BAGUIO CITY, Philippines – The Best Performing Barangays in different categories are awarded in the presence of the respective grassroot level unit officials, Department of Interior and Local Government (DILG) Regional Director Atty. Anthony Nuyda as keynote speaker, Baguio City Field Office (BCFO) Director Millicent Carino, Congressman Mauricio Domogan, Mayor Benjamin Magalong and Vice-Mayor Faustino Olowan who share their messages during the program today, Nov. 21, at the Newtown events center,Baguio City. In the DILG Best Performing Barangays Kalinisan Program; Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay, Slaughterhouse (Santo Nino), Scout Barrio, Middle Rock Quarry, Atok Trail and Upper Market Subdivision topped the category while for the Barangay Kalinisan Day (BARKADA); Middle Rock Quarry, Andres Bonifacio, BAL-Marcoville, Brookspoint, Lower Lourdes Subdivision, Fort del Pilar, West Bayan Park, North Central Aurora Hill, Kabayanihan, Malcolm Square-Perfecto, Imelda Village, Scout Barrio and Magsaysay Private Road are all winners. Still with the DILG Kalinisan Program, the Barangay Road Clearing Operations (BARCO), barangays Camdas, Gabriela Silang, Scout Barrio, Quezon Hill Proper, Aurora Hill Proper, Andres Bonifacio, Manuel Roxas and Guisad Surong acquired the score for the win. In the category Social Protection and Sensitivity; the most outstanding barangays are: For Nutrition – Atok Trail, For Persons with Disability (PWD)-Friendly – Slaughter House Area (Santo Nino), For Sustainable Local Development – Country Club Village, For Reading Center – Upper Rock Quarry, For Child-friendly – Upper Rock Quarry, For Senior Citizen’s Organization – Gabriela Silang, For Women’s Organization – Atok Trail, For Gender and Development – Happy Hallow, In Environmental Management, the most outstanding in health, sanitation and environmental protection and management is Scout Barrio barangay. The most outstanding business-friendly and competitive barangay is South Sanitary Camp. The most outstanding in financial housekeeping is Hillside, while for disaster risk reduction and management, the most outstanding is Palma Urbano. For Safety Peace and Order, Abanao-Zandueta-Chugum-Kayang-Otek (AZCKO) has the most Outstanding Barangay Lupong Tagapamayapa; while runner-ups are Palma and Slaughter house area. Hall of Justice grounds break in Lucena City

Suarez led the groundbreaking rites of the Hall of Justice-Lucena City, Thursday morning, Nov. 20, in Barangay Mayao Parada, here. The event was graced by Supreme Court (SC) justice Midas Marquez, SC associate justice Raul Villanueva, Court of Appeals (CA) court administrator, CA associate justice Robert Marcon, regional and municipal trial court judges in Lucena City and Quezon, members of the Integrated Bar of the Philippines (IBP)- Quezon chapter, and Public Attorney’s Office. Suarez, who initiated the Justice Hall, is to be constructed on a portion of a three-hectare lot donated by former Quezon Governor Danilo Suarez. Lucena now has a justice hall, which is to be built to serve the people by providing a necessary and appropriate space for the work of the judicial branch. Suarez said it took almost six years for the project to be realized. The construction is a milestone in judicial history in this city. Suarez also announced that the Supreme Court has allotted P800 million.

Veloria Subic Bay Freeport — A medical doctor received the highest honors as Subic Bay Metropolitan Authority (SBMA)’s recognized outstanding employees during the Employee of the Year 2024 Awards Ceremony. SBMA Chairman and Administrator Eduardo Jose L. Aliño lead the awards ceremony and welcomed guests and awardees to the event. “Our finalists, chosen through a rigorous process, truly embody what it means to be a breed apart. Employees who go beyond routine, think outside of the box, and serve with creativity, integrity, and compassion. Public service is both a responsibility and an honor. It is not defined by rank nor title, but by the trust we uphold, and the excellence we bring to even the smallest task. Transparency, accountability, and dedication are the values that elevate the ordinary work into extraordinary service,” Aliño said. Dr. Arlene Cesa of the Support Services Group, a Medical Officer IV and officer-in-charge of the Medical Division of the Public Health and Safety Department, was named SBMA Employee of the Year (EOY) 2024-Category 2 during the awards ceremony held at the Subic Bay Exhibition and Convention Center (SBECC) on November 17. In her acceptance speech, Cesa accepted the award not only for herself as an individual, but for her entire department. “This is not about one person, but about the whole of Public Health and Safety Group, particularly the Health and Safety Department, in both creation and redemption. When we offer our daily efforts in union with the Lord, our profession becomes more than labor. It becomes a way to sanctify the world,” Cesa said. “The journey of becoming a health care professional humbles us. We can encounter human sufferings, face our own limitations, and realize we can’t fix everything. And that’s okay. That awareness makes us more approachable, more compassionate, more humane. Humility makes us more humane, and our patients will feel that. Our patients will not only remember our medical knowledge. But they will definitely remember how we made them feel,” Cesa added. Cesa is well-known in the agency for her calm demeanor towards patients and her colleagues, as she demonstrates a team-player mentality. In the span of 24 years in the agency, it has been her practice to accommodate patients even when off-duty, stay beyond working hours when needed, and even volunteer as a reliever for her colleagues. Her bottomless source of energy has pushed several health-related projects to be implemented by the department, such as the quarterly health caravan, which is an information campaign involving SBMA employees and SBF stakeholders alike, as part of the agency’s bid to secure certification of ISO 45001:2018, or the Occupational Health and Safety International Standards. Other contenders in the Category 2 were Julious Macam of the Chairman & Administrator’s Group, Beatrix Anagaran of the Business & Investment Group, Librado Canara, Jr. of the Operations Group, Roderic Grueso of the Public Services Group, and Rossell Abuyo of the Regulatory Group. Meanwhile, Helen Castillones of the Regulatory Group bagged the EOY 2024 in Category 1. Catillones holds a Secretary I position in the Ecology Center, and does overall administrative tasks for the department. But she also works in the Policy and Monitoring or Waste Management Division. Despite the tasks at hand, she finished her Bachelor’s Degree in Office Management in August 2024. She became a finalist for taking charge of the regular recycling day in housing areas in the Subic Freeport in Binictican, Kalayaan and Cubi. She also initiated the department’s digitization of records and trained personnel from the Pastolan Forest Conservation Group on filing and data management. Other contenders in Category 1 were Grace Encina of the Chairman & Administrator’s Group, Cresencia Maulas of the Business & Investment Group, Marifel Sazon of the Operations Group, Marjorie Anne Tiania of the Public Services Group, and Sheila Mae Mari of the Support Services Group. The EOY 2024 Awards ceremony was followed by the Loyalty Awards ceremony, where 175 service awardees were recognized, including a posthumous awardee. These awardees include employees who served the agency for ten years, 15 years, 20 years, 25 years, and 30 years.

P700k reward for Kalinga weaver killer

TABUK CITY, Kalinga, Philippines – The reward for anyone who can provide information against the suspect who killed Irene Campilis Gayamos, a well-known weaver in Purok 6, Bulanao, Tabuk City, Kalinga, on November 12 has been increased to P700,000. During the Kalinga Provincial Peace and Order Council meeting held on November 17, Gov. James Edduba approved the total of P700,000, P500,000 for the reward and P200,000 for the mobilization of the formed Task Force Irene, based on the request of Provincial Director PCol.Gilbert Fati-ig. On November 20, the Lubuagan Municipal Peace and Order Council, headed by Mayor Joel B. Tagaotao, allocated an additional P200,000, to help and expedite justice for the victim’s death. It can be recalled that on November 12, at around 2:39 p.m., Irene, 30, a member of the Mabilong Weaver Community of Lubuagan, was found dead inside her house, believed to have been stabbed with a bolo knife by an unidentified suspect. The police have yet to determine the cause or motive for the brutal killing. Irene is the wife of police officer Alloy Gayamos. Fati-ig called on the public to refrain from spreading unverified information that could hinder the investigation and cause unnecessary fear or confusion, especially on social media, as authorities continue their efforts to provide justice for the victim’s death.

Police nets security guard in bank holds-up in Zambales

Veloria IBA, Zambales, Philippines – Police operatives arrested on Thursday, November 20, a security guard involved in holding-up Good Money Bank he was supposed to protect and carted away ₱670,070.00. Provincial Police Director Colonel Benjamin Ariola identified the suspect as Gerson Rebultan, security guard of CVO Security Agency detailed at Good Money (GM) Bank, located at Purok 1, Barangay Palanginan, this municipality. According to the initial investigation conducted by officer-on-case MSgt. Enrico Manaligod Jr., at around 12:05 in the afternoon, SG Rebultan approached Richard Lopez, 51, Area Manager of GM Bank, and pointed his Cal. 38 service revolver to Lopez and declared a hold-up. The report failed to mention if there were other persons inside the bank when the crime was committed. However, it was mentioned that Rebultan was able to take away ₱670,070.00 and a cellphone, and fled the area using a tricycle of one Henry Uy. Follow-up operations resulted in the recovery of the “get-away” tricycle abandoned at a gasoline station in Bgy. Dirita, Iba, Zambales. Maj. Delos Reyes ordered an expanded follow-up operation to track down Rebultan and bring him to the fold of justice. Early dawn on Thursday, a restaurant crew complained about the civilian customer who entered their establishment with a gun. Col. Ariola dispatched a team to investigate, and spotted Rebustan and was arrested. Police confiscated in the possession of Rebultan, the service firearm, suspected shabu, and a grenade, and various denominations of cash. There was no report about the ₱670,070.00. The suspect is now in the custody of the police while awaiting various charges, including robbery, carnapping, illegal possession of illegal drugs, and more.

Two dead, one missing in Apayao landslide

KABUGAO, Apayao, Philippines – Two people died, while one is missing after a massive landslide hit an area in Sitio Purag, Barangay Badduat, Kabugao, Apayao this morning, November 20. Mayor Bensmar Ligwang and Vice Mayor Frederick Amid personally led the Search, Rescue, and Retrieval Operations together with the MDRRMC in responding after receiving reports of the landslide incident. According to Ligwang, the two bodies were recovered at around 11:37 a.m., identified as Ezra Paul Olsim, 24, of Baguio City and Alyas Nestor,”27, of Itogon, Benguet, while search operations are ongoing for another victim identified as Alyas Marlo. It was learned that the landslide incident was the result of continuous heavy rains brought by the Northeast Monsoon intensified by the shear line, which softens the slopes and increases the risk of landslides in the mountainous areas. Barangay Badduat, where the landslide occurred, is geographically classified as one of the mountainous areas in Apayao that is considered a landslide-prone area, according to the Apayao-Pacific Disaster Center. P4-B waste-to-energy plant to rise in New Clark City

Powering homes, fueling progress NEW CLARK CITY, Philippines — The first large-scale waste-to-energy (WTE) plant in the country will soon rise in New Clark City, powering thousands of homes with clean energy, converting waste into valuable resource, providing jobs to Filipinos, and supporting downstream industries. The Bases Conversion and Development Authority (BCDA) and the consortium of ATD Waste to Energy Corporation, Global Heavy Equipment and Construction Corporation, and Uttamenergy Limited are moving forward with the establishment of the P4-billion WTE facility, which will be able to transform 600 metric tons of waste per day into 12 megawatts of electricity. This contributes a solution to the persistent problem of solid waste management in the country while providing a locally sourced clean energy for over 10,000 homes in Clark and surrounding communities. “This facility symbolizes a shift in mindset. It sends a powerful message: waste is not just garbage—it is a resource. A resource that, when managed responsibly and creatively, can power homes, fuel progress, and protect our planet,” said Engr. Amando T. Diaz, president of the consortium. The facility is expected to generate 300 jobs during construction, plus more than 100 direct employment once operational. More than that, it will support downstream industries, driving inclusive and sustainable growth in the region.
