NUEVA VIZCAYA, Philippines — Presidential Adviser on Peace, Reconciliation and Unity Secretary Mel Senen M. Sarmiento has commended Governor Jose V. Gambito and the Provincial Government of Nueva Vizcaya for prioritizing the reintegration of former rebels through the inclusion of the Transformation Program in the province’s 2026 Annual Investment Plan.

In a letter to Governor Gambito, Sarmiento said the provincial government’s move demonstrates its “strong support” for the national peace, reconciliation and transformation agenda.

The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) said the Transformation Program provides sustained and holistic interventions for former members of the Communist Party of the Philippines–New People’s Army–National Democratic Front (CPP–NPA–NDF), as well as their families.

The program focuses on security, confidence-building, healing and reconciliation, and socio-economic support. It aims to help former rebels rebuild their lives, gain access to government services, secure livelihood opportunities and become productive members of their communities.

Sarmiento assured the provincial government that OPAPRU will continue to extend technical assistance and coordinate closely with the Gambito administration to ensure the effective implementation, institutionalization and local integration of the program.

The initiative is expected to promote lasting peace, strengthen communities and create better opportunities for former rebels and their families.

OPAPRU’s recognition highlights Nueva Vizcaya’s contribution to the national government’s continuing efforts to reintegrate former combatants, address the roots of armed conflict and prevent the resurgence of armed groups through livelihood assistance, social services and community-based healing initiatives.
