CAMP COL ROMEO A ABENDAN, Zamboanga City, Philippines — Police Regional Office (PRO) 9 further strengthened its organizational capability and commitment to effective police service with the blessing and inauguration of the newly constructed Three Units Command Group Quarters and Regional Director’s Quarters (CRS Quarters) at Camp Col Romeo A Abendan, Mercedes, Zamboanga City, on September 25.

The significant milestone was highlighted by the presence of Police Major General Martin E Defensor Jr., The Director for Logistics who represented Police General Jose Melencio C Nartatez, Jr., Chief, Philippine National Police, who served as the keynote speaker for the occasion.

The newly constructed Three Units Command Group Quarters was implemented under the PNP Facility Development Program. Meanwhile, the Regional Director’s Quarters was constructed under the PNP-Department of Public Works and Highways Tatag ng Imprastraktura para sa Kapayapaan at Seguridad Program 2023.

The inauguration featured the ribbon-cutting and unveiling of the commemorative marker, blessing of the newly constructed facilities, presentation of the infrastructure project, ceremonial turnover of the key, and messages from the PNP leadership.

Under the leadership of Police Brigadier General Elmer E Ragay, Regional Director, PRO 9 continues to pursue initiatives that strengthen its command structure, improve personnel welfare, enhance operational capability, and provide its police units with facilities conducive to effective service delivery.

The project embodies the Chief PNP Focused Agenda, particularly the pillar on Management of Resources, which promotes the efficient utilization of resources, modernization of facilities and systems, and the creation of an organizational environment where police personnel can perform their duties effectively and professionally.

The milestone reinforces PRO 9 commitment to the PNP vision of a “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman”—a police organization that is capable, accountable, professional, and responsive to the people it serves. As PRO 9 continues to move forward, this PRO remains steadfast in strengthening its institutional foundation, investing in its personnel and facilities, and transforming available resources into measurable improvements in police service, operational effectiveness, and public trust.
