By Zaldy Comanda  BAGUIO CITY –  Patuloy na pinangangalagaan ng Baguio Tourism Council sa pangunguna ni Gladys Vergara ang kalusugan ng bawat katandaan sa pamamagitan ng muling pagsasagawa ng free medical services sa ilalim ng Goodhearted Volunteers Medical Mission, na ginanap sa Seniors Citizen Affairs Office,Salud Mitra Barangay, mula alas 8:00 ng hanggang alas 12:00 ng tanghali, noong Marso 9.   “Hindi namin expected na dadagsa ang ating mga senior citizens na nangangailangan ng medical service para sa kanilang kalusugan. Labis akong nagpapasalamat sa ating mga specialist  medical volunteers, na naglaan ng kanilang oras at serbisyo para sa ating mga elderly,” pahayag ni Vergara.   Ang Free Medical Mission for Senior Citizens ay inorganisa ng city government at ng BTC sa tulong mga partners at sponsor mula sa Baguio Everlasting Lions Club, Zonta Club of Baguio, Baguio Medical Center, Unilab, Diabetes Philippines Baguio-Benguet Chapter, Natrapharm Philippines Inc., Abbott Nutrition, Dr. Dwight and Sofia Black, Pines Association of Nursing Attendants and Caregivers,Inc., Office of the Seniors Association of Baguio, Dr. Rey Leung, Dr.Brenda Leung and Fernando Tiong. Ang medical services na ipinagkaloob sa may mahigit 500 senior citizens ay ang Eye Check-Up;  Eye glasses; Diabetes screening; Diabetes medicine; Blood Pressure monitoring; Hypertensive medicines; General Check-up at Well-being Assessment. May mga libreng gamot dinsa mga nagpa-check up at free eye glasses, samantalang habang nakapila at nag-aantay sa kanilang check-up, ang mga seniors ay pinagkalooban ng libreng snacks at inumin. “ Siguro kaya rin dumagsa ang mga seniors, lalong-lalo na yoong may karamdaman ay dahil may mga best doctors tayo, gaya ni ni Dr. Dwight Black, na diabetes specialist. Marami din ang nagpacheck-up sa mata, mula sa mga bihasang doktor volunteer ng Everlasting Lions Club, na kinakailangang suriing mabuti ang pasyente, bago bigyan ng eyeglass.” Ayon kay Vergara, labis ang kanyang saya na makita ang mga senior citizens na hindi alintana ang pagod na makamit lamang ang kanilang hangad na magpasuri ng libre ng kanilang kalusugan. “Hopefully ay makagawa pa kami ng isang malaking medical mission para sa mga kababayan natin na nangangailangan ng medical services.”  “ Labis ang aking pasasalamat, ang medical mission na ito ay hindi matatawaran sa aming mga senior na nangangailangan ng atensyon sa aming kalusugan mula sa mga kinauukulan. Maraming salamat kay Gladys Vergara at mga medical volunteer sa kanilang taus-pusong pagtulong sa amin,” pahayag ng isang babaeng senior citizen.  

The City Government of Baguio upholds its commitment to support youth participation in city planning and development, as it renewed its partnerships for the Safe and Sound Cities (S²Cities) program through a ceremonial Memorandum of Understanding (MoU) signing on March 6, 2025 at the Mayor’s Office. The signed MoU also marks the start of the second phase of the S²Cities program in Baguio City, following the success of Phase 1. “We have seen through the s2Cities program how young people, when given the right opportunities and support, can take the lead in improving their cities. Baguio’s experience with S²Cities shows that there are many meaningful ways for local governments to involve and collaborate with the youth, and these efforts have reenergized active youth participation in the city,” said Mayor Benjamin Magalong. S²Cities is a global program led by the Global Infrastructure Basel (GIB) Foundation, hosted by the Swiss Philanthropy Foundation, with the support of Fondation Botnar. It aims to improve young people’s safety and well-being in urban environments. The MoU formalized Baguio City Government’ s partnerships with the Cordilleran Youth Center (CYC), a Baguio-based youth organization that will lead the Phase II implementation, and the ICLEI- Local Governments for Sustainability Southeast Asia (ICLEI SEA), the S²Cities program’s government engagement partner in SEA. Through the City Planning, Development and Sustainability Office (CPDS0), the Baguio City Government will collaborate with CYC and ICLEI SEA to oversee the Phase II implementation. Set to run until 2028, Phase I1 of S²Cities will focus on systems understanding, capacity strengthening, innovation, implementation, and scaling. A new set of youth-led initiatives will also receive seed funding, while ongoing support will be provided for Phase I projects. Phase l of the program’s implementation in Baguio resulted in the establishment of the SIGLAT (Synergize, Innovation and Gravitate Leadership towards Adaptive Technologies) Youth Innovation Hub, a co-working space that the Baguio City Government dedicated for its youth; and youth-designed and led projects such as the Happy Paws Pet Park and Baguio Wellness Hub. ICLEI SEA supported the program’s Phase I implementation in the Philippines, specifically in cities of Baguio and Naga, in 2023 to 2024 by facilitating engagements with local governments and will continue to do so for Phase ll. “In Phase of S²Cities in the Philippines, the commitment of local governments to partner with the youth proved to be crucial for the program to achieve its goals, contributing to the people-centered development of the partner cities. For Baguio City, we aim to continue supporting their local government and their youth as they reach new milestones in Phase II of the program,” said ICLEI SEA Regional Director Victorino Aquitania. Activities during Phase I of S²Cities in Baguio included a survey of urban safety, stakeholder consultations, workshops and capacity building activities, and ideation, designing, and implementation of safety solutions, among other youth-focused engagements. Baguio is the first City in the Philippines and the second city in Southeast Asia to officially be part of the S²Cities global network of program cities. It follows the pilot sites of Bandung, Indonesia and Envigado, Colombia. ICLEI SEA and Baguio have previously worked together in various sustainable development projects, including the Cities for Climate Protection Campaign; Sustainable Water Integrated Management and Governance; Preparatory research for LAB Asia initiatives Phases 1-3; AsianCitiesAdapt – Impacts of Climate Change in Target Cities in India and the Philippines and Local Adaptation Strategies; Asian Cities Climate Change Resilience Network; Circle Lab for Cities; and the One Planet City Challenge (OPCC).      

  BAGUIO CITY – Binigyang-diin ni Gladys Vergara, Chairperson ng Baguio Tourism Council, ang kahalagahan ng kapakanan ng mga senior citizen sa pamamagitan ng pagsusulong sa mas malakas na sistema ng suporta, ang Universal Health Care at pinalawak na mga benepisyo ng Social Pension para sa lahat ng matatandang indibidwal. Ipinahayag ito Vergara sa kanyang pakikipagpulong sa mga senior citizens sa naganap na assembly ng Barangay Pinsao Pilot,kamakailan. Sa kanyang talumpati, biinigyang-diin ni Vergara ang pangangailangan para sa mga libreng serbisyong medikal upang matiyak na ang mga tumatandang indibidwal ay makakatanggap ng sapat na pangangalagang pangkalusugan nang walang pasan ng mga hadlang sa pananalapi. Itinuro niya na maraming mga nakatatanda ang nagpupumilit na magbayad ng mga medikal na paggamot, na ginagawang isang mahalagang patakaran ang pangkalahatang saklaw ng pangangalagang pangkalusugan upang itaguyod ang kanilang kagalingan. Bilang karagdagan sa pangangalagang pangkalusugan, itinulak ni Vergara ang pagpapalawak ng social pension program, na nangangatwiran na ang lahat ng senior citizen ay dapat tumanggap ng tulong pinansyal bilang pagkilala sa kanilang panghabambuhay na kontribusyon sa lipunan. Inulit niya ang kanyang pangako sa mga patakarang nagpoprotekta sa kapakanan, dignidad, at kalidad ng buhay ng mga matatanda. “Inialay ng ating mga senior citizen ang kanilang buhay sa pagbuo ng ating mga komunidad. Tungkulin natin na tiyaking natatanggap nila ang pangangalaga, paggalang, at suporta na nararapat sa kanila,” paliwanag ni Vergara. Ang pagpupulong, na ginanap sa barangay Pinsao Pilot Project, ay nagsilbing plataporma para sa mga lokal na pinuno at mga senior citizen upang talakayin ang mga mabibigat na isyu na nakakaapekto sa populasyon ng matatanda. Sa patuloy na adbokasiya ni Vergara, marami ang umaasa na ang mga patakarang nagtitiyak ng mas mabuting pangangalagang pangkalusugan at tulong pinansyal para sa mga nakatatanda ay uunahin sa lokal at pambansang antas. BAGUIO CITY – City Administrator Bonifacio Dela Pena assured that there was no corruption and mismanagement in the implementation of four crucial projects in the city which suffered delays due to unavoidable circumstances. On the Luna Terraces socialized housing project, Dela Pena clarified the project was put on hold not on account of the city government but because of the problem of funding on the part of the Dept. of Human Settlements and Urban Development (DHSUD). The city administrator said it was DHSUD which selected the contractor to undertake the site development. The city’s task of pre-qualifying beneficiaries had been complied with through the Office of the City Social Welfare and Development Officer (OCSWDO) and the City Planning Development and Sustainability Office (CPDSO). He said Mayor Benjamin Magalong and concerned offices continued to exert efforts lobbying with DHSUD to get the project moving. On the Youth Convergence Center at the Baguio Athletic Bowl, Dela Pena said the project was terminated due to the contractor’s lapses having reached 15 percent slippage. The city had strictly monitored the project leading to the determination of liquidated damages and eventually the termination and later blacklisting of the contractor. The project was later subjected to two rebidding processes but failed each time due to incomplete documents submitted by the bidders. Dela Pena said that considering the time that elapsed and the two unsuccessful bidding procedures, the City Bids and Awards Committee decided to employ the negotiated bidding modality and results were expected this week. On the Wright Park Multi-Purpose Building with the Sustainable Infrastructure Projects Alleviating Gaps (SIPAG) and Big Impact Project (BIP) components, Dela Pena said the project was stopped also due to poor workmanship. Rebidding process is also in the works and they hope to resume the project as soon as possible. The Irisan barangay hall project was delayed due to the revisions requested by the barangay officials and thus required extension procedures. However the process has been threshed out and the project has been completed and ready for inauguration. Dela Pena requested those reporting and posting about city government projects to exercise prudence and circumspection in doing their jobs to be able to provide only facts and the truth to the public. He said these projects are properly documented with records that can be found at the different offices. At the same time, he urged the public to be more discerning of the posts they are reading to protect themselves from false or misleading information that can affect their judgement.By Aileen P.   Nagpapatuloy ang pangakong Baguio Tourism Council sa pangunguna ni Gladys Vergara sa inclusive livelihood opportunities sa pamamagitan ng specialized Kimchi Making Training sa Ginhawa Venture (GV) Livelihood Hub sa Barangay Irisan, noong Pebrero 28. Ang inisyatiba na ito, na isinagawa sa pakikipagtulungan sa TESDA, ay naglalayong bigyan ng kapangyarihan ang mga  Persons With Special Needs sa pamamagitan ng pagbibigay sa kanila ng mga praktikal na kasanayan na maaaring suportahan ang kanilang kalayaan at paglago sa pananalapi. Sa pagkilala sa kahalagahan ng accessibility, isang interpreter, si Christopher Catbagan, ay naroroon upang mapadali ang malinaw na komunikasyon at matiyak ang isang komportableng kapaligiran sa pag-aaral para sa lahat ng mga kalahok. Ang pagsasanay ay tinanggap din ang mga residente mula sa iba’t ibang barangay, na nagtaguyod ng pakiramdam ng komunidad at pagbabahagi ng pag-aaral. Sa patuloy na mga programang pangkabuhayan tulad nito, muling pinagtitibay ng BTC at GV Livelihood Hub ang kanilang dedikasyon sa inclusive economic opportunities at community development, tinitiyak na ang lahat ng indibidwal, anuman ang kakayahan, ay may pagkakataong umunlad.        

BAGUIO CITY – Muling kinatawan ni City Councilor Elmer Datuin ang Baguio City sa pandaigdigang yugto, sa pagkakataong ito ay iprinisinta ang gender equality initiatives ng lungsod. Sumali si Datuin sa isang workshop para sa Voluntary National Reviews at Local and Regional Government Assembly, isang kaugnay na kaganapan ng 12th Asia-Pacific Forum for Sustainable Development (APFSD) na ginanap sa Bangkok, Thailand, noong Pebrero 25, 2025, Bilang National Chairman for Advocacy ng Philippine Councilors League (PCL), nagsalita siya tungkol sa kahalagahan ng pagsusulong ng pagkakapantay-pantay ng kasarian at kung paano nagtrabaho ang Baguio City upang lumikha ng isang mas inclusive at gender-responsive na lungsod. Sa kanyang talumpati, ipinaliwanag ni Datuin na ang pamahalaang lungsod ay nag-institutionalize ng Gender and Development (GAD) Code sa pamamagitan ng Ordinance 66-2011 (as amended) upang matiyak na ang mga pagsasaalang-alang ng kasarian ay isinama sa paggawa ng patakaran, pagpaplano, pagbabadyet, pagpapatupad, pagsubaybay, at pagsusuri nito. Kasama sa mga partikular na programa sa ilalim ng Kodigong ito ang mga inisyatiba sa kapasidad, pagbabadyet na tumutugon sa kasarian, pagtatatag ng mga mekanismo ng pagsubaybay at pagsusuri, at aktibong pakikipag-ugnayan ng stakeholder. Binanggit din niya ang isang pagsusuri ng pag-unlad ng lungsod gamit ang mga tool sa pagtatasa. Ang unang lugar na tinasa ay gender mainstreaming. Sa lugar na ito, naabot ng lungsod ang antas 2 sa 5, na nangangahulugan na ang mga hakbangin ng kasarian ay nasa lugar ngunit hindi pa ganap na isinama sa lahat ng mga programa ng pamahalaan. Ang pangalawa ay ang pagiging tumutugon sa kasarian kung saan nakatanggap ang lungsod ng average na 3 sa 4, na nagsasaad na umiiral ang mga patakarang sensitibo sa kasarian ngunit hindi ganap na aktibo sa pagtugon sa mga isyung nauugnay sa kasarian. Upang matugunan ang mga puwang na ito, ang lungsod ay nagpatibay ng ilang mga estratehiya tulad ng muling pagbuo at pagpapalakas ng mga focal point ng GAD sa lahat ng departamento ng lungsod, pagsubaybay sa taunang plano at badyet ng GAD, pagtatasa ng pagganap ng departamento, at pagtatatag ng mga focal point ng GAD sa bawat barangay. Higit pa rito, binigyang-diin ni Datuin ang ilang mga konkretong programa na idinisenyo upang mapahusay ang pagkakapantay-pantay at kaligtasan ng kasarian sa lungsod. Ito ay ang GAD Section sa City Library, Violence Against Women and their Children (VAWC) Desks, Dedicated Women and Children’s Unit sa Baguio City Police Office (BCPO), Ai-Powered Cameras at Smart City Command Center para mapahusay ang emergency response at pag-iwas sa krimen na nagpapaganda ng kaligtasan para sa kababaihan, LED Street Lighting Project, at Support for Women in the Creative Industry. Gayunpaman, kinilala ni Datuin ang ilang mga hadlang na humahadlang sa ganap na pagsasama-sama ng GAD tulad ng kakulangan ng na-update na data na pinaghiwa-hiwalay ng kasarian, mahinang pakikipagtulungan sa mga ahensya, mababang kamalayan sa mga karapatan ng kasarian, at limitadong mga mapagkukunan at tauhan. Upang malampasan ang mga hamong ito, iminungkahi ni Datuin ang mga sumusunod na estratehiya: pagpapatupad ng isang sistemang database na tumutugon sa kasarian, pagpapahusay ng mga pagsusumikap sa pagsubaybay ng plano at badyet ng GAD, pagtatatag ng isang nakatuong hotline para sa mga biktima ng karahasan na nakabatay sa kasarian, at pagpapahusay ng kamalayan ng publiko tungkol sa Magna Carta para sa kababaihan. Ipinahayag ni Datuin na ang Baguio City ay nananatiling nakatuon sa sustainable development, na sumusunod sa pambansa at pandaigdigang balangkas. Muli niyang pinagtibay ang dedikasyon ng lungsod sa pagbuo ng isang inclusive, resilient, at thriving community kung saan nananatiling priyoridad ang pagkakapantay-pantay ng kasarian. Ito ang kanyang ika-apat na paglahok sa internasyonal na fora sa sustainable development at governance. Dati niyang kinatawan ang Baguio City sa United Nations (UN) Water Conference sa New York, USA noong Marso 22, 2023, ang Asia-Pacific Forum on Sustainable Development sa Bangkok, Thailand noong Pebrero 19, 2024, at ang World Water Forum sa Bali noong Mayo 22, 2024 kung saan tinugunan niya ang mga isyu mula sa water governance hanggang sa poverty reduction.

Ayon kay Vergara, ang makasaysayang Session Road sa Bloom, na ginagawang isang masigla, pedestrian-friendly festival hub na puno ng mga lokal na sining, masarap na lutuin, at live na pagtatanghal, ay pinalalakas ang mga koneksyon sa pagitan ng mga residente at bisita, bilang isang mahalagang bahagi ng landscape ng turismo ng Baguio. Aniya, bilang isa sa mga pinakaminamahal na highlight ng Panagbenga tuwing taon, ang Session Road sa Bloom ay nag-aalok ng kakaibang karanasan kung saan ang mga bisita ay maaaring maglakad sa isang buhay na buhay na avenue na may linya ngmga stall na nagpapakita ng mga handcrafted goods, artisanal na produkto, at isang magkakaibang hanay ng mga culinary delight. Sinamahan sila nina Mayor Benjamin Magalong, mga iba pang city officials, kinatawan ng Baguio Festival Flower Foundation,Inc at Department of Tourism-Cordillera, na naghatid ng mga inspiradong mensahe sa pagpapasigla sa kahalagahan ng paglago ng ekonomiya ng festival.  

By Zaldy Comanda BAGUIO CITY — Colorful varieties of flowers andornamental plants designed on 44 floats participating in the grand flower float parade of the 29th Panagbenga Festival in  Baguio City, on  February 23. With the theme “Blossoms Beyond Boundaries”, the flower floats from the Small, Medium and Large categories, once again shone, highligting their float entries in line with this year’s theme, which will be the basis for the judges’ selection of the winners. As early as 4:00 a.m., spectators were positioned along Session and Harrison Road to get a closer look at the elegant designs of the floats, some of which carried celebrities, much to the delight of the spectators. According to the Baguio Flower Festival Foundation, Inc. (BFFFI), this year the number of participating floats increased to 44, compared to 33 in 2024. In the small float category, there are 11; in the medium category, 10; and in the large category, 14, all competing. Also included in the parade are the City Government float; Department of Tourism float; Hall of Fame Baguio Country Club, SM Prime Holding, Inc., Paragon Hotel and Suites, Ilocos Norte and other floats, all not competing in the entries. The flower float is considered a crowd-drawing event in the history of the Panagbenga Festival since 1995. This year, the small float category will include the Baguio-Benguet Bonsai Club and Panagbenga Landscapes, Baguio Camella Big Brother Inn, Jack’s Baguio Restaurant, Inc., Kyoto Printing Services, Panagbenga Landscaping Association, Panagbenga Landscaping Association (second entry), Radiowealth Enterprises, Inc., Tecsphere Enterprises, Inc., Wilcon Deport, Wood,Rock and Flowers Group and Zaparitas Garden. In the medium category are Chowking, Commission on Elections, Mang Inasal, Palawan Pawnshop, Philippine Retirement Authority, The Riles Ventures, Inc., Unilever Phils Inc.-Sunsilk, Vendors Group, You Glow Babe Skin Care Products Trading and Zaparita Garden.In the large floral float category are Activations Advertising Inc./Uniliver Philippines, Surf; Converge ICT, Golden Arches Development Corporation, Igorot Stone Kingdom, International Pharmaceutical Authority Inc., John Hay Management Corporation (JHMC), Jollibee Foods Corporation, KFC, Narvacan Naisangsangayan, Pangasinan Solid North Transit, Inc., Pepsi Cola, Republic Gas Corporation, SCD-Eevor Skincare Depot and TIEZA (Tourism Infrastructure and Enterprise Zone Authority).
