PRO 9 holds strengthen security, accountability and community-focused policing

ZAMBOANGA CITY, Philippines — Police Regional Office (PRO) 9, under the leadership of Police Brigadier General Elmer E Ragay, Regional Director, conducted its 2nd Command Conference at Camp Col Romeo A Abendan, Mercedes, Zamboanga City, bringing together the Command Group, Regional Staff, Provincial and City Police Offices, and Chiefs of Police, on October 5.

The conference served as a strategic venue for the assessment of current security and crime trends, evaluation of operational accomplishments, identification of emerging threats, and formulation of responsive measures to address the evolving peace and order concerns across the Zamboanga Peninsula.

Among the major matters discussed were the Regional Security Situation, regional crime trends and analysis, online threats cases, PNP operational accomplishments, safer cities initiatives, school safety and security, loose firearms, and the accounting and disposition of unrenewed or expired firearms.

The conference also highlighted the importance of community engagement and school safety drills, recognizing that effective policing extends beyond law enforcement operations and requires meaningful collaboration with communities, local government units, schools, and other stakeholders.

Regional offices, police units, and commanders likewise presented their respective administrative and operational accomplishments under the PNP Focused Agenda, providing the leadership with a comprehensive assessment of ongoing programs, challenges, and areas requiring immediate intervention.

In his guidance, PBGen Ragay emphasized that police performance should not be measured solely by the number of arrests, operations conducted, or cases solved, but by the actual impact of police service on the lives and safety of the people.

“Behind every number is a person. Behind every crime incident is a family seeking justice. Behind every recovered firearm is a potential tragedy prevented. And behind every police operation is a public expectation that we will serve with competence, integrity, and compassion.”

Ragay also called on all commanders and personnel to continuously strengthen intelligence gathering, investigative capability, operational readiness, technology utilization, community engagement, and accountability, while maintaining the highest standards of professionalism, discipline, integrity, and respect for human rights.

Through sustained collaboration and responsive policing, PRO 9 continues to pursue its commitment to a safer Zamboanga Peninsula where families can live without fear, children can go to school safely, businesses can prosper, and communities can thrive. (PIO,PRO 9)
