NORTHERN SAMAR, Philippines — The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., welcomed another step toward peace in Northern Samar following the voluntary surrender of a PSR-listed Communist Terrorist Group (CTG) member on September 15, 2026.
Personnel of the 3rd Special Action Battalion, Special Action Force (3SAB, SAF), in coordination with the Palapag Municipal Police Station, 2nd Provincial Mobile Force Company of the Northern Samar Police Provincial Office, other PNP units, and the Philippine Army, facilitated the surrender of alias “Yana” in Barangay Osmeña, Palapag, Northern Samar. The surrenderer is identified as a CTG Medical Officer under the Sub-Regional Guerilla Unit Laysan, Sub-Regional Committee Arctic, Eastern Visayas Regional Party Committee, and was listed under the PSR for the 2nd Quarter of CY 2026 by the Joint AFP-PNP Intelligence Committee (JAPPIC).
Following the surrender, “Yana” is undergoing documentation and processing for possible enrollment in the Enhanced Comprehensive Local Integration Program (E-CLIP), which provides assistance to former CTG members as they transition back to their communities and pursue a peaceful life in mainstream society.
“Every surrender is an opportunity to choose peace over armed conflict. We will provide the necessary support within the bounds of the law to help those who leave the armed struggle rebuild their lives and return to their communities,” PGEN Nartatez said.
“Ang mahalaga, may pagkakataong magsimula muli. Hinihikayat natin ang mga kasapi ng CTG na talikuran ang pakikibaka gamit ang dahas at piliin ang mapayapang pagbabalik sa kanilang pamilya at komunidad,” he added.
The development supports the PNP’s Focused Agenda through Enhanced Managing Police Operations, reinforcing sustained efforts to encourage CTG members to abandon armed struggle and return peacefully to mainstream society.
As the PNP strengthens peace and security efforts under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
