The North Luzon Expressway (NLEX) and Metro Manila Development Authority (MMDA) have joined forces and are working hand-in-hand to address the flood problem in the country’s premier highway to the North.

In a statement released Sunday, September 6, NLEX
installed barriers and did sandbagging along the affected stretch, begun ahead of the habagat onslaught and reinforced when the rivers overflowed.

In addition, it implemented increased heavy-duty pumping capacity rented in beyond the company’s own fleet, the scale of the event having exceeded owned equipment.

Shoulder impounding and lining at San Simon and Tulaoc, to hold and channel water away from live lanes, according to NLEX.

NLEX continuously addresses traffic management by having diversion staging and motorist advisories, with response crews pre-positioned at Meycauayan, Paso de Blas, San Fernando and Balintawak.

To further boost the traffic management, its field personnel holds contant coordination with DPWH, DOTr, the Toll Regulatory Board, the Northern Luzon Command, the Philippine Coast Guard and the local governments of Pampanga.

On the part of MMDA, the agency has deployed equipment and personnel outside Metro Manila, particularlt at San Simon and Tulaoc, Pampanga, to work alongside NLEX crews during and after the flooding that began 29 August 2026.

“The deployment included mobile pumping units, L-type and modular flood barriers, dump trucks and field personnel,” MMDA.

“Equipment remains on the corridor. The arrangement between the two organisations has since been placed on a standing footing rather than stood down.”
