RHR breaks ground on Summit Villas Siargao, eyes upscale tourism market

Robinsons Hotels & Resorts (RHR), the hospitality arm of Robinsons Land Corporation (RLC), has officially broken ground on Summit Villas Siargao, its first resort on the island, marking the company’s entry into one of the country’s fastest-growing tourist destinations. Set to open in 2026, Summit Villas Siargao is being developed by Hira Holdings Inc. through Mega Mykon Builders, and will be managed by RHR under its Summit Hotels and Resorts brand. The resort will have 18 standalone villas, each with private amenities and eco-conscious features. The tropical design and elegant architecture reflect RHR and Hira Holdings’ commitment to sustainability as a guiding principle in its design and operations, aligning with the island’s broader efforts to promote sustainable tourism in the region. “Summit Villas Siargao is more than just a new property — it’s a celebration of the island’s natural beauty, vibrant culture, and rapidly growing tourism appeal,” said Mr. Barun Jolly, Senior Vice President and Business Unit General Manager of Robinsons Hotels & Resorts. “We are excited to bring the Summit brand’s signature warmth, style, and Filipino brand of excellence to Siargao.” Located near the island’s popular Cloud 9 surfing area and Tourism Road, the upcoming resort targets the upscale segment of domestic and international travelers seeking higher-end accommodations in Siargao. “Summit Villas Siargao reflects our strategy to expand into key leisure destinations while contributing to local tourism growth,” adds Mr. Jolly. “We see strong demand for quality hospitality in Siargao, and this development aims to respond to that.” The project is RHR’s latest move in broadening its portfolio of Summit-branded properties, which currently operates in urban and business hubs across the country. Tourist arrivals in Siargao have steadily increased in recent years, prompting more developers to explore opportunities in the island’s hospitality sector. Industry stakeholders have emphasized the importance of balancing growth with environmental stewardship, especially as infrastructure and tourism activity ramp up post-pandemic.      

PNP Central Visayas sees 52% crime drop

PRO7’s POLICING FORMULA DELIVER RESULTS The Police Regional Office 7 has recorded a remarkable 52% drop in crime incidents from April 1 to 20, 2025, compared to the same period in 2024- underscoring the effectiveness of a proactive and innovative policing strategy. According to data from the Philippine National Police’s (PNP) Crime Incident Recording and Analysis System (CIRAS), there were 91 fewer incidents recorded in the region’s eight focus crimes, dropping from 175 incidents in 2024 to 84 in 2025. The notable decreases in focus crimes include theft, which declined by 28 incidents (39.44%), physical injury with a decrease of 26 incidents (54.17%), rape down by 20 incidents (74.07%), murder reduced by 7 incidents (58.33%), and homicide which decreased by 1 incident (50%). The most significant progress has been observed in the Cebu Police Provincial Office (CPPO), which experienced a 63.29% reduction (from 79 to 29 incidents). The Bohol Police Provincial Office (BPPO) recorded a 60% decrease (from 35 to 14 incidents), while Lapu-Lapu City Police Office (LCPO) achieved an impressive 78.57% decrease (from 14 to 3 incidents). Dalipe approves edicts institutionalizing CLAYGO, Creating Zoning Office

 In a decisive moment toward a cleaner and more organized city, Mayor John Dalipe signs two landmark ordinances – one promoting cleanliness and environmental responsibility through the CLAYGO policy, and the other, creating the Office of the Zoning Administrator, on April 14.   Ordinance No. 713 entitled “An Ordinance Advocating Cleanliness and Environmental Responsibility through Mandating and Institutionalizing the Clean as You Go (CLAYGO) policy in all food establishments within the jurisdiction of Zamboanga City,” aims to promoting cleanliness, discipline and environmental responsibility among food establishments.   Under the ordinance, fast food chains, cafeterias and similar food outlets are mandated to implement the CLAYGO policy. Establishments must display proper signages, maintain clean dining areas, install segregated waste bins and provide handwashing stations. Non-compliance will result in escalating fines starting at P1,000 for the first offense, P2,000 for second offense and P3,000 for the third and subsequent offenses.   The ordinance excludes fine dining and full-service restaurants and grants a 180-day grace period for compliance.   The CLAYGO Board along with the Business Permits and Licensing Office (BPLO) Division and the City Health Office (CHO) will oversee implementation and enforcement.   Meanwhile, the Ordinance No. 714 also known as “An Ordinance Creating the Office of the Zoning Administrator, Appropriating Funds, therefore and for other purposes,” establishes an independent office of the Zoning Administrator, separating zoning duties from the City Planning and Development Office (CPDO). The move is aimed at improving efficiency, transparency and enforcement of zoning laws.   The new office will manage zoning permits, locational clearances and inspections, which serves as the secretariat for the City Zoning Board of Adjustment and Appeals (CZBAA).   To ensure technical competence, the Zoning Administrator must be a licensed Environmental Planner, a 10-year resident in Zamboanga City and have experience in zoning or a related field.   Two major sections will operate under the Office of the City Mayor including the Building and Business Evaluation Section (BBES) and the Subdivision Evaluation Section (SES).   The ordinance also outlines personnel structure, salary grades and funding mechanisms including the creation of a Zoning Fund Trust Account.   Likewise, the City Human Resource and Management Office (CHRMO) is also expected to play a key role in facilitating the transition and staffing for the newly established office in accordance with the Civil Service and Department of Budget and Management (DBM) guidelines.   The CPDO will now focus solely on planning functions and will be reorganized into five specialized divisions to streamline its operations including the Planning and Programming Division (PPD); Special Project Division (SPD); Monitoring, Evaluation and People Empowerment Division (MEPED); Mapping and Statistical Services Division (MSSD); and Administrative Services Division (ADSD). The ceremonial signing took place at the City Hall conference room and was attended by Vice Mayor Josephine “Pinpin” Pareja, Councilors Vino Guingona, Al-Jihan Edding and Liga ng Mga Barangay President Jordan Evangelista, CPDO Coordinator Ma. Miss Universe Philippines candidates immerse in the Cultural Heritage of Catubig

The ladies delved into the town’s rich history, learning about the deep-rooted heritage of Saint Joseph the Worker Parish Church, commonly known as Catubig Church and the legendary Battle of Catubig. As part of their experience, the candidates indulged in Catubig’s famous local delicacies, including the renowned fresh water clams (bibe) giving them a true taste of the town’s culinary heritage. Tacloban CEO Gym renovation paves way for new Sports Complex

The CEO Gymnasium, located along Justice Romualdez Street, is currently undergoing a facelift that will transform it into a City Sports Complex, set to become a hub for athletes and sports enthusiasts. This upgrade aims to enhance the facility’s capacity to host various sporting events while providing a conducive environment for both training and competition. As part of the improvements, the air-conditioned gym will feature elevated bleachers, ensuring ample seating for spectators during games and events. A standard basketball court will also be installed, complete with movable goals and a modern basketball goal system. These enhancements are designed to meet high standards, making the venue ideal for local tournaments, community sports programs, and other athletic activities. The first phase of this project, valued at P10 million, is set for completion on June 11. OFW Processing Center to launch at Mactan-Cebu International Airport

Cebu Pacific (PSE: CEB), the Philippines’ leading carrier, has partnered with the Department of Migrant Workers (DMW) and Aboitiz InfraCapital Cebu Airport Corporation (ACAC) to construct an OFW Processing Center at Mactan-Cebu International Airport (MCIA) Terminal 2. The facility aims to streamline processing of key travel documents, such as Overseas Employment Certificates (OECs), for departing and returning overseas Filipino workers (OFWs) at MCIA. The center’s construction is set to begin this March, with operations expected to start before the end of the second quarter of 2025. “We recognize the valuable contributions of OFWs to our economy and the need for seamless access to essential services. This partnership is part of our ongoing commitment to making air travel more convenient and responsive to the needs of overseas Filipino workers,” said Candice Iyog, CEB Chief Marketing and Customer Experience Officer. The DMW has expressed its full support for the initiative, reaffirming its commitment to providing OFWs with more accessible and efficient services. “This partnership is not just about building a facility; it symbolizes our deep appreciation for the invaluable contributions of our OFWs. This center will be a one-stop service hub offering essential services. PRO7 arrest leaders, members of the three gun-for-hire groups

Police Brigadier General Redrico A. Maranan, Regional Director of the Police Regional Office 7, announced the successful dismantling of three gun-for-hire groups responsible for violent crimes in Cebu. Two of these groups (Ylaya and Tañeza Group), linked to multiple shooting incidents in Cebu City last February, were found to be operating under the same handler—an ex-convict who was already arrested on February 17, 2025. The third group (Bano Group), which was behind a shooting in Toledo City on March 5, 2025, operated independently. A total of eight suspects were arrested in a series of intensified police operations. However, one suspect from the Bano Group was killed after engaging law enforcement officers in a shootout during an attempted arrest in Toledo City. In addition to these developments, authorities also rescued a minor from Tañeza Group who had been exploited and used in criminal activities. Police ensured that proper protocols were followed in handling the minor’s case, coordinating with the appropriate agencies to provide protection and support.The Cebu City shooting incidents include a fatal attack on February 2 in Sitio Riverside, Barangay Duljo Fatima, and another on February 11 in Sitio San Juan, Barangay Mambaling. Meanwhile, the Toledo City shooting incident on March 5 further highlighted the continuing threats posed by hired gunmen in the province. Police pursuit operations led to the confiscation of nine firearms and the recovery of 166 grams of shabu, valued at P1,128,800.00, significantly disrupting the criminal operations of these groups. Maranan confirmed that charges have been filed against the arrested individuals, with some already committed to the Bureau of Jail Management and Penology (BJMP). “This operation underscores our firm resolve to dismantle criminal networks that endanger public safety. The successful arrests, along with rescue of the minor, demonstrate our commitment to protecting communities and ensuring justice for victims,” said Maranan. He also commended the Cebu City Police Office and other involved units for their swift and coordinated response. “The relentless dedication of our law enforcement personnel is crucial in our fight against organized crime. Their efforts ensure that those who disrupt peace and order will face the full force of the law,” he added. Authorities continue to investigate the full extent of these gun-for-hire groups’ activities, with further arrests expected as the crackdown on organized crime in Cebu Province intensifies.
