A total of 80 PRO-CAR cops who are set to undergo the Basic Internal Security Operations Course (BISOC) join the Showdown Inspection of Individual Training Equipment conducted at the PRO-CAR Multi-Purpose Center, Camp Major Bado Dangwa, La Trinidad, Benguet, on September 6, 2024. The activity was spearheaded by the Regional Learning and Doctrine Development Division, along with the Regional Special Training Unit-CAR, wherein the equipment to be used by the participants was inspected to ensure that it met the required standards for effective training and operational readiness. This thorough check is crucial in preparing the BISOC participants for their training, ensuring that they are equipped with reliable, durable, and well-maintained gear.

After bagging 17 performance awards from the National Electrification Administration (NEA) and the PHILRECA last week, BENECO again passed its ISO surveillance audit today. The Manila based DQS auditing firm , led by Edgardo Peria and Nelson Bumanglag, gave the electric cooperative a passing mark for its systems audit, the sixth of its ISO certification since 2019. The auditors found no minor or major non-compliance on BENECO’s quality management system after checking documents, validating results and analyzing the cooperative;’s procedures for around 25 processes. “We are doing this (maintaining ISO) not just for the certification, but for us to further improve our services to our member consumer owners (MCOs),” Melchor Licoben, general manager said. The cooperative is due for its third ISO recertification by August next year. Maintaining BENECO’s ISO Certification validates BENECO’s recognition as one of the top performing electric cooperatives in the country in the awarding ceremonies of the National Electrification Administration (NEA), Electric Cooperatives (EC) and Phil. Rural Electric Cooperatives Assn. (PHILRECA) Convergence at the Phil. International Convention Center (PICC) last week. NEA’s Lumen’s awards gave BENECO such distinction while PHILRECA’s Awards from the Wires recognized BENECO as one of the outstanding ECs nationwide. NEA also awarded BENECO with the coveted Single Digit Feeder Loss and Green EC award among others. Passing the ISO audit means that the electric cooperative has strictly observed quality management system standards in performing its mandate as an electric distribution utility under the ISO standard of 9001:2015. The DQS auditors gave high marks to BENECO’s well documented processes and procedures in the various departments as they also recommended several OFIs or opportunities for improvement.

Strengthening its relationship with the community, Police Regional Office Cordillera Administrative Region Regional Director, Brig.Gen.David Peredo,Jr., engages with the community elders and youth of Barangay Loccong and Buscalan in Tinglayan, Kalinga, on September 3. During the dialogue with the elders, Peredo addressed pressing community concerns, including education, employment, and road infrastructure as the reasons in the cultivation and planting of marijuana. He emphasized the importance of collaborative efforts between the Local Government Unit and other stakeholders to address these issues effectively. Moreover, he discussed the challenges posed by illegal drugs in the area and expressed his gratitude to the elders for their unwavering support in the PNP’s fight against criminality. The Regional Director also engaged with the local youth, providing them with valuable insights into the PNP application process and addressing their inquiries. He encouraged them to consider a career in law enforcement, highlighting the opportunities and the positive impact they could make on their community. These dialogues are integral to PRO-CAR’s community-oriented programs, fostering stronger ties and ensuring that the concerns of various sectors are heard and addressed. CAMP DANGWA, Benguet – A total of P63,612,372.00 worth of shabu, marijuana was confiscated, while 32 drug pushers were arrested from the intensified campaign against illegal drugs within a month in the region from August 1-31 According to the report of the Regional Operations Division, of the 83 operations launched, 60 were marijuana eradication operations, 12 were buy-bust operations, five were police response, four were the execution of search warrants, and two were the service of warrants of arrest. All this resulted in the arrest of 32 drug personalities, of which 17 were listed as Street Level Individuals and 15 were listed as High Value Individuals. In addition, the operation also resulted in the confiscation of 166.79 grams of shabu, 281,165 pieces of fully grown marijuana plants, 2,850 pieces of marijuana seedlings, 40,110.00 grams of dry marijuana leaves and fruiting tops, and 6,400.00 grams of dried marijuana with a total value of the Dangerous Drug Board of P63,612,372.00. Brig.Gen.David Peredo,Jr., regional director said, these achievements reflect PRO-CAR’s strong commitment to combating illegal drug activities and ensuring community safety by continuously monitoring illegal operations, to demonstrate its dedication to creating a safe environment where residents can feel safe and protected.                

KABAYAN,Benguet — The Police Regional Office-Cordillera Administrative Region Hheaded by Brig.Gen.David Peredo,Jr., joins the municipality of Kabayan in the commemoration of the 124th Anniversary of the Philippine Civil Service Commission (CSC) in a simple program coinciding with the Traditional Monday Flag Raising Ceremony held in Barangay Poblacion, Kabayan, Benguet on September 2. The event began with the flag raising ceremony, where Peredo alongside the Retired OCD-CAR Director, Andrew Alex H. Uy; the municipal officials and employees of Kabayan led by the Municipal Mayor Florante B. Bantales, Jr; and the personnel of Kabayan Municipal Police Station; proudly raised the Philippine flag, symbolizing unity and dedication to the nation. Following this, Peredo delivered his own inspirational message, echoing the significance of the civil servants’ role in the country’s development.     PRO-CAR’s continued commitment to stop the illegal drug trade and ensure the safety of the community led to the confiscation of over P13 million worth of illegal drugs and the arrest of seven drug personalities in a series of anti-illegal drug operations conducted in the Cordillera region from August 19 to 25, 2024. According to the reports submitted to the PRO-CAR Regional Director, Brig.Gen.David Peredo,Jr., a total of 15 operations were conducted in Abra, Baguio City, Benguet, Ifugao, Kalinga, and Mountain Province during the week. These operations resulted in the confiscation of 50,625 pieces of fully grown marijuana plants, 5,700 pieces of marijuana seedlings, 27,000 grams of dried marijuana leaves and fruiting tops, and 18.26 grams of suspected shabu, all of which have an overall total value of Php13,717,168.00. The most significant operation took place in Mountain Province, where the Inayan cops conducted a marijuana eradication operation that resulted in the seizure of marijuana plants valued at Php6,400,000.00. Moreover, in Benguet, the Cabalyero cops of the Benguet Police Provincial Office successfully conducted six marijuana eradication operations and a police response, resulting in the seizure of illegal drugs valued at P3,693,000.00 and the arrest of one Street Level Individual (SLI). Meanwhile, in Kalinga, the Lumin-awa cops confiscated illegal drugs worth Php 3,523,800.00 during a series of operations, including the execution of a search warrant, a buy-bust operation, and two marijuana eradication operations, which also led to the apprehension of one SLI. Additionally, in Baguio City, the Napino cops arrested three SLI’s following the implementation of a search warrant in Baguio City; in Abra, the Abante cops apprehended one SLI after conducting a buy-bust operation; and in Ifugao, the Haggiyo cops successfully nabbed a High Value Individual during the service of a warrant of arrest. These accomplishments highlight PRO-CAR’s strong commitment to ensuring community safety and maintaining a drug-free environment, demonstrating their dedication to protecting the public and ensuring a safer community for all.

LUNA,Apayao — Now equipped with knowledge and skills on basic internal security operations, a total of 119 police officers from the Apayao Police Provincial Office (PPO) and the Regional Mobile Force Battalion 15 officially graduated from the Basic Internal Security Operations Course (BISOC) during the closing ceremony held at Camp Gov. Elias K. Bulut Sr. and Training Center, Barangay Sta. Lina, Luna, Apayao, on August 22, 2024. The graduates proudly received their certificates of completion from PRO-CAR’s Deputy Regional Director for Administration (DRDA), Brig.Gen.Rogelio Raymundo,Jr., who served as the guest of honor and speaker of the program. Also present during the event were the Chief of the Regional Learning and Doctrine Development Division, Col. Charles Domallig; the Provincial Director of Apayao PPO, Col.Jefferson Cariaga; the Acting Training Manager of the Regional Special Training Unit-CAR, Lt.Col. Arvin Fabro and the Board Member of the province of Apayao, Hon. Kyle Mariah Chelsea Bulut-Cunan. As the highlight of the ceremony, three members of BISOC Cl 02-013-RCOR-2024-032 and Cl 02-013-RCOR-2024-033 “ALIGTAK” were given PNP Medals and Certificates of Commendation for their outstanding performance during the course namely For Cl 02-013-RCOR-2024-032 – Pat Christian T. Sadyoc (89.53%), Pat Samantha H. Bumolyad (89.28%) and Pat Joy K. Segundo (89.19%). For Cl 02-013-RCOR-2024-033-  Pat Janeth T. Dallig (91.86%), Pat Shalimar M. Bakidan (89.93 %) and Pat Solic G Pallisit (89.95%). Further, leadership awards were also given to Pat Arnel Jay A. Limbawan and PCpl Leonard B Icalla for serving as the Class Presidents, and PSSg Vincent Paul N. Pagdilao and PCpl Rogie A. Dela Cruz for serving as the Class Marchers. Raymundo led the ceremonial handover of the BISOC badge and the donning of the beret to the graduates. In his message, the DRDA extended his congratulations to the graduates on their success in completing their BISOC training and acknowledged their hard work, encouraging them to apply their skills with resilience and adaptability. “To our graduates, congratulations on your achievement. As you move forward in your careers, carry with you the lessons, camaraderie, and spirit of service that have defined your time in BISOC.
