City officials discussed Waste Management and PWD ID Issues

BAGUIO CITY – In a concerted effort to enhance waste management practices and address issues related to the misuse of Persons with Disabilities (PWD) identification cards, a meeting was held on March 6, 2025, at the Smart City Command Center, Baguio Convention and Cultural Center, bringing together city officials, business owners, and key stakeholders from Session Road establishments. Presided over by Mayor Benjamin B. Magalong, City Mayor, Gladys Vergara, Chairperson of the Baguio Tourism Council, and City General Services Officer Eugene Buyucan, the meeting was attended by representatives from leading restaurants and establishments, environmental officers, and business administrators. Key Issues Discussed 1.Waste Management and Garbage Collection Odor Issue from Pig Farms: The persistent odor from nearby pig farms continues to impact businesses along Session Road. Ms. Gladys Vergara proposed the use of Greensoil as a solution to mitigate the issue. The BTC Greensoil Venture, an advocacy led by the Baguio Tourism Council, promotes a composting method that utilizes a specialized reagent to accelerate the decomposition process, effectively managing biodegradable waste. Garbage Collection Fees and Implementation: The City Environment and Parks Management Office (CEPMO) and Mayor Magalong engaged businesses in discussions on waste collection pricing. Business owners emphasized the need for a cost-effective solution. Garbage Segregation Issues: Businesses were reminded to strictly follow waste segregation rules to improve efficiency, as the city collects a substantial volume of garbage daily. Food Waste Management and Black Soldier Fly (BSF) Project: Mayor Magalong introduced the use of Black Soldier Fly larvae to process food waste. A third-party provider will oversee bin distribution and waste processing, with a scheduled site visit for business owners before implementation.   Adaptation of SM Baguio’s Waste Collection Model: The city proposed a unified waste collection system similar to SM Baguio’s model. While some businesses prefer direct disposal, further discussions are planned. Waste Collection Costs and Negotiation: Bidding for waste collection services has commenced, and businesses await clarity on pricing. The city may also derive a share from waste collection fees to sustain the system. Hazardous Waste Disposal: Mayor Magalong emphasized that hazardous waste, including used oil, must be handled by DENR-accredited haulers, with non-compliance subject to legal action. 2.Business Compliance and Individual Meetings Businesses inside Porta Vaga Mall and Baguio Center Mall already implement unified waste collection. Mayor Magalong encouraged other Session Road establishments to follow suit. Direct negotiations between businesses and city officials will continue for those opting for independent disposal methods. 3.Verification and Legal Measures on Fake PWD IDs Issuance and Authentication: Dr. Samuel Aquino, Chief of the Persons with Disabilities Affairs Office (PDAO), reported an alarming increase in fake PWD IDs in Baguio. Businesses were advised to verify IDs based on: Validity period (5 years from issuance) Proper serial number format and mayor’s seal Photocopying and reporting suspected fake IDs to PDAO Pending Improvements in PWD ID Issuance: The city is working on a more secure technology-based PWD ID system, pending rollout from the Department of Social Welfare and Development (DSWD). Guidelines for Business Owners: PWD IDs must only be used by the registered owner. Discounts cannot be combined with promotions. Complaints on fraudulent IDs should be filed with PDAO. Next Steps and Action Items Site Visit to Waste Management Facility: Businesses will confirm participation and visit the BSF processing facility before program implementation. Separate Negotiations with SM Baguio: The city will conduct independent discussions with SM Baguio on their waste hauling practices. Proposal Submission for Waste Collection: Businesses will submit their proposed solutions for garbage collection. Hazardous Waste Regulations: Establishments must ensure proper disposal of hazardous waste through accredited haulers to comply with DENR regulations. Mayor Magalong reiterated the city’s commitment to sustainable waste management and business compliance, urging restaurant owners and establishments to collaborate closely with the city government in ensuring a cleaner and more efficient waste disposal system. The Baguio Tourism Council and business owners pledged to work together in implementing these initiatives for the betterment of the city. 50 capitol staff join TESDA’s pastry making training

  The employees of the Catanduanes Government are ready to whisk their skills today, March 11, 2025 as the 3-day Community-Based Training Program of Bread and Cake Making kicks off at the Provincial Capitol Dome. With 50 participants in attendance, this interactive training and lecture, in partnership with the Technical Education and Skills Development Authority (TESDA) Provincial Training Center, is designed to equip the employees with invaluable skills and knowledge, providing them with opportunities to generate additional income. On the first day, the participants engaged with an orientation and lecture, followed by the turn-over of baking tools and equipment which will be used in their hands-on training during the upcoming days. This TESDA program is held annually, with at least one or two conducted each year, aimed at further fostering skill development and community growth.            

BCDA continues to secure ROW for SCMB railway project

The right-of-way (ROW) acquisition for the Subic-Clark-Manila-Batangas (SCMB) Railway Project continues to make headway as the Bases Conversion and Development Authority (BCDA) distributed another 36 Transfer Certificate of Titles (TCTs) to landowners affected by the project in Pampanga. In a ceremony held on March 4, BCDA Vice President and Subic-Clark Railway Project Director Jocelyn L. Caniones turned over the certificates to 17 lot owners from Porac and Floridablanca. She was joined by Pampanga Board Member Fritzie David-Dizon and Provincial Assessor of Pampanga Manuel N. Mendoza Jr., who represented Pampanga Governor Dennis G. Pineda and Vice Governor Lilia G. Pineda. Citing their contribution to the smooth implementation of the SCMB Railway Project, Caniones lauded the landowners for their cooperation, and for acknowledging the importance of this endeavor in the development of Central Luzon and the country. “Ang SCMB Railway Project ay hindi magtatagumpay kung hindi dahil sa suporta ng mga may-ari ng lupa na nagbigay daan sa mga pangangailangan ng railway na ito. Dahil dito, ang mga landowners ay may mahalagang bahagi sa katuparan ng adhikain ng Luzon Economic Corridor,” Caniones said. “(The SCMB Railway Project would not succeed without the support of the landowners who yielded to the railway’s requirements. This development emphasizes affected landowners’ important role in the realization of the Luzon Economic Corridor vision.)” This is the second batch of TCTs turned over by the BCDA for the SCMB Railway Project following the initial distribution of 68 certificates in November last year. Under Republic Act 10752 or the Right-of-Way Act, the owner of properties affected by a project and the implementing agency shall execute a deed of absolute sale, with the implementing agency facilitating the annotation of the deed of absolute sale on the TCTs. TCTs are legal documents that serve as evidence of ownership of registered land. The SCMB has a railway alignment of 26.9 kilometers in Porac and Floridablanca, affecting 519 lots in these municipalities. The BCDA has successfully completed the negotiations with 212 lot owners, 163 of which have already received either partial or full compensation. “Ang lalawigan ng Pampanga ay lubos na nagpapasalamat sa bawat may-ari ng lote na apektado ng proyektong ito–sa inyong pasensya, kooperasyon at pang-unawa sa buong proseso. Ang inyong kahandaang makipatulungan ay naging mahalaga sa pagsasakatuparan ng proyektong ito,” said Gov. Pineda in a message delivered by Engr. Mendoza. “(The province of Pampanga sincerely thanks every lot owner affected by this project–for your patience, cooperation, and understanding during the whole process. Your readiness to help has been crucial in implementing this project.)” As an integral part of the Luzon Economic Corridor, the 250-kilometer SCMB will provide essential connectivity and freight transport services between four major economic points in Luzon, namely the Port of Subic, Clark International Airport, Port of Manila, and Port of Batangas. This will revolutionize the country’s transport and logistics sector, as these four ports facilitate about 80 percent of the entire country’s port traffic. The BCDA continues to facilitate the ROW acquisition for the project, as the national government remains optimistic about the project’s implementation. The feasibility study for the project will be jointly undertaken by the United States, Sweden, and the Asian Development Bank.

Two Bocaue cops killed in police operations, P200,000 reward for the arrest of killer

The Philippine National Police (PNP) on Monday said a total of P200,000 cash reward will be given to anyone who can provide information that could lead to the arrest of a suspect who killed two police operatives in an anti-illegal drug operations in Bulacan on March 8. In a press conference at Camp Crame in Quezon City, PNP spokesperson and Police Regional Office-Central Luzon (PRO-3) chief Brig. Gen. Jean Fajardo said the force mourns the death of Staff Sergeants Dennis Cudiamat and Gian George Dela Cruz, both of Bocaue Municipal Police Station. Fajardo said the PRO-3 cops are conducting a manhunt to locate alias Xander. The other suspect, his brother Dado, was arrested in a follow-up operation. “Naglabas kami (PRO-3) ng reward na P100,000 at nagbigay din ng P100,000 reward ang LGU [local government unit] ng Bocaue as per PD [Provincial Director] of Bulacan sa sinuman makakapagbigay ng information sa posibleng kinaroroonan nitong si alias Xander na maaari makapagturo sa atin at maaresto natin ito sa lalong madaling panahon Fajardo urged the public to cooperate for the immediate arrest of the remaining suspect. On March 8,  a police operation in relation to R.A. 10591 (Comprehensive Firearms and Ammunition Regulation Act) resulted in an armed encounter that led to the tragic death of two police operatives in Sitio Tugatog, NIA Road, Brgy. Tambubong, Bocaue, Bulacan. At around 12:00 p.m., Cudiamat and Dela Cruz were conducting a buy bust operation against illegal firearms when they were suddenly attacked by unidentified gunmen. Cudiamat sustained a gunshot wound to the head and did not survive, while Dela Cruz, who suffered critical injuries, was rushed to the hospital. Despite medical intervention, he succumbed to his injuries at approximately 3:00 p.m. the same day. The perpetrators fled toward Pandi, Bulacan, taking the officers’ firearms. In response, the Bulacan Provincial Police Office launched an aggressive follow-up operation, leading to the apprehension of one suspect with alias “Dado,” a 38-year-old resident of Brgy. Bunsuran, Pandi, Bulacan. However, his cohort, alias “Athan,” remains at large after engaging the police officers in a shootout and fleeing with the police officers’ service firearms. Confiscated from the arrested suspect were one caliber .38 revolver without a serial number, one hand grenade, one Rusi 125 motorcycle with a sidecar, one  genuine one-thousand-peso bill used in the buy-bust money, and four boodle money bills. Further investigation led to the discovery of a Honda Beat motorcycle in Brgy. Bunsuran 2nd, Pandi, Bulacan, believed to have been used by the fleeing suspect. Authorities are actively tracking him using surveillance footage and intelligence reports. Criminal charges for violations of R.A. 10591 (Comprehensive Firearms and Ammunition Regulation Act) in relation to the Omnibus Election Code, R.A. 9516 (Illegal Possession of Explosives), and double murder are now being prepared against both the arrested and at-large suspects. Fajardo, strongly condemned the attack and assured that justice will be served. “The Philippine National Police will relentlessly pursue all those responsible for this heinous attack. We will not rest until justice is served. This act of violence against our personnel will not go unpunished, and we will ensure that the full force of the law is brought down upon the perpetrators.” She also expressed deep sorrow over the loss of the two officers. “We mourn the tragic deaths of our brave police operatives who dedicated their lives to serving and protecting the public. Our thoughts and prayers are with their families, and we assure them of our support during this difficult time. Their courage and sacrifice will never be forgotten.” PRO 3 remains steadfast in its pursuit of justice and urges anyone with relevant information to report to the nearest police station. Intensified operations are ongoing to locate and apprehend the remaining suspect.            

PRO7 arrest leaders, members of the three gun-for-hire groups

Police Brigadier General Redrico A. Maranan, Regional Director of the Police Regional Office 7, announced the successful dismantling of three gun-for-hire groups responsible for violent crimes in Cebu. Two of these groups (Ylaya and Tañeza Group), linked to multiple shooting incidents in Cebu City last February, were found to be operating under the same handler—an ex-convict who was already arrested on February 17, 2025. The third group (Bano Group), which was behind a shooting in Toledo City on March 5, 2025, operated independently. A total of eight suspects were arrested in a series of intensified police operations. However, one suspect from the Bano Group was killed after engaging law enforcement officers in a shootout during an attempted arrest in Toledo City. In addition to these developments, authorities also rescued a minor from Tañeza Group who had been exploited and used in criminal activities. Police ensured that proper protocols were followed in handling the minor’s case, coordinating with the appropriate agencies to provide protection and support.The Cebu City shooting incidents include a fatal attack on February 2 in Sitio Riverside, Barangay Duljo Fatima, and another on February 11 in Sitio San Juan, Barangay Mambaling. Meanwhile, the Toledo City shooting incident on March 5 further highlighted the continuing threats posed by hired gunmen in the province. Police pursuit operations led to the confiscation of nine firearms and the recovery of 166 grams of shabu, valued at P1,128,800.00, significantly disrupting the criminal operations of these groups. Maranan confirmed that charges have been filed against the arrested individuals, with some already committed to the Bureau of Jail Management and Penology (BJMP). “This operation underscores our firm resolve to dismantle criminal networks that endanger public safety. The successful arrests, along with rescue of the minor, demonstrate our commitment to protecting communities and ensuring justice for victims,” said Maranan. He also commended the Cebu City Police Office and other involved units for their swift and coordinated response. “The relentless dedication of our law enforcement personnel is crucial in our fight against organized crime. Their efforts ensure that those who disrupt peace and order will face the full force of the law,” he added. Authorities continue to investigate the full extent of these gun-for-hire groups’ activities, with further arrests expected as the crackdown on organized crime in Cebu Province intensifies. Sinabi ni Atty. Si Balisong, na kilala sa kanyang dedikadong serbisyo bilang City Councilor, ay gumanap ng mahalagang papel sa paghubog ng mga patakarang nakikinabang sa mga komunidad ng Baguio. Magalong pinasusuri ang mga drug-cleared barangays

  By Zaldy Comanda   BAGUIO CITY – Inatasan ni Mayor Benjamin Magalong ang Philippine Drug Enforcement Agency at Baguio City Police Office na muling suriin ang mga idineklarang drug-free barangay sa lungsod dahil mas mura at abot-kayang iligal na droga ang ibinebenta sa merkado. Sa unang quarter meeting ng City Anti-Drug Abuse Council (CADAC), sinabi ni Magalong na “Ang 100-plus drug-free barangays ng Baguio sa mga nakaraang taon ay maaaring hindi sumasalamin sa totoong senaryo na ang mas murang shabu na nagmumula sa Afghanistan ay bumabaha na sa ating komunidad.” Ayon kay Magalong dapat suriin ng PDEA ang kanilang mga protocol para sa posibleng reclassification ng mga barangay bilang drug-free at katuwang ang pamahalaang lungsod sa pamamagitan ng CADAC sa pagsasagawa ng pagsasanay at workshops upang bigyang kakayahan ang mga opisyal ng barangay sa pagtugon sa paggamit ng droga o pagbabawas ng pagbebenta ng droga sa kanilang nasasakupan. Iniulat ni BCPO PCapt.Franklin Jay Aquisio, hepe ng City Drug Enforcement Unit, hindi bababa sa 12 buy bust operation ang isinagawa ng ahensya mula Enero 1 hanggang Marso 4, 2025 na humantong sa pagkakaaresto sa 12 drug personalities; anim na arestado na may mga search warrant; anim na arestado sa pamamagitan ng warrant of arrest; dalawang arestado ng tugon ng pulisya sa mga iniulat na aktibidad laban sa ilegal na droga; apat ang naaresto sa pamamagitan ng mga checkpoint ng pulisya para sa kabuuang 30 naarestong personalidad sa droga sa loob ng dalawang buwan. Karamihan sa mga naarestong drug personality ay ikinategorya bilang high value individual habang dalawa ang newly identified persons who use drugs (PWUDs). Ang shabu ang pinakakaraniwang uri ng ipinagbabawal na gamot na nasamsam sa 31,661 gramo at marijuana na 11.24 gramo na may kabuuang halaga na P216,643 ayon sa BCPO. Pinatunayan din ni PDEA Baguio-Benguet Chief Edwin Changrapen ang ulat ng BCPO na nagsasabing ang methamphetamine hydrochloride o shabu ang napiling droga sa mga naarestong drug personalities sa Baguio City. May kabuuang 20 initiated operations ang isinagawa ng PDEA noong Enero at Pebrero kung saan may kabuuang 9,562.8633 gramo ng tuyong dahon ng marijuana at 125.1781 gramo ng shabu ang nasamsam. Gayunpaman, sinabi ni Changrapen na ang mga online na paraan ng pagbabayad at bank transfer sa pagbebenta ng ilegal na droga ay nagiging hamon sa ahensya dahil ang pisikal na ebidensiya sa panahon ng buy bust operation ay mahirap itatag. Inilista ng PDEA ang 63 indibidwal na binabantayan sa Baguio City dahil sa paggamit at pangangalakal ng iligal na droga. Sa kabila ng hamon na ito, hinikayat ni Magalong ang sama-samang pagsisikap sa pagtugon sa paggamit ng ilegal na droga sa lungsod sa pakikipagtulungan ng lahat ng miyembro at stakeholder ng CADAC. Ang CADAC, na pinamumunuan ng alkalde ay isang coordinating body na may mandato na tingnan at ipagkasundo ang lahat ng mga interbensyon laban sa pag-abuso sa droga ng mga ahensya ng gobyerno, lokal na pamahalaan at pribadong sektor upang makabuo ng isang holistic na diskarte sa pagsugpo sa paglaganap ng ilegal na droga sa lungsod na nagdudulot ng seryosong banta sa kinabukasan ng mga kabataan.

Candon City hosts symposium on Environment Awareness for Women’s Month

In celebration of the 2025 Women’s Month, the City Government of Candon hosted the Symposium on Environmental Awareness Campaign and Advocacy titled “Babai, Agesrbi: Ti Akem Ni Juana Iti Aglawlawna” on March 8, 2025, at the Candon Civic Center. The event highlighted the crucial role of women in climate change action and adaptation, featuring talks from Ms. Peachie Dioquino-Valera on The Role of Women in Climate Change Action and Adaptation and Ms. Virginia Benosa-Llorin on The Impact of Climate Change on Women’s Health. City Vice Mayor Atty. Kristelle G. Singson, SPM Lerisa Llanes, Chairperson of the Committee on Gender & Development, Ms. Grace L. Ramos, GAD Focal Point Person, and the GAD unit of the City Government of Candon graced the event. Women from various sectors, including barangays, government agencies, academic institutions, and women’s organizations, actively participated in the symposium, reinforcing the city’s commitment to gender equality and environmental sustainability. This symposium serves as a call to action, urging women to take active participation in addressing climate challenges while promoting gender equality and environmental resilience in their communities.
