Filipino Shipmates monument inaugurated in Subic Bay Freeport

Subic Bay Freeport, Philippines – The Filipino Shipmates monument, located along Waterfront Road, Subic Bay Freeport Zone (SBFZ) was inaugurated on January 14, 2026. Subic Bay Metropolitan Authority (SBMA) Chairman and Administrator Eduardo Jose L. Aliño recognized the United States Sailors Alliance of the Philippines (USSAP) for paving the way for the construction of a commemorative monument of Filipino-American naval history and friendship, as well as the strong bond between them. “Here in Subic Bay, a place rich in maritime history, it is fitting that we honor their contributions. Subic has long been a bridge connecting our two nations, and today, this monument shows the strengthening of this bond even further. It tells future generations that Filipinos played an essential role in safeguarding peace and freedom across the seas,” he said. Led by the USSAP, the monument was built to symbolize the dedication of Filipino sailors who were recruited by the United States of America (USA) between 1901 and 1991 in the Philippines. According to the USSAP, over 35,000 Filipinos were recruited through centers like the US naval bases at Subic Bay and Sangley Point during this period, leaving a significant legacy of service. The USSAP has been instrumental in preserving and recognizing this history, including the funding and presentation of a Filipino Shipmate statue to honor these sailors in Olongapo City. Olongapo City Mayor Atty. Rolen Paulino Jr., Bases Conversion and Development Authority (BCDA) Director Rolen Paulino, officials from the USSAP, and the US Embassy in the Philippines were present during the unveiling and ribbon-cutting ceremony. The USSAP is strongly committed to celebrate the deep history and contributions of US-Filipino sailors, especially in Subic Bay, Olongapo, where many were recruited, honoring significant personalities such as Medal of Honor recipient Telesforo Trinidad, and recognizing Filipino contributions to U.S. maritime forces. CIAC leads PH push for electric mobility

CLARK FREEPORT, Pampanga, Philippines — The Clark International Airport Corporation (CIAC) has taken a decisive step toward sustainable transport with the acquisition of electric vehicles (EVs), becoming the first government agency in the Clark Freeport Zone to integrate EVs into its official fleet in support of the Electric Vehicle Industry Development Act (EVIDA). CIAC President and CEO Jojit Alcazar said the acquisition of five EV units aligns with EVIDA, which mandates the gradual adoption of electric vehicles in government fleets to strengthen the local EV industry, cut fossil fuel dependence, and help decarbonize the transport sector. “CIAC’s acquisition of electric vehicles is our concrete contribution to the EVIDA law and the national drive toward cleaner and more sustainable mobility,” Alcazar said. Alcazar noted CIAC has already disposed of several decades-old, unserviceable vehicles and replaced them with EVs as part of its fleet modernization program. The initiative complements Executive Order No. 62 (s. 2024), issued by President Ferdinand Marcos Jr. on June 20, 2024, which extended and expanded zero import duties on EVs and their components until 2028. The order covers battery electric vehicles (BEVs), hybrid EVs (HEVs), plug-in hybrid EVs (PHEVs), as well as e-motorcycles, e-bicycles, and e-tricycles, making electric mobility more affordable and accessible nationwide. The Palace directive, which took effect in July 2024, targets a 10-percent EV share in government fleets and supports broader national goals of deploying millions of EVs by 2028. Meanwhile, the Department of Energy (DOE) continues to fast-track electric mobility through its Comprehensive Roadmap for the Electric Vehicle Industry (CREVI), which aims for a 50-percent EV fleet share by 2040. Under the roadmap, the country targets 2.45 million EVs, including cars, motorcycles, tricycles, buses, and public utility vehicles, by 2028. Alcazar emphasized that CIAC’s transition to electric vehicles reflects a global shift toward green technologies and climate-resilient development. “We have integrated EVs into our corporate operations to promote innovation in clean, sustainable, and energy-efficient solutions while reducing greenhouse gas emissions,” he said. He added the move also strengthens the country’s energy security by lowering dependence on imported fuel for the transport sector. As the Bases Conversion and Development Authority’s premier aviation and land development arm, CIAC remains committed to transforming the Clark aviation complex into the Clark Aviation Capital, a dynamic business center poised to become the country’s leading global aviation and logistics hub.          

SBMA,SBF stakeholders hold 2nd Prayer Breakfast

  Subic Bay Freeport, Philippines – The Subic Bay Metropolitan Authority (SBMA) gathered stakeholders to hold its 2nd Subic Bay Freeport (SBF) Prayer Breakfast with leaders of various religious sectors from surrounding localities at the Mini Golf Course on January 6, 2026. “This Prayer Breakfast is our humble acknowledgement that every plan, every decision, and every success must begin with faith and surrender to His will,” SBMA Chairman and Administrator Engr. Eduardo Jose L. Aliño said. “Amid our responsibilities and challenges, we pause to seek God’s wisdom, strength, and guidance. We come together as one community, different in roles and beliefs, yet united in our trust in the One who leads, protects, and provides,” he added. San Roque Chaplain Father Emmanuel Montes, Saalam Advocacy Group Chapter President Ustadz Sam Maharum, and Bishop Noel Pantoja of the Evangelical Church were among the religious leaders who led the ecumenical mass during the said Prayer Breakfast. The SBF Prayer Breakfast is patterned after the Philippine National Prayer Breakfast, an annual event where leaders from government, business, and faith communities gather at the Malacañang Palace grounds to pray for the nation, emphasizing faith, unity, integrity, and service. Inspired by the U.S. National Prayer Breakfast and founded by Gil Puyat and Francisco Ortigas Jr. in 1975, the most recent event was held on November 18, 2024, led by President Ferdinand Marcos Jr. The SBF Prayer Breakfast serves as a platform for leaders and local governments to set aside political and ideological differences and come together in prayer, and seek guidance for the nation’s progress. Chairman Aliño further said, “As we move forward into the year ahead, may God bless the work in our hands, guide the leaders of this Freeport Zone, and grant us clarity in every decision we make. May this time of prayer renew our commitment to the greater good; not only for the Subic Bay Freeport Zone, but for the people and communities we are called to serve.” The 1st SBF Prayer Breakfast was held last January 13, 2025, and will continue to be held annually in Subic Bay Freeport, as a time out from political and ideological differences, and come together in prayer to seek guidance for the nation’s progress        

BOC–Port of Clark seizes ₱7M worth of Ecstasy in two parcels

The Bureau of Customs (BOC) – Port of Clark seized two parcels containing ecstasy tablets worth ₱7,040,125.00, reinforcing the government’s intensified campaign against illegal drugs as the country enters 2026. The operation was conducted in close coordination with the Philippine Drug Enforcement Agency – Airport Interdiction Unit (PDEA-AIU) and was witnessed by personnel of the Philippine National Police (PNP). The shipments, originating from Austria and bound for Davao City under the same consignee, contained a total of 4,124 ecstasy tablets. The interdiction was triggered by heightened vigilance during the holiday period when both parcels arrived at an air express warehouse at Clark International Airport on December 24, 2025 and were flagged by the BOC’s X-ray Inspection Project (XIP) Team for suspicious images. A 100% physical examination was immediately conducted by Customs Examiners in the presence of PDEA operatives and PNP personnel.   Both parcels were declared as car mats. However, upon examination, the first parcel yielded 2,693 ecstasy tablets with an estimated value of ₱4,591,275.00, while the second contained 1,431 ecstasy tablets valued at ₱2,448,850.00. The seized tablets tested positive for illegal drugs during an initial on-site presumptive drug test conducted by PDEA operatives, and the BOC’s Rigaku handheld spectrometer. Representative samples were subsequently submitted to PDEA for confirmatory laboratory examination to determine the exact chemical composition of the suspected substance, believed to be Methylenedioxymethamphetamine (MDMA), a dangerous drug under Republic Act No. 9165, as amended. Pending laboratory confirmation, a Warrant of Seizure and Detention (WSD) shall be issued for violations of Sections 118(g), 119(d), and Section 1113 paragraphs (f), (i), and (l) of Republic Act No. 10863, otherwise known as the Customs Modernization and Tariff Act (CMTA), in relation to R.A. No. 9165. District Collector Jairus S. Reyes emphasized that vigilance remains high even during peak holiday periods, stating: “As we open 2026, this successful operation sends a clear message that even during the holiday season, the Bureau of Customs – Port of Clark does not let its guard down. Under the steady direction of Commissioner Ariel F. Nepomuceno, our officers remain alert and committed to protecting our borders from illegal drugs.” Customs Commissioner Ariel F. Nepomuceno underscored the Bureau’s resolve moving forward, noting: “Our direction for 2026 is clear—stronger border protection, sustained vigilance, and unwavering commitment to safeguarding the welfare of the Filipino people through close coordination with our law enforcement partners.” This successful operation highlights the BOC’s unwavering support for President Marcos’ marching orders to safeguard national security and public health by curbing the proliferation of illegal drugs through strengthened border enforcement and inter-agency cooperation.

DOT certifies 2 Subic Freeport hotels for passing Halal standard

Subic Bay Freeport, Philippines  – The Department of Tourism-Region 3 (DOT3) has awarded two hotels here for passing the standard of a Halal-friendly hotel. DOT3 Regional Director Richard Daenos, together with SBMA Tourism Manager Mary Jamelle Camba, handed the certificates of recognition to representatives of The Aurora Subic Hotel and The Mansion Garden Hotel during the Subic Bay Metropolitan Authority (SBMA) flag raising ceremony at the administration building on December 22, 2025. Aurora General manager Rhett M. Villaruz and Mansion Garden Hotel Operations Manager Sheanelle F. Calayag received the certificates for their compliance with the requirements of DOT Memorandum Circular 2024-003, which provides the Amended Guidelines for Recognizing Muslim-Friendly Accommodation Establishments (MFAEs). A Muslim-friendly accommodation offers prayer facilities (Qibla direction, mats, prayer rooms), Halal food options (certified kitchens/ meals), and amenities like water-friendly toilets and culturally sensitive staff training from official certifying bodies such as CrescentRating and local tourism departments. Camba cited that the award is a testament to the capabilities of hotel establishments here in handling various needs of tourists of different religious affiliations,        

Excellent: International delegates remark on 33rd APR Scout Jamboree in Zambales

By Ruben A.Veloria ZAMBALES, Philippines– Participating international scouting leaders and heads unanimously gave the 33rd Asia-Pacific Regional Scout Jamboree with an excellent rating, and a very successful experience to all participants. The remarks were conveyed by the National Scout Organizations of the Asia-Pacific Regional (APR) Scout Committee to Zambales Gov. Hermogenes Ebdane Jr., the designated Camp Chief of the 33rd APR Scout Jamboree, which was held in Scout Camp Kainomayan in Botolan, Zambales. Unit leaders and contingent heads of the international delegations mentioned that among the “excellent jobs” notable during the duration of the jamboree were the security, cleanliness, availability of emergency response units in each of six sub-camps, continuous water and power supplies, and well-coordinated activities for each day. Bharat Scouts and Guides unit leader Sathyajit Chatterji of India said, “Security is very visible and friendly. Security vehicles are always ready to give free rides to scout leaders in going to their destinations.” He also noted that security officers were escorting the scout leaders when they go out of the camp. Sri Lanka Scout Association contingent head Sanjaikumar Riyath appreciated Police Regional (R3) Director P/BGen. Ponce Rogelio Peñones Jr., for providing police escorts since their arrival in Manila and in going to their designated Sub-Camp Daza, in Scout Camp Kainomayan, Botolan, Zamabales. Meanwhile, Muslim delegations expressed their gratitude to Camp Chief Gov. Ebdane and co-leaders from Boy Scout of the Philippines for providing Muslims of Halal foods, permissible for Muslims under Islamic law which are free from forbidden pork, alcohol, and blood. “The camp serves Halal foods for our Muslim brothers and sisters, and there is also the religious village where everyone can spent time to pray and for reflection. An excellent jamboree camp,” said Tamara Al Ihsan, contingent head of the Gerakan Pramuka of Indonesia. For Pathfinder Scouts of Vietnam head Hoang Lam, he highly appreciated the security provided to all the delegates. “They secure the main gate of the Scout Camp site, and there are also securities at the gates of the sub-camps. Very secured, the delegates can relax outdoor or leave their things in the tent without fear,” he added. The Scout Association of Mongolia contingent head Narangarav Jambaltseren told the Scout Committee that he saw all delegates are so happy, especially his members. “They are so happy to be scouts and joined the 33rd APR Jamboree here in Zambales. A really best experience as a scout,” he said. For his part, Camp Chief Zambales Gov. Hermogenes Ebdane Jr. congratulated the members of the scouting committee who volunteered to help make the 33rd APRS Jamboree concluded with overwhelming success. “Congratulations,” Gov. Ebdane said addressing the local and international delegations. “It has been our privilege to host the 33rd APR Jamboree. We have succeeded to put a show that with our limited resources, we have put up something unbelievable and we did it,” he added. Prior to the opening of the 33rd Asia-Pacific Regional Scout Jamboree, Gov. Ebdane, has sent-off a composite contingent of around 700 personnel from PNP, Bureau of Fires, Phil. Coast Guard, Phil. Army, PNP SWAT, in Camp Kainomayan to perform security details under the supervision of Police Regional (R3) Dir. P/BGen. Peñones. The closing ceremony held at the Camp Zambales Grand Arena where the 25,000 scout leaders gathered for the last time, marking the successful week-long activities promoting friendship and camaraderie, teaching skills, enhancing leadership qualities, and understanding cultures and religion. 33rd APR Jamboree closes, Camp Chief passes camp flag to Thailand for 34th APR in 2029

Veloria ZAMBALES, Philippines- The 33rd Asia-Pacific Regional Scout Jamboree concluded on Saturday with a gigantic campfire and fireworks and concluded with passing of the APRSJ flag to scout representatives from Thailand, the host of the 34th regional jamboree in 2029. The closing ceremony at the Camp Zambales Grand Arena where the 25,000 scout leaders convene for the last time, marking the successful week of highly planned activities in promoting friendship and camaraderie, teaching skills, enhancing leadership qualities, and understanding cultures and religion. In his speech, Zambales Governor and designated Camp Chief Hermogenes Ebdane Jr. congratulated the members of the scouting committee who made the 33rd APRS Jamboree concluded with overwhelming success. “Congratulations,” Gov. Ebdane said addressing the local and international delegations. “It has been our privilege to host the 33rd APR Jamboree. We have succeeded to put a show that with our limited resources, we have put up something unbelievable and we did it,” he added. Gov. Ebdane noted that the camp which was planned, designed and built inside the formerly 62-hectare barren land, was prepared with the help of the community, as well as the tents which were produced themselves. However, the biggest challenge they met, Gov. Ebdane admiited, was how to “prepare into the largest scout camp in the Philippines” in just 180 days. He admitted he sought the expertise of Zambales Provincial Engineering and Infrastructure Development (ZPEID) Consultant Engineer Domingo Mariano, and Zambales Provincial Engineer Ferdie Dagsaan, who planned and constructed the best camp site for the 33rd APR Scout Jamboree. After seven days of adventure and exciting activities, a closing ceremony finally came with the traditional scout grand campfire set at the middle of the Grand Arena where most part of the 25,000 scouts were convened. Botolan mayor and Deputy Camp Chief for Operations Jun Omar Ebdane lighted the campfire, a culminating event fostering unity and reflections. To officially conclude the jamboree in Zambales which started in December 14, Camp Chief Ebdane handed over to Chatchanin Tanapatchawin, representing the National Scout Organization of Thailand, the host of the 34th APRSJ in 2029. “We are hoping to see all also to the next [34th] Jamboree in Thailand in 2029,” said Tanapatchawin. The statement was followed by a cheers and hurray of the scots as the fireworks displays covered the dark skies with colorful confetti of sparks and bangs. Like all other members of the international Scout contingents, the Thai scout expressed his gratitude to Camp Chief Ebdane “because the scouts had really enjoyed the camp experience.”      

26th PH Hot Air Balloon Festival Lands in New Clark City

A Weekend of Everything That Flies returns bigger, bolder, and more spectacular than ever.   NEW CLARK CITY, Philippines — The Philippine International Hot Air Balloon Fiesta (PIHABF), the country’s longest-running aviation sports event, is set to mark its 26th year with its grandest edition yet, now taking flight in its new home at New Clark City. Themed “A Weekend of Everything that Flies,” the festival will run from February 13 to 15, 2026, offering families, friends, and aviation enthusiasts an exciting opportunity to witness non-stop flying exhibitions. The three-day showcase will feature regular and special-shaped hot air balloons, helicopters, skydivers, paragliders, radio-controlled aircraft, kites, and drones—all soaring across the sky in one vibrant venue. “Bringing all these aerial spectacles together within a three-day celebration reminds us how meaningful it is to keep offering a true airshow experience—one we’ve honed and shared with the public for more than two decades,” PIHABF Event Director Capt. Joy Roa said. This year, the festival raises the bar once again with the largest display of special-shape balloons in its history—22 colorful, creative, and crowd-favorite designs flown by pilots from the United Kingdom, United States, Belgium, Netherlands, Macedonia, Switzerland, Germany, and Brazil. Ebdane officially opens 33rd Asia Pacific Regional Scout Jamboree

Hermogenes Ebdane Jr. on Monday officially opened the 33rd Asia-Pacific Regional Scout Jamboree in Scout Camp Kainomayan in Barangay San Juan, this town. Gov. Ebdane welcome the 25,000 scout leaders and support individuals of “different nations and culture united by service and shared commitment in shaping our better future” come together to join one of the biggest scout jamboree in the history of scouting in the world. “Today is historical event as scouts from 19 nations of different languages, culture and religion, come together, reminding us that unity and cooperation can overcome differences,” Gov. Ebdane said. Gov. Ebdane noted that the jamboree is more than a gathering, but a training ground for future leaders, “who will protect the environment, strengthen community, promote peace, and to face of challenges with courage and compassion.” Meanwhile, APR Scout Committee Chairperson Dato’ Dr. Mohd Zin Bin Bidin lauded the local provincial government headed by Gov. Ebdane for the “vibrant, massive and incredible scout jamboree site. “Thank you Mr. Governor and Camp Chief Ebdane for giving the 33rd Asia Pacific Regional Scout Jamboree a truly ‘biggest open-classroom in the world,” said Bidin. The scout jamboree will run until December 21 with a program and activities designed to enhance skills development, nature adventure, cultural exchange and social learnings and friendship. “Make the best of this jamboree, as you make new friends and experiences,” Bidin said. Based on Boy Scout of the Philippines (BSP) website, among the delegations for the event, include Bangladesh, Fiji, Hong Kong, South Korea, TGA Scouts of China, Brunei Darussalam, Maldives, USA, Canada, Kuwait, and the host country, the Philippines which will be sending the biggest delegation. On her part, Rep. Doris “Nanay Bing” Maniquiz (Zambales, (2nd Dist.) expressed her gratitude for a dream come true. “Among the first dream of mine is to bring the 33rd APR Scout Jamboree to Zambales, to make history that will be written in history books and archives,” she said, as she thanked Gov. Ebdane and Zambales Provincial Engineering and Infrastructure Development (ZPEID) Consultant Engineer Domingo Mariano. In mid-2025, Gov. Ebdane commissioned Engr Mariano to plan and construct the best camp site for the 33rd APR Scout Jamboree. In response, Engr. Mariano created in merely 118 days the Scout Camp Kainomayan Jamboree site defeating time, six typhoons, 10 hours of power outage, lack of materials and manpower. The result: a 62-ha. Jamboree complex complimented with roads and six bridges with signage, huge mess hall, clinics and emergency posts with ambulances on stand-by, security post which monitors a network of 94 CCTV, and a Grand Arena Camp which can accommodate 30,000 participants, a parking space to handle 600 units of bus, and the installation of seven power transformers for electric power supply. The camp site is divided into seven smaller APR villages or sub-camps, with each sub-camp is complemented with comfort rooms, bath-wash with shower, and laundry area, water and electricity supplies, and spacious grounds. Earlier, a Holy Mass was celebrated in the Religious Pavilion, and was followed by the unveiling of the BSP 33rd Asia Pacific Regional Scot Jamboree totem pole o which both events were graced by Camp Chief and Zambales Governor Hermogenes Ebdane Jr., and other BSP Officials.
