Nueva Vizcaya, BOI ink pact to fast-track investments, boost local economies

By Rachel Magday   NUEVA VIZCAYA, Philippines — The Provincial Government of Nueva Vizcaya and the Board of Investments (BOI) of the Department of Trade and Industry (DTI) signed a Memorandum of Agreement (MOA) to strengthen partnership in promoting and facilitating investments and enhancing investor services across the province. The agreement, titled “Memorandum of Agreement on the Promotion and Facilitation of Investments and Investor Servicing,” was signed by Governor Atty. Jose V. Gambito for the provincial government and Atty. Bobby G. Fondevilla, Executive Director of the Investment Assistance Center, BOI‑DTI, for the BOI. The signing was witnessed by Juditte Asuncion, Provincial Cooperative Affairs Officer, and Therese Sancho, Investment Specialist, Investment Assistance Center, BOI. Governor Gambito welcomed the MOA as a strategic milestone. “This partnership positions Nueva Vizcaya as an ideal investment destination. We offer a secure peace‑and‑order environment, a track record as a multi‑awarded province, and sustained economic growth. Our people — the Vizcayanos — are warm and hospitable, and that community spirit makes doing business here both productive and rewarding. With the BOI’s support, we will accelerate job creation, improve infrastructure, and ensure investments deliver tangible benefits to our communities.” Under the MOA, the provincial government and the BOI agreed to coordinate activities to attract new investors and support existing registered enterprises. Joint initiatives will include investment promotion seminars and missions, business‑matching events, and streamlined assistance for registration, permits, and licensing. To better market local opportunities, the provincial government will share new and updated local ordinances, an LGU investment and location profile, and a database of available lands and infrastructure. The BOI will provide promotional support, technical assistance to enhance local ease‑of‑doing‑business systems, and direct follow‑up on regulatory and registration matters. The agreement takes effect immediately and remains in force unless amended, revoked, or terminated. Next steps include developing a joint calendar of promotional activities, compiling the province’s investment profile, and operationalizing referral and follow‑up mechanisms for prospective and existing investors.

The acts of nature should not be blamed on men   This was the Zambales Foreshore Development and River Restoration Management Council or the ZFDRMC advised a group of critics after throwing another the latest tirade of disinformation over the on-going River Restoration Program in the major river channels in this province. The latest of these disinformation tirades came from militant group PAMALAKAYA which claimed that more than 300 agoho (Casuarina equisetifolia ) trees along the shoreline of San Felipe of this province were deliberately uprooted by the ongoing dredging operations. In a conversation with Zambales Provincial Engineering and Infrastructure Development (ZPEID) Consultant, and concurrent head of the ZFDRMC, Engineer Domingo Mariano, he asked why this group is blaming man for the acts of nature, which man has no control? Engr. Mariano explained that the uprooted trees and structures that were destroyed in the area were actually built over the accretion land which has long been declared as danger zone by the Department of Environment and Natural Resources (DENR). This was due to erosion caused by strong waves during typhoons, and not by dredging activities that save the greater number of lives and properties. After eruption in 1991, the Mt. Pinatubo deposited billions of tons of lahar into major river channels and into the sea. These sand deposits were scattered along the shorelines and later form part of the extended shorelines on an average of 500 meters from the original lines. DENR planted fast growing agoho trees, sometime in 2011, to help hold the soil and minimize, if not prevent, the erosion during typhoon, forbid the erection of any permanent structures inside the accretion area because of the danger of tidal erosion that could destroy everything, including trees and buildings above it, usually aggravated during storms. Another disinformation was from Zambales Ecological Network (ZEN) which claim that fishermen near the river of San Felipe lost their livelihood due to dredging activities. The truth is fishermen are now catching more fish by the tubs, thanking the provincial government for the continuous clearing of the river channel in their area. Another truth, almost all of the resort owners in Santo Niño, San Felipe, Zambales are illegal, with no land title, no building permit, but only deed of sale from questionable persons claiming to be land owners. Representatives from DENR, EMB and MGB and the office of Zambales Gov. Hermogenes Ebdane Jr., have assured the worried owners that the government will extend help to them to resolve their concerns. Groups with unknown interests should not interfere with the government projects, instead they should resort to dialogue, a win-win solution where no group was left behind. In dialogue problems are easily resolved, development is easily achieved.

Surigao Kyro 1 widens lead in Fil-D; Kumpadres grabs solo lead in Am-D

BAGUIO CITY, Philippines  (11 Dec) – Surigao Kyro 1 extended its lead to 13 points as action shifted to the Baguio Country Club course Thursday in Fil-D of the 75th Januarius Fil-Am Invitational Golf Tournament. Don Dennis Fontanos carded 24 points to steer Surigao Kyro 1 to 70 for a three-day aggregate of 255. Philip Natividad and William Pereda chipped in 19 apiece, while Paolo Sunga added 17. From nine points down entering BCC, 3K Immpugo put up 66 behind the 20 of Edward de Leon, 17 from Edwin Macgui-ing, 15 from Francis Cuyop and 14 from Michael Licyayo for a 242 total — now 13 shots off the pace. FLCA–Gators, meanwhile, cut Immpugo’s advantage to just two after turning in a 71 for 240. AM-D ACTION Daniel Mangallay fired a flight-best 31 at the John Hay course as FLCA–Bears produced a tournament-best 100 to climb to 238 after three days. FLCA opened the day seven points behind but stretched that gap to 12 over first-day leader Team PHOAS Uraguns, which settled for a 95 and a 226 total. Team Mixed Nuts stayed in third with 80 and 115. Team Kumpadres broke away from day-two co-leader Baguio Blue Bloods – Eagles after posting 57 for a 217 total. Leading the charge was a 19, backed by Ramir Badua (16), Kevin Kaizer Capuyan (13) and Benjie Kimmayong (9). The Blue Bloods tallied 50 from Francis Miranda (15), Maximo Sumeg-ang (14), Aaron Cadiogan (11) and Nick Ventura (10) and now sit at 210. Ismael CPA lurks four shots behind after a 57 for 206. OTHER FLIGHTS Royal Northwoods 2 got 25 from Gimo Asuncion to close with 78 and a 217 total. Its once-comfortable 21-point lead is now trimmed to 15. Januarius Ovialand 2 surged after shooting a flight-best 202, highlighted by the 29 of Jens Knutell and 25 of Noel Estrella. Two shots down is Cool Jocks 2, which fired 66 for 192 — just behind Fil-Am League of Chicago 2, which posted 74 for 190. CHAMPIONSHIP FLIGHTS Eastridge–Primehomes 1 and 2 resume their title quests Friday at BCC and Camp John Hay for the Fil and Am Championship divisions. Eastridge 1 tightened its grip on the Fil Championship Wednesday after a tournament-best 151, turning a slim two-point edge over Januarius 1 into a commanding 22-point lead. In the Am Championship, Eastridge 2 surged ahead with 122 for 221 total. Trailing sister team EGC–Primehomes by five entering the round, Eastridge overtook easily after EGC managed only 103 for a 207 aggregate.

ACMobility, BCDA, JHMC partner to recharge and power up travel in Camp John Hay

Pangasinan strengthens support for its Indigenous Peoples Communities

LINGAYEN, Pangasinan, Philippines — The Provincial Government of Pangasinan has once again demonstrated its unwavering commitment to uplifting every community, regardless of location, through the recent Indigenous Peoples Month Celebration held in Sitio Mapita, Aguilar. The event carried the theme *“Wearing Culture, Enriching Future: Empowering Indigenous Communities as Bedrock of Sustainable Development,”* highlighting the vital role of preserving native culture while advancing developmental efforts. A highlight of the program was the vibrant traditional tribal dance performance by the Indigenous Peoples Organization (IPO) Mapita, which showcased the community’s cultural identity and heritage. During the celebration, the Provincial Government, together with the Local Government Unit of Aguilar and the National Commission on Indigenous Peoples, distributed gift packs and provided financial assistance to IPs in the area. BAGUIO CITY, Philippines (Dec 10) — The youthful Eastridge Primehomes squad delivered a dominant second round performance at the Camp John Hay course, carding a tournament-best 151 to sprint to a commanding 20-point lead in the Fil Championship in the 75th Januarius Fil-Am Invitational Golf Tournament on Wednesday. Echoing last year’s record-setting run, Eastridge wasted no time in creating separation before heading into the shorter but more demanding Baguio Country Club Eighteen-year-old Miko Granada cooled off at the front nine after an eagle-aided four-under at the back, finishing with a three-under 39. Edison Tabalin, 20, added 35, while Ronel Taba-an turned in the day’s best round with a sizzling four-under 40. Bobe Salahog capped the charge by sinking a clutch 20-foot birdie to post a one-under 37. With a two-day total of 292 points, Eastridge opened a wide gap over the field, as no other team broke past 134 on the day. Januarius 1, which trailed by just two after Day 1, slipped to second after scoring 131 for a 270 total. Coby Rolida paced the team with an even-par 36, backed by Terence Macatangay’s 35, Ayon Sanchez’s 31 and Chuckie Hong’s 29. Batangas Barakos–Supremo remained in third with 256 behind Henry Bolano’s one-under 37. Close on their heels is IMG/SPES, which fired the day’s second-best 134 to reach 253, just two behind Batangas. Jik Jik Abdon and Masaichi Otake led the way with 38 and 37, respectively. Zachary Villaroman and Zachary Castro added 32 and 27. Eastridge Primehomes 2 also made a strong push, scoring 122 at the BCC to climb to 221 overall. Vito Sarines led with 34, Patrick Tambalque had 33, Ralph Ryan Batican chipped in 32, and Gary Sales added 23. Overnight leader EGC Primehomes M2 slipped after posting 103 for a 207 total, while Team M struggled to an 87 and dropped to third with 190. In Fil A action, Joseph Yeo fired a flight-best one-under 37 to lift Modern Tittos–Premium Feeds to a 131 and the lead with 245, just one point ahead of Januarius Ovialand 1. Jenz Tecson added 34, while Jose Iñigo Raymundo and Sung Hwan Yoon submitted matching 30s. For Januarius, Jonar Austria carded an even-par 36 in a 130 total for 244, with support from Richard Joson (32), Kirby Lachica (31), and Ray Sangil (31).
