Cebu journalists sharpen AI, media training skills

Vis-Min

CEBU, Philippines — As artificial intelligence (AI) reshapes newsrooms, journalists are exploring ways to adapt. In Cebu, local journalists and communications educators gathered for a full-day workshop designed to equip them with AI skills, while reinforcing the values of ethical and responsible journalism. “This workshop aims to help address pressing concerns and challenges which community journalists face daily in their work, such as digital safety, mental wellness, as well as challenges brought forth by AI and its impact on the newsroom,” said Atty. Maria Jane Paredes of STET–Women in Cebu Media. The event was organized through a collaboration between STET–Women in Cebu Media, International Media Support (IMS), the Asian Center for Journalism (ACFJ) at the Ateneo de Manila University, PLDT Inc. (PLDT), and Smart Communications, Inc. (Smart). Journalist, technologist, and media advisor Jaemark Tordecilla offered participants a deeper insight into AI and how it can support journalists in their daily newsroom work, including tasks like summarizing information, generating story ideas, and transforming content, among others. The discussion underscored that, while AI can enhance efficiency and creativity, it still requires responsible use and careful review for accuracy and fairness. Participants also learned practical tips and tools from Innopub Media Co-founder Max Limpag to protect their data online and ensure safety in the digital space. Limpag stressed that digital security is not just a technical concern but a crucial responsibility for journalists to establish and maintain trust. Moreover, the workshop featured Bidlisiw Foundation Inc. Executive Director Pamela Uy, who emphasized the importance of self-awareness and mindfulness in taking care of one’s mental well-being. This is essential in the field of journalism, where the work is demanding and constantly evolving. “We’re committed to empowering our stakeholders, and that includes the media. Hopefully, this workshop helps journalists become more resilient in the digital age,” said Roby Alampay, FVP and head of Public Engagement and Corporate Communications Group at PLDT and Smart. This effort underscores PLDT and Smart’s commitment to supporting the United Nations Sustainable Development Goals (UNSDGs), particularly Goal 4: Quality Education, Goal 9: Industry, Innovation and Infrastructure, and Goal 16: Peace, Justice, and Strong Institutions.

Mandaue reclamation to start — Wenceslao

Vis-Min

The Mandaue City Reclamation project that will host a central business district and other amenities for the public will finally proceed shortly after more than 20 years of delay, Mandaue Land Consortium (MLC) said in a statement. The project was approved in 2001 and 2003 by then Mandaue Mayor Thadeo Ouano, Sr., the father of the current mayor, with MLC as the city’s joint-venture partner. MLC is a member of the Wenceslao Group of companies. The delay started when Jonas Cortes, who was mayor from 2007 to 2016, brought in another entity, Sultan 900 Consortium, which later assigned its rights to GlobalCity Mandaue Corp. (GMC) of former Cong. Mikee Romero, to reclaim the same area. In 2016, MLC went to the Construction Industry Arbitration Commission (CIAC) for arbitration and won. Mandaue City was ordered to honor its contract with MLC and to fully comply with its obligations to MLC. The CIAC order was final and executory. With then Mayor Luigi Quisumbing, the local government complied and issued a notice to proceed in 2019. That same year, however, Cortes won as mayor again and pushed for GMC. He was, however, dismissed from office by the Ombudsman in 2024 for cause. With Ouano Jr. as mayor now, MLC said the project can start as soon as permits and documentation requirements are obtained. MLC noted that the private parties Cortes tapped for the project went to a Pasig court to resolve their own differences. The court, however, was not informed that the CIAC already ruled in favor of MLC and that the city government had already issued a notice to proceed years back. MLC intervened but was told it was not a party to the case. The Supreme Court, however, said MLC will not be affected since “MLC is not an indispensable party because its interest in the controversy or subject matter is separable from the interest of Paradigm PH… and GMC.”

PRO7 launches Project Tulay sa Pagbabago

Vis-Min

A new and meaningful change has started in Central Visayas as the Police Regional Office 7 (PRO7) officially launched Project: Tulay sa Pagbabago (TUPA-Shepherding) on Tuesday, July 22, at Camp Ceferino Genovia in Barangay Bahay, Sibonga, Cebu. The event was attended by 46 police officers from different units across the region. TUPA-Shepherding is a program to help police officers who have made mistakes get back on the right path. It focuses on forgiveness, second chances, and personal growth, to restore trust and create a better working culture within the police force. Led by PBGen. Redrico A Maranan, Regional Director of PRO7, the program offers a chance for change not through punishment alone, but through support, guidance, and learning. Importantly, TUPA-Shepherding aligns with the second key pillar of CPNP PGen Nicolas Torre III’s leadership, promoting unity and morale within the ranks. By offering guidance and second chances, the program fosters a culture of support and accountability, helping build a stronger, more united police force. “Tulay sa Pagbabago” means a bridge to change. It’s a bridge for those who want to fix their mistakes, for those who feel lost, and for all of us who want to become better public servants,” said Maranan. PBGEN Maranan first introduced this program when he served as District Director in Quezon City. He believes that every police officer deserves a second chance, and that true leadership is about helping others grow. The main idea behind the program is “Shepherding”. This means training selected police officers, called Shepherds, to become mentors who will guide and support their fellow officers. These mentors will offer spiritual advice, wellness support, values education, and behavior coaching to help others become better and more committed in their service. “Instead of turning our backs on those who made mistakes, we choose to believe in their ability to change. And we’ve already seen that change happen. Many officers are now back in uniform with a renewed sense of purpose,” PBGEN Maranan added. The seminar held during the launch marks the official start of the program in Central Visayas. The first batch of Shepherds is now being trained and will soon begin mentoring others who need help and guidance. TUPA-Shepherding is not just a one-time program, it is a long-term effort to help police officers become better people, both in and out of uniform. (PRO7-RPIO)

The CIDG Regional Field Unit 13, together with the Enforcement Division, Department of Environment and National Resources Region 13, the PNP Special Action Force, and territorial police units, launched a law enforcement operation under CIDG OPLAN KALIKASAN (Campaign against Unlawful Destruction of Natural Resources) in Barangay Bunawan Brooks, Agusan Del Sur, that resulted in the arrest of thirteen suspects, including four Chinese on July 10, 2025. PBGen Romeo J Macapaz, Acting Director of CIDG, stated that the arrested suspects were identified as “Pinwu,” “Hua,” “Viang,” and “Tingging,” all Chinese, and nine Filipinos—”Crishan,” “Joseph,” “Arnel,” “Justine,” “Willy,” “Joel,” “Krainier,” “Harold,” and “Juvy.” They were caught while allegedly engaging in illegal mining activity, particularly extracting gold and other associated minerals without the proper permit and license from the Mines and Geosciences Bureau. The authorities seized equipment and materials, including gold-bearing sand, basins, sluice machines and boxes, excavators, generator sets, water pumps, hydraulic pumps, fuel, shovels, solar lights, and solar panels, among others, with an approximate value of P7,987,900.00. Macapaz emphasized that all mineral resources in public and private lands within the territory and exclusive economic zone of the Republic of the Philippines are owned by the State. He added that the State promotes its rational exploration, development, utilization, and conservation through the combined efforts of government and the private sector in order to enhance national growth in a way that effectively safeguards the environment and protects the rights of affected communities. I commend the CIDG Regional Field Unit 13 for your swift and responsive action that led to the arrests of these thirteen suspects. It underscores our fight against crimes involving the environment and natural resources. With their arrest, we significantly prevented the destruction of the environment and made them accountable for the crime. Maraming Salamat sa inyo. The arrested suspects were charged before the National Prosecution Service with violations of Section 103 (Theft of Minerals) in relation to Section 55 (Minerals Processing Permit) of Republic Act No. 7942 (Philippine Mining Act of 1995) and Section 27 of Republic Act 7076 (People’s Small-scale Mining Act of 1991). Rest assured that your CIDG is steadfast in enforcing all the laws and relentless in catching all violators and criminals, local or foreign nationals alike. We urge the public to report all illegal activities concerning our environment, such as illegal fishing, illegal mining, illegal quarrying, illegal logging, and related environmental crimes, and your CIDG will do the rest. “We are CIDG; we will act on the difficult task immediately,” PBGem Macapaz stated.
