2,374 displaced by floods in Zamboanga City

The City Social Welfare and Development Office reported that a total of 739 families with 2,374 individuals in seven barangays, mostly located in low-lying areas and along the Tumaga river, were displaced by flashfloods caused by the southwest monsoon intensified by tropical storm Danas on July 5. CSWDO Chief Socorro Rojas said seven evacuation centers were established, of which six remained active as of midnight Saturday, July 5, with 706 families (2,188 individuals) remaining in the temporary shelters. Mayor Khymer Olaso mobilized government resources and swiftly launched relief operations after being informed about the incident late Saturday afternoon. The evacuation centers established and the number of families housed include the following: Sta. Maria Covered Court 27 families with 97 individuals Pasonanca Barangay Hall 30 families – 128 individuals Lunzuran Barangay Covered Court 29 families – 114 individuals Tugbungan Barangay Hall 48 families – 219 individuals Boalan Barangay Hall 3 families – 10 individuals Guiwan Barangay Hall 31 families – 93 individuals Tumaga Elementary School 571 families – 1,713 individuals The Guiwan evacuation center was closed as of midnight Saturday, the CSWDO reported. Kilalanin ang apat na batang atleta mula sa Lalawigan ng Isabela, ang kanilang galing at husay sa larangan ng gymnastics matapos silang mag-uwi ng mga medalya sa first La Aguila National Gymnastics Competition na ginanap noong Hunyo 6-8, 2025 sa Davao City. Si Manuel Joaquin R. Donaire ay nagningning sa Aero Gymnastics individual Men kung saan siya ay Pinarangal ng gintong medalya sa Developmental Kategory. Samantala, si Sophia Quinn M. Pagaddu mula sa Rhythmic Gymnastics, matapos niyang masungkit ang Bronse na Medalya sa free hand, Pilak na Medalya sa ball, at Bronse na Medalya sa individual all around. Nagpakitang-gilas rin si Cherriel Mae Y. Rasay mula rin sa Rhythmic Gymnastics Juniors kategory, kung saan siya ay nag-uwi ng apat na pilak na medalya mula sa individual all around, ball, clubs, hoop at Isang gintong na medalya sa Ribbon event. Isa rin sa mga nagwagi ay si Chloe Madeleine C. Manalo na nasungkit ang gintong na medalya sa freehand event, sa ilalim ng developmental kategory ng Rhythmic Gymnastics. Ang tagumpay ng apat na batang atleta gymnast na ito, ay hindi magiging posible kung wala ang gabay at dedikasyon ng kanilang coach na si Ma’am Sharlene Mae Rosete. LT PUJs rapped for cutting trip;warned sanctions

By Aileen Refuerzo   BAGUIO CITY — Mayor Benjamin Magalong warned public utility jeepney (PUJ) drivers plying the La Trinidad route who cut trip or deviate from their designated route of sanctions if they continue with their illegal practice that deprives commuters of the much needed transport service. “This a fair warning to all concerned. Starting Monday, we will be strictly enforcing the rule on illegal deviation from route and will be rounding up those PUJs that violate the rule. We will impose the penalty amounting to P1,000,” the mayor said. The problem was raised by La Trinidad municipal officials led by Councilor Nestor Fongwan Jr. in a meeting with the mayor on July 4 also attended by the heads of the Baguio City Police Office Traffic Enforcement Unit, City Engineering Office and the Public Order and Safety Division and the concerned jeepney association. Fongwan told the mayor that La Trinidad commuters including students and senior citizens have complained of delayed and insufficient transport service at their loading area at the Rabbit sinkhole along Magsaysay Avenue resulting to long queues and inconveniences to the riding public and traffic problem to the city. BCPO Traffic Enforcement Unit (TEU) Acting Chief PMaj. James Allen Dogao said it turned out that some La Trinidad PUJs do not complete the designated route and do a shortcut by soliciting passengers below Pilando building instead of proceeding to their staging area at slaughter and waiting for their turn at the designated loading area at sinkhole. He said this also encourages passengers to wait at the undesignated loading area causing more traffic problems and depriving law abiding commuters of prompt transport service. Fongwan thanked Magalong for immediately acting on the concern. “Salamat Mayor Benjie Magalong for acting on our concern. By next week we look forward to the implementation of what we discussed and hope that the long pila or queue at the Rabbit sinkhole will be addressed,” he said. – Aileen P. Refuerzo

Mayor twits complacency in waste segregation

Refuerzo   Mayor Benjamin Magalong urged residents to continue practicing waste segregation and composting in their households and business establishments to sustain waste reduction efforts in the city. At the same time, the mayor called on the barangays to be more strict in prohibiting their constituents from dumping their biodegradable garbage in their waste disposal areas. “We should fight off complacency and continue taking segregation and composting practices seriously.  It destroys the momentum we had gained early this year in our waste reduction efforts,” the mayor said. The mayor earlier inspected the waste transfer station and observed substantial increase in food wastes indicating slackening in segregation and composting efforts at source. The mayor expressed concern that if this  remains unchecked, the city will have a hard time managing the decomposable refuse despite its best efforts to make use of available methods and technologies. City General Services Officer Eugene Buyucan reminded barangays that managing their own decomposable waste is an obligation of the communities pursuant to the provisions of Republic Act (RA) 9003 or the Ecological Solid Waste Management Act of 2000 and the city’s Environment Code. But for biodegradable waste sneaked in by residents which barangay officials had no way of tracing,  Buyucan said the General Services Office (GSO) had no recourse but to collect them. “That is why we are again reminding barangays to be more strict in ensuring that no biodegradable waste will make their way to the collection areas,” he said. He said they also encourage households to dispose of their recyclable wastes on their own to help in reductio efforts. Households and barangays are also urged to practice composting.  He said a simple composting method would only require any container, big or medium-sized and can be plastic, wood or cement where biodegradable wastes can be stored. “Just cover the refuse with small amount of soil for drying and repeat the process.  The compost can be used in one to two months for their backyard garden,” he said. The GSO head offered simple tips on how to reduce wastes at home: *Lessen if not totally avoid purchase of goods with too much packaging.  The GSO had noted an increase in plastic wastes in the city since the pandemic when online selling and delivery became popular *Learn to minimize food waste by preparing just enough food; *Buy items in bulk to avoid packaging wastes especially basic items like rice, kitchen condiments and hygiene needs like shampoo.  Sachets create more wastes; and *Segregate your wastes into recyclables, biodegradable which you can convert to compost or feed for animals and residual which should be collected by the city. The GSO also urged the practice of the 10R principle under the circular economy concept of the Green LGUs Project of the United Nations Development Programme (UNDP) and the Dept. of Interior and Local Government (DILG) which aims to minimize waste and promote sustainable use of natural resources through smarter product design, longer use, recycling and more as well as regenerate nature (with the end in view of) helping tackle the problem on pollution, climate change and biodiversity loss. These are: Refuse (make product redundant by abandoning its function or by offering the same function with a different product), Rethink (make product use more extensive like sharing products or putting multi-functional products on market), Reduce (increase efficiency product manufacture or use by consuming fewer natural resources), Reuse (reuse of discarded product in good condition by another consumer), Repair ((repair and maintenance of defective product so it can be used with its original function), Refurbish (restore and old product and bring it up to date), Remanufacture (use parts of a discarded product into a new product with the same function or rebuild a product to specifications of the original manufactured product using a combination of reused, repaired and new parts), Repurpose (use discarded products or its part in a new product with different function or use things again in an entirely new way), Recycle (process materials to obtain the same or lower quality), and Recover (further material or energy recovery).  

Gov.Guico naghatid ng tulong sa nasunugan sa Basista Pangasinan

Personal na inihatid ni Governor Ramon V Guico III ang tulong pinansiyal ng Pamahalaang Panlalawigan ng Pangasinan sa higit tatlong daang tindera na nasunugan ng pwesto sa Pamilihang bayan ng Basista, Pangasinan. Bawat tindera ay tumanggap ng tig limang libong piso (P5,000). Lubos ang pasasalamat ng mga tindera sa gobernador. Ikinatuwa rin nila at LGU Basista ang paniniyak ni Governor Guico na maglalaan ang Pamahalaang Panlalawigan ng sampung milyong pisong pondo upang mapabilis ang muling pagpapatayo sa palengke. 128 kaso ng Children in Special Protection, naitala sa Baguio

BAGUIO CITY – Naitala ng City Social Welfare and Development Office (CSWDO) ang 128 kaso sa ilalim ng Children in Special Protection (CNSP) mula Enero hanggang Marso 2, samantalang 235 menor edad ang nasita sa curfew sanakalipas na limang buwan, base sa ulat ng Baguio City Police Office (BCPO) at CSWDO) sa ginanap na quarterly meeting ng City Council on the Protection of Children (CCPC) kamakailan sa Baguio City Multi-purpose Hall. Sa ialim ng  CNSP case, 59 ang Children in Conflict with the Law (CICL), 19 Children at Risk (CAR) at 50 kaso para sa Child Abuse (CA). Ang CNSP ay mga bata na ipinag-uutos sa pamamagitan ng batas, na protektahan laban sa pang-aabuso, pagsasamantala at diskriminasyon. Ang CICL ay maaaring isang bata na pinaghihinalaang, inakusahan o hinatulan bilang nakagawa ng isang pagkakasala sa ilalim ng mga batas ng Pilipinas, habang ang mga kaso ng CAR ay ang mga kumikilos sa paraang maaaring makapinsala sa kanilang sarili o sa iba, o nasa panganib na itulak o pagsasamantalahan dahil sa personal, pamilya at panlipunang mga pangyayari. Sa 59 kaso ng CICL ay kinabibilangan ng 55 lalaki at 4 na babae, na dalawa ang nasa 9 hanggang 11 taong gulang;  tatlumpu’t tatlong ang 12 hanggang 15 taong gulang; dalawampu’t apat ang 16 hanggang 17 taong gulang; na may iba’t ibang mga pagkakasala kabilang ang pananakit, pagnanakaw, gawaing mapanganib na droga, pagtatangkang pagpatay, diumano’y frustrated murder, diumano’y sekswal na pang-aabuso at panggagahasa, carnapping, pang-aabuso, frustrated homicide, sekswal na pang-aabuso at anti-panggagahasa; 26 na kaso ang isinampa at 33 ang hindi naisampa. Ayon sa  CSWDO, ang ilan dito ay sumasailalim sa interbensyon at diversion, ang isa ay nasa disposisyon, habang ang isa ay tumanggi sa interbensyon. Karamihan ay naninirahan kasama ang pamilya, ang ilan ay nasa social welfare center, ang isa ay inilipat sa ibang pasilidad at ang isa ay inilipat sa isang lokal na SWDO. Ang 59 kaso ng CICL ay kumakalat sa 28 barangay sa lungsod ng Baguio na may tatlong out-of-town respondents. Para sa mga 19 kaso ng CAR,ay kinabibilangan ito ng 8 lalaki at 11 babae na may kaso ng maling pag-uugali, pagbabanta sa ibang bata, teenage pregnancy, masamang ugali, stow-away, nakatira kasama ang menor de edad na kasintahan at pag-iwas sa paaralan. Lahat sila ay naninirahan kasama ang kanilang mga pamilya sa 11 natukoy na barangay. Para sa mga 59 kaso ng Child Abuse ay 32 babae at 18 lalaki, na may kaso ng pisikal na pang-aabuso, non-incest rape, acts of lasciviousness, neglect, sexual molestation, emotional abuse. Pito ang nasa 0 to 5 age level, anim ang 6 to 8 y/o, walo ay 9 to 11 y/o; 22 ang 12 to 15 y/o at pito ay 16 to 17 taon gulang. Ayon kay CSWDO in-charge Cynthia Langagan ang tulong medikal/ pinansyal/ edukasyon/pagkain/kabuhayan ay ipinapaabot sa mga biktima. Ang iba pang mga serbisyo ay pansamantalang tirahan at mga serbisyo sa homelife, indibidwal na pagpapayo sa magulang-anak, sikolohikal na pangunang lunas, pagbuo ng halaga, mga sesyon ng kasanayan sa buhay, mga aralin sa pagiging magulang at pagsangguni sa pangangalaga sa pangangalaga, tulong na legal at pagsusuri sa sikolohikal. Ayon naman kay PCpt Maricris Melchor, ng BCPO, sa loob ng nakalipas na limang buwan, may kabuuang 231 menor de edad ang nahuli dahil sa paglabag sa Curfew Ordinance, na kinabibilangan ng 48 noong Enero; 39 noong Pebrero, 46 ​​noong Marso, 55 noong Abril at 43 noong Mayo. Binanggit ni Melchor ang pagkakaroon ng recalibrated Task Group Rizal (TG Rizal) na nag-aaplay ng mga pinakamahusay na kasanayan at nagpapatupad ng mga naaangkop na hakbang sa loob ng area of ​​responsibility ng mga istasyon ng pulisya. Ang CCPC ay nakaangkla sa apat na pangunahing haligi ng proteksyon ng bata: kaligtasan ng buhay, pag-unlad, proteksyon at pakikilahok. Ito ay pinamumunuan ni Mayor Benjamin Magalong, kasama ang mga miyembro-kinatawan mula sa CSWDO, Administrators, Planning, Sustainability and Development, Budget, Health, Department of Education, Employment, BGHMC, Risk Reduction Management, Veterinary and Agriculture, Nutrition, Liga ng Mga Barangay, Federation of CPC, Interior and Local Government, BCPO, Helping Hands at mga iba pang mga ahensya. A total of 54 participants from the DOT Central and Regional Offices are currently taking part in the Capacity Building on Data Storytelling training held in Baguio City on July 1–4, 2025, organized by the Department of Tourism through the Planning Service. This 4-day training aims to enhance the capabilities of DOT personnel to strengthen Excel and data analysis skills, transform raw data into clear and compelling narratives and visuals, apply storytelling techniques for effective reporting and decision-making, develop dashboards, infographics, and narrative reports, and use data storytelling to support performance reviews and budget proposals. “In today’s fast-paced and data-driven world, data is power — but storytelling is the force that breathes life into it. It gives context, relevance, and meaning to what would otherwise be just numbers and statistics. Simply having data is no longer enough. What truly drives change is how we interpret, communicate, and use that data to make informed, strategic, and people-centered decisions,” conveyed in a message from DOT-CAR Regional Director Jovita A. Ganongan, represented by Ms. Sylvia G. Chinayog, Chief Tourism Operations Officer. By enhancing their skills in data communication, DOT personnel are empowered to transform complex information into meaningful insights—enabling smarter decisions, more compelling reports, and impactful storytelling that drives progress across the tourism sector.    

Gov.Gambito urges unity, integrity during SP courtesy call

Gambito called for unity, integrity, and a people-first approach in governance during a courtesy visit by the members of the 12th Sangguniang Panlalawigan to his office today,July 3. The delegation, led by Vice Governor Eufemia Ang Dacayo, included all regular and ex-officio members of the provincial board. The visit was a gesture of support and solidarity with the governor’s administration. In his remarks, Governor Gambito appealed to the board members to act with honesty and always consider the welfare of the people above all else. “I urge you to be honest with yourselves. If a proposal is truly for the benefit of our people, I ask for your support,” he said. “I will never request any legislative action from the Sangguniang Panlalawigan unless it serves the best interests of the Novo Vizcayanos. I assure you, I will not seek funds for projects that only serve my political interests.” Gambito also emphasized the importance of setting aside political differences for the greater good. “We may not always share the same political alignments, but I hope this will not stop us from supporting programs that will benefit our province,” he said. He further encouraged the board members to make decisions based on their conscience and not on external influences. “Please do not let anyone sway your judgment. Act according to your conscience. If we disagree because of our differing perspectives, I understand—that is democracy. But if our differences are simply because we are not political allies, that would be disappointing, because it is the people who will ultimately suffer,” Gambito stated. “The people have entrusted us with the opportunity to serve. Let us use this chance wisely and work together for the benefit of our constituents,” he added. “Let us not waste the opportunity that has been given to us. We will not be here forever—so let us do what is right while we still have the chance, so that when our time is over, we will have no regrets about how we served.” The courtesy call reflected a renewed commitment among provincial leaders to uphold Governor Gambito’s advocacy for unity, integrity, and genuine public service for the continued progress of Nueva Vizcaya.

Zambales solon celebrates natal day with cerebral palsy kids in Olongapo

Jefferson “Jay” Khonghun pampered children with cerebral palsy and their parents to thanks giving and gift giving party to celebrate his natal day on Tuesday (July 2) in this Freeport. In a cozy and comfortable pizza house here, Cong. Jay Khonghun celebrated his birthday along with 40 children with cerebral palsy from Olongapo City and Subic, Zambales, accompanied by their parents, and siblings. “It is so important for me to be with the greatest mothers who never give up despite the sacrifices they endure for their children (Napakahalagang araw ngayon para sa akin na makasama ko sa aking karaarawan ang mga dakilang ina na hindi sinusukuan ang pagsakripisyo sa kanilang mga anak),” said Khonghun. The young solon continued as saying, “Your children (affected with cerebral palsy) are blessings from heaven, for you to show the meaning of true love and affection.” The birthday celebration was filled with party games for mothers, bubble shows, magic and tricks for kids, and gift giving, and sumptuous food for all. Cong. Jay Khonghun assured the parents that he and his office are always ready to provide them all available assistance they could provide. “Please don’t worry too much. We are here to help you in all ways we could provide (Huwag kayong mag-alala dahil narito kamipara makatulong sa inyong pangangailangan),” Khonghn said. Meanwhile, Mayflor De Guzman, president of Special Kidz Therapy Group based in Olongapo City, lauded the young solon for his continued support to the Group especially by providing moral and financial supports for the affected children. Speaking for her group, Olongapo City Cerebral Palsy Society (OCCPS) president Jennie Judar, express their warmest gratitude for Cong. Jay Khonghun who never failed to help them. The office of Cong. Jay Khonghun provides medical assistance to children with cerebral palsy for their neuro check-ups and other services which are done in Pampanga; wheel chairs, and vitamins. “These assistance is our advocacy, and we will continue these efforts so that we will always be within reach in taking care of our constituents with cerebral palsy,” Khonghun said. According to National Institutes of Health (NIH), in 2022, there were 11,268 new cases of Cerebral Palsy (CP) recorded in the Philippines among the population under 18 years old or 1.6 per 1,000 live births.
