various national government agencies, provincial and local government units (LGUs), academic institutions, and civil society organizations, launched the Provincial Caravan for the WPS in Zambales on October 22, 2024. The event was held at the SMX Convention Center in Olongapo City, Zambales. Titled “Bayanihan Adhikain, Bayanihang Aksiyon para sa Kaunlarang Dagat ng Pilipinas,” the initiative builds on the memorandum of the first-ever National Summit for the West Philippine Sea, held in August 2023. The summit, which gathered 500 participants from provincial, city and municipal LGUs, as well as national agencies, academia, and environmental organizations, resulted in the creation of comprehensive national and provincial action plans aimed at protecting the WPS, ensuring food security, and promoting inclusive economic growth. Zambales Governor Hermogenes Ebdane Jr. was the guest of honor at the gathering. where he gave a report on the preparations being made by the province for the fishermen of the province. In his speech, the governor said that they intend to present the plan of the province in relation to the problems faced by the fishing sectors here. Among his announced program is the formation of a cooperative for more than 27,000 fishermen as well as the establishment of the Zambales Maritime Council that will serve as a guide for the cooperatives to be built. The Zambales Provincial Caravan marks the fifth provincial caravan, following previous ones held in Puerto Princesa City, Palawan (May 02, 2024), Batac, Ilocos Norte (August 19, 2024), Vigan City, Ilocos Sur (August 28, 2024) and La Union (September 18, 2024). These caravans were designed to disseminate the WPS action plans further and encourage their integration inti local development plans and strategies. The program commenced with a situationer and video presentation highlighting the value of WPS, followed by detailed discussions on the national and provincial action plans. As the lead convenor, the Department of Interior and Local Government (DILG) emphasized the importance of collective action in protecting the region and its sustainable management. The event concluded with the signing in the commitment wall and the official launch of the “Bayanihan Adhikain, Bayanihang Aksiyon para sa Kaunlarang Dagat mg Pilipinas (Gawad Bayanihang Aksiyon)” initiative. This initiative is supported by Tanggol Kalikasan’s  project, “Restoring the Resources for Economic Sustainability of the West Philippine Sea (RESTORE-WPS),” under the United States Agency for International Development (USAID) program, facilitated by the Gerry Roxas Foundation.
