Cayetano bats for fast, affordable, reliable internet for PH through Konektadong Pinoy

Senator Alan Peter Cayetano took to the session floor on Monday to sponsor the Konektadong Pinoy Act, a landmark bill that he said will pave the way for reliable, affordable, accessible internet connection in Luzon, Visayas, and Mindanao. “This is a bill that is long overdue. I’m talking about the act establishing a comprehensive and inclusive data transmission and connectivity framework for the Philippines,” Cayetano, chairperson of the Senate Committee on Science and Technology, said on August 5, 2024. Cayetano said Senate bill #2699 under Committee Report number 262 will mark a significant step for the country’s internet connection in terms of accessing reliable and affordable internet. Outlining four critical areas of concern, he said this can be accomplished by streamlined authorization processes, spectrum management, infrastructure development, and enforcement and monitoring of service providers that will enter the market. “There are many countries poorer than us, pero ang baba ng ating average na mga bahay na mayro’n pong fix na broadband. Pagdating naman sa mobile, oo nga mas marami pang cellphone sa tao sa Pilipinas, but only 70 percent use the internet. And then isa pa tayo sa pinakamahal,” Cayetano said. “I really feel that this is an opportunity to comprehensively approach this and once magawa natin to, we will in a year, two, or three years see the difference of having reliable, affordable, accessible internet connection in Luzon, Visayas, Mindanao,” he added. Cayetano also urged his colleagues in the Senate as well as advocacy groups and non-government organizations to submit their input for this bill. “We need your input and I look forward to discussing this bill in the next few days, and hopefully [this] August matapos natin,” he said.

Cayetano to address modernization concerns as Senate seeks to halt PTMP Implementation

MANILA — Aiming for a more efficient and inclusive Public Transport Modernization Program (PTMP), Senator Alan Peter Cayetano, along with other senators, seeks to temporarily suspend its implementation through a Senate resolution. Filed on July 30, 2024, Senate Resolution No. 1096 underscores the valid and urgent concerns raised by affected drivers, groups, unions, and transport cooperatives, aiming to improve the execution of the PTMP, formerly known as the Public Utility Vehicle Modernization Program (PUVMP). Under the program, individual operators are required by the government to “consolidate” or join cooperatives and corporations for easier processing of bank loans when they avail themselves of the modernized public utility vehicles. Cayetano and his co-authors acknowledged the plight of drivers who will be left behind, writing in the resolution that the small stakeholders, “particularly the drivers, who remain unconsolidated, are effectively forced out of their livelihoods, with most of them expressing that the only skill they have is driving.” As of April 30, 2024 – the latest deadline set by the Department of Transportation (DOTr) for the consolidation of public utility vehicles (PUVs) – 36,217 units, or approximately 19% of the jeepneys and other PUVs, have not yet consolidated. The resolution states that the high figure of unconsolidated units is primarily due to “insufficiency of information drive on the part of the government to educate the drivers, operators, and transport groups about the PTMP and burden of financing the cost of modern PUVs, which greatly exceeds the financial capacity of drivers and operators.” While Cayetano and the co-authoring senators believe the goal of modernization is commendable, they assert that there is an urgent need to thoroughly review and reassess the program’s impact due to these matters. “While the intent of PTMP is laudable, continuing with the Program without threshing out these concerns would go against the Constitutional directive of promoting social justice in all phases of national development,” they stated in the resolution. Cayetano earlier said the PTMP presented a “one-size-fits-all” transport modernization program and had not taken the differences among localities into consideration. “Kung sa gamot walang cure-all, sa programa ng gobyerno lalo in a country with more than 7,000 islands, wala namang one-size-fits-all,” he said. Cayetano also said that drivers, transport groups, and cooperatives would be willing to modernize as long as it does not overly burden them and ensures the sustainability of their livelihoods. “Basta ‘win-win’ ang sitwasyon, most drivers and operators ay papayag sa modernization,” he said.

United States Provides P55-M in Humanitarian Assistance to Communities affected by Typhoon Carina

MANILA —The United States government, through the U.S. Agency for International Development (USAID), is providing Php55 million ($1 million) in humanitarian aid to communities affected by widespread flooding triggered by Typhoon Carina, known internationally as Gaemi. Announced by U.S. Secretary of State Antony Blinken during his visit to Manila on July 30, this assistance will address the immediate needs of affected and vulnerable communities in Bulacan, Ilocos Norte, Ilocos Sur, Lanao Del Sur, Maguindanao del Norte, Maguindanao del Sur, the National Capital Region, and Pampanga. Through this funding, USAID, in partnership with Catholic Relief Services and Action Against Hunger, will provide families with access to food aid, hygiene kits, emergency shelter kits, clean water, and one-time cash transfers that will allow them to recover from the disaster safely and with dignity.   “The United States is providing $1 million to ensure life-saving assistance reaches families across the archipelago who have been devastated by severe flooding and landslides,” said USAID Acting Mission Director Betty Chung.  “We are committed to working with the Philippine government and people as they rebuild and recover from this disaster.” Since July 16, USAID has been providing logistical assistance to the Philippines Department of Social Welfare and Development and the Department of Human Settlements and Urban Development in response to catastrophic floods and rains in Mindanao and Central Luzon.  USAID also supported the International Organization for Migration in distributing 700 shelter-grade tarpaulins and the World Food Programme in transporting 30,000 family food packs to communities in Mindanao. Typhoon Carina enhanced the southwest monsoon and caused heavy rainfall, massive flooding, and landslides across the Philippines that killed at least 14 people and displaced more than 700,000, according to the National Disaster Risk Reduction and Management Council’s latest assessments. USAID has provided over P3 billion ($50 million) in disaster relief and recovery aid for the Philippines since 2021. It continues to partner with the Philippine government in enhancing disaster resilience in communities across the country.

SSS to offer calamity loan to ‘Carina’-affected members

The Social Security System (SSS) is set to provide calamity loan assistance to members who have been affected by Typhoon ‘Carina’ in the National Capital Region and in areas that may soon be declared under state of calamity. SSS President and Chief Executive Officer Rolando Ledesma Macasaet said that members in typhoon-stricken areas can borrow a loan equivalent to their one monthly salary credit or up to a maximum of P20,000. “SSS will always be ready to assist our members in typhoon-affected areas. We want to assure them that in times of calamities, they can rely on SSS to provide them the needed financial assistance as they recover from Typhoon Carina,” Macasaet said. To qualify, typhoon-affected members must: Have at least 36 monthly contributions, six of which must be posted within the last 12 months before the month of filing of application; Be living or residing in the declared calamity area; Be below 65 years old at the time of loan application; Have no final benefit claim such as permanent total disability or retirement; Have no past due SSS Short-Term Member Loans; Have no outstanding restructured loan or calamity loan. Macasaet said that interested members can apply for the calamity loan using their My.SSS account via www.sss.gov.ph. “Once approved, the loan proceeds will be credited to the member’s registered Unified Multi-Purpose Identification (UMID)-ATM Card or their active accounts with a Philippine Electronic Fund Transfer System and Operations Network (PESONet) participating bank,” Macasaet explained. He said members could pay the calamity loan in two years or 24 equal monthly installments with an annual interest rate of 10 percent. “We hope that through the calamity loan assistance, we may be able to help typhoon-affected members as they recover from the adverse effects of Typhoon Carina,” Macasaet concluded.

Nears completion of service restoration in typhoon-hit areas Globe on Friday started deploying Libreng Tawag and Libreng Charging (LT/LC) stations in areas that need connectivity support in the wake of Typhoon Carina and the enhanced southwest monsoon. Globe’s LT/LC station was first rolled out in Barangay Tatalon in Quezon City. Location: Diosdado Macapagal Elementary School, Victory Avenue, Tatalon, QC Schedule:  July 26 to 28, 8 a.m. to 5 p.m. Meanwhile, Globe has nearly completed restoration work in areas hit by service disruptions due to commercial power outages. As of 9 a.m. Friday, call, text and data services in affected areas in Metro Manila have been fully restored. Most services are also at 100% in towns and cities in Abra, Bataan, Ifugao, Ilocos Norte, Ilocos Sur, Isabela, La Union, Pangasinan, Tarlac and Zambales that experienced outages. Restoration work is also round the clock in affected areas in Rizal, Batanes, Benguet, Bulacan, Nueva Ecija, Pampanga and Quirino. “Our personnel are working double time to quickly restore service in other affected areas. We have also started rolling out our free call and charging stations to give connectivity support in areas reeling from the impact of the typhoon,” said Yoly Crisanto, Globe Chief Sustainability and Corporate Communications Officer. Earlier, Globe provided Globe Prepaid and TM users free calls, texts and data for one day, and extended due dates to Mobile and Broadband Postpaid customers. Globe begins restoration work in typhoon-hit areas

Outages due to commercial power failure  Globe has begun restoration work in a few areas in Metro Manila and Northern Luzon affected by service disruptions due to commercial power failure following the devastation of Typhoon Carina and the enhanced southwest monsoon. As of 9 a.m. Thursday, over 90% of Globe’s Mobile sites in Metro Manila were up and running, with few facilities down due to power outages. None of the 3G sites were affected. In Northern Luzon, more than 95% of 2G, 3G, LTE and 5G sites were operational. “As the weather has improved and floods have subsided, our personnel are now working on quickly restoring services in the few isolated areas that experienced disruptions in their call, text and data services,” said Yoly Crisanto, Globe Chief Sustainability and Corporate Communications Officer. Globe has not recorded any damage to network infrastructure. “Overall, our network remains intact and stable, providing communications services critical to relief and recovery operations in typhoon-hit areas. It is proof that our network resilience efforts work,” Crisanto added. Globe earlier prepositioned personnel and equipment in areas forecast to bear the impact of the typhoon and habagat to ensure quick response in case of network emergencies. The weather system, which dumped non-stop rains across Luzon Wednesday, brought catastrophic flooding to major roads and villages in Metro Manila and other parts of Luzon. It intensified into a super typhoon Wednesday afternoon before weakening into a typhoon just before making landfall in Taiwan. At the height of the devastation, Globe extended connectivity support to customers, giving Globe Prepaid and TM users free calls, texts and data, and extending due date extension to Mobile and Broadband Postpaid customers.
