Baguio City mourns the passing of Pope Francis

  BAGUIO CITY – The Baguio Cathedral- Our Lady of the Atonement has expressed deep sorrow over the passing of the Holy Father, Pope Francis and will hold a Requiem Mass in his honor on Friday, April 25, 2025, at 5:15 p.m. presided over by His Excellency, Most Rev. Rafael T. Cruz D.D., Bishop of Baguio. Catholics in Baguio City are also deeply saddened by the passing of Pope Francis at the age of 88 on April 21. According to Mayor Benjamin Magalong, Pope Francis was a true model of humility, compassion, and unwavering faith. Through his life of service, he reminded the world of the power of kindness, the strength of mercy, and the hope found in unity. His words and actions touched countless lives, and his legacy will continue to inspire generations to come. “On behalf of the Catholic faithful of Baguio City, I extend my heartfelt condolences on the passing of His Holiness Pope Francis, who has peacefully returned to our Creator. We mourn with the rest of the world the loss of a beloved and gentle shepherd,” Magalong said. Baguio Tourism Council Chairperson Gladys Vergara meanwhile, shared her condolences on the passing of the Holy Pope. “With deep sorrow, we join the global Catholic community in mourning the passing of His Holiness Pope Francis. A shepherd of compassion, humility, and unwavering faith, Pope Francis dedicated his life to serving the Church and promoting the dignity of all people—especially the poor, the marginalized, and the forgotten. His message of mercy, love, and unity transcended borders, bringing light and hope to millions around the world. His legacy will live on in the hearts of those he inspired and in the transformative reforms he courageously championed. We extend our deepest condolences to the Vatican and to Catholics everywhere. May his soul rest in God’s eternal peace. Devout Catholic Agnes Montoya, He was the leader of all peoples here after the death and resurrection of Jesus Christ, and the entire world mourns his passing. City Council waives 80% of retroactive Building Code fines

Habbiling   The Baguio City Council has approved on third and final reading an ordinance that aims to provide financial relief to building owners in Baguio City who were retroactively penalized under Presidential Decree No. 1096, or the National Building Code of the Philippines, for constructing buildings before the decree took effect. The measure seeks to waive 80% of the P10,000.00 administrative fine. The proposed ordinance principally authored by Councilor Jose Molintas states that the 10,000.00 administrative fine under PD 1096 places an unreasonable financial burden on affected building owners. Through the ordinance, once enacted, the city government will formally waive 80% of the administrative fine. The remaining 20% goes to the Department of Public Works and Highways (DPWH) and will still be paid by the building owner. To apply for the waiver, building owners must submit the following documents to the City Buildings and Architecture Office (CBAO): accomplished application form, proof of ownership, proof of non-tax delinquency, and copy of DWPH assessment notice. The CBAO is tasked with creating the Implementing Rules and Regulations (IRR) to guide the enforcement of the ordinance. The IRR will outline how applications are processed, who qualifies, and how compliance is monitored. The ordinance will take effect 15 days after the IRR is approved. A copy of the ordinance will be sent to Congress, urging lawmakers to consider amendments to PD 1096. The ordinance has been transmitted to the City Mayor’s Office to be signed by Mayor Benjamin Magalong.

Cagayan athletes, handa na sa CAVRAA 2025

Nakahanda nang magpakitang gilas ang mga atletang pambato ng Cagayan Delegation para sa Cagayan Valley Regional Athletic Association (CAVRAA) Meet 2025 na gaganapin sa Santiago City sa Abril 23-27, 2025. Isinagawang send-off ceremony na pinangunahan ni Gob. Manuel N. Mamba sa Cagayan Sports Coliseum noong Abril 20. Aabot sa 782 athletes, coaches, trainers, at chaperons ang nakatakdang sumabak sa CAVRAA Meet 2025 kung saan bago ang send-off ay dumaan sa masusing pagsasanay upang matiyak ang pagdepensa sa bandera ng Cagayan sa naturang kompetisyon. Sa naging mensahe ni Gob. Mamba, binigyang-diin nito ang kahandaan ng Pamahalaang Panlalawigan ng Cagayan na maibigay ang lahat ng suportang kakailanganin ng mga kalahok sa CAVRAA Meet 2025. Aniya, nais nitong maibalik ng Lalawigan ng Cagayan ang titulo nito bilang “Cagayan Agga Number 1” kaya hinimok nito ang mga atleta na magkaisa at gawin ang lahat ng kanilang makakaya upang masungkit ang tagumpay sa naturang palaro. Dagdag pa rito, dapat aniyang isapuso ng mga atletang Cagayano ang diwa ng isports habang nakikipagkompetisyon sa ibang mga delegasyon at panatilihin ang disiplina at pakikipagkaibigan sa ibang mga manlalaro. Pinaalalahanan naman ni Clarita Lunas, Consultant on Education ng Pamahalaang Panlalawigan ng Cagayan ang lahat ng mga atleta na panatilihin ang malakas at malusog na pangangatawan habang sila ay nakikipagkompetisyon dahil ito aniya ang pinakamabisang paraan upang madepensahan ang bandera ng Cagayan. Kaugnay rito ay hinikayat din ni Lunas ang mga atleta na panatilihin ang maayos na samahan, ibuhos ang buong lakas, at baunin ang matibay na dedikasyon upang maiuwi ang kampeonato para sa CAVRAA MEET 2025. Dalawang miyembro ng NPA nasakote sa Isabela

CAMP MELCHOR DELA CRUZ, Isabela — Nakasagupa at nahuli ng 86th “Highlander” Battalion (86IB) ang dalawang teroristang CPP-NPA mula sa natitirang miyembro ng dismantled KRCV sa Baranga  Dicamay 2, Jones, Isabela, sa nangyaring engkwentro dakong alas sais ng umaga, April 20. Ayon sa inisyal na report, isang concerned citizen ang nagbigay ng impormasyon sa kinaroroonan ng teroristang kumunistang grupo. Agad itong tinugunan ng 86IB, at sa pagpatrolya ng Highlander Battalion nakasagupa nila ang grupo ng teroristang NPA sa nasabing lugar kung saan dalawa sa miyembro nito ang nahuli at kasalukuyan pang inaalam ang pagkakakilanlan. Kasama sa mga narekober ang ilang IEDs, magazine, mga bala, at iba pang personal na gamit. Ayon kay MGen Gulliver L Señires, Commander ng 5th Infantry Division, “Hinihikayat ko muli ang mga nalalabing miyembro ng KRCV maging ang ICRC: Hindi pa huli ang lahat. Ang pintuan ng pagbabalik-loob ay bukas pa rin. Ngunit habang pinipili ninyong humawak ng armas, kami ay mananatiling matatag sa aming paninindigan na ipaglaban ang kapayapaan para sa taong-bayan.” “Ang aming mandato ay malinaw — protektahan ang mamamayan at panatilihin ang katahimikan sa ating nasasakupan. Hindi tayo mag-aatubiling gampanan ito, lalo na kung ang ating seguridad ay patuloy na nilalapastangan.” dagdag pa ni MGen Señires. Sa pamamagitan ng Safe Conduct Pass, binigyan ng 5ID ng pagkakataon ang mga CPP-NPA na muling yakapin ang kapayapaan at makapiling ang kanilang pamilya. Ngunit sa halip na tanggapin ang alok ng pag-asa, pinili nilang magpatuloy sa marahas at walang saysay na pakikibaka. Ang naganap na engkwentro sa Jones, Isabela ayon pa sa 5ID ay resulta ng kanilang patuloy na pagtanggi sa kapayapaan.

BAGUIO CITY  — Habang abala ang ibang kandidato sa pagkakabit ng tarps at pagpo-post ng throwback pictures, iba ang diskarte ni congressional bet Gladys Vergara—pinupuntahan nya ang bawat purok, humaharap at personal na nakikitungo na may bukas-palad. Nitong nakaraang linggo, inimbitahan sya sa Barangay Fairview at Pinsao Proper, kung saan humarap siya sa mga residente ng Purok 4 ng Lower Fairview at Purok 2, 3, at 5 ng Pinsao Proper. Walang “bonggang” entablado at walang teleprompter. Simpleng pagtitipon lang, mga Monoblock at improvised na upuan, at isang kandidatong gustong makinig—hindi lang gamit ang tenga, kundi pati puso. Sa bawat pag-uusap at kwentuhan, ibinahagi niya ang kanyang 10-point agenda gaya ng Universal Health Care. Mas pinalawak na social pension, Livelihood hubs sa bawat barangay at iba pa. Hindi lang ito mga pangako kundi ito ay kungkretong mga plano. At ang reaksyon ng madla? Mainit, taimtim at taus pusong nakikinig at nakatutok. Sa Pinsao Proper, hindi lang nakinig si Punong Barangay Raymund Laxamana—nakisali pa siya sa sayaw ng siwsiwit kasama ang komunidad, naki awit habang naghihintay kay Gladys Vergara. At higit pa roon, nagpahayag siya ng suporta, pinuri ang pagiging hands-on ni Vergara at ang kanyang paninindigan para sa tinawag niyang “Inclusive Progress.” Walang pa-showbiz. Focus lang. Pero ang pinakamatinding pahiwatig ng suporta, hindi galing sa salita. Galing ito sa isang sandali. Bago mag semana santa naganap ang isang mahalagang pangyayari kung saan itinaas ni PB Raymund Laxamana ang kamay ni Gladys Vergara—tanda ng suporta sa kanyang kandidatura bilang kongresista. Matatandaan na ilang buwan bago magsimula ang kampanya, Itinaas din ni Laxamana ang kamay ng ibang mga Kandidato dahil na rin sa kanilang kahilingan. Sa mundo ng pulitika, ang pag taas ng kamay ay simbolo ng endorsement. Pero sa pagkakataong ito, may mas malalim na ibig sabihin: pagbabago ng desisyon, pagpapakita ng bagong paninindigan, at pag-kalas sa dating alyansa. Agad namang kumilos ang kampo ni Sol Go. Ipinakalat nila ang isang lumang larawan na kuha pa noong buwan ng Disyembre ng nakaraang taon, para palabasin na sila ang sinusuportahan ng naturang kapitang. Pero may time stamp ang mga litrato. May konteksto ang bawat post. Sa paningin ng mga tao ang hakbang na ito ay nag lalayong mang-intriga at mag hasik ng kalituhan at alam ng mga botante ang pagkakaiba ng Christmas greeting sa pag indorso nito bago ang semana santa. Sa kabila nito, Si Kapitan Raymund? Matibay pa rin ang paninindigan. hindi siya umatras. Wala ring paliguy-ligoy, ang kanyang pahayag ay Klaro. At sa larong pulitika kung saan na ang “timing” ay lubhang mahalaga, hindi kailan man mananaig ang pag post ng lumang larawan kumpara sa “recent” na kaganapan kung saan ay mainit nyang itinaas ang kamay ni Gladys Vergara. Sa larawang nilabas ng kabilang kampo, sa unang tingin, parang karaniwang eksena lang sa lokal na eleksyon—intriga, recycled na larawan, barangay sa barangay na bangayan. Pero sa ilalim ng lahat ng ito, may mas mahalagang tanong: sino ba talaga ang nag tratrabaho? Ang kampo ni Sol Go, abala sa optics. Si Vergara naman, tahimik pero matibay ang binubuo na tiwala ng mga tao. Sa huli, hindi na kailangan sabihin sa botante kung sino ang sinusuportahan ni Laxamana; apat na buwan na ang nakalipas ng nakunan ang larawan na inilabas ng kampo ng maka-baguio. Hindi na yun ang mahalaga, ang importante: sino ang sinusuportahan ng naturang kapitan. Dahil sa lungsod na puno ng shifting loyalties at long memories, puwedeng i-crop ang nakaraan, puwedeng i-frame ang lumang larawan—pero ang kasalukuyan pa rin ang tunay na magpapasya. Ngayon, ang pinakamahalaga ay kung kaninong kamay ang itinaas nitong nakaraang mga araw at yun ay kay Gladys Vergara.          

SSS Baguio encourages nightlife workers to join the pension fund

BAGUIO CITY —The Social Security System (SSS) of Baguio City has initiated a campaign aimed at extending social security protection to workers in the nightlife industry, including nightclub staff and KTV bar entertainers. SSS Acting Vice President for Luzon North 1 Division Nancy Umoso emphasized the importance of encouraging nightlife workers to register as members to access a wide range of benefits during life’s unforeseen circumstances. “Our vision at SSS is to provide a viable social security institution that offers universal and equitable social protection to all members through world-class service. We are dedicated to covering all workers, regardless of their chosen profession,” Umoso stated. SSS Account Officers visited six nightclubs and KTV bars along Marcos Highway, successfully registering 47 individuals who are mostly entertainers. They also assisted these workers in obtaining their Social Security (SS) numbers and guided them in creating their My.SSS accounts. Given that entertainers do not typically receive monthly salaries and earn on a commission basis, Umoso explained that they are categorized as self-employed members of the SSS. “They are responsible for paying their monthly SSS contributions, which can range from P760 to P5,280, depending on their declared monthly earnings.” Meanwhile, Umoso noted that the night clubs they visited are compliant in terms of reporting and remitting the SSS contributions of their regular employees such as cooks, waiters and security personnel. She added that regular payment of SSS contributions would make them eligible for various benefits, including those for sickness, maternity, disability, retirement, funeral, and death. “Additionally, they can receive extra benefits under the Employees’ Compensation Program for work-related sickness, injury, or death,” Umoso explained. As SSS members, nightlife workers may also become eligible for various SSS loan programs, including the Salary Loan, Calamity Loan, and Pension Loan for retiree-pensioners.      

Family selected as Baguio Lucky Summer Visitor

Cruz   PUGO, LA UNION – A family, consisting of seven people, got lucky on their vacation in Baguio City, after they were selected as Baguio-Benguet Lucky Summer Visitor 2025 by the Baguio Correspondents and Broadcasters Club, Inc (BCBC), this morning in Pugo,La Union. According to Dionisio Dennis, of DZWT and president of BCBC, they started taking positions in Pugo town, around 7:00 a.m., to recruit first timers by stopping traveling buses with the help of the LTO and the Department of Tourism-Cordillera. Those selected at 8:21 a.m on the ninth bus aboard the Victory Liner bus plate number NAZ 2113 that traveled at 3:00 a.m. from Cubao, to Baguio City, are the Celestino family from Pasig City namely Ricardo Jr., a 62-year-old carpenter, and his wife Carolyn Andres Celestino, 57, a housewife. They were joined by their daughter Julia, 11, and niece Eunice, 13, both students, who were eager to make the most of this golden opportunity, especially the prospect of strawberry picking—a quintessential Benguet experience. They were joined by partners Jerome Celestino,30, a customer service representative and Jellyn Bautista, 31, an admin assistant, along with their three-year-old nephew Eugin. “They are very lucky and we are also lucky, as it is considered Lucky 7 and this event not only celebrates the joy of discovery for first-time visitors but also highlights the vibrant tourism spirit of the region, supported by local governments and private partners. After a short program where the visitors meet the municipal officials of Pugo, the group will proceed to Tuba, Benguet to pay a courtesy call to Mayor Clarita Sal-ongan for an official welcoming program and to Baguio City Hall for a courtesy call to Mayor Benjamin Magalong. Their four-day red carpet tour, a hallmark of BCBC tradition, will see the visitors visit iconic spots such as La Trinidad strawberry farms, Polig’s Berry Farm, Beacon Hill, and cultural sites in Baguio and Benguet.
