Students begin free TESDA-certified training by the Tarlac PLGU in New Clark City

NEW CLARK CITY, Philippines — Students will now undergo free industry-driven skills training in New Clark City, as the Provincial Government of Tarlac and the Bases Conversion and Development Authority (BCDA) inaugurated the Off-Campus Training Center for the Tarlac Center for Learning and Skills Success (TCLASS) program. Equipped with Technical Education and Skills Development Authority (TESDA)-accredited training programs, the facility aims to address the increasing demand for skilled workers brought about by the rapid expansion of New Clark City and the growing hospitality sector in the province. By delivering industry-relevant Technical and Vocational Education and Training (TVET) programs closer to host communities, the project seeks to produce globally competitive workers who are job-ready and equipped for employment. This project is aligned with the Marcos administration’s long-term goal of generating high-quality jobs and strengthening the country’s workforce, as laid out in the 10-year Trabaho Para sa Bayan Plan 2025-2034. “This TESDA-accredited Off-Campus Training Center is key in strengthening our workforce in Tarlac. We are investing directly in people by giving them access to high-quality, and industry-driven training that leads to employment opportunities,” Provincial Government of Tarlac Governor Christian Tell Yap said. The training center utilizes designated facilities at the Athletes’ Village Building B including meeting rooms, mock-up guest rooms, and the front desk to ensure hands-on and simulation-based instruction. The facility will prioritize programs aligned with New Clark City’s key employment-generating industries. It will strictly comply with the Unified TVET Program Registration and Accreditation System (UTPRAS), ensuring that all courses meet national standards for quality and relevance. “As infrastructure and investments continue to expand in New Clark City, the demand for skilled labor will also grow. Providing a dedicated training venue here ensures that local communities are prepared to participate in and contribute to this development. Our partnership with the Provincial Government of Tarlac demonstrates how public sector collaboration can create meaningful impact,” BCDA President and CEO Engr Joshua M. Bingcang said. Through subsidized training programs, the Provincial Government of Tarlac aims to empower local communities and enhance workforce readiness. The first batch of 25 trainees will begin their 20-day training this month. TCLASS targets to train 10 batches of students within one year. The municipality of Capas, through the Public Employment Service Office (PESO) will sponsor the TESDA assessment fees of graduates to enable them to secure their National Certificates. This certification will strengthen their employment advantage within New Clark City and its surrounding areas. CIAC set to open expansive community park space near Clark airport​​

CLARK FREEPORT ZONE, Pampanga, Philippines —The Clark International Airport Corp. (CIAC) announced that the newly built Clark Aviation Capital (CAC) Picnic Grounds, located along Gil Puyat Avenue near the Clark International Airport (CRK), will soon open as a community park space for visitors to the Freeport Zone. The modernized picnic grounds are designed to serve as an accessible public space at no cost, offering amenities such as jogging and walking paths, recreational and wellness facilities, an amphitheater, a playground, a pet park, and expansive open areas. The development will also feature a storm water reservoir or catch basin for flood mitigation, ample parking areas, park benches, coffee shops, community gardens, and food and beverage stalls, making it suitable for family outings, picnics, recreational activities, and tourism. Project planners ensured the preservation of the site’s dense concentration of century-old acacia trees planted in the early 1900s during the American colonial period, with no trees felled during construction. The Clark Picnic Grounds form part of CIAC’s Seven Flagship Projects under its Urban Renewal and Heritage Conservation Program, which aims to implement modern urban planning principles and promote sustainability within the Clark Freeport Zone. Once completed, the CAC Picnic Grounds will complement other designated outdoor areas in Clark, including the Clark Parade Grounds, Bicentennial Park, and Air Force City Park. The project’s initial phase of development, covering five hectares of the nine-hectare CIAC property, is almost complete and is expected to open to the public soon. CIAC said the project is intended to strengthen community engagement and enhance public spaces within the Clark Freeport Zone. “As we develop the Clark Aviation Capital, we are committed to creating sustainable and inclusive public spaces that improve quality of life and foster stronger communities,” CIAC President Jojit Alcazar said. As the aviation and land development arm of the Bases Conversion and Development Authority (BCDA), CIAC continues to advance efforts to transform the Clark civil aviation complex into a premier global aviation and logistics hub.

(RAVeloria) BOTOLAN, Zambales, Philippines — Congresswoman Doris “Nanay Bing” Maniquiz, (2nd Dist., Zambales) led the ground breaking ceremony for the construction of a P260 million Philippine Army base camp in Barangay San Juan here. Military officers and local government officials attended the ceremony, including 702nd Infantry Brigade Commander BGen. Ronald Bautista PA, 69th Infantry Battalion Cdr. LCol. Mark Anthony Ruelos PA, DPWH Region 3 Director Engr. Arnold Ocampo, DENR-PENRO Marife Castillo, Zambales Board Member Jun Rundy Ebdane, and community leaders. Cong. Maniquiz said the presence of the 69th Infantry Battalion in the province does not only invite tourists, but also promotes a peaceful environment that will attract investors due to the secured area. The new Army base camp shall be constructed on the hilltop of Sitio Alao, Barangay San Juan in Botolan where the new Battalion administrative building, officers’ quarters, company barracks, motor pool building, munition dump, and multi-purpose hall will be constructed. The base will be named Lt. Francis Villanueva PAF, a Botolan-born helicopter pilot who was killed while trying to bring supplies and troops in a base camp in the mountain of Kalinga amid strong wind.  A total of 12 ha. of land was donated for the base camp. Ten ha. of which land will be donated by the office of PENRO Officer Marife Castillo upon request of Cong. Maniquiz to be used as a training ground for new recruits and refresher course for active personnel. For his part, DPWH-R3 Director Engr. Ocampo said, “This project is under the TIKAS Program which aims to bring forth to the defenders of democracy the facilities with the most quality for operations in building infrastructures for peaceful community, development and security,” Ocampo said. TIKAS Program or “Tatag ng Imprastraktura para sa Kapayapaan at Seguridad” (Strength of Infrastructure for Peace and Security), is a joint DND-DPWH convergence initiative designed to build and rehabilitate military Facilities nationwide using DPWH funds to enhance AFP facility readiness, improve personnel welfare, and support the “Build Better More” infrastructures program. For BGen. Bautista recalled that in the past, soldiers suffice themselves with only makeshift barracks which they improve with what materials they could avail. “But today, through the initiative of Cong. Nanay Bing, we will be transferring to all new facilities-barracks, admin office, quarters and more. These will not only boost the morale of the soldiers, they make them feel that the support of the community and by the government. Thank you, Nanay Bing,” Bautista said. Meanwhile, Cong.Maniquiz expressed her wholehearted gratitude for President Ferdinand Marcos Jr., Defense Secretary Gibo Teodoro for supporting the project, and to Zambales Governor Hermogenes Ebdane for trusting her projects and for the technical assistance she needed.

Hot air balloon fiesta brings 30,000 together, showcasing New Clark City as hub for community and tourism

CAPAS, Tarlac , Philippines — Close to 30,000 people from all walks of life and around the globe gathered over three days for the 26th Philippine International Hot Air Balloon Fiesta (PIHABF) in New Clark City, as families, friends, and visitors shared a weekend of flight and celebration. The strong turnout reinforces the city’s role as a growing hub for sports tourism and major public events. The skies came alive with sunrise balloon ascents, night glows, paragliding exhibitions, and paper plane competitions, among others. International hot air balloon pilots joined from Macedonia, Brazil, Switzerland, Belgium, the United States, and other countries, adding to the event’s global character. For the Bases Conversion and Development Authority (BCDA), the gathering showed how former military lands can be transformed into open, welcoming spaces for recreation, tourism, and shared experiences. BCDA President and CEO Engr. Joshua M. Bingcang said the hosting of the event supports the national government’s push to maximize public assets and turn infrastructure investments into tangible benefits for communities. “This event is aligned with President Ferdinand R. Marcos Jr.’s directive to ensure that major developments directly improve the lives of Filipinos and generate real economic impact for our communities,” he said. “Beyond the figures, what we witnessed was families spending a day of love and joy together. We saw balikbayans returning home, foreign visitors discovering New Clark City for the first time, and local communities proudly welcoming them. Globe Supports Meycauayan students with Learning Tools and Online Safety Training

    From clicks to skills: Globe equips students with the tools and knowledge to thrive in a connected world.   Meycauayan City, Bulacan, Philippines — Students of Saluysoy Integrated School (SIS) now have improved access to technology-enabled learning after Globe, together with education officials and local leaders, turned over 25 laptops to strengthen the school’s classroom environment. The donation supports the City Schools Division of Meycauayan, which oversees 32 public schools including elementary, junior high, and senior high schools, serving tens of thousands of learners across the city. These additional laptops will expand access to digital learning tools, allowing more students to actively participate in technology-assisted lessons and develop the digital skills essential in today’s learning landscape. Held on January 28, 2026, the initiative underscores Globe’s continued commitment to helping young Filipinos succeed in a technology-driven environment by widening access to modern learning resources while promoting safe and responsible technology use. BI arrests suspected Chinese military spy in Zambales

By Ruben A.Veloria IBA, Zambales, Philippines — Intelligence agents of the Bureau of Immigration (BI) arrested early morning on February 12, a soldier of Chinese People’s Liberation Army (PLA) in his rented apartment, this town. Armed with a Mission Order No. 2026-063 dated February 12, 2026, Immigration agents, together with the personnel from Philippine Army and PNP, arrested a 30 year old Mongolian national, in his rented unit in Villamin Apartment, Barangay Lipay-Dingin-Panibuatan, this town. The suspect was arrested on violation of Commonwealth Act No. 613, at 6:51 AM on Thursday. Several aerial photographs of Iba Airport and Palauig River were captured from the suspect. He was later transported to BI main Office in Manila for booking procedures, medical examination and biometric processing. Based on the MO, the susect committed violation for engaging in activities inconsistent with the purpose of his visa and Special Study Permit; Entry by fraud or misrepresentation by failing to disclose his military affiliation and aviation combat training; Undocumented status or without valid immigration status during his arrest; and undesirability for posing a risk to national security. BI records revealed that the suspect graduated at Defense University of Mongolia, and Civil Aviation University of China, and obtained license as a People’s Liberation Army (PLA) jet fighter pilot from PLA Air Force Aviation University. He served as a soldier with jet fighter aircraft piloting experience. While in Zambales, the suspect has enrolled as student pilot at All Asia Aviation Academy in Iba, allegedly financed by the Chinese government. The suspect’s operations in Iba is approximately 120 nautical miles from Bajo de Masinloc. There he acquired dual-use aviation skills potentially applicable to surveillance or military operations which poses a strategic location risk, which raises serious concern that his “training flights” was only a cover-up, and is being used for reconnaissance, surveillance, and intelligence gathering for China, specially during his solo flight.

CIAC promotes MRO, aerospace industry development at Singapore Airshow 2026

CLARK FREEPORT ZONE, Pampanga, Philippines — The Clark International Airport Corp. (CIAC) showcased investment opportunities at Clark Aviation Capital during the recent Singapore Airshow 2026 held at the Changi Exhibition Centre in Singapore. The airshow, one of Asia’s largest aerospace and defense exhibitions, gathered global industry leaders, government officials, and corporate executives to present the latest developments in aviation and related technologies.   CIAC joined the Bases Conversion and Development Authority and the Department of Transportation, along with private partners LIPAD and Bertaphil, at the Philippine Pavilion.   CIAC Board Director and CAAP Director General Raul Del Rosario and BCDA Vice President Kenneth Peralta also attended the event. CIAC President and CEO Jojit Alcazar said the agency’s participation aimed to attract more investments in aircraft Maintenance, Repair and Overhaul (MRO) and other aerospace-related industries. He said meetings with global aviation players opened opportunities for potential partnerships, particularly in helicopter maintenance and other specialized MRO services. Several companies expressed interest in exploring business prospects in Clark. “CIAC’s participation strengthened our investment ties and highlighted Clark’s readiness to support the growing demands of the global aerospace industry,” Alcazar said. He added that the event also allowed CIAC officials to observe global best practices in aviation operations, safety standards, technology adoption, and workforce development. These insights, he said, will guide Clark Aviation Capital’s continued expansion as a competitive aviation hub in the Asia-Pacific region. Alcazar cited the 2024 Philippine Aerospace Industry Roadmap, which projects the country’s aerospace sector to become one of the fastest-growing in the region. He noted that Clark is positioning itself to meet the increasing demand for reliable MRO services as global aircraft fleets require regular maintenance while maintaining strict safety and efficiency standards. Currently operating in Clark are some of the world’s largest MRO providers, SIA Engineering and Metrojet Engineering, which underscore Clark’s growing reputation in the aerospace sector. CIAC said its long-term goal is to transform Clark Aviation Capital into a dynamic business and logistics hub and eventually the country’s leading global aviation center. Alcazar emphasized that lessons learned from the airshow support the administration’s push under Ferdinand Marcos Jr. to attract more foreign investments and strengthen trade relations. As the premier land and aviation development arm of the Bases Conversion and Development Authority, CIAC is mandated to develop Clark Aviation Capital into a full-fledged aerotropolis. It oversees the Clark aviation complex, where firms operate in industrial, commercial, mixed-use, warehousing, and manufacturing businesses, underscoring Clark’s steady transformation into a dynamic, aviation-driven hub.          

SBMA releases ₱158.9M revenue shares to contiguous LGUs

Subic Bay Freeport, Philippines —The Subic Bay Metropolitan Authority (SBMA) is set to release a total of ₱158.9 million to its eight contiguous local government units (LGUs) as their revenue share for the second semester of 2025. SBMA Chairman and Administrator Eduardo Jose L. Aliño said that the current amount for release surpassed ₱143.17 million released during the same period last year, by 10.99%. The revenue shares, Aliño explained, are determined according to 50% population, 25% land area, and 25% equal sharing. Olongapo City remained the LGU with the highest share of ₱36.73 million; followed by Subic, Zambales, with ₱23.95 million; then Dinalupihan, Bataan with ₱19.99 million; San Marcelino, Zambales with ₱19.14 million; Hermosa, Bataan with ₱17.06 million; San Antonio, Zambales with ₱13.5 million; Castillejos, Zambales with ₱14.44 million; and Morong, Bataan with ₱14.09 million. Aliño added that these shares are extended to contiguous LGUs to augment their funds for calamities, health and safety, peace and order, livelihood generation, education, tourism, infrastructure, and social services. In August 2025, the SBMA released a total of ₱197.85 million as revenue shares for the first semester. In total, the agency released ₱356.74 million for the 2025 LGU shares. The LGU shares are derived from the five-percent taxes paid by business locators in the Subic Bay Freeport and are collected from January to June for the first semester, and July to December for the second semester. LGU shares are released in August and February the following year, respectively.      

DOH official shows satisfaction over construction progress of Subic hospital

By Ruben Veloria SUBIC, Zambales, Philippines – The Department of Health (DOH) expressed satisfaction on the progress of construction phase of the Subic General Hospital in Barabgay Cawag this municipaliy. The statement was conveyed to Congressman (1st Dist., Zambales)Jay Khonghun and Subic Mayor Jonathan Khonghun by Department of Health Region 3 Director Dr. Corazon Flores, MD, during her visit to the half-finished hospital on February 6. Director Flores said that the progression of the construction of the hospital is very satisfactory and expecting to meet the scheduled turn-over of the facility to the DOH. Dir. Flores clarified that the hospital, like all other hospitals in the country, started to operate as Level 1 hospital or infirmary. After three years, the facility will be evaluated and with the availability of doctors with specializations and other medical staff, equipment and fundings, the hospital may elevated to Level 2. Meanwhile, Cong. Khonghun said the plan of the hospital, based on the House Bill he sponsored, is a Tertiary Hospital (Level 3). “So that we don’t need to apply again for Level 3, since our building already has the required space and the design,” he added. In 2022, LGU Subic originally planned to construct a 20-bed capacity infirmary hospital with a budget of P10 million and 1.5 h.a. of land. But in 2023, the plan was redesigned to become 75-bed capacity. In May 2024, the proposed hospital was transfered to DOH control, and upgraded to Level 2 facility with 100-bed capacity and a budget of ₱289.5 Million. In 2025, the bed capacity was stretched to 150, and received additional budget of ₱50 million, and the land area was expanded to 15,000 sq.m. The total budget allocation has reached ₱349 Million. According to Cong. Khonghun, the hospital is expected to be turned-over to DOH on November this year. And after setting up all the furnishing, and medical staff, it will be operational and ready to accept patients by January 2027.
