LGU, USAID forge MOU for effective implementation of USAID initiatives

ZAMBOANGA CITY — Mayor John Dalipe and USAID Mission Director Ryan Washburn forge a memorandum of understanding (MOU) to establish a framework for cooperation and partnership between the city government and USAID/ Philippines for the effective implementation of USAID initiatives with the goal of promoting inclusive and resilient economic growth in Zamboanga and its neighboring areas, on October 17. The MOU signing ceremony, held at the City Hall conference room, strengthens the partnership of the city of Zamboanga and USAID for the implementation of various USAID initiatives encompassing governance, local economic development, water security, health services, basic and higher education and technical skills programs, environment, climate resilience, and disaster preparedness and management and response, among others. Illustrative activities include technical assistance and consultancy, trainings, mentorship, and other capability building activities; cross visits, study missions, learning exchanges; conferences, fora, workshops, and similar activities/ events. Zamboanga City is one of the partner cities of USAID under the Cities Development Initiatives (CDI) along with Batangas, Legazpi, and Puerto Princesa in Luzon; Iloilo, Tacloban, and Tagbilaran in Visayas; and Cagayan de Oro, General Santos. Abandoned CTG encampment discovered in Mountain Province

As part of the continuous efforts of Police Regional Office Cordillera Administrative Region (PRO-CAR) in the campaign to end the Local Communist Armed Conflict, the Inayan Cops of Mountain Province Police Provincial Office discovered an abandoned Communist Terrorist Group (CTG) encampment in Besao, Mountain Province on October 15, 2024. Based on the report submitted to the Regional Director, PBGEN DAVID K PEREDO, JR, the abandoned CTG encampment was discovered by the joint operatives of 1st Mountain Province Provincial Mobile Force Company (PMFC) and Besao Municipal Police Station along a forested area in Sitio Mapao, Brgy. Gueday, Besao while they were conducting a major Internal Security Operation in the area. From the said encampment, the operatives were able to recover ten pieces of Ammonium Nitrate–Fuel Oil in ice candy wrappers, six pieces Improvised Explosive Device (IED) containers, four pieces dynamite sticks, one IED grenade, subversive documents, and other personal belongings. After documentation, all the discovered IED materials were turned over to the Provincial Explosive Ordnance Disposal and Canine Unit of Mountain Province, while the other recovered materials are under the custody of 1st Mountain Province PMFC for proper disposition. Meanwhile, the operating troops are continuously searching adjacent areas of the encampment for the possible recovery of other IEDs.    

Magalong urges youth to take active role in attaining city’s sustainable goals

Keith “Sustainability is all about fulfilling the needs of the present generation without compromising the needs of future generations.” Thus, declared Mayor Benjamin Magalong during a Bingo Scorecard Eskwela Caravan and Stakeholder Consultation, Sept. 25, at the University of the Cordilleras where he encouraged young people to take an active role in achieving the city’s sustainable development goals. The Caravan is a city project that encourages barangays and educational institutions to participate in building a sustainable and resilient city based on environmental, livability, and disaster risk reduction plans, which are all part of the city’s initiatives and plans to address urban decay. “You, the young people, are our future generation. That is the reason why we want to bring out the best in you and empower you this time,” he stressed. The Mayor said there are three ways to empower the youth: By allowing them to take the lead; allow them to participate in decision making; and that adults or elderly should find time to listen to the youth. “Young people now have amazing mindsets and thoughts. They can practically understand what is happening in the environment today,” he added. In his State of the City Address last September 1, Mayor Benjamin Magalong underscored the importance of programs and activities focused on developing youth leadership and empowering them to take part in good governance and development. He also emphasized the need to listen to the voices and ideas of young people when it comes to making important decisions that will affect the community. “It’s about time to allow young people to take the lead and please, let us listen to them,” the Mayor said.      

Tacloban cops, welcomes new city director

TACLOBAN CITY – The Tacloban City Police Office welcomes the new City Director during the change of command ceremony presided over by Brig.Gen. Jay Reyes Cumigad, regional director of the Police Regional-8 held at TCPO Grounds, Paterno Ext., Tacloban City, on October 16.   Tacloban City Mayor Alfred S. Romualdez graced the occasion and served as guest of honor and speaker. Col. Noelito Getigan, former Chief of the Regional Operations Division, PRO 8 was installed as the new City Director of TCPO in place of the outgoing City Director, Col. Michael Palermo. Palermo, lauded the men and women of TCPO for their cooperation and exemplary performance during his more than two years stint. “I am grateful for the love and dedication of our police force in Tacloban. The years that I spent in this unit is indeed an unforgettable experience and learning that I will forever treasure,” Palermo stated. Getigan acknowledged the challenge of the former City Director’s accomplishments. “As the new City Director, I am deeply grateful for the privilege of this designation. I look forward to building upon the legacy of my predecessor. With this, I would like to take my new assignment as a challenge and motivation to do my best in achieving even greater accomplishments.” Cumigad, as the presiding officer, is also confident that with the experience and leadership of the newly-installed City Director, the initiatives and accomplishments of the unit will continue. Also present during the activity were Col. Erwin Portillo, chief RPRMD, the TCPO Command Group and Key Officers, families of the newly installed City Director, and media personalities.      

SEC hosts successful roadshow in La Union to empower MSMEs and Startups

SAN FERNANDO CITY, La Union  – The Securities and Exchange Commission (SEC) proudly completed its latest leg of the nationwide Roadshow on Capital Formation for micro, small, and medium enterprises (MSMEs) and startups at the La Union Convention Center on October 10, 2024. This initiative aims to introduce the capital market as an accessible funding source for business expansion. The event drew significant participation, with local business executives, government representatives, and entrepreneurs eager to learn about alternative financing options. Attendees explored various funding avenues, including crowdfunding, which has emerged as a vital resource for startups and MSMEs. SEC Commissioner Javey Paul Francisco emphasized the need to expand the financing instruments available to MSMEs, stating, “MSMEs are the backbone of a resilient national economy, as they drive domestic demand through job creation, innovation, and competition. MSMEs continue to experience credit constraints, tedious documentation, high interest rates, and mandatory collateral requirements.” The Philippine Stock Exchange (PSE) and the Investment and Capital Corporation of the Philippines (ICCP) also played pivotal roles in the event, highlighting the benefits of initial public offerings (IPOs) as a means for enterprises to raise capital and expand their operations. Representatives from both organizations provided insights on how MSMEs can navigate the IPO process, detailing the steps required to list on the PSE and the advantages of becoming a publicly traded company. Governor Raphaelle Veronica “Rafy” Ortega David expressed her gratitude for the SEC’s efforts to bring this initiative to La Union. She highlighted the significance of accessible funding options as businesses continue to expand and grow. The roadshow featured presentations from the Eastern Securities Development Corporation – Round One. Ms. Charmaine Co, Marketing Head, provided insights into the benefits of crowdfunding and shared success stories from businesses that have effectively utilized these platforms to secure capital. Participants also engaged in interactive breakout sessions, where they had the opportunity to consult with SEC, Round One, PSE, and ICCP about tailored financing solutions for their ventures. The SEC has witnessed a surge in the number of businesses leveraging crowdfunding and IPOs as means to secure funding, with 744 companies successfully tapping the capital market since the first crowdfunding license was approved by the SEC in December 2020. This growing trend underscores the potential of the capital market to support the development of MSMEs and startups across the Philippines. This roadshow in La Union is part of the SEC’s ongoing commitment to encouraging small enterprises to explore the capital market as a viable financing option through its Office for the Advancement of Strategic Investments in SMEs (OASIS).      

SM Supermalls powers up sustainability with expanded electric vehicle charging network

With the completion of stations at SM City Lucena, SM City Rosales, and SM City Sucat, the mall giant now operates a total of 111 EVCS across 62 malls nationwide. Additional EVCS include SM City Novaliches, SM City Batangas, and SM Center Las Piña. This expansion underscores SM Supermalls’ strategic focus on supporting the growing EV market in the Philippines. By providing convenient and accessible charging infrastructure, the company aims to encourage more Filipinos to adopt EVs as a sustainable transportation option. SM Supermalls is making EV ownership more attractive by offering complimentary charging services at all EVCS locations, significantly reducing operating costs for EV owners. This cost-effective approach is expected to drive increased adoption of EVs, which in turn contributes to the national government’s Republic Act 11697 (Electric Vehicle Industry Development Act or EVIDA) for EV industry development. With a target of 75 malls with EVCS by the end of the year, SM Supermalls has the largest rollout of EVCS, demonstrating an active contribution to a cleaner and healthier environment by reducing the country’s carbon emissions. EVs utilize lithium-ion batteries with a capacity of at least 100 kilowatt-hours of electricity, proving to be cost-effective in the long term and eco-friendly as they emit no carbon dioxide. Since the project began in 2022, more than 10,123 unique users have visited across 62 malls, and a total of 357,874kWh of electricity has been provided for free. The company’s investment in EVCS infrastructure demonstrates its commitment to sustainability and its role in promoting a greener future for the Philippines. This aligns with the SM group’s goal of achieving lower carbon emissions through the transition to environmentally friendly transport alternatives. Private partners vouch for BCDA’s track record; support RA 7227 amendments

By Dante Salvana Real estate developers and locators in various economic zones of the Bases Conversion and Development Authority (BCDA) have expressed support for the proposed bills amending Republic Act 7227, stressing that such measure would allow the state-run firm to continue ushering sustainable economic growth, drive investments, and generate jobs for Filipinos. Filinvest Land Inc. (FLI), Ayala Corp., Megaworld Corp., and Hann Development Corp. (HDC), delivered their respective letters of support for House Bill 8505 and Senate Bill 2647, citing BCDA’s track record as a key player in economic development and nation building. As the developer of the 288-hectare mixed-use development Filinvest New Clark City in Tarlac and the 201-hectare leisure estate Filinvest Mimosa+ in Pampanga, FLI described BCDA as a “key progress catalyst” in Central Luzon, and a “steadfast partner” in establishing townships, business hubs, and industrial zones. Hence, Filinvest believes that the continued existence and expansion of BCDA will strengthen its ability to drive economic growth and develop key areas in the country. “The renewal of BCDA’s corporate existence and expanded role under [the bill] will inspire trust and confidence from both local and foreign investors and boost the country’s economy. The extension of BCDA’s corporate existence not only ensures continued progress of the areas within its jurisdiction, but also allows the expansion of its industrial and economic footprint, attracting investors and fostering local economy,” FLI President and Chief Executive Officer (CEO) Tristaneil D. Las Marias said. Ayala also said its partnership with the BCDA for the development of the Bonifacio Global City in Taguig, and its subsidiary, John Hay Management Corp., for the Ayala Land Technohub in Baguio City, has helped stimulate economic growth in these areas and create more jobs for Filipinos. “Thus, we support the proposal to extend the corporate term of BCDA for another 50 years from 2042,” Ayala Corp. President and CEO Cezar P. Consing said. The company also supported the measure to convert a portion of BCDA’s economic zones to alienable and disposable lands as this will enable BCDA to “create more economic and social impact” through the sound conversion of former military bases into productive developments. Megaworld, meanwhile, said its partnership with the BCDA resulted in the development of McKinley Hill, Uptown Bonifacio, and Newport City, which it described as “prime centers of economic development key areas for employment generation.” “We thus welcome the proposal to extend the corporate term of the BCDA and we are confident that the additional term provided to the BCDA would translate to even greater benefits to the country and the Filipino people,” said Kevin Andrew L. Tan, CEO of Alliance Global Group Inc., the parent company of Megaworld. In addition, Tan said the conversion of a portion of BCDA ecozones from leasehold to freehold would make more dynamic and sustainable township developments. He said a freehold residential component would make these ecozones more attractive and competitive as investment destinations. Lastly, Hann Chairman and CEO Dae Sik Han said extending BCDA’s term is vital for project continuity, ensuring the successful execution and completion of long-term initiatives. “This stability is crucial for sustained economic growth and development, providing confidence to partners like Hann Development,”  he said. HDC is the developer of Clark’s first fully integrated development, Hann Casino Resort, and the 450-hectare luxury estate development called Hann Reserve in New Clark City. Senate Bill 2647 seeks to declare a certain percentage of the land area of each BCDA ecozone as alienable and disposable, authorizing its sale for residential use, mixed use, industrial, and institutional purposes. The bill also seeks to extend the BCDA’s corporate term by another 50 years from its current remaining corporate life of 18 years. Its counterpart bill in the House of Representatives, House Bill 8505, was approved on third and final reading in August last year.        

Calanasan records 122 ASF cases; 15 farmers affected

By Loremia Pareja-Apayao PIO   LUNA, Apayao – The Municipality of Calanasan was recently hit by African Swine Fever virus, recording 122 mortalities from September 1 to October 8, 2024. The Office of Agricultural Services (OAS) in Calanasan informed there were 15 farmers from different barangays affected, including Poblacion (12 farmers), Sabangan (2) and Eleazar (1). As a precautionary measure, Mayor Shamir M. Bulut signed an Executive Order No. 10, which temporarily bans the movement of live swine’s and pork products within the municipality to lessen ASF cases. The municipal government is actively monitoring and conducting surveillance within a 500-meter radius of affected farms. Information, Education, and Communication (IEC) campaigns are also being implemented for local swine raisers for ASF prevention. In 2021, the municipality faced a similar crisis with 135 affected farmers and 801 hogs lost to ASF, including 106 culled from the local government’s demo farm. This previous experience increased farmers understanding of the need of reporting indicators of disease in pigs and following biosecurity measures. The local government is also exploring funding opportunities for future vaccine availability against ASF. Dr. Reah Vivian M. Piagan, Veterinarian II and Municipal Livestock Focal Person, emphasized the importance of community cooperation in this fight against ASF, saying “strengthen da pay ti panagannad da iti kanya kanya da nga farms tapnu maliklikan ti ASF ken dagiti apektadon ket umannugot da lang iti proseso ken patakaran tapnon ada metlang gungunada.” Piagan also expressed hope of soon obtaining a vaccine, looking forward to securing funding from the provincial government. What to do to avoid ASF infection? ASF Symptoms include vomiting, diarrhea weakness and reddening or darkening of skin. Biosecurity measures should be observed and farmers are obligated to clean and disinfect their own farms. Ensuring that the water and feed are clean to avoid swill feeding.          

Zambo PWD athletes ready to shine at National Paragames

A team of 25 athletes representing Zamboanga City’s Persons with Disabilities (PWDs) will be competing in the upcoming National Paragames, scheduled from November 10-14, 2024 at the Rizal Memorial Stadium in Malate, Manila and Philsports Arena in Pasig. The city delegation will be vying for medals in athletics, swimming, badminton, chess, and power lifting. This marks a momentous occasion for the city’s PWD community, offering a unique platform to showcase their abilities and athletic prowess. The Paragames Coordinator and Official, citing City Ordinance 549, emphasizes the event’s focus on recreational wellness and its non-political, non-traditional nature. “Sports events are a symbol of peace and unity,” the PWD official said. The delegation is seeking the support of the community in its quest for success, aiming to bring home medals and trophies to Zamboanga City, known as “Asia’s Latin City.” The team’s dedication and determination promise an exciting and inspiring display of athleticism during the National Paragames.
